Deliberations and Decisions at CEFAA National Council As we reach the end of another active year and embark upon the new year 2018, I hope it will prove to be a very happy, successful and prosperous one for us all. During 2017 a number of issues involving potential changes for CEFAA were raised at the National AGM at Bramcote in June and were discussed at the National Council meeting on 30th September. Constitutional Issues The members present at the AGM had voted unanimously in favour of amending the current (2007) Constitution to allow for the appointment of a National Vice Chairman. The Council noted and confirmed the change in wording of Article 3(c) of the Constitution, which now reads: (addendum in red) 3(c) That there be a National Chairman appointed who must be a subscribing member. Furthermore, the Association shall have the power to appoint a National Vice Chairman, also a subscribing member. (Article 7 also needed to be amended to add the Vice Chairman as an ex-officio member of the managing National Council) Further, on 30th September 2017, Council confirmed the appointment of Mrs Averill Lovatt as Vice Chairman, with immediate effect. Second, following the untimely death of our Honorary President, Rev. Canon Noel Michell we do need to find a new President. The current constitution requires that the National President be an ordained cleric. In discussing this issue, Council felt that it might prove difficult to find a willing candidate who fulfilled this criterion. Council agreed to consult the membership on the proposal that Article 3(b) of the constitution be amended to remove the requirement that the National President “shall be a Clerk in Holy Orders”. We would be grateful to hear/receive your views on this matter. Please contact your Branch Council Member or any of the National Officers if you wish to comment on this potential change. The issue will be determined by members present at the 2018 National AGM. In the meantime, Hillary Brian as our Life Vice President has agreed to continue as Acting President. 4
Thirdly, Article 8 of the 2007 Constitution currently states that the National Officers (viz.: Chairman, Vice Chairman, Treasurer and Secretary) and also, the Branch Council members should be subject to annual election/re-election at the AGM. This aspect has in the past been notable for having been ignored rather than observed. I therefore wish to propose that the requirement for annual elections of national officers and council members be removed from the constitution but that ALL the National Officers should, as currently happens with Branch Representatives on the Council, be subject to a 3 year term of office, renewable by re-election if the post-holders are willing to stand again. Further to this I would point out that the National Chairman Mrs Ada Fawthrop, having served as Chairman since 2012, does not wish to continue in post beyond the 2018 AGM and will therefore automatically be succeeded by the current Vice Chairman Mrs Averill Lovatt. The current National Treasurer and the National Secretary have also indicated their intention to resign at the 2018 AGM. Therefore the Association will need to appoint three replacement National Officers: a new Vice Chairman, a new Treasurer, a new Secretary as well as the new National President. Can I ask branches & in fact ALL members, to consider – as a matter of urgency – who is prepared to take on these roles after the 2019 AGM? Financial Issues One further issue which provoked much debate at the 2017 AGM was the possibility of increasing the membership subscription from the current £10/year to £12.50 or even £15 to cover the rising costs of running the Association and in particular, printing and distributing the news magazine. Council discussed the issue at length but decided NOT to raise the subscription rate above £10 p.a. while we still have a reasonable reserve of funds in the bank. Roger Brown January 2018 5
