In accordance with the Certificate of Envir<strong>on</strong>mental<br />
Clearance (CEC) requirement for Uni<strong>on</strong> Industrial<br />
Estate, La Brea a Greenfield Buffer Z<strong>on</strong>e will be<br />
established by Nati<strong>on</strong>al Energy. The buffer z<strong>on</strong>e is an<br />
area surrounding a development, plant, or disturbed<br />
area of land, meant to mitigate any adverse effects<br />
emanating from the said development, plant, or<br />
disturbed area, to levels that are acceptable <strong>on</strong> the<br />
z<strong>on</strong>e’s outer boundary.<br />
SUSTRUST Ltd. was engaged for the development<br />
of a detailed design for the Greenfield Buffer Z<strong>on</strong>e<br />
and preparati<strong>on</strong> of an implementati<strong>on</strong> plan for the<br />
project in accordance with its design characteristics.<br />
The design phase was completed in December 2015<br />
and the implementati<strong>on</strong> plan was finalised in the first<br />
quarter of 2016.<br />
The establishment of the buffer z<strong>on</strong>e will c<strong>on</strong>sist of<br />
the following four phases:<br />
• PHASE 1: Land Preparati<strong>on</strong><br />
• PHASE 2: Procurement and propagati<strong>on</strong> of trees<br />
• PHASE 3: Planting of tree species<br />
• PHASE 4: Maintenance of tree species<br />
The project is currently in the Land Preparati<strong>on</strong> phase<br />
which is expected to take three m<strong>on</strong>ths and includes<br />
the following activities:<br />
• The removal of c<strong>on</strong>crete rubble and other solid<br />
waste dumped at some sites<br />
• Ploughing and rotovating of soil<br />
• Improving surface drainage in areas pr<strong>on</strong>e to<br />
waterlogging<br />
• Filling in open pits and levelling the hummock<br />
(hilly) terrain<br />
The buffer z<strong>on</strong>e will serve to minimise the impact<br />
of noise, air emissi<strong>on</strong>s and light emanating from<br />
operati<strong>on</strong>s at UIE <strong>on</strong> the surrounding communities.<br />
Maintenance of the Greenfield Buffer Z<strong>on</strong>e will also<br />
c<strong>on</strong>tribute towards creating harm<strong>on</strong>y between the<br />
industrial development and the natural envir<strong>on</strong>ment.<br />
Nati<strong>on</strong>al Energy plans to engage the community<br />
of La Brea and envir<strong>on</strong>s throughout the lifetime of<br />
the project, particularly during the planting and<br />
maintenance phases.<br />
The implementati<strong>on</strong> of this project dem<strong>on</strong>strates<br />
Nati<strong>on</strong>al Energy’s commitment to EHS Best practice<br />
through the minimisati<strong>on</strong> of envir<strong>on</strong>mental health and<br />
safety risks to its fence line communities and ultimately<br />
the pursuit of development in an envir<strong>on</strong>mentally<br />
sustainable manner.<br />
