Organisers hope the soirée<br />

auction will bring attention to the<br />

problems plaguing the slipway.<br />

“We can’t launch at low tide at<br />

the moment due to the rock build<br />

up. It’s been a problem since the<br />

earthquakes,” said president Blair<br />

Quane.<br />

Quane estimates the extension<br />

project will cost $500,000.<br />

The material build-up is an<br />

ongoing result of the earthquakes<br />

where rockfall and increased silt<br />

flowing from the Avon-Heathcote<br />

Estuary has been pushed<br />

against the breakwater near the<br />

coastguard station.<br />

The coastguard expected the<br />

build up to decrease overtime,<br />

but it has remained a major issue<br />

long after the earthquakes.<br />

Vanessa Weenink has changed<br />

her mind about increasing speed<br />

limits for State Highway 75.<br />

It comes after she received crash<br />

data from police Canterbury rural<br />

area commander Peter Cooper,<br />

which Weenink says shows a decrease<br />

in crashes after speed limits<br />

were reduced in September 2022.<br />

The speed limit was reduced<br />

from 100km/h to 80km/h between<br />

Halswell and Little River,<br />

and lowered to 60km/h in most<br />

sections of the Little River to<br />

Akaroa stretch.<br />

National MP Weenink will now<br />

submit against raising the SH75<br />

speed limit when her coalition<br />

government considers which state<br />

highways to increase speed limits<br />

on. The review will be part of the<br />

Government’s “accelerate NZ”<br />

plan.<br />

The data, going back to 2<strong>01</strong>5,<br />

shows a decrease in fatal and other<br />

crashes along the whole state<br />

highway from Halswell to Akaroa<br />

after the speed limit change,<br />

Weenink said.<br />

“To me the police data is very<br />

clear that it’s been successful in<br />

improving safety. Nobody wants<br />

to be the person who says ‘I want<br />

to see more crashes’.”<br />

“It is a section of highway that<br />

has low-medium risk levels compared<br />

to other highways around<br />

the country, but becomes twisty<br />

and windy after Little River,” he<br />

said.<br />

“Our preference would be to<br />

see the roads improved to be safer<br />

rather than lowering limits.”<br />

Weenink said she will make<br />

a submission against increasing<br />

the speed limit once the Ministry<br />

of Transport sets up a review<br />

process.<br />

“As soon as I get information<br />

about that, then I’ll make a<br />

Wheels turning on new skatepark<br />

CONSTRUCTION IS set<br />

to start later this month at<br />

Sumner’s new skatepark with<br />

work at the 26 Nayland St site<br />

expected to finish by Christmas.<br />

“We know this has been a long<br />

time coming for the Sumner<br />

community, and this project<br />

has proved hugely popular with<br />

locals,” acting community parks<br />

manager Bridie Gibbings said.<br />

“It’s been a labour of love<br />

for the residents for years and<br />

will be a great asset to the<br />

community once completed.”<br />

The park is the first stage of<br />

creating the Sumner Village<br />

Green, which will become an<br />

outdoor space for community<br />

use.<br />

The skatepark project has<br />

faced numerous barriers since it<br />

was identified as a community<br />

goal by the city council in 2000.<br />

Finding the right location<br />

proved difficult, with many<br />

residents opposed to having the<br />

skatepark near their property.<br />

The old Marine Tavern site,<br />

demolished after the earthquakes,<br />

was selected as the<br />

location for the skatepark and<br />

Sumner Village Green space in<br />

2<strong>01</strong>8.<br />

The land was bought by the<br />

Crown after the 2<strong>01</strong>1 earthquake<br />

and then sold to the city<br />

council.<br />

The skatepark will include a<br />

1.9m deep pool bowl with an<br />

“The area is about more than<br />

just concrete ramps and railings<br />

space for young people to gather<br />

and improve their skills,” said<br />

Gibbings.<br />

“The site is right in the heart<br />

of the community, and we’re<br />

excited to see it become a new<br />

‘hang out spot’ for Sumner<br />

youth.”<br />

Once construction of the<br />

skatepark is completed, work<br />

will start on the green area<br />

which includes a picnic space,<br />

seating and a double barbecue.<br />

A ceremony celebrating the<br />

start of construction will be held<br />

at the site on Saturday at 10am.<br />

the slipway, allowing the rescue boat to<br />

bypass the debris and launch into deeper<br />

water, 24 hours a day.<br />

Quane hopes Coastguard New Zealand<br />

and the city council will provide some form<br />

of support, but the Sumner crew will still<br />

need to fundraise a large sum.<br />

A city council spokesperson said there are<br />

no plans at this stage to fund the project.<br />

The coastguard hopes to attract people to<br />

the soirée with guest speaker Peter Lester.<br />

The Lyttelton-born yachtsman will share<br />

stories about the sailing world and insights<br />

into the upcoming Paris Olympics and<br />

Americas Cup events.<br />

“He’s going to be just the perfect person to<br />

compliment the night really, because he’s got<br />

such experience in terms of being a broadcaster<br />

and a professional sailor,” said event<br />

organiser Celia Morrison.<br />

Once a competitor in three Americas Cup<br />

campaigns, since retiring from professional<br />

yachting he has been a commentator for<br />

TVNZ.<br />

‘Absolute gem’ leaving<br />

to answer call of home<br />

Te Raekura Redcliffs School.<br />

Even when it was declared<br />

unsafe, due to the risk of cliff collapse<br />

following the earthquakes,<br />

the native Yorkshireman continued<br />

with its upkeep, earning him<br />

a sympathetic slap on the wrist<br />

from the police.<br />

Now after 15 years at the<br />

school, he and his wife Susan are<br />

heading back to the UK.<br />

And there’s no doubt Smith<br />

will be missed.<br />

“He was happy to be in the<br />

background working away for<br />

the bigger picture,” said former<br />

colleague Leanne Kennedy, in<br />

reference to the many roles he<br />

took on in addition to the one he<br />

was paid for.<br />

Proofreading the school<br />

newsletter before it was released,<br />

assisting fundraising events, helping<br />

out at Redcliffs’ community<br />

library, the Lions Club or the famous<br />

Redcliffs School fair are just<br />

some of the ways he contributed<br />

to his adopted community.<br />

Another colleague, Nicola<br />

Holdaway, described Smith as an<br />

“all round good guy that’s always<br />

got time for you and is willing to<br />

help others.”<br />

Smith adopted the ‘tidy Kiwi’<br />

mantra and was an avid recycler;<br />

known to turn a seemingly unusable<br />

object over five times before<br />

deciding to use it for something<br />

else.<br />

His time at the school has now<br />

come to an end, but the decision<br />

to return home was bittersweet.<br />

“We came for two years and<br />

stayed for 22, so that tells you<br />

something about the area we’re<br />

in,” said Smith.<br />

“We’ve had a really great time<br />

but the family have called and we<br />

just have to go now.”<br />

Said Kennedy: “Perhaps the<br />

community won’t know what<br />

they’ve lost until he’s gone, but we<br />

do. He is just an absolute gem.”<br />

environment in a new Stoddart<br />

Cottage exhibition.<br />

The trio have been collaborating<br />

on the exhibition while<br />

completing a residency at the<br />

cottage.<br />

In We Did All These<br />

Landscapes, the artists are<br />

presenting a new body of work<br />

created during April.<br />

The result spans their diverse<br />

practices and includes jewellery,<br />

painting and embroidery.<br />

They have been inspired by<br />

their interactions with the nearby<br />

environment – from Stoddart<br />

Cottage to Nightingale’s garden,<br />

house and studio.<br />

They will be sharing their<br />

thoughts and experiences at<br />

an artists talk on Saturday at<br />

2pm, followed by the exhibition<br />

opening at 3pm. All are welcome<br />

to attend, no bookings required.<br />

Nightingale was until recently<br />

the head of art at Hagley College<br />

and holds a Master of Fine Arts<br />

in painting from Canterbury<br />

University.<br />

She regularly exhibits with<br />

the Jonathan Smart Gallery<br />

in Sydenham and the Hamish<br />

McKay Gallery in Wellington.<br />

TREASURES FROM THE PAST<br />

William Sinclair – a true lifesaving hero<br />

IT IS NOT often a Royal<br />

Humane Society recipient<br />

receives both a medal and a<br />

commendation.<br />

For William Sinclair’s second<br />

award in February 1899, the<br />

Lyttelton Times reported that<br />

his latest rescue of a young boy<br />

falling from the wharf made “the<br />

seventeenth life that Mr Sinclair<br />

has saved at personal risk”.<br />

William Sinclair was born<br />

in 1865 in Sumner to recently<br />

married widower William<br />

Sinclair and Elizabeth Wilson,<br />

proprietors of the Heathcote<br />

Valley Store.<br />

William senior had been<br />

postmaster there before<br />

entrusting the business to his<br />

brother John and returning to his<br />

trade as a ship’s carpenter in the<br />

Redcliffs/Sumner area.<br />

In 1870, after establishing<br />

Sinclair’s Hotel in Rangiora with<br />

brother John, William senior<br />

moved to Lyttelton and built a<br />

shipwright business in Dampier’s<br />

<strong>Bay</strong>.<br />

Young William grew up<br />

with his large family above the<br />

Lyttelton graving dock, learning<br />

his father’s trade. His older half<br />

brother James Sinclair had built<br />

the racing yachts Little Wonder,<br />

the 52 foot national title holder<br />

Mascotte and the lateen rigged<br />

Bettina which he and family<br />

raced.<br />

William competed with<br />

brothers Ebenezer and Donald<br />

as members of the Lyttelton<br />

Rowing Club. He won titles in<br />

the single sculls, pairs and fours.<br />

The club owned a number of<br />

boats and regularly competed in<br />

Christchurch, Little River and<br />

Akaroa. Member William (Billy)<br />

Webb, ten years William’s junior,<br />

became world champion single<br />

sculler.<br />

The well-known Webb family<br />

is remembered by Webb Ln off<br />

Voelas Rd in Lyttelton.<br />

William Sinclair also excelled<br />

at swimming and competed<br />

at Corsair <strong>Bay</strong> and in the<br />

Lyttelton Dry Dock. He and<br />

brother Donald were foundation<br />

members of the Lyttelton<br />

Amateur Swimming Club<br />

incorporated in 1892.<br />

The club had its inaugural<br />

sports meeting at the dry<br />

dock, the event opened by the<br />

president Canon C Coates with<br />

entertainment provided by<br />

the Lyttelton Garrison Band<br />

(later known as the Lyttelton<br />

Marine Band). A number of<br />

Christchurch swimming clubs<br />

were also present.<br />

In 1894, William Sinclair was a<br />

seaman on the Lyttelton <strong>Harbour</strong><br />

Board steam paddle tug Lyttelton<br />

which was in service from 1878<br />

until 1907.<br />

The Australasian Humane<br />

Society records show the events<br />

leading to the presentation of<br />

William’s bronze medal:<br />

“On 9 November 1894, two<br />

boys Cyril R and Alexander<br />

could be rescued from the shore.<br />

A tug was sent for, and having<br />

arrived at the scene, lowered a<br />

boat. But no one could land on<br />

these rocks.<br />

“They then rowed around the<br />

head of the cliff, and a landing<br />

was effected on the other side.<br />

William Sinclair, of Lyttelton, a<br />

seaman, with great risk to his life,<br />

ascended the cliff, taking a rope<br />

with him. The rope was held by<br />

those below and passed down on<br />

the other side to where the boys<br />

were.<br />

“Mr Sinclair went down by<br />

this rope, and found that one of<br />

the boys had broken his leg; the<br />

other had been severely shaken.<br />

Mr Sinclair bound the broken leg<br />

to the sound one, put him on his<br />

back, went up the rope handover-hand,<br />

and lowered the boy<br />

down to the crew on the other<br />

side. The other boy was able to<br />

climb up the rope himself.”<br />

Colonist’s Hall in Oxford Street<br />

in September 1895, <strong>May</strong>or C<br />

Schumacher awarded William<br />

the bronze medal and certificate<br />

on behalf of His Excellency the<br />

Governor. The Honourable WC<br />

Walker, member of parliament<br />

and father of the two boys<br />

rescued, also gifted a gold watch<br />

in appreciation.<br />

William Sinclair’s next award,<br />

in 1899, was one of the first<br />

presented by the newly formed<br />

Royal Humane Society of New<br />

Zealand, which initially met at<br />

the Christchurch City Council<br />

Chambers, later taking rooms in<br />

Chancery Ln. Its first president<br />

was John Joyce, member of<br />

parliament for Lyttelton 1887-<br />

1899 and namesake of a local<br />

street. The Rev EE Chambers,<br />

minister of St Saviours Church,<br />

West Lyttelton, was a founding<br />

director from 1898-1921.<br />

Circumstances leading to<br />

William Sinclair’s letter of<br />

commendation are recorded as<br />

follows:<br />

“William Sinclair, labourer, 32<br />

of Lyttelton, rescued Cyril Owen<br />

from drowning in the harbour on<br />

12 February 1899.<br />

“Seeing the boy in deep water<br />

in the vicinity of the yacht<br />

jetty, and hearing the cries of<br />

bystanders, he ran along the<br />

shore and took to the water close<br />

to the jetty, swam out to the boy,<br />

but before he could reach him<br />

the lad had sunk in about ten feet<br />

of water.<br />

“Sinclair dived and secured<br />

Owens and brought him ashore.<br />

Sinclair on several previous<br />

occasions was instrumental in<br />

saving lives.”<br />

In 1888, William went to the<br />

Klondike gold rush in Canada<br />

for nearly a year with two other<br />

Lyttelton men, HN Hiskens and<br />

T Roger, along with G Cropp<br />

from Linwood.<br />

In the early 1900s, William,<br />

his wife Sarah, and their three<br />

daughters and two sons moved<br />

to Dunedin, where William was<br />

employed by the Otago <strong>Harbour</strong><br />

Board until his retirement in<br />

1918. He passed away on July 29,<br />

1947.<br />
