Congestion worry with third lane

PUTTING A third lane on the 

Waimakiriri River bridge could 

cause more congestion in Belfast, 

Northcote, Casebrook, Papanui 

and St Albans. 

That’s the fear of the Papanui- 

Innes Community Board which 

will object to the plan this week. 

The extra lane has been 

proposed as a way to deal with 

the congestion problems on the 

Northern Motorway for commuters 

from North Canterbury. 

It is estimated to cost $20 million 

if done in conjunction with 

the current Northern Corridor 

work – otherwise it 

would cost $34 million. 

It would be used only by 

freight, trucks and buses 

and would include a separate 

cycleway to improve 

public transport reliability 

and provide a safer cycling 

option. 

Whether the additional lane

decided at Friday’s greater 

Christchurch urban development 

strategy implementation 

committee meeting. 

“Our biggest concerns 

are, has this third lane 

proposal considered where 

all the extra traffic will 

go after the bridge? It’s 

already bottle-necked after 

the bridge and at Belfast 

and into Northcote, Casebrook, 

Papanui and St Albans,” community 

board chairwoman Ali 

Jones said. 

But she does think there is a 

need to change the way people 

travel into the city from North 

Canterbury without encouraging 

more use of cars. 

“The bottom line is we all 

want to improve the amenity 

for our residents, while being as 

environmentally-minded and 

fiscally responsible as we can,” 

she said. 

Ms Jones said there has been 

no consideration for the proposed 

rail system from North 

Canterbury through to the city 

that is currently being campaigned 

for, which would cost 

less than $2 million.

Maadi Cup 

St Andrew’s College’s long wait for Maadi 

Cup glory is over with their U18 eight (right) 

beating defending champions Christ’s 

College at Lake Karapiro on Sunday. Their 

time of 6min 2.12sec was a touch under 

1sec faster than Christ’s allowing them to 

lift the iconic trophy. St Andrew’s coxed four 

also took home the Springbok Shield for the 

first time since 1983. Yesterday, the school 

honoured the victories with an assembly.

around the country last week – 

and a lot were from the Nor West 

News area. 

Today reporter Andrew King 

gives an overview on how they 

fared on pages 6 and 7. Some 

came out on top, others didn’t 

fare so well but to coin a very old 

phrase, everyone was a winner on 

the day. 

The St Andrew’s College rowing 

eight and coxed four won gold. 

Keep an eye on the names of the 

crew. They are international rowers 

of the future – Olympic and 

world championship regattas will 

be in their grasp. 

Frews in Roydvale Ave, Burnside, 

is under investigation again. 

The city council has received 

two recent complaints and while 

they won’t specify exactly what 

the nature of the complaint is, 

dust seems to be on the radar.

Dust, noise under investigation 


THE CITY council is 

investigating a Burnside 

contracting company, where 

dust and noise is frustrating 

nearby residents and businesses. 

Head of regulatory compliance 

Tracey Weston said two 

complaints against the Frews 

site in Roydvale Ave are currently 

under investigation. 

There have 

been eight 

complaints laid 

since June 2015 

including the 

latest two. 

These included 

three counts of

MacDonald 

mud and stones 

on the road, one 

of dust from 

storage operation, one for water 

connection, one for setting up a 

contractor’s yard with no consent 

and two complaints that are 

still under investigation. 

Residents wrote a letter to the 

Fendalton-Waimairi-Harewood 

Community Board alleging that 

the company is working outside 

its resource consent. 

Community board deputy 

chairman Sam MacDonald said 

the city council’s regulatory 

compliance team is investigating 

the allegation. 

Frews declined to comment 

when contacted by Nor’West 

News. 

“The owner needs to operate 

within their resource consent 

and I would expect them to do 

that,” Mr MacDonald said. 

The resource consent issued 

by the city council in August 

2016 said processing cleanfill 

would stop. 

That type of work is heavy 

industrial but Frews are only 

zoned for general industrial. 

“Our complaint relates to 

the fact that these activities are 

still being carried out at Frews 

in spite of the issued resource 

consent being very clear,” the 

letter said. 

They also complained about 

the constant mess, dust and noise 

coming from the site as a result. 

“Various complaints to the 

council over the past year have 

failed to achieve anything,” the 

letter said. 

In December 2015 the city 

council issued two infringement 

notices to the company. 

For not having resource consent 

before occupying land and 

also for failure to obtain a building 

consent for site placement of 

the outbuildings. 

They also received a notice to 

fix to apply for a certificate of acceptance 

for the work completed 

and building consent or to 

remove all buildings, containers

site. 

Although the city council was 

investigating before he’d received 

the letter, Mr MacDonald 

said the letter brought the issue 

back to its attention. 

It comes at a time when families 

living next to a gravel quarry 

on Old West Coast Rd are forced 

to wear dust masks because 

of air pollution from a nearby 

quarry. 

And residents of Guild St in 

Richmond faced a similar issue 

with Worthington Contracting 

– the company since left the 

area and moved to a new site in 

North Canterbury.

suburbs 

Our ward is full of families 

with children of all ages, many of 

whom attend schools locally. 

I believe a key role of the board 

is to advocate for children whose 

voices are so often not part of our 

local body government systems. 

The Papanui Innes Community 

Board invites the hard working 

principals of schools in our ward 

to meet with us once a term. 

Following our last meeting, 

there has been extensive media 

coverage of issues relating to 

children starting school with 

anxiety issues which appear to be 

earthquake-related. 

I believe there needs to be adequate 

funding from central Government 

to fund both research 

into this issue and enough funding 

to enable families to access the 

right support and intervention for 

their children. 

Research from Dr Kathleen Liberty 

at Canterbury University and 

the Brainwave Trust is currently 

under way, but the intervention 

needs to be timely. 

Waiting six to eight months 

for mental health support for our 

children is shameful. 

The community board is also 

advocating hard for more reduced 

speed zones around schools. 

Currently, nearly 29 schools 

across the city are waiting for 

installation or assessment. The 

current funding allows for three 

new school zones per year. 

We can’t wait 10 years for all of 

our children to be able to get to 

school safely. 

The community board has some 

funding to distribute each year 

within our community. 

Currently, both the Papanui 

Innes youth development fund 

and discretionary response fund 

are open for applications.

In the last financial year, we were 

proud to support many young 

people in our ward with their 

sporting, academic and leadership 

opportunities. 

Coming up in a few months is 

parenting week – from August 21 

to 31. 

The neighbourhood trust is 

already hard at work organising 

speakers and venues. 

This is a wonderful opportunity 

to support the families among us 

and celebrate the great job they 

are doing raising the children of 

our city.

Kirsty Nixon 

ON THE WING 

Born in 1969, Kirsty lives in Auckland 

with her husband and two children. 

She has been a full-time artist since 

1977. She says “Although it can be 

such a rewarding, frustrating, joyous, 

terrifying occupation I can’t imagine 

not having it in my life.” 

About her latest exhibition, “It was 

a natural step for me to introduce 

our striking native birds to my work. 

They quietly snuck in without me even 

thinking about it too much. We often 

hear the heavy swoop of wood pigeon 

as they move from branch to branch 

and I am woken to the melodic call of 

the Tui most mornings at home and 

often surprised by their lively dives 

through the garden. Fantails pick 

bugs from our path as we walk the 

dog through the bush near home. And 

yet we live in a city. We are fortunate 

to still have these creatures share our 

space and enhance our landscape. 

Up close, their feathers shine with a 

metallic luminous quality and when 

painting the whites of their eyes they 

each develop personalities. 

Interestingly the birds in this show 

have mainly been on the wing and 

it seems to reflect a current state of 

mind with a sense of escapism and 

freedom. 

Colour excites me and the time 

seemed right to challenge myself with 

a fresh exciting palette along with my 

new subject matter. Embracing colour 

in my new pieces has been a joy and 

wonderfully liberating.” 

Kirsty’s latest exhibition named ‘On 

The Wing’ takes place at Little River 

Gallery from April 8th until May 3rd.

Neighbourhood celebrates 

LAST WEEK the Mairehau 

community came together to 

celebrate their neighbourhood, 

even though the morning was 

drizzly and cold. 

There was home-baking, facepainting, 

information stalls and 

fair rides. 

Although it wasn’t long before 

rain set in and many stalls 

packed up early, the children 

were keen to stay as long as the 

fair rides were operating.

(with many other community 

groups) to promote the city council’s 

draft Annual Plan, which is 

out for consultation now. 

Residents were especially concerned 

by the amount of roadworks

they were unsure about the priority 

given to particular buildings 

and projects when some people 

are still struggling.

Club gets grant to replace 

equipment lost in fire 


THE BISHOPDALE Bridge 

Club can now replace the 

equipment it lost in a fire. 

The club was using the St 

Margaret’s Presbyterian Church 

to host its meetings after the 

Bishopdale Community Centre 

and Library closed following the 

February 22, 2011, earthquake. 

But the church suffered more 

than $2 million in damage in an 

arson attack by a neighbour in 

May last year. 

Cheyenne Reed was sentenced 

to six years in prison for arson. 

The bridge club was distraught 

to find out after the fire that it 

was not covered by the church’s 

contents insurance and had 

to fund its own equipment 

replacement. 

Last week, the Fendalton- 

Waimairi-Harewood 

Community Board approved 

$3000 for new tables, table 

cloths, bridge boards, cards and 

stationary. 

The bridge club has been 

temporarily using equipment 

and a facility provided by the 

Crockfords Bridge Club on 

Riccarton Rd since the fire. 

However, it will be relocating 

to the Bishopdale Community 

Centre and Library when it is 

opened later this year.

North-west high schools battle it 

Last week, schools from the north-west travelled all 

over the country to compete in various New Zealand 

secondary school sports competitions. From water 

polo to futsal and the highly sought after Maadi Cup 

competition, Andrew King reports on how they went 

Water polo 

The Burnside High 

girls water polo team 

were crowned South 

Island secondary school 

champions after beating 

St Margaret’s College by a 

goal at Jellie Park Recreation 

and Sports Centre in 

Christchurch.

most valuable player of the 

tournament and, alongside 

Ella Dowling, Ella Bampton 

and Flynn Marshall, was

St Andrew’s won their third 

straight mixed title at the 

NZSS teams finals.

went undefeated through 

five ties, defeating St Paul’s

The six-team competition 

was played as a round-robin, 

which St Andrew’s won with 

relative ease. 

The tournament victory is 

the seventh time St Andrew’s 

have lifted the crown in 11 

years. 

Volleyball 

The Burnside High girls 

volleyball team’s quest for a 

third division 1 national title 

was halted after a loss in the 

semi-final to Whakatane’s 

Trident High 3-1 on Thursday 

in Palmerston North. 

Burnside bounced back to 

beat St Mary’s 3-1, claiming 

third place on Friday. The 

team started off with a hiss 

and a roar, not dropping 

a set in their pool play 

matches against Tauranga’s 

Otumoetai College and 

Napier Girls’ High before 

finally losing a set on 

Wednesday to Rotorua’s 

Western Heights High. 

Satellite volleyball 

Papanui High senior girls 

came second in the 

satellite volleyball 

championships tournament 

held in Christchurch last

Maadi Cup 

The jewel in the crown of 

secondary school rowing 

competitions, the Maadi Cup 

was won by the St Andrew’s 

under-18 coxed eight for 

the first time in a tightlycontested 

final on Lake 

Karapiro, near Cambridge. 

They had to hold off a fast 

finishing Christ’s College, 

which were the defending 

champions, pipping them 

at the end by less than 

a second. It topped off a 

hugely successful regatta for 

St Andrew’s, which also took 

home the Springbok Shield 

in the under-18 boys coxed 

four race. It is the first time 

since 1983 the school has 

won the shield. The last time 

was when current rower Ben 

Taylor’s father, Andrew, was 

in the boat. 

So now two generations of 

Taylors have held the shield 

aloft. 

Four silver medals were 

won by St Andrew’s rowers 

in the under-18 boys coxless 

pairs, under-16 boys coxed 

four, under-16 boys coxed 

eight and over 15 boys 

lightweight double sculls 

and two bronze medals in 

the under-18 boys pairs and 

under-15 boys coxed four. 

Students, teachers, parents 

and supporters gathered on 

Monday to welcome home 

the triumphant rowers and to 

celebrate winning the Maadi 

Cup for the first time. 

All up, schools in the northwest 

brought home 15 gold, 

nine silver and seven bronze 

medals.

Director of boarding hopes 

to inspire Rangi students 

RANGI RURU Girls’ School’s 

new director of boarding was so 

inspired by her time as a boarder, 

she made it her career. 

Kyleigh Lyth used to board at 

Southland Girls’ High School. 

As director at Rangi Ruru, 

Mrs Lyth, her husband and their 

three teenage children 

also live on the school 

grounds. 

Mrs Lyth said what she 

remembers most about boarding 

school was the kindness and 

learning the life skills that made 

her who she is today. 

“When these girls have 

long left school, things like 

who they are, their sense of 

identity, how they deal with 

relationships – it’s here they 

learn and practice those really 

important parts of growing up,” 

she said. 

Fairleigh Kindergarten pupils Millie Waddel and Oscar Apperley had a visit from St John 

officer Lu Scarf. She held an informative chat with the children and walked them through

Pupils from Japan’s Yuri Gakuin Elementary School visited 

Fendalton Open Air School recently. The two schools 

have developed a friendship over the past few years and 

the Japanese pupils immersed themselves in the Kiwi 

experience. They were formally welcomed with a school 

mihi whakatau and went on to experience much of what 

Christchurch has to offer. The 12 girls and three teachers 

spent time in the classroom and were shown around by 

Fendalton pupils.

A THREE-MINUTE parking 

restriction outside Roydvale School 

has drawn criticism from parents 

who say they do not have enough 

time to safely drop their children 

off. 

Principal Jenny Washington 

and parent Christopher Alexander 

expressed their dissatisfaction with 

the current parking restrictions on 

Juniper Pl. 

The school has parking issues 

due to the number of businesses in 

the vicinity. However, parents have 

told Mrs Washington they find the 

three-minute restriction unreasonable, 

as it does not allow time for 

them to park, collect their child and 

return to the car. 

Mr Alexander said it was not 

appropriate for a primary school as, 

unlike a high school, most parents 

have to go inside to collect their 

children. 

He said it increased congestion 

outside the school and reduced 

pupil safety when they have to walk 

out by themselves or cross extra 

roads to get to cars parked further 

away. 

However, last week a recommendation 

from city council staff 

prompted the Fendalton-Waimairi- 

Harewood Community Board to 

retain the three-minute restriction. 

The school had proposed a 20-minute 

restriction, but city council staff 

said it would be too hard to enforce. 

The restrictions were introduced 

in 2012 in consultation with the 

former principal.

Sports Inc Rob Smith, 

alongside Graeme Spinks, of the 

Christchurch School of Judo, 

and Giles Wood, president of 

Riccarton Players, made a deputation 

to the Papanui-Innes 

Community Board about the 

future use of 280 Westminster 

St. 

Mr Smith proposed the council-owned 

building be tenanted 

out so the groups could turn 

it into a hub for community 

organisations. 

“Suitable spaces are hard to 

come by,” said Mr Spinks. 

Their goal is to maximise the 

use of the building like what 

has occurred at the Phillipstown 

Community Hub, where 

Riccarton Players is temporarily 

practicing. 

After Fletcher EQR vacated 

the building in 2015, the city 

council looked for expressions 

of interest in leasing it. 

Westminster Sports was the 

only interested party at the 

time, but Mr Smith said it fell 

through because Westminster 

Sports couldn’t commit to the 

$15,000 it was going to take to 

get the building fit for use. 

The community board is 

waiting for a report back about 

the property from city council 

staff but supports the proposal. 

Young cricketer gets help pursuing Black Caps dream

The 12-year-old Heaton Normal 

Intermediate School pupil 

is in his second year playing 

for Old Boys Collegians, based 

at Elmwood Park. Finn was a 

recipient of the ANZ dream 

delivery, which provided the 

cricket gear.

for the Black Caps in the 

future,” his mother Sarah said. 

“His enthusiasm and energy 

is contagious. He has even managed 

to convert his Irish father 

to follow the great game.” 

He applied for a little help 

from ANZ to secure some 

new gear and last week he was 

surprised when he was hand-delivered 

a heap of cricket gear to 

ensure he can continue to work 

towards his goals. 

“We are proud to have been 

supporting cricket at all levels 

from grass roots to elite in 

New Zealand for 19 years,” 

said Sue McGregor, ANZ head 

of sponsorship and corporate

BANANA BREAD 

Ingredients 

1½ cups Self raising flour 

½ tsp Baking soda 

¼ tsp Ground cinnamon 

1 pinch Salt 

¼ cup Canola oil 

400g Bananas, peeled and 

chopped 

Directions 

Preheat the oven to 180 deg 

C. Lightly grease a 21cm x 10cm 

loaf pan. 

Sift the dry ingredients into a 

large bowl. 

Combine the oil and bananas, 

mashing and mixing until 

smooth. Fold into the dry 

ingredients until just mixed. 

Pour into the loaf pan. 

Bake for 40-45 minutes or 

until a skewer inserted in the 

centre comes out clean. 

BRAEBURN APPLE AND 

BERRY CRUMBLE 

Ingredients 

6 Braeburn apples 

½ cup Sugar 

¼ cup Water 

3 Cloves, whole 

100g Butter 

100g Flour 

75g Brown sugar 

15g Coconut, long thread 

¼ cup Walnuts 

1 cup Mixed berries, frozen 

Custard 

½ cup Cream 

½ cup Milk 

3 Tbsp Sugar 

4 Eggs, yolks only 

½ tsp Pure vanilla extract 

Directions 

Peel, core and slice the apples 

into a pot, add sugar, water and 

cloves, simmer gently with a lid 

on until apple is soft. Remove 

whole cloves and allow to cool. 

Make the crumble topping 

by rubbing the butter into the 

flour with your fingertips, stir in 

sugar, coconut and walnuts. 

Spread on a non-stick baking 

sheet and cook for 10 minutes or 

until golden brown. Once cool, 

crumble into small chunks and 

keep in an airtight container. 

To serve, mix berries with 

stewed apples and place in 

the microwave – reheat until 

boiling hot, stirring the mixture 

from time to time, spoon into 

individual glasses and top with 

crumble. Serve with homemade 

vanilla custard, below. 

Homemade vanilla custard 

Heat milk and cream until 

boiling. 

Whisk egg yolks with sugar 

and vanilla extract, pour 

over the boiling milk and 

cream. 

Tip this mixture back into the 

pot and on a low heat. Gently 

stir until it begins to thicken. 

Serve hot. 

COCONUT WATER WITH 

PINEAPPLE AND MINT 

Ingredients 

1 Pineapple, fresh, skin removed 

700 ml Coconut water 

½ cup Mint 

Directions 

Juice pineapple and mix 

with coconut water in a jug to 

combine. 

Place half the mint into each

ABOUT ONCE a year we get called to a 

house that has been set on fire with a paint 

stripping heat gun. 

Of course, houses that have paint of 

so many coats and thickness that they 

require a heat gun, are normally made of 

timber, generally many years old and dry 

as a bone. 

We had one of these fires on Tuesday in 

Jutland St, North New Brighton. 

Thankfully, this time the occupants of 

the house noticed the wisps of smoke and 

called the Fire Service nice and early. So 

that a garden hose and a thermal imaging 

camera check for hot spots were all that 

was needed. 

Sometimes the result is much worse. It 

pays to check for any gaps between weatherboards 

before starting. 

Birds or rodent nests in wall cavities are 

often responsible for fire development. 

Don’t burn your house down trying to 

improve it. 

Smoke was also seen seeping out of a 

house by neighbours in Skipton St, Mairehau, 

a week ago. This time it turned out to 

be muffins too long in the oven so it was 

a matter of clearing the smoke away for 

the attending crew. Sad for the St Albans 

watch that attended. They like muffins. 

Daylight saving ended on Sunday. If 

you haven’t already done it, take the time 

to replace the batteries in your smoke 

alarms.

Pain management 

Living with pain can be the hardest part 

of living with arthritis. For some forms of 

arthritis, the cause of the pain is often not 

well understood. 

There are over 620,000 New Zealanders 

living with a diagnosis of arthritis. That’s 

one in six, but one in two is over 75 years 

of age. 

Arthritis-related pain causes significant 

difficulties for many people. They find 

that it impacts on their ability to conduct 

everyday activities and to live life as fully 

as possible. Sleeping at night becomes a 

challenge and for many they hide their pain 

from family and friends. 

It’s important that those with arthritis 

pain seek advice from their GP, pharmacist 

or an Arthritis Educator. 


Pain management programmes, (such as 

those held by Arthritis New Zealand), tend 

to work well for older people. There is a 

focus on what you can do rather than what 

you cannot do. Pain may limit some of the 

things that you can do, but it doesn’t have 

to control your life. You can learn ways to 

manage your pain. You may have to try 

different self-management techniques until 

you find what works best for you. 

The key points of pain management will 

be explored at the Workshops on 19th and 

20th April.

Golden Health Care 

Golden Healthcare Group’s position at 

the forefront of Canterbury’s residential 

care services is cemented by a state-ofthe-art 

facility being developed at Lady 

Wigram Retirement Village. 

The concept is to provide hotel-style 

accommodation for those residents 

who enjoy being part of a vibrant, social 

community. 

The group has already completed 50 

villas with an additional 17 to be completed 

by early 2017. Until the full project is 

finalised, one of the villas built during 

the first stage of construction has been 

converted to accommodate social events 

such as bowls, happy hours, high teas and 

television viewing of sports fixtures. 

Once the project is complete, it will 

comprise 101 villas, 73 apartments, and 

100 care beds. The proposed facilities will 

include a rest home, hospital, and dementia 

facilities, and permanent amenities such 

as a community centre, Bowling Green, 

swimming and spa pools, a gym, a theatre, 

a library, and a hairdressing salon. 

The villas will be offered in a 

combination of two and three bedrooms 

whereas apartment residents will have a 

choice between one and two bedrooms. 

The Lady Wigram Retirement Village is 

a short stroll from The Landing, the central 

retail hub of the Wigram Skies subdivision, 

and only a short drive to Hornby Mall, the 

Hornby Working Men’s Club and the city. 

Lady Wigram Retirement Village is 

one of eight facilities operated by Golden 

Healthcare Group that offer a variety of 

residential care services. 

The large Christchurch-based group is 

a privately owned provider that strives to 

support every aspect of aged care. 

Rest home care is provided in the Golden 

Age Rest Home and Brookhaven Rest 

Home, both of which also encompass 

retirement villages. Brookhaven also 

has a dementia care unit along with the 

dedicated Camellia Court, Albarosa, and 

Somerfield rest homes. Furthermore, 

the Hoon Hay Rest Home is a dedicated 

dementia wing, but the Hoon Hay House

library book exchange and exercise 

programmes. The group has four vans to 

utilise for residents outings. 

Each facility has its own kitchen and 

offers nutritious home-style meals and 

baking, and special diets are catered for. 

Golden Healthcare employs 260 at its 

facilities which care for about 350 residents. 

All staff are highly trained, experienced, 

and qualified in their roles. 

Each facility offers regular resident and 

family meetings to ensure feedback is 

encouraged, and dementia facilities also 

offer educational evening for families to 

understand the dementia process. Respite 

care is also provided at all facilities.

Time Honoured Remedy 

According to a country Doctor “D.C. 

Jarvis” from Vermont in the USA cider 

vinegar and honey (CV & H) can be an

Jarvis noted Vermonters who regularly 

consumed cider vinegar and honey had

The facts about 

home ventilation 

Balanced Pressure vs Positive Pressure 

Under the New Zealand Building Code, 

all buildings, including residential, need to 

be suitably ventilated, either with opening 

windows or forced ventilation. Clause G4.1 

states: “The objective of this provision is 

to safeguard people from illness or loss of 

amenity due to lack of fresh air.” There are 

many benefits to forced, or mechanical, 

ventilation over opening windows, including 

warmth, security, reduction of outside noises 

and reduction of condensation. 

Traditional domestic ventilation systems 

are ‘positive pressure’. They bring air in from 

outside via the roof space and force the stale air 

out through gaps around windows and doors. 

The incoming air from these 

systems has to be heated or 

cooled to keep the house warm 

in winter or cool in summer. 

The Smooth-Air HEX390 is 

a ‘balanced pressure’ system. It 

extracts air from the house and 

at the same time brings in fresh 

air. These two streams of air 

pass through a heat exchanger, 

which warms incoming air in 

winter and cools in summer if 

air conditioning is being used. 

This means that up to 80% of 

the energy which would be 

wasted using a traditional positive pressure 

system is recovered, resulting in significant 

energy savings and therefore lower heating or 

cooling costs.

Cranford Regeneration Plan 

Written comments are invited on the draft 

Cranford Regeneration Plan that was developed 

pursuant to Section 33 of the Greater 

Christchurch Regeneration Act 2016 (the Act). 

The extent of the draft Cranford Regeneration 

Plan area is shown in the following map: 

The objective of the draft Cranford Regeneration 

Plan is to support the regeneration of greater 

Christchurch by: investigating the 

appropriateness of residential development at 

the edges of the Cranford Basin; providing for 

and, where possible, enhancing ecological values 

and Ngäi Tahu cultural values; and implementing 

a waterway and pedestrian and cycle connection 

network. The draft Plan may amend the 

Canterbury Regional Policy Statement and the 

Christchurch District Plan, and any other 

statutory documents pursuant to section 63 of 

the Act necessary to facilitate residential 

development in the Papanui/St Albans area. 

The draft Cranford Regeneration Plan may be 

viewed on the Christchurch City Council website 

at www.ccc.govt.nz/haveyoursay and copies are 

available for inspection at Civic Offices, 53 

Hereford Street, and at: 

Papanui Library and Redwood Library
