An Artful Approach to Community Revitalization and Public-Private Partnerships in San Francisco
San Francisco is undergoing a technology industry and attendant real estate boom, which has precipitated
a space crisis for arts organizations. Similar volatile market conditions impacting nonprofits exist in urban
centers around the country. The Kenneth Rainin Foundation has catalyzed an unprecedented partnership
between the Northern California Community Loan Fund and a variety of City of San Francisco partners to
launch a new model for a nonprofit real estate holding company for arts and cultural organizations: the
Community Arts Stabilization Trust (CAST). Its mission is to create stable physical spaces for arts and
cultural organizations to facilitate equitable urban transformation. We will provide information on:
1. A new philanthropic model adaptable for locales or communities beyond San Francisco;
2. The New Market Tax Credits program and how it can benefit cultural organizations in real estate
purchases;
3. A model for a public-private sector partnership between city agencies and a private foundation focused
on community development and creative placemaking through an innovative financial strategy.
Making Workforce Development Work: Sustaining Effective Employer Engagement
Citing ongoing concerns with meeting employer demand and expanding economic opportunity, the federal
government recently announced major workforce training and employment initiatives, from implementation
of the Workforce Innovation and Opportunity Act of 2014 to an unprecedented investment of $100
million to grow apprenticeships. Implemented effectively, these initiatives represent a historic opportunity
for social and economic mobility and highlight the essential role of industry. But, training providers
and leaders in the field readily acknowledge the ongoing challenge in sustaining meaningful employer
engagement in program development. This session will provide a brief overview of the major federal
initiatives and proven examples of industry partnerships. The session features speakers from multiple
perspectives to discuss what works and what doesn’t when engaging employers.
Foundations and Political Activity: Current Rules and What’s in Store for 2015-2016 (CLE)
The charitable sector was lively with Washington political activity in 2014, and 2015 is shaping up to be
just as busy. This panel discussion will begin with a legal primer outlining the rules governing foundations
and public charities with respect to lobbying, advocacy and other political activity. The panel will then
examine the decisions that a foundation must make when considering political activity and debate some
of the most common questions related to lobbying and political activity. Finally, the panelists will review
recent regulatory developments and how the rules for foundations may change.
