changer in governance<br />
The Government recently passed<br />
‘The Aadhaar (Targeted Delivery of<br />
Financial and Other Subsidies, Benefits<br />
And Services) ACT, 2016’, which<br />
provides for, as good governance,<br />
efficient, transparent, and targeted delivery of<br />
subsidies, benefits and services, the expenditure<br />
for which is incurred from the Consolidated Fund<br />
of India, to individuals residing in India through<br />
assigning of unique identity numbers to such<br />
individuals. This means that any person who<br />
avails benefit from any Government scheme<br />
would now require an Aadhaar card. Close to 20<br />
crore people in the country still need an Aadhaar<br />
card. This is a huge opportunity for VLEs as they<br />
receive Rs. 35 for each Aadhaar generated. This<br />
not only increases business for CSCs but also<br />
enables the Government in achieving the targeted delivery of various benefits to citizens in a transparent manner. By<br />
using Aadhaar, all duplicate cases are identified and the system becomes transparent and efficient.<br />
CSCs function as Permanent Enrolment Centers (PEC) and are therefore unique and different from many other<br />
enrolment centers. PECs also enhance the income of VLEs through additional services like biometric, demographic<br />
or mobile updates. VLEs earn Rs. 15 per demographic update and Rs. 4 per mobile update. Considering that 70 crore<br />
Aadhaars require update of mobile numbers, this service can provide additional income to VLEs. Similarly, all children<br />
will require a biometric update when they turn 15 years of age. PECs will be the only centre which can update the<br />
biometric data of children under Aadhaar.<br />
There is a plan to turn each of the CSCs into Aadhar Enabled Payment (AEPS) Center that shall provide access<br />
to citizens to withdraw their entitlements and other amount from any bank. VLEs can avail this opportunity<br />
by registering for Apna Dhan. This payment system also requires authentication, which can be done by VLEs.<br />
CSCs are likely to be the sole centre for authentication of citizens for entitlements, at place of his residence. By<br />
working as PECs, CSCs can help the Government in achieving transparent and efficient governance and enhance<br />
the credibility of the service delivery system.<br />
