Over 200 outdoor trade stands also provided excellent retail opportunities,<br />

both agricultural and non-agricultural.<br />

The Main & Countryside Rings were busy all day with a variety of<br />

demonstrations and activities, including Broke FMX as the Star Attraction in the Main<br />

Ring. The new policy of free entry for children aged under <strong>12</strong> proved extremely<br />

popular for families to enjoy an even better value great day out.<br />

Usk Show is 173 years old and is still run almost entirely by local volunteers. If<br />

Jan Long tells Sharon Chilcott why there’s rhyme - and more reasons - to live near Ledbury<br />

What three words best describe Ledbury?<br />

Diverse, historic, accessible.<br />

What attracted you to the town?<br />

I moved to a nearby hamlet 16 years ago, when I retired from<br />

my work as regional director of the British Council in Yorkshire,<br />

Humberside and the North East. I had always lived in large cities and<br />

wanted a change - somewhere quiet and rural.<br />

What’s the best thing about living where you do?<br />

I live at Bromsberrow Heath, just outside the town, where I am<br />

surrounded by countryside and within easy reach of everything I need.<br />

It is on the apex of three counties - Herefordshire, Gloucestershire and<br />

Worcestershire. For shopping, culture and entertainment it’s close to<br />

the cathedral cities of Hereford, Worcester and Gloucester and the spa<br />

towns of Malvern and Cheltenham. There’s quite a choice!<br />

Ledbury resident Jan Long, who has an MBE for services to charity,<br />

fundraising and international relations, is an authority on the life<br />

of the Iraq heroine Gertrude Bell and assisted in the making of the<br />

US film, Letters from Baghdad which tells Gertrude’s extraordinary story.<br />

She is also an authority on Elizabeth Barratt-Browning.<br />

What reputation does Ledbury have?<br />

It’s a tourist town. Thousands of visitors come to Ledbury and love<br />

it for its history and charm. Food is a big part of the culture in the town<br />

and there is a good choice of places to eat. The cafes and restaurants<br />

are always busy and a lot of the pubs do excellent food, too. Those<br />

who enjoy local food can stock up at the monthly Ledbury Farmers’<br />

Market held in High Street and at the Ledbury Country Market, held on<br />

Friday mornings in The Burgage Hall. The town is also widely known<br />

for the Ledbury Poetry Festival, the UK’s largest and most innovative<br />

poetry festival, which for the past 21 years has filled the streets and<br />

town venues for ten days in July, attracting poets from all corners of<br />

the world. I have volunteered with the festival for about ten years and

boasts three supermarkets, but there<br />

are also smaller stores such as Spar<br />

and even the post office stocks food<br />

personality?<br />

Ledbury is vibrant, supportive<br />

and exciting! Put simply, the people<br />

really know how to party and<br />

Tell me one fascinating fact about Ledbury.<br />

I can think of two - both to do with famous Elizabeths. Elizabeth<br />

Hurley lives nearby and is known to shop in Ledbury. Writer and poet<br />

Elizabeth Barrett Browning also lived in the area and the town’s iconic<br />

Tudor-style clock-tower building, the Barrett Browning Institute, is a<br />

memorial to her and was opened in 1867 by Sir Henry Rider Haggard,<br />

author of King Solomon’s Mines.<br />

Facts and Figures<br />

One of Herefordshire’s five market towns, Ledbury has a population of<br />

around 10,000. Situated in the east of the county, close to the Malvern Hills,<br />

it has a railway station on the Hereford to Worcester line with services to<br />

Birmingham and London. It also has good access to the M50.<br />

The town is notable for its black and white architecture, including the<br />

landmark, timbered, seventeenth century Market House. Cobbled Church<br />

Monmouth Raft Race, the all-female team from<br />

Harrison Clark Rickerbys inc Shawcross’ Wye Valley<br />

office celebrated taking the second fastest female team<br />

spot and came 13th overall, with 64 rafts competing.<br />

Parrys Pirates -<br />

First class team<br />

Parrys Pirates took part in the annual Monmouth Raft<br />

Race for the first time on Sunday 3rd September to<br />

raise money and awareness for St David’s Hospice<br />

which is a charity close to our hearts.<br />

St David’s Hospice is a Monmouthshire based charity providing a free<br />

care at home service for those who have been diagnosed with a terminal<br />

illness.<br />

“We are pleased to announce that in total we have raised over £800.00<br />

for the charity to enable them to keep doing the work that they do. We<br />

managed the 6.5 mile race in 1 hour 42 minutes giving us 5th place overall<br />

and 1st place for the all-Women’s category and 1st place for the business<br />

category!<br />

All the staff at Parrys are extremely proud of our achievement and glad to<br />

have raised money for a fantastic local cause.<br />

We will look forward to racing again next year!”<br />

The team, whose raft was constructed by their technical director Richard Long,<br />

husband on one of the firm’s partners, included Harriet Murray Jones, Carl<br />

Weyman, Charmagne Berry, Kate Higgins, Lucy Willmett and Rosie Lewis.<br />

Carly said: “In the past we’ve won fastest female team twice, and we only didn’t<br />

take part last year because the event was on my 30th birthday, so we had a year off.<br />

But it’s great fun, even when the sun doesn’t shine, and it raises money for St David’s<br />

Hospice and Monmouth Rotary Club’s other charities.”<br />

Environmental Search<br />

When you are buying a property your lawyer will advise you of certain searches that must be<br />

carried out to protect your interests as a buyer and any interests of a mortgage lender.<br />

Searches ascertain vital information about the<br />

property being purchased. If you are buying with<br />

the aid of a mortgage the searches are compulsory;<br />

if you are buying without a mortgage searches are<br />

optional but always recommended..<br />

One of those searches is an environmental search<br />

which is a desktop check of past uses of the land being<br />

purchased in order to ascertain whether any past use<br />

is likely to have led to contamination that is therefore<br />

likely to affect the buyers use and enjoyment of the<br />

same. It does not involve a physical inspection.<br />

Under the Environmental Protection Act 1990 every<br />

local authority in England & Wales is obliged to survey<br />

the land under its jurisdiction and compile a register<br />

of sites which are found to be contaminated. The<br />

registers enable authorities to order the owner of any<br />

contaminated land to clean the land and remove any<br />

contamination.<br />

Naturally it is quite possible that the cost of such a<br />

clean up operation could run into thousands of pounds<br />

and so some councils are yet to draw up their registers.<br />

An environmental search looks at past uses of the<br />

land to try and establish whether it has ever been used<br />

for a purpose which could have contaminated the land.<br />

The search contains a lot of information but the most<br />

important aspect is the result, which will either be<br />

passed or failed. A passed result means that the searcher<br />

could not find any evidence of a past contaminative use.<br />

A fail means that the land has been used for a purpose<br />

which may have caused contamination, such as a petrol<br />

station for example.<br />

If a result has failed but evidence can be provided<br />

that a past owner of the land has taken action which<br />

was never recorded to clean up the land this can be<br />

provided to the searcher and the search updated to a<br />

passed result.<br />

A basic environmental search covers the following<br />

environmental risks:<br />

• Ground stability screen<br />

• Radon<br />

• Overhead transmission lines<br />

• Environmental constraints.<br />

UK House Price Index:<br />

House prices up 5.1%<br />

The latest data and analysis from<br />

ONS/Land Registry has revealed that average<br />

house prices in the UK have increased<br />

by 5.1% in the year to July 2017.<br />

The annual growth rate has slowed since mid-2016 but has remained<br />

broadly around 5% during 2017.<br />

According to the UK HPI, the average UK house price was<br />

£226,000 in July 2017. This is £11,000 higher than in July 2016 and<br />

£2,000 higher than last month.<br />

The main contribution to the increase in UK house prices came from<br />

England, where house prices increased by 5.4% over the year to July 2017,<br />

with the average price in England now £243,000. Wales saw house prices<br />

increase by 3.1% over the last <strong>12</strong> months to stand at £151,000. In Scotland,<br />

the average price increased by 4.8% over the year to stand at £149,000. The<br />

average price in Northern Ireland currently stands at £<strong>12</strong>9,000, an increase<br />

of 4.4% over the year to Quarter 2 (Apr to Jun) 2017.<br />

Russell Quirk, founder and CEO of eMoov.co.uk, commented: “This<br />

latest index provides the most compelling evidence yet that the UK<br />

property market has been able to shake off the woes of the previous year<br />

and snap election, to see positive growth during the summer months.<br />

The rate of growth during this period is higher than previously reported<br />

by Halifax and Nationwide, which is impressive given that this price data<br />

usually lags slightly behind other industry sources that base their figures on<br />

mortgage approvals rather than sales completions.<br />

A sustained level of growth can now be expected and it is unlikely<br />

that any further developments in the Brexit process should dampen this.<br />

Although the market has taken a wobble, UK homeowners should rest<br />

assured that the worst is now behind them and we won’t be seeing a repeat<br />

of the 2007 crash.”<br />

John Goodall, CEO and Co-Founder of buy-to-let specialist Landbay<br />

said: “UK house prices appear to be bouncing back to growth as we move<br />

into the latter half of 2017. Whilst historically low mortgage rates and<br />

relatively low unemployment levels have a part to play, this is underpinned<br />

by strong overall buyer demand which continues to outpace the number of<br />

homes coming to market.<br />

The UK’s housing shortfall needs plugging, but the initiatives<br />

designed to address the problem are blinkered at best. Yes tax reform<br />

and government schemes to help first time buyers will improve access<br />

to housing in the short term, but without a radical house building plan,<br />

prices will continue to rise over the coming decades. Aspiring homeowners<br />

are looking to the private rented sector to support them on their path to<br />

ownership, so more action on build-to-rent properties would be a welcome<br />

development.”<br />

Mark Harris, chief executive of mortgage broker SPF Private Clients,<br />

says: “Lenders remain keen to lend but with the purchase market still<br />

relatively quiet, they are turning their attention to remortgaging with some<br />

excellent rates. Santander is the latest lender to cut pricing on its two- and<br />

five-year fixed-rate remortgage deals, while other lenders have also been<br />

tweaking pricing - HSBC scrapping standard valuation fees and First Direct<br />

halving fees and increasing rates - as they jockey for position in the market.<br />

This is encouraging as it means other lenders must be forced to offer<br />

borrowers incentives so as not to be at a competitive disadvantage.”<br />

Adrian Moloney, Sales Director of OneSavings Bank, comments on<br />

today’s ONS House Price Index figures: “A shortage of housing supply<br />

is upholding property prices, while buyers continue to walk a narrow<br />

tightrope to homeownership. On the one hand, strong employment growth<br />

and historically low mortgage rates are supporting buyer demand, but<br />

on the other, stagnant wage growth is being outstripped by consumer<br />

prices, making homes less affordable. Mortgage approval levels recovered<br />

last month, suggesting a small rebound in consumer confidence and<br />

affordability, despite the enduring economic unknowns that continue to<br />

cloud the long-term view.<br />

We’re still seeing ripples from the stamp duty increases of 2016, which<br />

caused a fair amount of turbulence in the property market, stymieing<br />

liquidity by discouraging people from buying or selling their homes. A<br />

move which has done little to address the underlying supply side issues<br />

that continue to fuel the housing crisis.”<br />

Ged McPartlin, Director of Ascend Properties, had this to say :“Annual<br />

house price growth of 5.1% is wholly promising. While we’re beginning<br />

to see a steadying increase in price levels, we must also bear in mind the<br />

challenges the market has had to deal with, such as Brexit and the snap<br />

election. If we take these into consideration, the market has held up<br />

incredibly well.<br />

It’s also fantastic to see the number of first time buyers up by 5.1%<br />

annually, this comes at a time when stock levels continue to remain low,<br />

particularly in city centres like Manchester and Liverpool. Demand is high<br />

and competition is fierce, so these figures are positive and proof that the<br />

market is continuing to move.<br />

I’m sure we’ll continue to see more healthy levels of growth as we move<br />

into 2018.”<br />

Paul Smith, CEO of haart estate agents, comments: “The foretold<br />

housing crash seems as unlikely as ever, as prices jumped up yet again in<br />

July at 5.1% on the year. How can economists and industry commenters<br />

alike claim we are experiencing a Brexit induced downturn in the property<br />

market, when the average buyer is having to pay £11,000 more to buy a<br />

home than they did in the month of the vote to leave?<br />

London experienced weaker house price growth again in July, but<br />

it would have done little to relieve aspiring buyers in the region, as the<br />

average house price continued to creep up to the half a million pound<br />

mark. Our latest branch data shows that the number of first-time buyers<br />

registering in London is down 27% on the year. Salaries simply cannot keep<br />

pace even with more subdued growth, and being stuck in a never ending<br />

rental trap is becoming the reality for increasing numbers.<br />

Stamp duty is stunting the mobility of a whole generation. Until<br />

Government revises this regressive tax we cannot hope to solve the<br />

affordability crisis.”<br />

confidence<br />

The latest data and analysis from ING has revealed that confidence in European house prices is rising.<br />

However, the temptation to over-stretch financially is putting consumer finances under pressure.<br />

According to a new survey on the attitudes on the housing market<br />

covering 15,000 people in 15 countries, people across Europe are<br />

feeling more bullish. The majority of consumers (59%) believe that<br />

prices will rise over the next <strong>12</strong> months; confidence is up by three percentage<br />

points from last year – the first rise in two years.<br />

House price expectations have leapt in Romania (72%), Spain (66%) and<br />

the Czech Republic (65%) as their economies continue to grow. Romania<br />

shows the largest leap (20 percentage points), although most people only<br />

expect house prices to rise slightly, but in Spain, where mortgages have<br />

reportedly become easier to secure, expectations are up by 14 percentage<br />

points.<br />

On the other hand, expectations in the UK have plummeted. The<br />

proportion of people who believe house prices will rise over the next <strong>12</strong><br />

months is down by 13 percentage points since 2016, from 57 per cent to 44<br />

per cent. See Figure 1 for full international table.<br />

Financial fragility<br />

However, latest IMF data shows house prices are continuing to increase<br />

relative to incomes and rent in a number of countries1, making housing<br />

increasingly less affordable. ING’s study found a similar reaction with three in<br />

five (61%) people considering housing to be expensive.<br />

With prices continuing to rise, the study reveals a number of consumers<br />

could be lured into a false sense of security and are overstretching their<br />

finances as a result.<br />

Across Europe, two in five (41%) report that their current home was over<br />

or at the top of their budget, while nearly a quarter (23%) of all<br />

respondents in Europe find that their running costs are higher than they<br />

anticipated, and one in five (20%) find it difficult to manage their housing<br />

payments.<br />

The impact could be leaving many people with limited disposable income,<br />

affecting the amount they are able to save and put towards other expenses.<br />

This is supported by findings from the ING International Survey Savings<br />

2017 released earlier this year, which found that 29 per cent of people in<br />

Europe have no savings at all. Of the 71 per cent who say they do have savings,<br />

more than a third (36%) have no more than three months’ take-home pay<br />

put aside, leaving them potentially vulnerable to unexpected costs or loss of<br />

income.<br />

In the ING International Survey Homes and Mortgages 2017, when<br />

consumers were asked whether their country is on the right track in terms<br />

of housing, just 29 per cent of people in Europe agreed, while 45 per cent<br />

disagreed.<br />

Nathalie Spencer, ING behavioural scientist, had this to say: “People<br />

across Europe are finding housing expensive; many have paid at the top of or<br />

even above their budget for their home, and some have higher-than-expected<br />

running costs too. The result is many are feeling the pinch and finding it<br />

difficult to pay their rent or mortgage each month.<br />

When housing is expensive people have less available for saving or<br />

investment, which may leave them vulnerable if faced with unexpected income<br />

or expenditure shocks. Planning and sticking to a budget is crucial when<br />

buying and renting a home and will help ease pressure on the purse strings in<br />

the long term.”<br />

Home improvements sector booms<br />

Business is booming in the home improvements sector according to GS1 UK as consumers<br />

seek alternatives to moving home due to high costs.<br />

As reported by Warren Lewis, propertyreporter.<br />

co.uk, In the year to 30 June 2017, 274 home<br />

improvement businesses joined GS1 UK, the<br />

supply chain standards organisation, compared to an<br />

average of 80 per year over the course of the previous 4<br />

years.<br />

In 2014, 57 home improvement businesses,<br />

companies specialising in DIY, furnishings and lighting,<br />

joined GS1 UK, with another 72 in 2015 and 108 in<br />

2016.<br />

Members of GS1 UK say that the increase is driven<br />

by a significant number of home improvements shows<br />

on TV and the increasing cost of moving, which is<br />

encouraging people to stay in their homes and improve<br />

them. GS1 UK’s analysis of HM Revenue & Customs<br />

data shows a substantial increase in the cost of moving<br />

compared to the average salary.<br />

In the year 2008-09, the average stamp duty bill<br />

was £3,624 or 14% of the average salary at the time<br />

(£25,806). In the year 2015-2016, however, the average<br />

stamp duty bill was £6,175 or 22% of the average salary<br />

(£28,200).<br />

Gary Lynch, CEO of GS1 UK, said: “The housing<br />

market is such an important part of the UK economy.<br />

But while this sector has slowed down, the home<br />

improvements sector has been able to take advantage<br />

and enjoy substantial growth while offering consumers<br />

wider choice to improve their homes.”<br />

Online marketplaces are supporting the growth<br />

in home improvement sector. More businesses in the<br />

home improvements sector are trading via online<br />

marketplaces, such as Etsy, and by trade-facing sites,<br />

such as Screwfix, according to GS1 UK’s research.<br />

GS1 UK’s membership data shows 81 British<br />

businesses joined the organisation to sell their products<br />

through Etsy in the <strong>12</strong> months to June 2017 compared<br />

to just 10 businesses which joined to sell products via<br />

Etsy in the previous 3 years.<br />

By selling via these newer online marketplaces, along<br />

with more established sites such as Amazon and eBay,<br />

retailers in the home improvements sector have been<br />

able to sell to a larger market, with the potential to more<br />

easily export around the world. The move away from<br />

bricks and mortar stores towards online retail has also<br />

reduced the costs associated with establishing a business<br />

in the home improvements sector. By having fewer<br />

physical or smaller physical premises, these companies<br />

benefit from lower start up and operating costs.<br />

The upturn in business is reflected in the<br />

average turnover of GS1 UK’s members in the home<br />

improvements sector. GS1 UK data shows the average<br />

revenue for a business looking to sell their products<br />

online or via a major retailer has risen from £2.8m in<br />

2016, to £3.5m in 2017.<br />

Gary suggests that the growing popularity of<br />

ecommerce sites is enabling more home improvement<br />

businesses to flourish selling to a much wider audience.<br />

Increasingly, entrepreneurs in the sector are setting<br />

up digital businesses which allow their specialised<br />

products to reach more customers. “These firms are<br />

taking advantage of the lower costs associated with<br />

trading online and rapidly growing turnover.While<br />

online marketplaces were initially seen as a threat to<br />

small businesses, they are increasingly becoming their<br />

distribution channel of choice. These sites are making it<br />

much easier to launch and expand businesses online –<br />

allowing simpler trading and expansion across borders.”<br />

He added: “But selling online and using digital<br />

marketplaces present small businesses with a different<br />

set challenges and barriers, compared to traditional<br />

retail. These include standing out from the increased<br />

competition, protecting brand identity, managing all the<br />

information and data needed to sell via marketplaces,<br />

and ensuring supply chains and distribution channels<br />

are as efficient as possible.”<br />
