Policies for a lowcarbon
world
IT IS URGENT TO ACT

The world’s climate is at a tipping point. To maintain a
reasonable chance of avoiding catastrophic, irreversible
damages to the world’s climate, action now is essential.
Delaying action will not only increase the probability
of serious damage – much of which we have already
bought into – but will also make mitigation and
adaptation actions more expensive, will increase the
risk of lock-in to high-carbon technologies, will lead
to missed opportunities to replace much existing
plant with new low-carbon alternatives and will further
diminish the absorptive capacity of the world’s carbon
sinks, particularly its forests.
