PV Policy Group – WP2 – Questionnaire on national policy framework for PV 3.4. Assessment of strengths and weaknesses of the legislation Please summarise what you consider key strengths and weaknesses of the current legislation. Also highlight necessary amendments from your point of view. According to GIFI the key strengths and weaknesses of the recently published draft of the final decree (in comparison to previous versions) can be summarised as follows: Key strengths: • Increase of maximum capacity from 300 kWp to 1.000 kWp • Inclusion of open-space installations • Possibility for connection to the medium-voltage grid • Sufficient level of feed-in-tariff for installations < 50 kWp • Increase of guaranteed period of feed-in-tariff from 15 to 20 years • Annual decrease of feed-in-tariff of only 2% p.a. (instead of 3%) • “Competitive procedure” limited to installations > 50 kWp • Possibility to combine feed-in-tariff with regional investment subsidies • Flexibility regarding capacity cap of 100 MWp until 2010 (may be revised) Key weaknesses: • New competitive mechanism for installations > 50 kWp; • “Hybrid” remuneration system forcing operators to deal with two diffierent authorities (regulator appointed by AEEG and local utility; • Centralised permission procedure that could extend the required lead time of max. 3-4 months for investors considerably; • No specific feed-in-tariff for building-integrated PV installations (BIPV). PV Policy Group – WP2 – Questionnaire on national policy framework for PV Part F: Information on national support schemes for PV This part of the questionnaire is designed to explain in detail the most important national support schemes for PV investments (e.g. grant, soft loan or fiscal incentive schemes). Apart from a description of the terms of the scheme a critical assessment of its management and performance is required. For a well-balanced assessment various key actors representing a mix of perspectives (1. PV politicians, 2. PV industry, 3. PV users/investors) should be questioned. For each scheme please fill in a separate copy of Part F of the questionnaire! 1.
