peculiarities of each country. The following countries are participating in the activity:<br />

- Austria - Portugal<br />

- France - Slovenia<br />

- Germany - Spain<br />

- Greece - Sweden<br />

- Italy - The Netherlands<br />

- Japan - UK<br />

Both, research design and questionnaire have been approved by the project partners at the first<br />

European Core <strong>Group</strong> meeting in Berlin on 3 March 2005. 12 questionnaires are attached to this<br />

report (See Appendix 2).<br />

Task 2.2: Conducting of market research and data collection<br />

In month 3, data collection by means of distributing questionnaires to the National Agencies<br />

began. WIP filled in the information that was available from existing resources (IEA-<strong>PV</strong>PS, <strong>PV</strong><br />

Catapult, Dena Export Handbook etc.) and afterwards sent the questionnaires to the National<br />

Energy Agencies who are partners to the project. To ensure a timely and coherent work flow WIP<br />

stayed in close contact with the agencies. The collaboration worked out very well and all agencies<br />

delivered sound and competent answers.<br />

Besides the eight countries that are represented in the project consortium Italy, Japan, UK and<br />

Sweden have also been added to the research design. The inclusion of these countries widens the<br />

geographical scope of the analysis and they represent interesting policy frameworks for <strong>PV</strong> which<br />

are surely adding value to the project. Fortunately, WIP found reliable partners in these countries<br />

who are willing to support <strong>PV</strong> <strong>Policy</strong> <strong>Group</strong>.<br />

Task 2.3: Evaluation of market research<br />

The assessment of the questionnaires with regard to effectiveness and efficiency started in month<br />

6. On the one hand WIP started with the systematic interpretation of each particular country<br />

profile, taking into account the specific context. On the other hand the following procedure for the<br />

benchmark analysis was developed and has been accepted by the project partners at the 2 nd<br />

European Core <strong>Group</strong> meeting in Barcelona on 6 June 2005:<br />

- definition of performance criteria<br />

- assessment of national policy frameworks against performance criteria<br />

- identify benchmarks (no. 1 of each criterion)<br />

- assessment/evaluation (August and September 2005)<br />

The first reliable outcomes of the analysis will be presented at the Thematic Working <strong>Group</strong>s<br />

Meeting in Catania, Italy, 6-7 October 2005.<br />

WP3: Co-ordination of European <strong>PV</strong> <strong>Policy</strong> Core <strong>Group</strong><br />

The aim of the European <strong>PV</strong> <strong>Policy</strong> Core <strong>Group</strong> is to establish a network of national energy<br />

agencies who exchange knowledge and ideas on key policy issues and work out a European<br />

Position Paper and Action Plan. Under the co-ordination of dena the group has been<br />

successfully constituted.<br />
