PV Policy Group – WP2 – Questionnaire on national policy framework for PV
• Regional Security Bank („Bürgschaftsbank“, mostly owned by the Region and regional
commercial banks) – Taking-over of financial guarantees for commercial credits;
• Regional Investment Promotion Agency (there is a large variety of names ranging from
„Technology Foundation“ to „Investment Promotion Agency“, mostly they are owned by the
Region and other regional actors like Chamber of Commerce, banks etc.) – Management – as
trustees of the state – of public support schemes of the Region or other initiatives, mainly in
the areas export / foreign trade & investment, entrepreneurship and SMEs;
• Public - Private Equity Funds („MBG - Mittelständische Beteiligungsgesellschaft“ – mostly
owned by the Region and regional banks) – seed and start-up financing of SME
Overall, this administrative framework of institutions is similar to the federal level. Sometimes there are
overlaps in terms of competencies between single institutions, also between public and private actors
(e.g. commercial banks). Due to increasing budget constraints many regions try to streamline their
administrative structures, especially by merging institutions and programmes under one roof. Of
course these re-structuring measures have the character of administrative reforms and can only be
implemented by strong political will. Very often inefficient structures are the result of conflicting political
interests that increase rather than disappear in the case of frequent changes of governments and the
balance of power within the region.
