Goa may ban 

swimming in sea 

post sunset 

Goa’s tourism department is planning 

to enact a law that would ban 

swimming in the sea post-sunset, as 

well as under the influence of alcohol. 

The decision comes in the wake of 

recent incidents of drowning along the 

state’s coast, with three cases recorded 

in the past one week alone. 

While two Ahmedabad students died 

in the waters off Candolim Beach last 

Thursday, two more people lost their 

lives prior to this in separate incidents 

while swimming along the Candolim– 

Calangute strip. All these cases 

occurred at night, when no lifeguards 

man the beaches. The incidents 

compelled a private lifeguard agency to 

issue an advisory against swimming in 

rough waters.

NEW DELHI: The Union consumer 

affairs ministry has asked the Central 

Board of Direct Taxes (CBDT) to ask 

officials to take into account service 

charge collection by hotels and eateries 

while assessing their tax liabilities.

“Incidents of deaths due to drowning 

on the beaches of Goa will bring a bad 

repute to the state, and all agencies, 

including the Department of Tourism, 

have to act responsibly,” said state 

tourism minister Manohar Ajgaonkar. 

He added that until the law was 

formally enforced, the government 

could publicise an ordinance before 

tourism season begins in October. 

The state government has asked 

establishments such as hotels, 

guesthouses, shacks and restaurants— 

as well as taxi, tour and water-sports 

operators—to caution tourists against 

hitting the sea in the dark. Shacks have 

also been told to install signboards 

warning against drunk swimming.

OCI Cards To Cost 

From Dec 31 

Panaji: The conversion of Person of 

Indian Origin (PIO) Cards to Overseas 

Citizen of India (OCI) cards will not 

be free beyond December 31, 2017, the 

ministry of home affairs has stated. 

Those looking to convert their PIO 

cards to OCI cards in 2018 will be 

permitted to do so only on payment of 

a fee. 

The PIO cards will become invalid 

travel documents after October 2018, 

and therefore the ministry has urged 

all persons of Indian origin to get their 

handwritten PIO cards converted to 

machine readable OCI cards before 

October 2018.

A meeting of tourism industry 

stakeholders chaired by chief minister 

Manohar Parrikar, ordered police 

to crack down on cooking in public 

by tourist groups, claiming it was 

unhygienic and resulted in garbage 

being strewn in public areas. 

“Cooking in the open by groups 

of tourists is an eyesore. It creates 

disturbance and garbage which is left 

unattended. We have instructed police 

to crack down on groups of tourists 

who travel by buses and cooking gear 

and then cook in the open for their 

meals,” said Goa Tourism minister 

Ajgaonkar. 

Tourists travelling in buses on 

shoe-string budgets are regularly seen 

along coastal parts of the state cooking 

their meals in the open, something the 

tourism industry stakeholders have 

complained in the past about, claiming 

such low-budget tourism doesn’t bring 

in revenue to the state exchequer and 

at the same time ruins the aesthetics of 

the countryside. 

“The sooner this is stopped the better. 

We have received a lot of complaints,” 

Ajgaonkar said. 

Goa is one of the top beach tourism 

destinations in the country and attracts 

more than six million tourists every 

year.

Rs 100 Coin Is Coming; 

It Will Be Introduced 

To Commemorate 

Birth Centenary Of MG 

Ramachandran 

In a major development, Finance 

Ministry on Tuesday issued a 

notification about the introduction of 

Rs 100 coin. According to news agency 

ANI, the Rs 100 coin will be introduced 

to commemorate the birth centenary of 

Dr MG Ramachandran. News agency 

PTI reports that along with Rs 100, 

Rs 5 coin will also be issued by the 

government. As per the report, the 

coins will bear MGR’s portrait in the 

centre along with the inscription ‘DR 

M G Ramachandran Birth Centenary’ 

on the lower periphery. The same will 

also be marked on the upper periphery 

in Devnagari script. 

The notification said that the year 

‘1917-2017’ will be flanked below the 

portrait of Dr M G Ramachandran. The 

coins will also bear the Lion Capital 

of Ashoka Pillar in the centre with 

the inscription ‘Satyamev Jayte’ on 

the obverse side. The Rs 100 coin will 

weigh around 35 grams, while Rs 5 

coins will weigh 6 grams. 

The new Rs 100 coin will be made of 

silver (50 per cent), copper (40 per cent), 

nickel (5 per cent) and zinc (5 percent), 

while Rs 5 coin will be made of copper 

(75 per cent), zinc (20 per cent) and 

nickel (5 per cent). Ramachandran, 

popularly known as ‘MGR’, was the 

founder of All India Anna Dravida 

Munnetra Kazhagam (AIADMK) party, 

currently ruling in Tamil Nadu. A film 

actor and a three-time Chief Minister, 

he was awarded the Bharat Ratna 

posthumously in 1988.

The move comes in the wake of reports 

that many eateries are still collecting 

the charge. 

In a series of tweets, consumer affairs 

minister Ram Vilas Paswan said, "In 

view of seriousness of issue, Deptt. of 

Consumer Affairs has written to CBDT 

to consider inclusion of service charge 

while assessing tax." 

In another tweet, the minister said, 

"Complaints against those insisting 

(sic) payment of service charge 

compulsorily are being received 

throughNational Consumer Helpline 

and are being reported in media." 

Ministry sources said there were 

reports that many restaurants had 

displayed at their entry that they 

collected 10% service charge. "It's like 

making it a pre-condition that every 

customer has to pay the charge. We 

have already clarified this cannot be 

imposed on customers and it's an unfair 

trade practice," an official said. 

The official added that eateries 

collecting service charge must come 

out with a white paper to prove they 

were distributing the collected amount 

to the staff. If not, the collection should 

be taken into account as part of their 

income, the official said.

NEW DELHI: A senior US official 

on Thursday sought to allay India's 

concerns on the H-1B visa programme, 

which is being "reviewed" by the 

Trump administration, saying there 

are no "restrictions" in place. 

The official said around 70 per cent 

of the visas issued under the H-1B 

category over the past nine months 

have gone to Indians and that a record 

1.2 million visas of Indians were 

adjudicated by the US last year. 

The year-over-year increase in terms 

of issuance of H-1B visas and L1 visas 

(work permit) to Indians is six per cent 

each, the official said. 

"The President (Donald Trump) spoke 

about review. There are no restrictions 

but it (H-1B) is under review," he said, 

adding the issue was not on the agenda 

for the upcoming Indo- US bilateral 

dialogue on consular relations, but it 

may come up in the course of the talks. 

The issue of the repealing of the 

Deferred Action for Children Arrival 

(DACA) programme, which has hit 

more than 7,000 Indian-Americans, may 

also figure in the talks scheduled to be 

held on September 27 in Washington. 

Trump had signed an executive order 

in April for tightening the rules of the 

H-1B visa programme to stop "visa 

abuses".

OCI Cards To Cost

Persons of Indian origin have been 

given repeated reminders by the 

ministry to apply for conversion of OCI 

cards, after the two cards were merged 

in January 2015. Prior to this, PIO cards 

were valid for a period of 15 years and 

allowed persons of Indian origin who 

had acquired citizenship of another 

country to stay in India for 180 days 

before they were required to report to 

the Foreigners Regional Registration 

Office (FRRO). 

The FRROs were instructed not to 

issue any more PIO cards and have 

been directing applicants to apply for 

OCI cards instead. As a temporary 

measure, initially PIO cards were 

stamped with lifelong visas and card 

holders weren't required to report to 

the police when their stay in India 

exceeded 180 days. 

Since India doesn't permit dual 

citizenship, the OCI card holder comes 

to the rescue of persons of Indian 

origin who have acquired a foreign 

citizenship, allowing them multiple 

entry lifelong visa to India and 

unlimited period of stay in the country. 

OCI card holders, however, aren't 

allowed to vote or acquire agricultural 

or plantation properties.

Prime Minister Narendra Modi and 

his Japanese counterpart Shinzo Abe 

will lay the foundation stone of one of 

India's most ambitious infrastructure 

projects, the bullet train on Thursday. 

"The commencement of work on the 

country's first High Speed Rail (Bullet 

train) project will begin on September 

14 in Ahmedabad," Railway minister 

Piyush Goel said. 

The 508-km Mumbai-Ahmedabad 

High Speed Rail Project will entail an 

estimated cost of Rs. 1,10,000 crore. 

"Out of this Rs. 1,10,000 crore, Japan is 

giving a loan of Rs. 88,000 crore and the 

interest on this loan is minimal, i.e. 0.1 

per cent," Mr Goyal said. 

"This loan is to be repaid to Japan in 

50 years. Loan repayment period of 50 

years with 15 years grace." 

Of the 508-km stretch, 92 per cent of the 

route will be elevated, six per cent in 

tunnel and the rest two per cent will be 

on the ground. 

That is, 508 km stretch will have 468 

km of elevated track, 27 km inside 

tunnel and the remaining 13 km on the 

ground. 

The high speed train will also pass 

through the country's biggest tunnel of 

21 km, of which seven km will be under 

the sea. 

On the Ahmedabad-Mumbai 

route, total 12 stations have been 

proposed that include Mumbai, 

Thane, Virar, Boisar, Vapi, Bilimora, 

Surat, Bharuch, Vadodara, Anand, 

Ahmedabad and Sabarmati. 

The distance of 508 km will be 

covered in two hours and seven 

minutes by the bullet train if it stops 

at four stations namely Ahmedabad, 

Vadodara, Surat and Mumbai.

valley in Leh on September 22. Each 

team has been equipped with GPS

'Project Insight', likely to be launched 

next month, will use big data analytics 

to match information from social 

media sites to deduce mismatches+ 

between spending pattern and income 

declaration. 

The tax department will analyse 

mismatches in income declarations 

and spending patterns to trace tax 

evasions and black money, an official 

said. 

The government has also made 

the linking of PAN with Aadhaar 

mandatory to get a 360 degree view of a 

person's income and assets. 

The tax department had last year 

signed a pact with L&T Infotech for

Samsung Galaxy C8 has become the 

latest smartphone on the market with 

facial recognition technology to unlock 

the handset using the user's face,

- one with 3GB RAM and 32GB storage, 

and another with 4GB of RAM and

Houston, Sep 14 (PTI) Scientists have 

developed a soft, flexible artificial skin 

integrated with stretchable electronics 

that could allow robots to have a sense 

of touch. 

Researchers from University of 

Houston in the US developed a new 

mechanism for producing stretchable 

electronics, a process that relies 

upon readily available materials and 

could be scaled up for commercial 

production. 

They created the stretchable 

composite semiconductor using a 

silicon-based polymer known as 

polydimethylsiloxane (PDMS) and tiny 

nanowires to create a solution that 

hardened into a material which used 

the nanowires to transport electric 

current. 

"The work is the first to create a 

semiconductor in a rubber composite 

format, designed to allow the electronic 

components to retain functionality 

even after the material is stretched 

by 50 per cent," said Cunjiang Yu, 

assistant professor at the University of 

Houston. 

Traditional semiconductors are 

brittle and using them in otherwise 

stretchable materials has required 

a complicated system of mechanical 

accommodations. 

That is both more complex and less 

stable than the new discovery, as well 

as more expensive.

NEW DELHI: Russian social network 

Vkontakte, where the suicidal online 

"game" Blue Whale+ is believed to have 

originated, was blocked on certain 

internet service provider networks 

on Tuesday. Internet users accessing 

the website through ACTFibernet in 

Bengaluru and Chennai, as well as 

YouBroadband in Bengaluru reported 

that visiting the its URL vk.com 

resulted in a page bearing the message: 

"The URL has been blocked as per 

the instructions of the Competent 

Government Authority/in compliance 

to the orders of the Court of Law." A 

senior official in the union ministry of 

electronics and information technology 

(MeitY) confirmed the block. 

While blocked on some networks, 

vk.com was accessible on several other 

mobile internet networks such as Idea, 

Airtel, Vodafone, Jio etc on Tuesday 

afternoon. 

"Our strategy has advantages 

for simple fabrication, scalable 

manufacturing, high-density 

integration, large strain tolerance and 

low cost," Yu said. 

Researchers created the electronic 

skin and used it to demonstrate 

that a robotic hand could sense the 

temperature of hot and iced water in 

a cup. 

The skin also was able to interpret 

computer signals sent to the hand and 

reproduce the signals as American 

Sign Language, they said. 

Artificial skin is just one application, 

the discovery of a material that is soft, 

bendable, stretchable and twistable 

will impact future development in 

soft wearable electronics, including 

health monitors, medical implants 

and human-machine interfaces, 

researchers said. 

"We foresee that this strategy of 

enabling elastomeric semiconductors 

by percolating semiconductor 

nanofibrils into a rubber will advance 

the development of stretchable 

semiconductors," researchers said 

"It will move forward the 

advancement of stretchable electronics 

for a wide range of applications, such 

as artificial skins, biomedical implants 

and surgical gloves," they said. 

The study was published in the 

journal Science Advances.

What do you do when it's impossible to 

carry alcohol to the venue of a festival? 

You bury it beforehand at the location 

only to dig it out later! 

A genius American named Alex did 

just that. Ahead of the Electric Zoo 

festival in New York City, the man 

travelled to the location of the event 

and buried a bottle of vodka. 

With a shovel and a durable bottle, 

Alex and his friends buried the vodka 

long before the organisers started 

setting up the stage. 

Alex told Lad Bible that they marked 

the spot with GPS and located it at the 

event using Google Maps. Of course, 

it was a difficult task to retrieve the 

bottle given the security and cameras. 

Once the friends reached the spot, 

they huddled around the burial site 

and dug out the bottle. It took the men 

10 minutes to dig the bottle but they 

succeeded without getting caught.

In a letter to Finance Minister Arun 

Jaitley, Confederation of All India 

Traders (CAIT) has said the linkage 

of digital payments with sale of liquor 

could also curb black money to a great 

extent. 

"Any person purchasing liquor from 

any shop should be made obligatory to 

make payment through digital mode," 

it said, adding that liquor sale is largely 

carried out in cash. 

It said that in 2015, it was estimated 

that the sale of spirits, wine and beer 

was about Rs 1.5 lakh crore and this 

industry is growing at about 30 per cent 

per year. 

DLF Gets Green 

Nod For Rs 240 

Cr Commercial 

Project In Goa 

India's largest realty firm DLF has 

received the environment clearance 

for its Rs 240 crore commercial project 

which is to come up in Patto village, 

Goa. 

The proposed commercial complex, to 

be constructed on a 18,120 square meter 

plot, would have eight small screen 

multiplexes for small gatherings and it 

will be the first of its kind in Goa. 

The DLF's proposal was first 

vetted by a green panel and based 

on its recommendations the Union 

Environment Ministry has given the 

final green clearance, said the EC letter 

issue to the company. 

The clearance has been given subject 

to certain conditions, it added. The cost 

of the project is estimated to be Rs 240 

crore. 

The eight-floor complex would 

comprise of retail shops, offices, retail 

food court apart from multiplex. The 

company in its proposal said there 

is no court case pending against the 

proposed project.

Vinay who had ordered a DSLR camera 

on Flipkart claimed that he was

cameras when he opened his parcel. 

He said that he had placed an order

Rs 41,000, on September 4. 

“On September 5 evening, Vinay

road tax (a tax to be paid periodically 

on motor vehicles for using the public 

roads) paid to the previous state’s 

regional transport office (RTO). Road 

tax is imposed in India by the central

Rahul Gandhi Will Go On A 'Study 

Tour' Of The World To Prepare 

For A 2019 Face-Off With Modi 

Congress party's vice president 

and heir apparent Rahul Gandhi is 

reportedly being sent for study tours 

around the world in preparation for 

the 2019 national elections in India. 

"These study tours are set to benefit 

him, the Congress party as well as this 

nation at large," said CP Joshi, AICC 

general secretary told India Today. 

"With exposure to new technology, he 

will be able to influence new policy." 

"Rahul wants to get new thinking and 

ideas to this country." 

Joshi told the newspaper that other 

political leaders "obsess over the past", 

but Gandhi was thinking about the 

future, and this tours were meant to 

enhance his knowledge of what India 

could learn from other countries. 

Gandhi visited Norway last month, 

where he met with entrepreneurs and 

dignitaries, and visited the world's 

largest facility for combating climate 

change. He is expected to travel to the 

Silicon Valley in US later this month 

to "expand his thoughts on artificial 

intelligence". 

Joshi claimed that these visits were 

part of a plan to prepare Gandhi for 

the next general elections. Calling 

the PM's decision to demonetise large 

currency notes in India last year 

"ill-informed policy-making", Joshi 

claimed that India's foreign policy was 

"in shambles". 

The next Indian general elections will 

take place in 2019. Gandhi is expected 

to be projected as the Congress party's 

Prime Ministerial face. The 47-yearold 

leader is currently a member of 

Parliament for the Lok Sabha from 

Amethi in Uttar Pradesh. He was made

In order to raise awareness against the 

culling of the stray cats, a Japanese 

civic group teamed up with railway 

operator on Sunday to let 30 cats roam 

on a local train at an event. Passengers 

in the local in Ogaki in central Japan 

were greeted by meowing companions 

on a moving train where they enjoyed 

the company of the cats. 

"I think it's great more people are 

aware about stray kittens through 

events like this," said Mikiko Hayashi, 

a passenger from western Japan, who 

owns two cats that were strays. The 

event was hosted by Yoro Railway 

Co Ltd and a non-governmental 

organisation called Kitten Cafe 

Sanctuary. 

The number of cats in Japan admitted 

to shelters has dropped by around 70 

percent to 72,624 in 2016 from 237,246 in 

2004. That has reduced the number of 

cats culled from 238,929 in 2004 to 45,574 

in 2016. The cat population in Japan is 

around 9.8 million.
