<strong>PV</strong> <strong>Policy</strong> <strong>Group</strong> – WP2 – Questionnaire on national policy framework for <strong>PV</strong><br />

produced by plants included in the Independent Power System, including <strong>PV</strong> and other<br />

renewables<br />

Decree-Law 68/2002 of March 25 - Regulates the power production activity for systems below 150<br />

kW (including grid-connected <strong>PV</strong> systems) used for self-consumption (minimum 50% of production)<br />

and delivery of surplus to the grid or to a third party at low voltage.<br />

2.2. Subsidy schemes for <strong>PV</strong> investments<br />

Please list all relevant legislation (e.g. laws, decrees) and/or programmes regulating the acquisition<br />

of investment subsidies (e.g. grants, soft loans, other financing schemes) for <strong>PV</strong> investors. Key<br />

instruments are then analysed in detail in Part E + F of the questionnaire.<br />

Decree-Law 70-B/2000 of May 5 – Approves the legal framework for the creation of<br />

measures aiming at the strategic development of the different economic activity sectors,<br />

trough direct and indirect support to companies and other economic agents for the time period<br />

of 2000 to 2006.<br />

Resolution of the Council of Ministers n. 101/2003 of July 10 – Creates the PRIME<br />

Programme (Incentives Programme for the Modernisation of Economic Activities) whose<br />

objective is to promote the productivity and competitiveness of the Portuguese economy<br />

through the selective support of company projects and strategies aiming to improve their<br />

sustainable and competitive development.<br />

Portaria 394/2004 of April 19 – Approves and regulates the MAPE (Support Measure for the<br />

Maximisation of Energy Potential and for Streamline Consumption) in the framework of the<br />

PRIME Programme, which has the purpose of providing targeted support to power and heat<br />

production based on new and renewable energies, as well as to projects for the rational use of<br />

energy and conversion to natural gas.<br />

Dispatch n. 27461/2004 (2nd series) of December 17 – Publishes the maximum limits for the<br />

eligible investment for the different RES conversion technologies under the MAPE, setting<br />

3500 EUR/kW for <strong>PV</strong> power plants.<br />
