Short-term rental issue<br />

should be considered in a<br />

referendum<br />

The transient occupancy<br />

debate is an important<br />

and passionate<br />

village-wide matter as<br />

it has so many potential<br />

downsides for the whole,<br />

and limited upsides benefiting<br />

but a small minority<br />

of home owners.<br />

In consideration of the<br />

comprehensive impact of<br />

short-term rentals to transient<br />

occupants, the final<br />

decision making process<br />

and outcome should be<br />

fair, impartial and without<br />

influence from special<br />

interests.<br />

The most democratic<br />

and direct decision making<br />

process available to<br />

residents of Lake Bluff is<br />

the referenda. To be sure,<br />

not all issues are important<br />

enough, universal<br />

or impactful enough to<br />

warrant a referendum.<br />

The transient occupancy<br />

short-term rental matter<br />

reaches that threshold, if<br />

for no other reasons; it<br />

has brought passion on<br />

both sides, has community<br />

wide impact, and it is<br />

long term in consequence.<br />

Furthermore, it is divisive<br />

and has polarized the<br />

community and the Board<br />

of Trustees, to the point,<br />

where it is probable one<br />

vote from the village president<br />

will make the final<br />

determination.<br />

Both sides claim the<br />

moral high ground and<br />

the resident majority of<br />

support for their position;<br />

iffy claims, aside from the<br />

abundance of lawn signs<br />

against Airbnb’s, and the<br />

total absence of signs in<br />

their favor.<br />

It seems therefore, to<br />

be obvious that the split<br />

of positions among the<br />

Village Board and the absence<br />

of empirical knowledge<br />

of the position of the<br />

majority of residents, we<br />

have an obvious and compelling<br />

case for a referendum<br />

that would provide<br />

clarity, resolution through<br />

direct expression of the<br />

majority, and a clear expression<br />

of democracy<br />

at work that will bring<br />

this conflict to closure,<br />

gracefully and conclusively.<br />

Holding legislation, self<br />

These are difficult times<br />

for all of us, some more<br />

than others. Many have<br />

experienced the tragedy<br />

of excessive weather<br />

events, the people of Hawaii<br />

recently suffered a<br />

tragic “false alarm” of a<br />

nuclear attack. This traumatic<br />

event triggered a realization<br />

that not only was<br />

there no plan, no hope, no<br />

rescue from nuclear aggression,<br />

but there can be<br />

no plan, no hope, no rescue<br />

from nuclear aggression.<br />

These two realms of<br />

potential tragedy, climate<br />

chaos and nuclear aggression<br />

are related. Both are<br />

a result of past ignorance,<br />

indifference, perhaps limited<br />

available credible information<br />

and a by product<br />

of greed. Both require<br />

a citizenry that is aware,<br />

responsive and active to<br />

avert a future tragic, likely<br />

cataclysmic event. Speaking<br />

specifically to the current<br />

threat of nuclear aggression,<br />

we can respond<br />

by delivering thanks to<br />

Senator Tammy Duckworth<br />

who addressed the<br />

public in an opinion editorial<br />

in the Wall Street<br />

Journal on Sept. 26, 2017<br />

that “...US troops need to<br />

know that they have the<br />

moral support and legal<br />

backing of their country,<br />

Congress hasn’t given<br />

them that.” Further she<br />

states. “...by ignoring the<br />

AUMF for 16 years, each<br />

of us - not just lawmakers<br />

- fails to do their part of<br />

the shared responsibilities<br />

of being an American citizen.”<br />

Senator Duckworth<br />

joined Senator Murphy to<br />

co-sponsor along with six<br />

other Senators, the bill S<br />

2047 on Oct. 31,2017, “To<br />

restrict the use of funds<br />

for kinetic military operations<br />

in North Korea”.<br />

There are also two<br />

House bills: HR 4837<br />

recently introduced by<br />

Representative Khanna<br />

(D-CA-17), This act<br />

may be cited as the “No<br />

Unconstitutional Strike<br />

against North Korea Act”<br />

and HR 4415 introduced<br />

by Adam Smith (D-W-9)<br />

on Nov. 15, 2017 cited<br />

as, “It is the policy of<br />

the United States to not<br />

use Nuclear Weapons<br />

First”.<br />

There is a website www.<br />

govtrack.us that provides<br />

complete information<br />

on each bill. Information<br />

is available on how<br />

to find your senators and<br />

representatives and how<br />

to contact them to urge<br />

their support of critical<br />

bills. This is a way to<br />

learn and share with family,<br />

friends and neighbors<br />

about the political process.<br />

These difficult times<br />

require, as Senator Duckworth<br />

reminds us, “...to<br />

do our part of the shared<br />

responsibilities of being<br />

an American citizen.” HR<br />

4837 has 65 co-sponsors,<br />

including 4 from Illinois,<br />

though none from Lake<br />

County (all four are from<br />

Cook County). HR 4415<br />

has no co-sponsors. We<br />

must hold ourselves and<br />

our legislators to the task<br />

of “taking responsibility”.<br />

Public meetings on the<br />

future of the Lake Bluff<br />

Golf Club<br />

The Lake Bluff Park<br />

District has been managing<br />

and studying the longterm<br />

viability of the Lake<br />

Bluff Golf Club for more<br />

than a decade. The Park<br />

District Board now faces<br />

the difficult decision of<br />

whether the Park District<br />

should continue to offer<br />

and operate the Golf Club.<br />

Resident input is important<br />

to the Park District.<br />

As a part of the decisionmaking<br />

process, the Park<br />

District has scheduled two<br />

public meetings to give<br />

residents an opportunity to<br />

share their thoughts on the<br />

matter.<br />

These meetings will be<br />

held Monday, Feb. 26 and<br />

Monday, March 5. Both<br />

meetings are from 7-9 p.m.<br />
