Goa may ban<br />

Goa’s tourism department is planning<br />

to enact a law that would ban<br />

swimming in the sea post-sunset, as<br />

well as under the influence of alcohol.<br />

The decision comes in the wake of<br />

recent incidents of drowning along the<br />

state’s coast, with three cases recorded<br />

in the past one week alone.<br />

While two Ahmedabad students died<br />

in the waters off Candolim Beach last<br />

Thursday, two more people lost their<br />

lives prior to this in separate incidents<br />

while swimming along the Candolim–<br />

Calangute strip. All these cases<br />

occurred at night, when no lifeguards<br />

man the beaches. The incidents<br />

compelled a private lifeguard agency to<br />

issue an advisory against swimming in<br />

rough waters.<br />

NEW DELHI: The Union consumer<br />

affairs ministry has asked the Central<br />

Board of Direct Taxes (CBDT) to ask<br />

officials to take into account service<br />

charge collection by hotels and eateries<br />

while assessing their tax liabilities.<br />

“Incidents of deaths due to drowning<br />

on the beaches of Goa will bring a bad<br />

repute to the state, and all agencies,<br />

including the Department of Tourism,<br />

have to act responsibly,” said state<br />

tourism minister Manohar Ajgaonkar.<br />

He added that until the law was<br />

formally enforced, the government<br />

could publicise an ordinance before<br />

tourism season begins in October.<br />

The state government has asked<br />

establishments such as hotels,<br />

guesthouses, shacks and restaurants—<br />

as well as taxi, tour and water-sports<br />

operators—to caution tourists against<br />

hitting the sea in the dark. Shacks have<br />

also been told to install signboards<br />

warning against drunk swimming.<br />

OCI Cards To Cost<br />

From Dec 31<br />

Panaji: The conversion of Person of<br />

Indian Origin (PIO) Cards to Overseas<br />

Citizen of India (OCI) cards will not<br />

be free beyond December 31, <strong>2017</strong>, the<br />

ministry of home affairs has stated.<br />

Those looking to convert their PIO<br />

cards to OCI cards in 2018 will be<br />

permitted to do so only on payment of<br />

a fee.<br />

The PIO cards will become invalid<br />

travel documents after October 2018,<br />

and therefore the ministry has urged<br />

all persons of Indian origin to get their<br />

handwritten PIO cards converted to<br />

machine readable OCI cards before<br />

October 2018.<br />

A meeting of tourism industry<br />

stakeholders chaired by chief minister<br />

Manohar Parrikar, ordered police<br />

to crack down on cooking in public<br />

by tourist groups, claiming it was<br />

unhygienic and resulted in garbage<br />

being strewn in public areas.<br />

“Cooking in the open by groups<br />

of tourists is an eyesore. It creates<br />

disturbance and garbage which is left<br />

unattended. We have instructed police<br />

to crack down on groups of tourists<br />

who travel by buses and cooking gear<br />

and then cook in the open for their<br />

meals,” said Goa Tourism minister<br />

Ajgaonkar.<br />

Tourists travelling in buses on<br />

shoe-string budgets are regularly seen<br />

along coastal parts of the state cooking<br />

their meals in the open, something the<br />

tourism industry stakeholders have<br />

complained in the past about, claiming<br />

such low-budget tourism doesn’t bring<br />

in revenue to the state exchequer and<br />

at the same time ruins the aesthetics of<br />

the countryside.<br />

“The sooner this is stopped the better.<br />

We have received a lot of complaints,”<br />

Ajgaonkar said.<br />

Goa is one of the top beach tourism<br />

destinations in the country and attracts<br />

more than six million tourists every<br />

year.

In a major development, Finance<br />

Ministry on Tuesday issued a<br />

notification about the introduction of<br />

Rs 100 coin. According to news agency<br />

ANI, the Rs 100 coin will be introduced<br />

to commemorate the birth centenary of<br />

Dr MG Ramachandran. News agency<br />

PTI reports that along with Rs 100,<br />

Rs 5 coin will also be issued by the<br />

government. As per the report, the<br />

coins will bear MGR’s portrait in the<br />

centre along with the inscription ‘DR<br />

M G Ramachandran Birth Centenary’<br />

on the lower periphery. The same will<br />

also be marked on the upper periphery<br />

in Devnagari script.<br />

The notification said that the year<br />

‘1917-<strong>2017</strong>’ will be flanked below the<br />

portrait of Dr M G Ramachandran. The<br />

coins will also bear the Lion Capital<br />

of Ashoka Pillar in the centre with<br />

the inscription ‘Satyamev Jayte’ on<br />

the obverse side. The Rs 100 coin will<br />

weigh around 35 grams, while Rs 5<br />

coins will weigh 6 grams.<br />

The new Rs 100 coin will be made of<br />

silver (50 per cent), copper (40 per cent),<br />

nickel (5 per cent) and zinc (5 percent),<br />

while Rs 5 coin will be made of copper<br />

(75 per cent), zinc (20 per cent) and<br />

nickel (5 per cent). Ramachandran,<br />

popularly known as ‘MGR’, was the<br />

founder of All India Anna Dravida<br />

Munnetra Kazhagam (AIADMK) party,<br />

currently ruling in Tamil Nadu. A film<br />

actor and a three-time Chief Minister,<br />

he was awarded the Bharat Ratna<br />

posthumously in 1988.<br />

the charge.<br />

In a series of tweets, consumer affairs<br />

minister Ram Vilas Paswan said, "In<br />

view of seriousness of issue, Deptt. of<br />

Consumer Affairs has written to CBDT<br />

to consider inclusion of service charge<br />

while assessing tax."<br />

In another tweet, the minister said,<br />

"Complaints against those insisting<br />

(sic) payment of service charge<br />

compulsorily are being received<br />

throughNational Consumer Helpline<br />

and are being reported in media."<br />

Ministry sources said there were<br />

reports that many restaurants had<br />

displayed at their entry that they<br />

collected 10% service charge. "It's like<br />

making it a pre-condition that every<br />

customer has to pay the charge. We<br />

have already clarified this cannot be<br />

imposed on customers and it's an unfair<br />

trade practice," an official said.<br />

The official added that eateries<br />

collecting service charge must come<br />

out with a white paper to prove they<br />

were distributing the collected amount<br />

to the staff. If not, the collection should<br />

be taken into account as part of their<br />

income, the official said.<br />

NEW DELHI: A senior US official<br />

on Thursday sought to allay India's<br />

concerns on the H-1B visa programme,<br />

which is being "reviewed" by the<br />

Trump administration, saying there<br />

are no "restrictions" in place.<br />

The official said around 70 per cent<br />

of the visas issued under the H-1B<br />

category over the past nine months<br />

have gone to Indians and that a record<br />

1.2 million visas of Indians were<br />

adjudicated by the US last year.<br />

The year-over-year increase in terms<br />

of issuance of H-1B visas and L1 visas<br />

(work permit) to Indians is six per cent<br />

each, the official said.<br />

"The President (Donald Trump) spoke<br />

about review. There are no restrictions<br />

but it (H-1B) is under review," he said,<br />

adding the issue was not on the agenda<br />

for the upcoming Indo- US bilateral<br />

dialogue on consular relations, but it<br />

may come up in the course of the talks.<br />

The issue of the repealing of the<br />

Deferred Action for Children Arrival<br />

(DACA) programme, which has hit<br />

more than 7,000 Indian-Americans, may<br />

also figure in the talks scheduled to be<br />

held on <strong>September</strong> 27 in Washington.<br />

in April for tightening the rules of the<br />

H-1B visa programme to stop "visa<br />

Persons of Indian origin have been<br />

given repeated reminders by the<br />

ministry to apply for conversion of OCI<br />

cards, after the two cards were merged<br />

in January 2015. Prior to this, PIO cards<br />

were valid for a period of 15 years and<br />

allowed persons of Indian origin who<br />

had acquired citizenship of another<br />

country to stay in India for 180 days<br />

before they were required to report to<br />

the Foreigners Regional Registration<br />

Office (FRRO).<br />

The FRROs were instructed not to<br />

issue any more PIO cards and have<br />

been directing applicants to apply for<br />

OCI cards instead. As a temporary<br />

measure, initially PIO cards were<br />

stamped with lifelong visas and card<br />

holders weren't required to report to<br />

the police when their stay in India<br />

exceeded 180 days.<br />

Since India doesn't permit dual<br />

citizenship, the OCI card holder comes<br />

to the rescue of persons of Indian<br />

origin who have acquired a foreign<br />

citizenship, allowing them multiple<br />

entry lifelong visa to India and<br />

unlimited period of stay in the country.<br />

OCI card holders, however, aren't<br />

allowed to vote or acquire agricultural<br />

or plantation properties.

Prime Minister Narendra Modi and<br />

his Japanese counterpart Shinzo Abe<br />

will lay the foundation stone of one of<br />

India's most ambitious infrastructure<br />

projects, the bullet train on Thursday.<br />

"The commencement of work on the<br />

country's first High Speed Rail (Bullet<br />

train) project will begin on <strong>September</strong><br />

14 in Ahmedabad," Railway minister<br />

Piyush Goel said.<br />

The 508-km Mumbai-Ahmedabad<br />

High Speed Rail Project will entail an<br />

estimated cost of Rs. 1,10,000 crore.<br />

"Out of this Rs. 1,10,000 crore, Japan is<br />

giving a loan of Rs. 88,000 crore and the<br />

interest on this loan is minimal, i.e. 0.1<br />

per cent," Mr Goyal said.<br />

"This loan is to be repaid to Japan in<br />

50 years. Loan repayment period of 50<br />

years with 15 years grace."<br />

Of the 508-km stretch, 92 per cent of the<br />

route will be elevated, six per cent in<br />

tunnel and the rest two per cent will be<br />

on the ground.<br />

That is, 508 km stretch will have 468<br />

km of elevated track, 27 km inside<br />

tunnel and the remaining 13 km on the<br />

ground.<br />

The high speed train will also pass<br />

through the country's biggest tunnel of<br />

21 km, of which seven km will be under<br />

the sea.<br />

On the Ahmedabad-Mumbai<br />

route, total 12 stations have been<br />

proposed that include Mumbai,<br />

Thane, Virar, Boisar, Vapi, Bilimora,<br />

Surat, Bharuch, Vadodara, Anand,<br />

Ahmedabad and Sabarmati.<br />

The distance of 508 km will be<br />

covered in two hours and seven<br />

minutes by the bullet train if it stops<br />

at four stations namely Ahmedabad,<br />

Vadodara, Surat and Mumbai.<br />

'Project Insight', likely to be launched<br />

between spending pattern and income<br />

declaration.<br />

The tax department will analyse<br />

mismatches in income declarations<br />

and spending patterns to trace tax<br />

evasions and black money, an official<br />

said.<br />

The government has also made<br />

the linking of PAN with Aadhaar<br />

mandatory to get a 360 degree view of a<br />

person's income and assets.<br />

The tax department had last year<br />

Samsung Galaxy C8 has become the<br />

latest smartphone on the market with<br />

facial recognition technology to unlock<br />

the handset using the user's face,<br />

something the South Korean giant is<br />

promoting heavily these days. Two<br />

Galaxy C8 variants have been launched<br />

- one with 3GB RAM and 32GB storage,<br />

and another with 4GB of RAM and<br />

64GB built-in storage. The Samsung<br />

collation and analysis of information<br />

on cash transactions, extensive use<br />

of information technology and data<br />

e-verification of suspect cases and<br />

enforcement actions.<br />

developed a soft, flexible artificial skin<br />

that could allow robots to have a sense<br />

Researchers from University of<br />

Houston in the US developed a new<br />

mechanism for producing stretchable<br />

electronics, a process that relies<br />

upon readily available materials and<br />

could be scaled up for commercial<br />

production.<br />

They created the stretchable<br />

composite semiconductor using a<br />

silicon-based polymer known as<br />

polydimethylsiloxane (PDMS) and tiny<br />

nanowires to create a solution that<br />

hardened into a material which used<br />

the nanowires to transport electric<br />

current.<br />

"The work is the first to create a<br />

semiconductor in a rubber composite<br />

format, designed to allow the electronic<br />

components to retain functionality<br />

even after the material is stretched<br />

by 50 per cent," said Cunjiang Yu,<br />

assistant professor at the University of<br />

Houston.<br />

Traditional semiconductors are<br />

brittle and using them in otherwise<br />

stretchable materials has required<br />

a complicated system of mechanical<br />

accommodations.<br />

That is both more complex and less<br />

stable than the new discovery, as well<br />

as more expensive.<br />

"game" Blue Whale+ is believed to have<br />

originated, was blocked on certain<br />

internet service provider networks<br />

on Tuesday. Internet users accessing<br />

the website through ACTFibernet in<br />

Bengaluru and Chennai, as well as<br />

YouBroadband in Bengaluru reported<br />

that visiting the its URL vk.com<br />

resulted in a page bearing the message:<br />

"The URL has been blocked as per<br />

the instructions of the Competent<br />

Government Authority/in compliance<br />

to the orders of the Court of Law." A<br />

senior official in the union ministry of<br />

electronics and information technology<br />

(MeitY) confirmed the block.<br />

While blocked on some networks,<br />

vk.com was accessible on several other<br />

mobile internet networks such as Idea,<br />

Airtel, Vodafone, Jio etc on Tuesday<br />

afternoon.<br />

"Our strategy has advantages<br />

for simple fabrication, scalable<br />

manufacturing, high-density<br />

integration, large strain tolerance and<br />

low cost," Yu said.<br />

Researchers created the electronic<br />

skin and used it to demonstrate<br />

that a robotic hand could sense the<br />

temperature of hot and iced water in<br />

a cup.<br />

The skin also was able to interpret<br />

computer signals sent to the hand and<br />

reproduce the signals as American<br />

Sign Language, they said.<br />

Artificial skin is just one application,<br />

the discovery of a material that is soft,<br />

bendable, stretchable and twistable<br />

will impact future development in<br />

soft wearable electronics, including<br />

health monitors, medical implants<br />

and human-machine interfaces,<br />

researchers said.<br />

"We foresee that this strategy of<br />

enabling elastomeric semiconductors<br />

by percolating semiconductor<br />

nanofibrils into a rubber will advance<br />

the development of stretchable<br />

semiconductors," researchers said<br />

"It will move forward the<br />

advancement of stretchable electronics<br />

for a wide range of applications, such<br />

as artificial skins, biomedical implants<br />

and surgical gloves," they said.<br />

The study was published in the<br />

the spot with GPS and located it at the<br />

Traders (CAIT) has said the linkage<br />

of digital payments with sale of liquor<br />

could also curb black money to a great<br />

extent.<br />

it said, adding that liquor sale is largely<br />

India's largest realty firm DLF has<br />

received the environment clearance<br />

for its Rs 240 crore commercial project<br />

which is to come up in Patto village,<br />

Goa.<br />

The proposed commercial complex, to<br />

be constructed on a 18,120 square meter<br />

plot, would have eight small screen<br />

multiplexes for small gatherings and it<br />

will be the first of its kind in Goa.<br />

The DLF's proposal was first<br />

vetted by a green panel and based<br />

on its recommendations the Union<br />

Environment Ministry has given the<br />

final green clearance, said the EC letter<br />

issue to the company.<br />

The clearance has been given subject<br />

to certain conditions, it added. The cost<br />

of the project is estimated to be Rs 240<br />

crore.<br />

The eight-floor complex would<br />

comprise of retail shops, offices, retail<br />

food court apart from multiplex. The<br />

company in its proposal said there<br />

is no court case pending against the<br />

proposed project.

The most important way to kick<br />

off summertime is to restock your<br />

sunscreen products. We can’t stress<br />

enough how important it is to protect<br />

your hair, skin, and lips against<br />

harmful UV rays. Premature aging?<br />

No thank you. Did you know that<br />

sunscreen also has an expiration date?<br />

Save yourself the sunburn and toss out<br />

any bottles that are overdue.<br />

2. A Sturdy Weekender Bag<br />

Summer is for taking trips, even if it’s<br />

just a short weekend getaway. Find a<br />

bag that’s roomy enough to fit a few<br />

outfits in and petite enough to throw<br />

in the overhead compartment when<br />

you’re traveling. Nowadays there are<br />

bags in multiple shapes, sizes, and<br />

funky colours to choose from. What’s<br />

not to love?<br />

3. Beachy Waves<br />

If you can’t make it to the beach, let<br />

your hair at least look the part, Beachy<br />

waves are an absolute favourite and<br />

so much easier to achieve than you<br />

think. Sea salt spray gives your hair a<br />

boost in texture that looks like you just<br />

stepped off the sand.<br />

4. Flip-Flops<br />

Each season we like to go through our essentials and see what needs to<br />

be restocked and reorganized. Summer means three months of spending<br />

time outdoors, traveling or just soaking up the sun. We like to make sure<br />

that we are well prepared for what the season has to offer. That usually<br />

includes stocking up on fresh bottles of sunscreen, a new bikini (or two!),<br />

and even making time to tackle that new book you’ve been putting off.<br />

We’ve put together 10 items you should be restocking before the season starts…<br />

A definite go-to summer shoe is<br />

definitely flip-flops. We all love or<br />

heels or sandals for everyday activities,<br />

but flip-flops are a necessity. Flip-flops<br />

come in different colours and patterns<br />

so no matter your outfit, there’s a flipflop<br />

that will match accordingly!<br />

5. A Good Novel<br />

Spending a warm summer evening<br />

reading a good book, especially when<br />

we’re on vacation is a must. If you have<br />

spare hours to kill this summer and a<br />

growing reading list, we recommend<br />

grabbing a book and getting lost in<br />

another world.<br />

6. Swimsuits<br />

This one should be a no-brainer!<br />

Summer is the best time to show off<br />

that gym body you’ve been working<br />

on or to hit the beach, pool with your<br />

killer swimsuit. Right now with shops<br />

crawling with swimwear there’s<br />

always loads to choose from. Which<br />

swimsuit is your favourite?<br />

7. Stay Hydrated<br />

In addition to sunscreen, staying<br />

hydrated during the heat of the<br />

summer is a must. It’s easy to forget<br />

to drink the correct amount of water<br />

during the day so it’s best to keep a<br />

water bottle by your side the entire<br />

day and you’ll be amazed at how much<br />

water you’ll drink.<br />

8. Beach Towel<br />

Beach towels get a lot of wear and tear<br />

in my household. If you have the same<br />

problem, restocking your beach towels<br />

is a good idea before summer starts.<br />

Get a beach towel big enough for a day<br />

on the sand with friends and one that<br />

will fit in any bag. Beach towels also<br />

come in so many beautiful colours.<br />

9. Fun Pool Floats<br />

The pool floats are back and here to<br />

stay! Pool floats range from Birds,<br />

seashells, fruit, you name it, there’s a<br />

pool float for it. Relaxing in the water<br />

in your own little pool float sipping on<br />

some cocktails is number one for us.<br />

10. A Cute Cover-Up<br />

Your swimsuit needs a cover-up to<br />

compliment it! Cover-ups have gotten<br />

way more chic in the past couple of<br />

years, embroidered, tassel adorned,<br />

and off the shoulder cover-ups keep<br />

catching my eye. How many is too<br />

many? Because we’ll take them all!<br />

Rahul Gandhi Will Go On A 'Study<br />

Tour' Of The World To Prepare<br />

For A 2019 Face-Off With Modi<br />

Congress party's vice president<br />

and heir apparent Rahul Gandhi is<br />

reportedly being sent for study tours<br />

around the world in preparation for<br />

the 2019 national elections in India.<br />

"These study tours are set to benefit<br />

him, the Congress party as well as this<br />

nation at large," said CP Joshi, AICC<br />

general secretary told India Today.<br />

"With exposure to new technology, he<br />

will be able to influence new policy."<br />

"Rahul wants to get new thinking and<br />

ideas to this country."<br />

Joshi told the newspaper that other<br />

political leaders "obsess over the past",<br />

but Gandhi was thinking about the<br />

future, and this tours were meant to<br />

enhance his knowledge of what India<br />

could learn from other countries.<br />

Gandhi visited Norway last month,<br />

where he met with entrepreneurs and<br />

dignitaries, and visited the world's<br />

largest facility for combating climate<br />

change. He is expected to travel to the<br />

Silicon Valley in US later this month<br />

to "expand his thoughts on artificial<br />

intelligence".<br />

Joshi claimed that these visits were<br />

part of a plan to prepare Gandhi for<br />

the next general elections. Calling<br />

the PM's decision to demonetise large<br />

currency notes in India last year<br />

"ill-informed policy-making", Joshi<br />

claimed that India's foreign policy was<br />

"in shambles".<br />

The next Indian general elections will<br />

take place in 2019. Gandhi is expected<br />

to be projected as the Congress party's<br />

Prime Ministerial face. The 47-yearold<br />

leader is currently a member of<br />

Parliament for the Lok Sabha from<br />

Amethi in Uttar Pradesh. He was made<br />

vice president of the Congress party<br />

four years ago.<br />

Culling Of Strays<br />

In order to raise awareness against the<br />

culling of the stray cats, a Japanese<br />

civic group teamed up with railway<br />

operator on Sunday to let 30 cats roam<br />

on a local train at an event. Passengers<br />

in the local in Ogaki in central Japan<br />

were greeted by meowing companions<br />

on a moving train where they enjoyed<br />

the company of the cats.<br />

"I think it's great more people are<br />

aware about stray kittens through<br />

events like this," said Mikiko Hayashi,<br />

a passenger from western Japan, who<br />

owns two cats that were strays. The<br />

event was hosted by Yoro Railway<br />

Co Ltd and a non-governmental<br />

organisation called Kitten Cafe<br />

Sanctuary.<br />

The number of cats in Japan admitted<br />

to shelters has dropped by around 70<br />

percent to 72,624 in 2016 from 237,246 in<br />

2004. That has reduced the number of<br />

cats culled from 238,929 in 2004 to 45,574<br />

in 2016. The cat population in Japan is<br />

around 9.8 million.<br />
