4 Tuesday March 13 2018 Latest Christchurch news at www.star.kiwi Your Local Views Proposal to ease uni parking problems Halswell- Hornby- Riccarton Community Board deputy chairwoman Helen Broughton talks about parking issues about Canterbury University and what residents can do RESIDENTS close to Canterbury University have long been concerned at ongoing parking difficulties. THe city council is about to put forward a proposal to mitigate parking difficulties around the Dovedale campus of Canterbury University. The proposal stretches over a large area; between Parkstone and Maidstone Rds, Avonhead Rd to the north and Montana Ave to the south. Residents will shortly be asked for feedback on parking restrictions in their area. It is critical that you consider the proposed restrictions and make comment. Many residents have raised concerns at public meetings and now is the time to get the problem sorted. Two-hour parking restrictions are proposed on one side of each street, Monday to Friday. I suggest residents convene street meetings to clarify the level of support for these restrictions. A key issue for each street is which side of the street should restrictions be placed. Please note that residents with current parking restrictions will retain them. Some years ago the city council placed one-sided parking restrictions on the south side of Riccarton Rd around Westfield Mall. These restrictions have generally worked well. Any difficulties arise from the intensified zoning of this area. THe city council is intending to survey three further areas around Canterbury University. The survey started with an area close to Memorial Ave with residents providing a mixed response. Our community board had to push to continue the study. I am delighted the proposal is continuing for your area. If you want change on the parking situation in your street, please make your views known. “Residents only parking” is often mentioned. A broader Christchurch-wide parking study will proceed at the end of the year. Please note that residents’ parking permits only work in areas with parking restrictions. Do participate fully. This is a real opportunity to address the current parking difficulties. I am available to meet with individual residents or groups. WESTERN NEWS Latest Christchurch news at www.star.kiwi Tuesday March 13 2018 5 News Riccarton beggars cause concern • By Emily O’Connell NOW THAT youth issues have ceased at the Riccarton Bus Lounge, it seems police have a different matter on their hands . . . beggars. Riccarton Community Constable Aaron Thorn said he has seen an increase in beggars in the area over last couple of months. He said some beggars have been sitting outside businesses on Riccarton Rd and Division St and harassing people passing by. “They’re Helen Beaumont [beggars] pestering people for money out of desperation I guess and for food,” Constable Thorn said. He said some beggars are okay but there are others who “are pretty drugged up.” “A lot of them are quite lost in their way through drugs, you can see it when you talk to them,” Constable Thorn said. Police have been working with nearby businesses and the city council to solve the issue. “We’ve had a pretty good response where they have actually moved on, there’s still one or two hanging about but our patrolling presence has increased,” he said. No arrests have been made but Constable Thorn said there have been a couple of warnings issued. He said businesses are “fed-up with what’s been going on.” Constable Thorn said some beggars have been trespassed from Westfield Riccarton after using its facilities to wash. Westfield Riccarton centre manager Kirstie McNulty said beggars aren’t affecting business but the retail complex is working with authorities to make sure this doesn’t change. She said a bylaw to ban beggars would help as long as it could be enforced. PROBLEM: Beggars have become an issue for businesses near the Riccarton Bus Lounge on Riccarton Rd and Division St. City council head of strategic policy Helen Beaumont said a bylaw to address street begging has been considered previously but wasn’t “put forward to the city council as a viable approach.” She said the city council “must be sure that the issue is serious enough to consider addressing through a bylaw and that a bylaw is practicable.” Local News Now In Brief Fire rages, homes at risk HELLO HORNBY With Hello Hornby nearing, those organising the community event are needing support. Organisers are looking for local businesses to donate prizes or money to help cover costs. The event will be on March 24, 12-3pm, at the Hei Hei Community Centre and Wycola Park. SOCKBURN PARK REVAMP Sockburn Park may be in for a revamp. Tonight the Halswell- Hornby-Riccarton Community Board will consider allocating $40,000 from the Annual Plan for playground equipment towards the reinstatement of the area currently fenced off in the park. Meanwhile, the community board will also consider allocating $20,000 from the Annual Plan for safety lighting towards the completion of the public toilet at Harrington Park, Riccarton. CORRECTION Last week Western News reported that the main resurfacing work which would be done on Riccarton Rd was between Harakeke and Matipo Sts.
