Congestion worry with third lane<br />

PUTTING A third lane on the<br />

Waimakiriri River bridge could<br />

cause more congestion in Belfast,<br />

Northcote, Casebrook, Papanui<br />

and St Albans.<br />

That’s the fear of the Papanui-<br />

Innes Community Board which<br />

will object to the plan this week.<br />

The extra lane has been<br />

proposed as a way to deal with<br />

the congestion problems on the<br />

Northern Motorway for commuters<br />

from North Canterbury.<br />

It is estimated to cost $20 million<br />

if done in conjunction with<br />

the current Northern Corridor<br />

work – otherwise it<br />

would cost $34 million.<br />

It would be used only by<br />

freight, trucks and buses<br />

and would include a separate<br />

cycleway to improve<br />

public transport reliability<br />

and provide a safer cycling<br />

option.<br />

Whether the additional lane<br />

“Our biggest concerns<br />

are, has this third lane<br />

proposal considered where<br />

all the extra traffic will<br />

go after the bridge? It’s<br />

already bottle-necked after<br />

the bridge and at Belfast<br />

and into Northcote, Casebrook,<br />

Papanui and St Albans,” community<br />

board chairwoman Ali<br />

Jones said.<br />

But she does think there is a<br />

need to change the way people<br />

travel into the city from North<br />

Canterbury without encouraging<br />

more use of cars.<br />

“The bottom line is we all<br />

want to improve the amenity<br />

for our residents, while being as<br />

environmentally-minded and<br />

fiscally responsible as we can,”<br />

she said.<br />

Ms Jones said there has been<br />

no consideration for the proposed<br />

rail system from North<br />

Canterbury through to the city<br />

that is currently being campaigned<br />

for, which would cost<br />

less than $2 million.<br />

Cup glory is over with their U18 eight (right)<br />

beating defending champions Christ’s<br />

College at Lake Karapiro on Sunday. Their<br />

time of 6min 2.12sec was a touch under<br />

1sec faster than Christ’s allowing them to<br />

lift the iconic trophy. St Andrew’s coxed four<br />

first time since 1983. Yesterday, the school<br />

honoured the victories with an assembly.<br />

be in their grasp.<br />

Frews in Roydvale Ave, Burnside,<br />

is under investigation again.<br />

The city council has received<br />

two recent complaints and while<br />

they won’t specify exactly what<br />

the nature of the complaint is,<br />

dust seems to be on the radar.<br />

Dust, noise under investigation<br />

THE CITY council is<br />

investigating a Burnside<br />

contracting company, where<br />

dust and noise is frustrating<br />

nearby residents and businesses.<br />

Head of regulatory compliance<br />

Tracey Weston said two<br />

complaints against the Frews<br />

site in Roydvale Ave are currently<br />

under investigation.<br />

There have<br />

been eight<br />

complaints laid<br />

since June 2015<br />

including the<br />

latest two.<br />

These included<br />

three counts of<br />

Sam<br />

MacDonald<br />

mud and stones<br />

on the road, one<br />

of dust from<br />

storage operation, one for water<br />

connection, one for setting up a<br />

contractor’s yard with no consent<br />

and two complaints that are<br />

still under investigation.<br />

Residents wrote a letter to the<br />

Fendalton-Waimairi-Harewood<br />

Community Board alleging that<br />

the company is working outside<br />

its resource consent.<br />

Community board deputy<br />

chairman Sam MacDonald said<br />

the city council’s regulatory<br />

compliance team is investigating<br />

the allegation.<br />

Frews declined to comment<br />

when contacted by Nor’West<br />

<strong>News</strong>.<br />

“The owner needs to operate<br />

within their resource consent<br />

and I would expect them to do<br />

that,” Mr MacDonald said.<br />

The resource consent issued<br />

by the city council in August<br />

2016 said processing cleanfill<br />

would stop.<br />

That type of work is heavy<br />

industrial but Frews are only<br />

zoned for general industrial.<br />

“Our complaint relates to<br />

the fact that these activities are<br />

still being carried out at Frews<br />

in spite of the issued resource<br />

consent being very clear,” the<br />

letter said.<br />

They also complained about<br />

the constant mess, dust and noise<br />

coming from the site as a result.<br />

“Various complaints to the<br />

council over the past year have<br />

failed to achieve anything,” the<br />

letter said.<br />

In December 2015 the city<br />

council issued two infringement<br />

notices to the company.<br />

For not having resource consent<br />

before occupying land and<br />

also for failure to obtain a building<br />

consent for site placement of<br />

the outbuildings.<br />

They also received a notice to<br />

fix to apply for a certificate of acceptance<br />

for the work completed<br />

and building consent or to<br />

remove all buildings, containers<br />

site.<br />

Although the city council was<br />

investigating before he’d received<br />

the letter, Mr MacDonald<br />

said the letter brought the issue<br />

back to its attention.<br />

It comes at a time when families<br />

living next to a gravel quarry<br />

on Old West Coast Rd are forced<br />

to wear dust masks because<br />

of air pollution from a nearby<br />

quarry.<br />

And residents of Guild St in<br />

Richmond faced a similar issue<br />

with Worthington Contracting<br />

– the company since left the<br />

area and moved to a new site in<br />

North Canterbury.<br />

Our ward is full of families<br />

with children of all ages, many of<br />

whom attend schools locally.<br />

I believe a key role of the board<br />

is to advocate for children whose<br />

voices are so often not part of our<br />

local body government systems.<br />

The Papanui Innes Community<br />

Board invites the hard working<br />

principals of schools in our ward<br />

to meet with us once a term.<br />

Following our last meeting,<br />

there has been extensive media<br />

coverage of issues relating to<br />

children starting school with<br />

anxiety issues which appear to be<br />

earthquake-related.<br />

I believe there needs to be adequate<br />

funding from central Government<br />

to fund both research<br />

into this issue and enough funding<br />

to enable families to access the<br />

right support and intervention for<br />

their children.<br />

Research from Dr Kathleen Liberty<br />

at Canterbury University and<br />

the Brainwave Trust is currently<br />

under way, but the intervention<br />

needs to be timely.<br />

Waiting six to eight months<br />

for mental health support for our<br />

children is shameful.<br />

The community board is also<br />

advocating hard for more reduced<br />

speed zones around schools.<br />

Currently, nearly 29 schools<br />

across the city are waiting for<br />

installation or assessment. The<br />

current funding allows for three<br />

new school zones per year.<br />

We can’t wait 10 years for all of<br />

our children to be able to get to<br />

school safely.<br />

The community board has some<br />

funding to distribute each year<br />

within our community.<br />

Currently, both the Papanui<br />

Innes youth development fund<br />

and discretionary response fund<br />

are open for applications.<br />

In the last financial year, we were<br />

proud to support many young<br />

people in our ward with their<br />

sporting, academic and leadership<br />

opportunities.<br />

Coming up in a few months is<br />

parenting week – from August 21<br />

already hard at work organising<br />

speakers and venues.<br />

This is a wonderful opportunity<br />

to support the families among us<br />

and celebrate the great job they<br />

are doing raising the children of<br />

ON THE WING<br />

Born in 1969, Kirsty lives in Auckland<br />

with her husband and two children.<br />

She has been a full-time artist since<br />

1977. She says “Although it can be<br />

such a rewarding, frustrating, joyous,<br />

terrifying occupation I can’t imagine<br />

not having it in my life.”<br />

About her latest exhibition, “It was<br />

a natural step for me to introduce<br />

our striking native birds to my work.<br />

They quietly snuck in without me even<br />

thinking about it too much. We often<br />

hear the heavy swoop of wood pigeon<br />

as they move from branch to branch<br />

and I am woken to the melodic call of<br />

the Tui most mornings at home and<br />

often surprised by their lively dives<br />

through the garden. Fantails pick<br />

bugs from our path as we walk the<br />

dog through the bush near home. And<br />

yet we live in a city. We are fortunate<br />

to still have these creatures share our<br />

space and enhance our landscape.<br />

Up close, their feathers shine with a<br />

metallic luminous quality and when<br />

painting the whites of their eyes they<br />

each develop personalities.<br />

Interestingly the birds in this show<br />

have mainly been on the wing and<br />

it seems to reflect a current state of<br />

mind with a sense of escapism and<br />

freedom.<br />

Colour excites me and the time<br />

seemed right to challenge myself with<br />

a fresh exciting palette along with my<br />

new subject matter. Embracing colour<br />

in my new pieces has been a joy and<br />

wonderfully liberating.”<br />

Neighbourhood celebrates<br />

LAST WEEK the Mairehau<br />

community came together to<br />

celebrate their neighbourhood,<br />

even though the morning was<br />

drizzly and cold.<br />

There was home-baking, facepainting,<br />

information stalls and<br />

fair rides.<br />

Although it wasn’t long before<br />

rain set in and many stalls<br />

packed up early, the children<br />

were keen to stay as long as the<br />

fair rides were operating.<br />

Community Board were there<br />

(with many other community<br />

groups) to promote the city council’s<br />

draft Annual Plan, which is<br />

out for consultation now.<br />

Residents were especially concerned<br />

by the amount of roadworks<br />

and congestion in the area,<br />

and the mental health of children<br />

and families. Residents also said<br />

they were unsure about the priority<br />

given to particular buildings<br />

and projects when some people<br />

are still struggling.<br />

Club gets grant to replace<br />

equipment lost in fire<br />

THE BISHOPDALE Bridge<br />

Club can now replace the<br />

equipment it lost in a fire.<br />

The club was using the St<br />

Margaret’s Presbyterian Church<br />

to host its meetings after the<br />

Bishopdale Community Centre<br />

and Library closed following the<br />

February 22, 2011, earthquake.<br />

But the church suffered more<br />

than $2 million in damage in an<br />

arson attack by a neighbour in<br />

May last year.<br />

Cheyenne Reed was sentenced<br />

to six years in prison for arson.<br />

The bridge club was distraught<br />

to find out after the fire that it<br />

was not covered by the church’s<br />

contents insurance and had<br />

to fund its own equipment<br />

replacement.<br />

Last week, the Fendalton-<br />

Waimairi-Harewood<br />

Community Board approved<br />

$3000 for new tables, table<br />

cloths, bridge boards, cards and<br />

stationary.<br />

The bridge club has been<br />

temporarily using equipment<br />

and a facility provided by the<br />

Crockfords Bridge Club on<br />

Riccarton Rd since the fire.<br />

However, it will be relocating<br />

to the Bishopdale Community<br />

Centre and Library when it is<br />

opened later this year.<br />

The jewel in the crown of<br />

secondary school rowing<br />

competitions, the Maadi Cup<br />

was won by the St Andrew’s<br />

under-18 coxed eight for<br />

the first time in a tightlycontested<br />

final on Lake<br />

Karapiro, near Cambridge.<br />

They had to hold off a fast<br />

finishing Christ’s College,<br />

which were the defending<br />

champions, pipping them<br />

at the end by less than<br />

a second. It topped off a<br />

hugely successful regatta for<br />

St Andrew’s, which also took<br />

home the Springbok Shield<br />

in the under-18 boys coxed<br />

four race. It is the first time<br />

since 1983 the school has<br />

won the shield. The last time<br />

was when current rower Ben<br />

Taylor’s father, Andrew, was<br />

in the boat.<br />

So now two generations of<br />

Taylors have held the shield<br />

aloft.<br />

won by St Andrew’s rowers<br />

in the under-18 boys coxless<br />

inspired by her time as a boarder,<br />

long left school, things like<br />

relationships – it’s here they<br />

learn and practice those really<br />

important parts of growing up,”<br />

Pupils from Japan’s Yuri Gakuin Elementary School visited<br />

Fendalton Open Air School recently. The two schools<br />

have developed a friendship over the past few years and<br />

the Japanese pupils immersed themselves in the Kiwi<br />

experience. They were formally welcomed with a school<br />

mihi whakatau and went on to experience much of what<br />

Christchurch has to offer. The 12 girls and three teachers<br />

spent time in the classroom and were shown around by<br />

A THREE-MINUTE parking<br />

restriction outside Roydvale School<br />

has drawn criticism from parents<br />

who say they do not have enough<br />

time to safely drop their children<br />

off.<br />

the current parking restrictions on<br />

Juniper Pl.<br />

The school has parking issues<br />

due to the number of businesses in<br />

the vicinity. However, parents have<br />

told Mrs Washington they find the<br />

three-minute restriction unreasonable,<br />

as it does not allow time for<br />

them to park, collect their child and<br />

return to the car.<br />

Mr Alexander said it was not<br />

appropriate for a primary school as,<br />

unlike a high school, most parents<br />

have to go inside to collect their<br />

children.<br />

He said it increased congestion<br />

outside the school and reduced<br />

pupil safety when they have to walk<br />

out by themselves or cross extra<br />

roads to get to cars parked further<br />

away.<br />

However, last week a recommendation<br />

from city council staff<br />

prompted the Fendalton-Waimairi-<br />

Harewood Community Board to<br />

retain the three-minute restriction.<br />

The school had proposed a 20-minute<br />

restriction, but city council staff<br />

said it would be too hard to enforce.<br />

The restrictions were introduced<br />

in 2012 in consultation with the<br />

former principal.<br />

Mr Smith proposed the council-owned<br />

building be tenanted<br />

out so the groups could turn<br />

it into a hub for community<br />

organisations.<br />

“Suitable spaces are hard to<br />

come by,” said Mr Spinks.<br />

Their goal is to maximise the<br />

use of the building like what<br />

has occurred at the Phillipstown<br />

Community Hub, where<br />

Riccarton Players is temporarily<br />

practicing.<br />

After Fletcher EQR vacated<br />

the building in 2015, the city<br />

council looked for expressions<br />

of interest in leasing it.<br />

Westminster Sports was the<br />

only interested party at the<br />

time, but Mr Smith said it fell<br />

through because Westminster<br />

Sports couldn’t commit to the<br />

$15,000 it was going to take to<br />

get the building fit for use.<br />

The community board is<br />

waiting for a report back about<br />

the property from city council<br />

staff but supports the proposal.<br />

new gear and last week he was<br />

surprised when he was hand-delivered<br />

a heap of cricket gear to<br />

ensure he can continue to work<br />

towards his goals.<br />

BANANA BREAD<br />

Ingredients<br />

1½ cups Self raising flour<br />

½ tsp Baking soda<br />

¼ tsp Ground cinnamon<br />

1 pinch Salt<br />

¼ cup Canola oil<br />

400g Bananas, peeled and<br />

chopped<br />

Directions<br />

Preheat the oven to 180 deg<br />

C. Lightly grease a 21cm x 10cm<br />

loaf pan.<br />

Sift the dry ingredients into a<br />

large bowl.<br />

Combine the oil and bananas,<br />

mashing and mixing until<br />

smooth. Fold into the dry<br />

ingredients until just mixed.<br />

Pour into the loaf pan.<br />

Bake for 40-45 minutes or<br />

until a skewer inserted in the<br />

centre comes out clean.<br />

BRAEBURN APPLE AND<br />

BERRY CRUMBLE<br />

Ingredients<br />

6 Braeburn apples<br />

½ cup Sugar<br />

¼ cup Water<br />

3 Cloves, whole<br />

100g Butter<br />

100g Flour<br />

75g Brown sugar<br />

15g Coconut, long thread<br />

¼ cup Walnuts<br />

1 cup Mixed berries, frozen<br />

Custard<br />

½ cup Cream<br />

½ cup Milk<br />

3 Tbsp Sugar<br />

4 Eggs, yolks only<br />

½ tsp Pure vanilla extract<br />

Directions<br />

Peel, core and slice the apples<br />

into a pot, add sugar, water and<br />

cloves, simmer gently with a lid<br />

on until apple is soft. Remove<br />

whole cloves and allow to cool.<br />

Make the crumble topping<br />

by rubbing the butter into the<br />

flour with your fingertips, stir in<br />

sugar, coconut and walnuts.<br />

Spread on a non-stick baking<br />

sheet and cook for 10 minutes or<br />

until golden brown. Once cool,<br />

crumble into small chunks and<br />

keep in an airtight container.<br />

To serve, mix berries with<br />

stewed apples and place in<br />

the microwave – reheat until<br />

boiling hot, stirring the mixture<br />

from time to time, spoon into<br />

individual glasses and top with<br />

crumble. Serve with homemade<br />

vanilla custard, below.<br />

Homemade vanilla custard<br />

Heat milk and cream until<br />

boiling.<br />

Whisk egg yolks with sugar<br />

and vanilla extract, pour<br />

over the boiling milk and<br />

cream.<br />

Tip this mixture back into the<br />

pot and on a low heat. Gently<br />

stir until it begins to thicken.<br />

Serve hot.<br />

COCONUT WATER WITH<br />

PINEAPPLE AND MINT<br />

Ingredients<br />

1 Pineapple, fresh, skin removed<br />

700 ml Coconut water<br />

½ cup Mint<br />

Directions<br />

Juice pineapple and mix<br />

with coconut water in a jug to<br />

combine.<br />

Place half the mint into each<br />

bottle and fill with pineapple<br />

and coconut water, leaving a<br />

3cm space in the neck of each<br />

bottle.<br />

Place each bottle upright in<br />

the freezer overnight before<br />

placing the cap on top.<br />

Take bottles out of the freezer<br />

just before hitting the road and<br />

enjoy the icy cold contents.<br />

Turn it into a slushy by giving<br />

it a good shake when contents<br />

are half-melted.<br />

ABOUT ONCE a year we get called to a<br />

house that has been set on fire with a paint<br />

stripping heat gun.<br />

Of course, houses that have paint of<br />

so many coats and thickness that they<br />

require a heat gun, are normally made of<br />

timber, generally many years old and dry<br />

as a bone.<br />

We had one of these fires on Tuesday in<br />

Jutland St, North New Brighton.<br />

Thankfully, this time the occupants of<br />

the house noticed the wisps of smoke and<br />

called the Fire Service nice and early. So<br />

that a garden hose and a thermal imaging<br />

camera check for hot spots were all that<br />

was needed.<br />

Sometimes the result is much worse. It<br />

pays to check for any gaps between weatherboards<br />

before starting.<br />

Birds or rodent nests in wall cavities are<br />

often responsible for fire development.<br />

Don’t burn your house down trying to<br />

improve it.<br />

Smoke was also seen seeping out of a<br />

house by neighbours in Skipton St, Mairehau,<br />

a week ago. This time it turned out to<br />

be muffins too long in the oven so it was<br />

a matter of clearing the smoke away for<br />

the attending crew. Sad for the St Albans<br />

watch that attended. They like muffins.<br />

Daylight saving ended on Sunday. If<br />

you haven’t already done it, take the time<br />

to replace the batteries in your smoke<br />

alarms.<br />

Pain management<br />

Living with pain can be the hardest part<br />

of living with arthritis. For some forms of<br />

arthritis, the cause of the pain is often not<br />

well understood.<br />

There are over 620,000 New Zealanders<br />

living with a diagnosis of arthritis. That’s<br />

one in six, but one in two is over 75 years<br />

of age.<br />

Arthritis-related pain causes significant<br />

difficulties for many people. They find<br />

that it impacts on their ability to conduct<br />

everyday activities and to live life as fully<br />

as possible. Sleeping at night becomes a<br />

challenge and for many they hide their pain<br />

from family and friends.<br />

It’s important that those with arthritis<br />

pain seek advice from their GP, pharmacist<br />

or an Arthritis Educator.<br />

Pain management programmes, (such as<br />

those held by Arthritis New Zealand), tend<br />

to work well for older people. There is a<br />

focus on what you can do rather than what<br />

you cannot do. Pain may limit some of the<br />

things that you can do, but it doesn’t have<br />

to control your life. You can learn ways to<br />

manage your pain. You may have to try<br />

different self-management techniques until<br />

you find what works best for you.<br />

The key points of pain management will<br />

be explored at the Workshops on 19th and<br />

20th <strong>April</strong>.<br />

Golden Health Care<br />

Golden Healthcare Group’s position at<br />

the forefront of Canterbury’s residential<br />

care services is cemented by a state-ofthe-art<br />

facility being developed at Lady<br />

Wigram Retirement Village.<br />

The concept is to provide hotel-style<br />

accommodation for those residents<br />

who enjoy being part of a vibrant, social<br />

community.<br />

The group has already completed 50<br />

villas with an additional 17 to be completed<br />

by early <strong>2017</strong>. Until the full project is<br />

finalised, one of the villas built during<br />

the first stage of construction has been<br />

converted to accommodate social events<br />

such as bowls, happy hours, high teas and<br />

television viewing of sports fixtures.<br />

Once the project is complete, it will<br />

comprise 101 villas, 73 apartments, and<br />

100 care beds. The proposed facilities will<br />

include a rest home, hospital, and dementia<br />

facilities, and permanent amenities such<br />

as a community centre, Bowling Green,<br />

swimming and spa pools, a gym, a theatre,<br />

a library, and a hairdressing salon.<br />

The villas will be offered in a<br />

combination of two and three bedrooms<br />

whereas apartment residents will have a<br />

choice between one and two bedrooms.<br />

The Lady Wigram Retirement Village is<br />

a short stroll from The Landing, the central<br />

retail hub of the Wigram Skies subdivision,<br />

and only a short drive to Hornby Mall, the<br />

Hornby Working Men’s Club and the city.<br />

Lady Wigram Retirement Village is<br />

one of eight facilities operated by Golden<br />

Healthcare Group that offer a variety of<br />

residential care services.<br />

The large Christchurch-based group is<br />

a privately owned provider that strives to<br />

support every aspect of aged care.<br />

Rest home care is provided in the Golden<br />

Age Rest Home and Brookhaven Rest<br />

Home, both of which also encompass<br />

retirement villages. Brookhaven also<br />

has a dementia care unit along with the<br />

dedicated Camellia Court, Albarosa, and<br />

Somerfield rest homes. Furthermore,<br />

the Hoon Hay Rest Home is a dedicated<br />

dementia wing, but the Hoon Hay House<br />

on the same site specialises in mental<br />

health.<br />

Within the facilities, there are plenty<br />

of opportunities to create unique<br />

environments for differing requirements<br />

for residents. Nursing care is provided<br />

by registered nurses, regular scheduled<br />

medical appointments and on-call doctors<br />

ensure residents’ health is well monitored.<br />

An activities co-ordinator ensures residents<br />

will never be bored and they participate in<br />

programmed activities, games, sing-alongs<br />

with performances by visiting entertainers,<br />

library book exchange and exercise<br />

programmes. The group has four vans to<br />

utilise for residents outings.<br />

Each facility has its own kitchen and<br />

offers nutritious home-style meals and<br />

baking, and special diets are catered for.<br />

Golden Healthcare employs 260 at its<br />

facilities which care for about 350 residents.<br />

All staff are highly trained, experienced,<br />

and qualified in their roles.<br />

Each facility offers regular resident and<br />

family meetings to ensure feedback is<br />

encouraged, and dementia facilities also<br />

offer educational evening for families to<br />

understand the dementia process. Respite<br />

care is also provided at all facilities.<br />

According to a country Doctor “D.C.<br />

Jarvis” from Vermont in the USA cider<br />

vinegar and honey (CV & H) can be an<br />

The facts about<br />

home ventilation<br />

Balanced Pressure vs Positive Pressure<br />

Under the New Zealand Building Code,<br />

all buildings, including residential, need to<br />

be suitably ventilated, either with opening<br />

windows or forced ventilation. Clause G4.1<br />

states: “The objective of this provision is<br />

to safeguard people from illness or loss of<br />

amenity due to lack of fresh air.” There are<br />

many benefits to forced, or mechanical,<br />

ventilation over opening windows, including<br />

warmth, security, reduction of outside noises<br />

and reduction of condensation.<br />

Traditional domestic ventilation systems<br />

are ‘positive pressure’. They bring air in from<br />

outside via the roof space and force the stale air<br />

out through gaps around windows and doors.<br />

The incoming air from these<br />

systems has to be heated or<br />

cooled to keep the house warm<br />

in winter or cool in summer.<br />

The Smooth-Air HEX390 is<br />

a ‘balanced pressure’ system. It<br />

extracts air from the house and<br />

at the same time brings in fresh<br />

air. These two streams of air<br />

pass through a heat exchanger,<br />

which warms incoming air in<br />

winter and cools in summer if<br />

air conditioning is being used.<br />

This means that up to 80% of<br />

the energy which would be<br />

wasted using a traditional positive pressure<br />

system is recovered, resulting in significant<br />

energy savings and therefore lower heating or<br />

cooling costs.<br />

Until recently, balanced pressure ventilation<br />

systems have been considerably more<br />

expensive than traditional positive pressure<br />

systems. However, with Smooth-Air’s unique<br />
