3.4 MANAGEMENT SYSTEMS TO SUPPORT AND MAINTAIN QUALITY SERVICES AND<br />

APPROPRIATE CLIENT UTILIZATION<br />

Basic management and administrative systems as well as regular supervision and in-service training<br />

are necessary to ensure that health services are consistently provided at an acceptable level of quality<br />

3.4.1 Management Meetings, Quality Assurance, and Client Opinions<br />

The 2015 NHFS elicited information pertaining to management meetings, community participation,<br />

quality assurance, and structures to elicit clients’ opinions on health service delivery. Table 3.9 provides<br />

information on each of these elements, which are important in ensuring the delivery of quality services in<br />

health facilities.<br />

Management Meetings<br />

To function well, a health facility must have a system in place for identifying and addressing<br />

management and administrative issues. This system may involve meetings to discuss day-to-day issues or<br />

broader management issues, such as financing, utilization, or plans for health-related campaigns. The<br />

meetings must be regularly scheduled; also, specific staff members must have defined areas of responsibility.<br />

To assess this management component, the NHFS inquired as to whether a functioning management<br />

committee met at least once every six months and asked for official documentation of the proceedings. A<br />

health facility was considered to have a functioning management system if there was a record of committee<br />

meetings with documented decisions and follow-up on issues discussed.<br />
