<strong>Development</strong><br />

<strong>in</strong> <strong>the</strong> <strong>EU</strong><br />

<strong>Susta<strong>in</strong>able</strong> development has been at <strong>the</strong> heart <strong>of</strong><br />

<strong>Europe<strong>an</strong></strong> policy for a long time, firmly <strong>an</strong>chored<br />

<strong>in</strong> <strong>the</strong> <strong>Europe<strong>an</strong></strong> Treaties. The 2030 Agenda for<br />

<strong>Susta<strong>in</strong>able</strong> <strong>Development</strong> <strong>an</strong>d its 17 <strong>Susta<strong>in</strong>able</strong><br />

<strong>Development</strong> <strong>SDGs</strong> (<strong>SDGs</strong>), adopted by <strong>the</strong> UN<br />

General Assembly <strong>in</strong> September 2015, gives a new<br />

impetus to global efforts to achieve susta<strong>in</strong>able<br />

development. The <strong>EU</strong> is committed to play<strong>in</strong>g <strong>an</strong><br />

active role to maximise <strong>progress</strong> <strong>towards</strong> <strong>the</strong> <strong>SDGs</strong>,<br />

as outl<strong>in</strong>ed <strong>in</strong> its Communication (COM (2016) 739)<br />

‘Next steps for a susta<strong>in</strong>able <strong>Europe<strong>an</strong></strong> future’ (1).<br />

Regular monitor<strong>in</strong>g <strong>of</strong> <strong>progress</strong> <strong>towards</strong> <strong>the</strong> <strong>SDGs</strong><br />

<strong>in</strong> <strong>an</strong> <strong>EU</strong> <strong>context</strong> is essential for this purpose.<br />

<strong>EU</strong> SDG <strong>in</strong>dicator set<br />

This regular monitor<strong>in</strong>g builds on <strong>the</strong> <strong>EU</strong> SDG <strong>in</strong>dicator<br />

set, developed <strong>in</strong> cooperation with a large<br />

number <strong>of</strong> partners <strong>an</strong>d stakeholders. The <strong>in</strong>dicator<br />

set comprises 100 <strong>in</strong>dicators <strong>an</strong>d is structured<br />

along <strong>the</strong> 17 <strong>SDGs</strong>. 41 multi-purpose <strong>in</strong>dicators are<br />

used to monitor more th<strong>an</strong> one goal.<br />

<strong>EU</strong> <strong>in</strong>dicator trends<br />

This brochure presents a first statistical overview<br />

<strong>of</strong> trends relat<strong>in</strong>g to <strong>the</strong> <strong>SDGs</strong> <strong>in</strong> <strong>the</strong> <strong>EU</strong> over <strong>the</strong><br />

past five years (‘short-term’); <strong>the</strong> specific years<br />

depend on data availability for <strong>the</strong> specific <strong>in</strong>dicators.<br />

Studies <strong>an</strong>d reports which consider current<br />

status, different <strong>in</strong>dicators or different time<br />

sp<strong>an</strong>s may come to different conclusions.<br />

Indicator trends <strong>in</strong> <strong>the</strong> brochure are described on<br />

<strong>the</strong> basis <strong>of</strong> specific qu<strong>an</strong>titative rules. For <strong>in</strong>dicators<br />

for which <strong>EU</strong> policy targets exist, <strong>the</strong> brochure<br />

looks at <strong>progress</strong> <strong>towards</strong> those targets. This<br />

applies to 16 out <strong>of</strong> <strong>the</strong> 100 <strong>in</strong>dicators, ma<strong>in</strong>ly <strong>in</strong><br />

<strong>the</strong> areas <strong>of</strong> climate, energy consumption, education,<br />

poverty <strong>an</strong>d employment. Indicators<br />

for which a qu<strong>an</strong>titative policy<br />

target exists are marked with a frame.<br />

All o<strong>the</strong>r <strong>in</strong>dicators are <strong>an</strong>alysed accord<strong>in</strong>g to <strong>the</strong><br />

direction <strong>an</strong>d speed <strong>of</strong> ch<strong>an</strong>ge.<br />

Indicator trends are presented visually <strong>in</strong> <strong>the</strong><br />

form <strong>of</strong> arrows. The arrows show whe<strong>the</strong>r <strong>an</strong><br />

<strong>in</strong>dicator has moved <strong>in</strong> <strong>the</strong> desired direction or<br />

away from <strong>the</strong> susta<strong>in</strong>able development objective,<br />

as well as <strong>the</strong> speed <strong>of</strong> <strong>the</strong> movement.<br />

The methodology applied <strong>an</strong>d a detailed <strong>an</strong>alysis<br />

<strong>of</strong> <strong>progress</strong> for <strong>the</strong> <strong>in</strong>dividual <strong>in</strong>dicators c<strong>an</strong> be<br />

found <strong>in</strong> Eurostat’s 2017 publication ‘<strong>Susta<strong>in</strong>able</strong><br />

development <strong>in</strong> <strong>the</strong> <strong>Europe<strong>an</strong></strong> <strong>Union</strong> - 2017 monitor<strong>in</strong>g<br />

report on <strong>progress</strong> <strong>towards</strong> <strong>the</strong> <strong>SDGs</strong> <strong>in</strong> <strong>an</strong><br />

<strong>EU</strong> <strong>context</strong>’.<br />

How has <strong>the</strong> <strong>EU</strong> <strong>progress</strong>ed<br />

<strong>towards</strong> <strong>the</strong> <strong>SDGs</strong>?<br />

Over <strong>the</strong> past five years, <strong>the</strong> <strong>EU</strong> made <strong>progress</strong> <strong>towards</strong><br />

all <strong>SDGs</strong>. Progress <strong>in</strong> some <strong>SDGs</strong> has been<br />

faster th<strong>an</strong> <strong>in</strong> o<strong>the</strong>rs, <strong>an</strong>d with<strong>in</strong> <strong>SDGs</strong>, movement<br />

away from <strong>the</strong> susta<strong>in</strong>able development objectives<br />

also occurred <strong>in</strong> specific areas.<br />

The <strong>EU</strong> has made signific<strong>an</strong>t <strong>progress</strong> <strong>towards</strong> <strong>the</strong><br />

overall achievement <strong>of</strong> SDG 7 ‘affordable <strong>an</strong>d<br />

cle<strong>an</strong> energy’, SDG 12 ‘responsible consumption<br />

<strong>an</strong>d production’, SDG 15 ‘life on l<strong>an</strong>d’, SDG<br />

11 ‘susta<strong>in</strong>able cities <strong>an</strong>d communities’ <strong>an</strong>d<br />

SDG 3 ‘good health <strong>an</strong>d well-be<strong>in</strong>g’.<br />

It should be noted that <strong>progress</strong> <strong>towards</strong> a given<br />

SDG does not necessarily me<strong>an</strong> that <strong>the</strong> status <strong>of</strong><br />

that SDG is satisfactory for <strong>the</strong> <strong>EU</strong>. For example,<br />

<strong>in</strong> <strong>the</strong> case <strong>of</strong> SDG 15, which focuses on terrestrial<br />

ecosystems, <strong>the</strong> <strong>in</strong>dicators chosen mostly show<br />

good <strong>progress</strong>, but this should not lead to <strong>the</strong><br />

conclusion that ecosystems or biodiversity <strong>in</strong> <strong>the</strong><br />

<strong>EU</strong> are <strong>in</strong> good health.<br />

Over <strong>the</strong> last five years, <strong>the</strong> <strong>EU</strong> made moderate<br />

<strong>progress</strong> <strong>in</strong> eight <strong>SDGs</strong>. Such moderate trends<br />

c<strong>an</strong> be seen <strong>in</strong> SDG 4 ‘quality education’, SDG<br />

17 ‘partnership for <strong>the</strong> <strong>SDGs</strong>’, SDG 9 ‘<strong>in</strong>dustry,<br />

<strong>in</strong>novation <strong>an</strong>d <strong>in</strong>frastructure’, SDG 5 ‘gender<br />

equality’, SDG 8 ‘decent work <strong>an</strong>d economic<br />

growth’, SDG 1 ‘no poverty’, SDG 2 ‘zero hunger’<br />

<strong>an</strong>d SDG 10 ‘reduced <strong>in</strong>equalities’.<br />

In <strong>the</strong> case <strong>of</strong> four <strong>SDGs</strong> – SDG 6 ‘cle<strong>an</strong> water<br />

<strong>an</strong>d s<strong>an</strong>itation’, SDG 13 ‘climate action’, SDG<br />

14 ‘life below water’ <strong>an</strong>d SDG 16 ‘peace, justice<br />

<strong>an</strong>d strong <strong>in</strong>stitutions’ – trends c<strong>an</strong>not be calculated<br />

due to <strong>in</strong>sufficient data over <strong>the</strong> past five<br />

years ( 2 ).<br />

The follow<strong>in</strong>g pages <strong>of</strong> <strong>the</strong> brochure present<br />

each <strong>of</strong> <strong>the</strong> 17 <strong>SDGs</strong> <strong>in</strong> more detail, by:<br />

• fram<strong>in</strong>g <strong>the</strong> UN <strong>an</strong>d <strong>EU</strong> <strong>context</strong> <strong>of</strong> each SDG;<br />

• show<strong>in</strong>g <strong>the</strong> short-term trends <strong>in</strong> <strong>the</strong> <strong>EU</strong> for<br />

most <strong>in</strong>dicators (represented by arrows);<br />

• provid<strong>in</strong>g up-to-date figures for each <strong>in</strong>dividual<br />

MULTIDIMENSIONAL POVERTY<br />

SDG 1<br />

calls for <strong>an</strong> end to poverty <strong>in</strong> all its m<strong>an</strong>ifestations,<br />

<strong>in</strong>clud<strong>in</strong>g extreme poverty, over <strong>the</strong> next 15 years.<br />

It envisions shared prosperity, basic st<strong>an</strong>dard <strong>of</strong> liv<strong>in</strong>g <strong>an</strong>d social<br />

protection benefits for people everywhere, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> poorest<br />

<strong>an</strong>d most vulnerable. In order to empower people to raise <strong>the</strong>mselves<br />

out <strong>of</strong> poverty, SDG 1 seeks to ensure equal rights <strong>an</strong>d access<br />

to economic <strong>an</strong>d natural resources as well as technology, property<br />

<strong>an</strong>d basic <strong>an</strong>d f<strong>in</strong><strong>an</strong>cial services. It also calls for support<strong>in</strong>g communities<br />

affected by conflict <strong>an</strong>d climate-related disasters <strong>an</strong>d emphasises<br />

MALNUTRITION<br />

SDG 2<br />

seeks to end hunger <strong>an</strong>d malnutrition, <strong>an</strong>d ensure<br />

access to safe, nutritious <strong>an</strong>d sufficient food. <strong>Susta<strong>in</strong>able</strong><br />

<strong>an</strong>d resilient food production systems are a key factor <strong>in</strong><br />

achiev<strong>in</strong>g this SDG. Implement<strong>in</strong>g susta<strong>in</strong>able agricultural practices<br />

c<strong>an</strong> help ensure future food security <strong>in</strong> a scenario <strong>of</strong> <strong>in</strong>creas<strong>in</strong>g<br />

dem<strong>an</strong>d <strong>an</strong>d ch<strong>an</strong>g<strong>in</strong>g climate. Realis<strong>in</strong>g <strong>the</strong>se <strong>SDGs</strong> is largely dependent<br />

on <strong>in</strong>creased <strong>in</strong>vestment <strong>in</strong> rural <strong>in</strong>frastructure <strong>an</strong>d agricultural<br />

research <strong>an</strong>d development. Even with favourable <strong>in</strong>creases<br />

<strong>in</strong> agricultural production, however, food security <strong>an</strong>d improved<br />

nutrition will be elusive for m<strong>an</strong>y if price <strong>an</strong>d <strong>in</strong>formation distortions<br />

<strong>in</strong> world agricultural markets persist. Policy makers have a role<br />

to play <strong>in</strong> promot<strong>in</strong>g susta<strong>in</strong>able production systems <strong>an</strong>d ensur<strong>in</strong>g<br />

proper function<strong>in</strong>g <strong>of</strong> food commodity markets <strong>an</strong>d access to market<br />

<strong>in</strong>formation.<br />

The <strong>EU</strong> focuses on monitor<strong>in</strong>g <strong>progress</strong> <strong>in</strong> fight<strong>in</strong>g aga<strong>in</strong>st malnutrition,<br />

foster<strong>in</strong>g susta<strong>in</strong>able agricultural production <strong>an</strong>d reduc<strong>in</strong>g<br />

<strong>the</strong> adverse impacts <strong>of</strong> agricultural production.<br />

hum<strong>an</strong> well-be<strong>in</strong>g. SDG 9 promotes <strong>in</strong>clusive <strong>an</strong>d susta<strong>in</strong>able <strong>in</strong>dustrialisation<br />

as a core driver for end<strong>in</strong>g poverty <strong>an</strong>d improv<strong>in</strong>g st<strong>an</strong>dards<br />

MARINE CONSERVATION<br />
