‘very special’ debut

NEW BLACK Fern Hannah 

King is looking forward to 

playing in front of friends and 

family this weekend after a “very 

special” international debut. 

The 20-year-old from West 

Melton came off the bench in 

the second half of the Black 

Ferns’ 57-5 win over USA in the 

Pacific Four series opener in 

Hamilton. 

On Sunday, the Black Ferns 

meet Canada at Apollo Projects 

Stadium in Christchurch. 

King, a first-five by 

trade who grew up playing 

halfback, notched up her first 

international points, converting 

the last three tries of the 

match. 

She said it had been an 

unbelievable experience. 

“It was a very, very special 

moment. 

“I got a bit emotional during 

(the national anthem), just 

because growing up you watch 

the anthem, and it’s such a 

special part of the game.”

A MAJOR sports club wants 

more leniency for parking at the 

district’s largest park. 

Rolleston Rugby Club president 

Nicky Ruki said many people are 

continuing to be stung with a $40 

fine when parking at Foster Park. 

She said the fines are mostly for 

parking on grass verges, due to a 

lack of parking. 

“From what I understand 

it’s just people parking on the 

grass across from the rugby club 

(Dynes Rd). 

“I got ticked a few months ago 

and tried to argue it but they said 

‘no, you were parked incorrectly’,” 

Ruki said. 

In August, the council changed 

its approach to parking and 

started to fine people. From 

September 1 to February 28, the 

council issued 1120 infringements 

and 534 warnings. 

Council head of regulatory 

Susan Atherton said the feedback 

received by the council shows the 

move has been welcomed.

Community service for farmer 

after cattle accessed drains 


A SPRINGSTON South farmer 

has been sentenced to 55 hours of 

community service for allowing 

his cattle access to farm drains, 

which may have resulted in 

contamination of waterways 

downstream. 

Lawton Thomas Giltrap 

appeared in the Christchurch 

District Court on Friday in front 

of Environment Court Judge 

Kelvin Reid. Due to his guilty 

plea, his sentence was reduced 

by 20 per cent from 70 hours of 

community service. 

Giltrap pleaded guilty in 

February to two charges laid by 

Environment Canterbury under 

the Resource Management Act 

concerning his 18ha farm. He 

has about 50-60 cows on the 

property. 

The first charge was for using 

land in a manner that contravened 

the Canterbury Land and Water 

Regional Plan. 

Giltrap had allowed stock 

unrestricted access to farm drains 

on his Curries Rd property resulting 

in pugging, devegetation and 

exposed bare earth in the bed. 

The second charge was for 

permitting the discharge of dairy

to 45 hours of community 

service. 

When sentencing, Judge Reid 

described Giltrap’s offending as 

moderate, and deliberate. 

He said there was an “element 

of belligerence” by Giltrap, given 

this was the second offence of this 

type, and he had been repeatedly 

warned by ECan officers. 

“The concerning part of this offence 

is there had been 11 notices 

of enforcement,” Judge Reid said. 

Giltrap’s lawyer Tony Garrett 

said he was “ a man who has gone 

above and beyond to serve others’’. 

Garrett said since the offence 

was first reported in 2022, Giltrap 

has installed suitable electric fencing 

and water troughs for stock. 

Garrett said Giltrap would 

not be able to pay the fine due to 

his sole form of income, Giltrap 

Spares Ltd, being in the process of 

shutting down. 

Giltrap Spares Ltd is subject 

to an ongoing district council 

investigation after an abatement 

notice was issued for breaching 

the District Plan. 

The district council refused to 

provide Selwyn Times with a copy 

of the abatement notice or provide 

specific details about why it was 

served due to it being an ongoing 

investigation. 

Judge Reid said he hoped this 

meant a change in character by 

Giltrap. 

“I hope you have turned a 

corner,” he said.

Big support crew for King’s ‘home game’

special to do that in front of a 

home crowd,” said King. 

Her parents, Adele and Peter, 

and brother Daniel were in the 

crowd. 

Said Adele: “We always had 

planned to go up to the Black 

Ferns first game, just myself and 

Peter, but then when we found 

out that Hannah was going to 

debut, we managed to get an extra 

ticket and get Daniel to come 

up as well. 

“It has been an absolute whirlwind.”

she was four, and played with the 

boys right through,” said Adele.

Adele said Hannah had 

remained level-headed despite a 

rapid rise. 

“She’s put in an incredible 

amount of hard work, but she 

loves it. 

“She’s incredibly level-headed 

and very humble with it all, she 

still loves her farming background, 

she very much helps on 

the farm wherever possible.” 

King said having the support 

of her family meant a lot. 

“I haven’t ever really been away 

from family for long, so it’s quite 

special,” she said. 

And with the second match 

of the series taking place at 

Christchurch’s Apollo Projects 

Stadium on Sunday, King was 

excited to play in front of a larger 

group of friends. 

“Grateful to have a game at 

home in Christchurch, I haven’t 

had many games at home so far 

this year, so really looking forward 

to seeing all my friends and 

family there.” 

Adele said a support crew was 

already being planned. 

“We’ve got a bit of a big crowd 

going, a lot of friends and family, 

so that’s very cool.”

Parking a problem for sports clubs

around inconsiderate parking 

around sports facilities, 

footpaths, educational centres, 

and the use of mobility spaces by 

non-permit/badge holders.” 

In September,

parking was

complaint for 

people in the 

district.

1464 complaints of which 844 

were vehicle-related complaints 

including parking. 

Ruki said the club has asked 

the council for more leniency 

during busy periods like Saturday 

mornings when multiple 

sports are on at once. 

“There is car parking at the 

sports centre, swimming pool 

and down the road where football 

is. However, when you’ve got 

netball, hockey, soccer and rugby 

(playing on Saturday), there just 

isn’t enough parking. 

“I think there does need to be 

some leniency because it is busy,” 

she said, adding the council had 

suggested parking further away. 

Ruki said she has put out 

warnings to club members about 

where not to park, but people 

from outside Rolleston could be 

unaware. 

“We get a lot of players coming 

from Lincoln and Prebbleton 

and they’re getting ticketed as 

well.” 

Atherton said there are about 

925 spaces surrounding Foster 

Park, along with legal street 

parking in the area. 

She said the parking team 

responds to complaints and does 

not have a fixed patrol area, but 

they do monitor areas where 

repeated complaints arise. 

“At this point in time, we do 

not have fixed patrol areas, and 

our approach is reactive upon 

complaints. 

“Council’s parking safety officers 

respond to every complaint. 

Where areas of concern are 

identified these areas are monitored 

periodically to ensure legal 

parking is occurring, keeping 

our roads safe. 

“Each parking matter is considered 

on a case-by-case basis

Lack of public transport ‘embedding 

terrible habits’ for future generations 


PRESSURE HAS been put on 

the regional council to improve 

its public transport services in 

the district. 

The Selwyn Youth Council 

told ECan a bus route which only 

operates once in the morning 

and the evening was unusable, 

and said the youth they spoke to 

would catch public transport if 

services were better. 

In its Long-Term Plan 

submission, the youth council 

told ECan the young people 

found it challenging to get public 

transport between towns. They 

cited a lack of variation in routes, 

infrequency of services and full 

capacity on routes available. 

Many of the youth expressed 

better public transport would 

improve access to services, 

such as libraries and sports 

facilities. 

Currently, Selwyn is connected 

to Christchurch via regular bus 

services from Rolleston, and 

morning and evening services 

from Lincoln and Darfield. 

Within the district, there is 

one regular service between 

Burnham and Lincoln.

submission ECan could not get 

reliable data from a bus network 

that was not usable. 

“The practically of (a) one bus 

each way a day system just isn’t 

feasible.” 

Mayor Sam Broughton backed 

up the youth council’s calls in 

his submission on behalf of the 

district council. 

“Heading around Rolleston is 

5km from one side to the other. 

There’s a couple of bus services 

that travel through the middle 

and get you to Christchurch, but 

no way to get around Rolleston.” 

Broughton said the current 

system means people are more 

likely to use their cars to get 

around. 

“Without the bus services 

which are needed in Rolleston, 

we are only embedding terrible 

habits for the next generations, 

because they are trapped in a 

system where they need a 

car.” 

Selwyn’s population is set to 

grow by 25,000 over the next 10 

years to 109,000. Of that 25,000, 

Rolleston is expected to grow by 

more than 8000 to 39,000. 

The Rolleston Residents 

Association argued the town 

has grown sufficiently for it to 

have its own public transport 

network. 

“Its (Rolleston) population 

has passed Timaru. Its size is 

approximately 

16 km2, which 

makes it an area 

very similar to 

Timaru,” said 

association chair 

Mark Alexander. 

“We request a 

MyWay service 

for Rolleston or 

eastern Selwyn.”

MyWay is an on-demand bus 

service that collects you from 

anywhere within a certain area. 

It has been used in Timaru for 

a number of years, replacing a 

fixed network. 

Alexander asked ECan to 

conduct a feasibility study on a 

MyWay service for Rolleston in 

the next 12 months and report 

back for ECan’s next annual 

plan. 

Broughton said he wants 

ECan to see Selwyn as a city

The company, under the 

name of Burnham 2020 Ltd, has 

applied for resource consent to 

turn a 361.9ha dairy farm on 

the intersection of Grange and 

Aylesbury Rds 

near Burnham 

that it purchased 

in 2021. 

If approved, the 

quarry will be 

about 5km from 

Rolleston and 

500 metres from 

Burnham Camp.

Concrete and Infrastructure 

Ltd, trading as Winstone 

Aggregates, currently owns and 

operates the Wheatsheaf Quarry 

on Selwyn Rd, Broadfield, and 

previously owned and operated 

the Yaldhurst Quarry on West 

Coast Rd. 

The company said Yaldhurst 

Quarry is no longer active, 

while Wheatsheaf Quarry has 

about six years of operation left. 

“The need for aggregates 

across the Canterbury region 

has intensified over the past 

10 years as Christchurch 

has rebuilt following the 

earthquakes,’’ Winstone 

Aggregates general manager 

Amanda Croft said. 

“Quarries which would 

normally be expected to provide 

aggregates for many decades 

have been depleted much earlier

The company mines 

aggregate which is used to 

make concrete and in the 

construction and maintenance 

of roads, footpaths, large-scale 

infrastructure, housing and 

landscaping. 

The proposed site is zoned 

as general rural, which allows 

primary production activities 

including quarrying and the 

processing of aggregate. 

Croft said areas of the 

property which are not being 

mined will still be used for 

farming, with the quarry only 

using 40ha at a time. 

“We are proposing an 

innovative approach to 

operation of this quarry site. 

“Farming operations will 

continue to be the main activity 

on the property, with only a 

relatively small portion of the 

site, well set back, under quarry 

development at any one time. 

“Each area, once quarried, 

will be rehabilitated and 

returned to farmland.’’ 

As part of being transparent 

with the local community, 

Croft said Fletcher Building 

had requested the application 

be made open for public 

submissions. 

“We look forward to 

continuing to engage with 

the community during the 

consenting process over the 

coming months.”

Council to 

hold funds 

for future 


THE COUNCIL will not return $4 

million of funding given to it by the 

former government as part of its 

water reform package. 

The Government has asked 

councils across the country to 

re-allocate $245m committed by 

the former government as part 

of the Three Waters “Better Off” 

funding. The fund was designed as 

a sweetener for councils to sign on 

to the policy. 

Three Waters has been replaced 

with Local Water Done Well, 

which is designed to give control of 

water services back to councils. 

Council chief executive, Sharon 

Mason, was asked by the Department 

of Internal Affairs to consider 

using the funding to help establish 

a council controlled organisation 

(CCO) for water services. 

The majority of the funding 

($3.85m) was allocated to the Lincoln 

town centre project. 

Mason said because the CCO 

model is yet to be determined, it 

was best to keep the funds and not 

leave other projects with shortfalls. 

Mayor Sam Broughton said there 

will be conversations between 

neighbouring councils about the 

future of the region’s water services.

Call for landowners 

to plant natives 

TE ARA Kākāriki Greenway 

Canterbury Trust is looking 

for land owners to plant native 

bushland on their properties. 

West Melton landowners John 

Alan and Brad Howell (of Nut 

Point Centre) and Tony Hogg are 

working with the trust to restore 

sections of open paddock back to 

their native habitat. 

They have hosted an open day 

for visitors to see and learn about 

how they are doing this. 

“Te Ara Kākāriki supports 

local landowners to plant 

indigenous habitat across Selwyn 

which now has less than one per 

cent of native vegetation left. The 

aim is to plant small areas of 

habitat every few kilometres to 

bring back native flora and fauna 

that once flourished,” trust coordinator 

Letitia Lum said. 

“The open day showed that 

in just five years, some plants 

are over 3 metres tall, and the 

canopy is already starting to 

close, which is great to help those 

plants species that need a bit 

more shade.”

Gardeners urged 

to look out for 

poisonous tulip 

GARDENERS ARE being 

asked to keep an eye out for a 

poisonous pest plant that will 

bloom in June. 

Native to South Africa, Cape 

Tulip – which has distinctive 

salmon pink flowers with a 

yellow centre – is toxic to both 

humans and livestock. 

It has been in New Zealand 

since the 1940s and was recognised 

as a noxious plant in 1978, 

banned from sale, propagation 

and distribution. 

Since then, the more than 500 

sites infected with the flower 

have been whittled down to 29 

that Biosecurity New Zealand 

was aware of. 

Three plants were recently 

found in a Canterbury garden, 

while it was found at 10 sites in 

the Marlborough Sounds. 

Said Biosecurity New Zealand 

spokesperson John Sanson: 

“Plants and flowers appear 

between June and December, so 

it’s a perfect time for people to 

familiarise themselves with what 

it looks like.” 

Symptoms of Cape Tulip 

poisoning for humans include 

gastroenteritis, thirst, paralysis, 

blindness, and heart and kidney 

failure. 

Sanson said the plant was 

toxic to livestock. 

“At the extreme end it can 

cause some quite significant 

problems and cause heart and 

kidney failure, blindness but 

we’re not aware of any recent 

reports of mortality or anything 

like that.” 

He said anyone who spots 

Cape Tulip should report it to 

Biosecurity New Zealand’s exotic 

pest and disease freephone 

0800 80 99 66. Staff will come 

and take care of it. 

“We don’t want people digging 

it up or, you know, trying to 

spray or remove these plants 

themselves, given the nature 

of it.”

HOME SAFE: Fletcher is now back home in Lincoln after finding his way 

to Rangiora.

for missing feline 


AFTER BEING missing for 12 days, a 

Lincoln family thought they might never 

see their cat Fletcher again. 

He turned up in Rangiora, about 45km 

from his home. 

Fletcher’s owner Rob 

Naysmith said he had 

no idea how he got to 

Rangiora. 

He said it was unlikely 

Fletcher walked. It was 

more plausible he got 

into a vehicle or a trailer 

undetected, he said. 

“We’d spent hours 

searching for him.

“We’d resigned ourselves to the fact we 

might not see him again.” 

Fletcher is a seal point birman, about 

eight-and-a-half-years-old. The family 

have had him since he was a kitten. 

Fletcher was found using a combination 

of his microchip and social media. 

Naysmith said while he was microchipped, 

the details weren’t current. 

“With Fletcher, we hadn’t updated the 

details for his microchip. So when he 

was handed in to the fabulous people at 

Rangiora Vet Centre they scanned him 

but they couldn’t get in contact with us

and wrong address.” 

Using the power of social media, people 

got in touch with the family to say Fletcher 

had been found. 

“We got in touch with the vet and they 

asked a whole lot of questions, as they 

should,” said Naysmith. 

“One of the staff was fabulous, she lived 

nearby to the vets and came out at 7.30pm 

to open up and give my wife and son 

Fletcher. 

“He was very smoochy and purred a lot, 

when he got home, he just stuck by us, and 

didn’t really leave our side. He slept right 

beside us on the bed which he never does.” 

Since being home Fletcher has had a 

checkup at his local Prebbleton Veterinary 

Hospital. 

“He’s lost about 500g, so he used to be 

just on 5kg now down to 4.5kg. But other 

than that he’s in perfect nick,” Naysmith 

said. 

The Prebbleton vets encouraged 

people to get their pets microchipped 

and registered with the NZ Companion 

Animal Register. 

“The animal register means that as 

soon as an animal’s microchip is scanned 

by one of their approved users, they can 

contact you and arrange their safe return,” 

the vet said on Facebook.

HUNDREDS of fans of a bygoneera 

descended on the Rolleston 

Community Centre on Saturday to 

celebrate all things vintage. 

Vintage Fest New Zealand aimed 

to showcase the best of yester-year, 

with live music, market stalls and a 

best dressed pageant. 

Eleven competitors lined up for 

‘Miss Vintage Fest’. Ann-Marie 

Ferguson, of Christchurch, won 

the coveted title, competing for the 

first time. 

Ferguson said she entered the 

pageant to challenge herself. 

“To build confidence. I tell all 

my friends to come out and do 

this because it builds courage, and 

everyone needs that.” 

John Haggitt, of Christchurch, 

won the title of Mr Vintage Fest. 

He didn’t plan on entering, but was 

talked into it. 

A wide range of classic vehicles 

were also on display. 

Festival organiser Sharvelle 

Mackay said she received a lot of 

support from sponsors, helping 

to make the event free entry for 

the first time, with a gold coin 

donation to the Hidden Disabilities 

charity optional. She promised to 

broaden the appeal next year with 

a bigger ‘Casino Royale’ themed 

festival at the same venue.

Resilient Waihora set sights on semis 


WAIHORA FACE a couple of 

“must-win’’ games if they want 

to keep their position at the top 

of pool B in the Luisetti Seeds 

combined country competition 

following their 27-3 win over 

Ohoka on Saturday. 

Waihora moved up to top spot 

courtesy of the win, and previous 

leaders Kaiapoi losing to Ashburton 

Celtic. 

Waihora meets Kaiapoi at 

Kaiapoi this weekend. Head 

coach Hagen Schulte said the 

match was an important one. 

“The hardest thing about going 

to Kaiapoi is travelling there. 

They’re a strong team at home so 

it’s going to be a big challenge for 

us. 

“That’ll be a big one for us, 

coming away with five points this 

weekend. Then that just leaves us 

Darfield who are also nipping at 

our heels as well. 

“To finish in the top two, both 

of them are must-win games 

really, so there’s a lot to play for.” 

Waihora have faced injury 

troubles this season – at one point 

they had 10 players out – but 

Schulte was proud of how his 

team had kept going. 

“It’s never going to be easy, but 

if you can get through that, it 

builds quite good morale and a bit 

of resilience within the squad. 

“It’s probably been a blessing

Challenge ahead for new look first XV 


SELWYN Schools’ combined 

first XV has an international look 

to it for the 2024 Miles Toyota 

Premiership season. 

Crusader and Fiji international 

Manasa Mataele has taken on the 

role as backs coach and technical 

advisor, one of four new coaches 

for the inexperienced side with 

22 players from the 30-strong 

squad new to the team. 

Head coach Sidney Tauamiti 

said Mataele jumped at the 

chance to be involved. 

“He’s pretty keen on developing 

his coaching skills. It’s 

definitely something he wants to 

explore. 

“Him being involved is really 

helpful. Just his ability, his 

personality, and the intangible 

qualities he has. I think that’s 

really positive. 

Tauamiti said the season would 

be a challenge with so many new 

faces but the boys were excited to 

get started. 

“They’re pretty fizzed. It’s a 

new group – 22 players that are 

new to the level. 

“Previously they would’ve been 

playing under-16s club and stuff 

like that so it’s a big jump and 

they’re pretty excited.” 

Tauamiti said the players who 

remained in the side from last 

season would be key for Selwyn.

“They show some real promise, 

and we feel like we can build our 

team around that. 

“If we can keep Freddy Cambridge 

in one piece he’ll put in a 

pretty strong contribution. 

“Brooklyn Dalgety is someone 

who played consistently last year, 

and Kai Tiltman has proven to 

be a really strong leader in the 

early stages of our campaign.” 

The aim is to improve on last 

year’s 8th place, but Tauamiti 

said he wasn’t sure what to 

expect. 

He said they hoped to be competitive, 

but it was dependent on 

the quality of the new players. 

“It is a challenge, but one that 

you expect. It’s just a matter of 

trying to transition them into the 

level they need to be, but also being 

mindful of the jump and so 

transition them as best you can.” 

He said pre-season had been 

positive despite a blowout loss 

to Shirley Boys’ High (no score 

kept) and a close game against St 

Bede’s – they went down 19-12. 

“We got a fairly stern welcome 

to the level of rugby we need to 

play. It was an eye opener for 

some of the new lads, which is 

good. 

“We’ve put some positive 

foundations in and around values 

and the boys buying in and 

contributing, so that was positive. 

They’ve shown quite a bit of 

growth already. 

“I feel like they’re growing each 

week we come together.” 

Selwyn’s first match will be 

against St Thomas’ at Darfield 

Domain on Friday at 6pm.

Roadside stalls: The stall

The chooks are laying, the silver 

beet’s out of control, the fruit trees 

are laden, and the ponies never stop 

pooing. What’s the logical thing to do in 

rural Selwyn? Set up a roadside stall, of 

course. It looks easy, loads of people do 

it. Here’s a few things to consider. 

Is it legal? 

Mostly the answer is yes. 

In terms of food, if the produce is 

grown at your property and you’re 

selling it directly from there to 

individuals buying it for personal use, 

that’s all fine. What you can’t do is 

sell food to anyone who will on-sell 

it, i.e. you can’t supply a restaurant 

without MPI, certifications and food 

management plans becoming involved. 

In terms of council regulations, this 

type of small scale, roadside activity is 

permitted within district planning. A 

larger structure and enterprise would 

obviously be different and need resource 

consent. 

FYI there are additional factors for 

selling food at markets, farmers’ markets 

or fundraising events – the organisers 

should be able to guide you about those. 

Is there any risk? 

What if your eggs turn out to be not 

so fresh and a buyer gets sick – can they 

sue? 

If you’re selling your produce, even 

at a very small scale, one overarching 

principle from the Food Act 2014 applies 

- Section 14: “A person who trades 

in food must ensure that it is safe 

and suitable.” 

So, theoretically someone could 

seek damages if they think they 

can prove they got food poisoning 

from your produce. Realistically, 

this is extremely unlikely. But a 

disgruntled customer could bang 

on your door – after all, they know 

where you live. 

Will people just steal the food? 

Well, it’s going to happen 

occasionally. But stay positive – 

you’re doing this because you’ve 

got surplus, right? And in general, 

country folk are painstakingly 

honest about this kind of thing. 

Who carries cash? 

There is a type of person out 

there who is a road stall shopper, 

and they do carry cash. For others, 

there’s the kiwi-designed “My 

Honesty Box” app, for exactly 

this scenario. Display your QR 

code on a poster, customers 

select how many they’re buying 

of each item then pay online.

Roadside stalls: The road

The biggest risk around setting up a 

roadside stall is, well, the road, so this 

topic needs an article on its own. 

You’ve got to be smart here. Depending 

on the speed limit of your road and the 

layout of your road, berm and driveway, 

is there room for a driver to see and 

read your sign then indicate, slow down 

and pull over in ways that won’t disrupt 

following traffic? 

There is actually official “Road & 

Traffic Standards” (RTS) guidance about 

this. RTS3, “Guidelines for establishing 

rural selling places”, is mostly aimed

at largerscale farmers’ outlets, but the 

definition “includes roadside stall, trailer, 

handcart, barrow, or similar structure 

whether temporary or permanent.” 

Although published in 1992 by Land 

Transport New Zealand, a precursor 

of NZ Transport Agency Waka Kotahi, 

RTS3 is still the official word. Its 

guidance is smart, reflects a very real 

understanding of rural contexts, and the 

photos of bad examples are entertaining. 

District councils are meant to consider it 

in their planning documentation. 

Signage 

RTS3 hits the nail on the head with 

this description: “Advertising signs by 

their nature 

seek to attract 

attention and 

have the effect 

of distracting 

the motorist’s 

attention from 

the driving task.” 

So, the document 

gives very clear 

recommendations 

about the 

number, size 

and positioning 

of signs. It 

also suggests 

effective layouts 

for reading at 

speed, including 

font size, 

effective colour 

combinations, 

hierarchy of information and maximum 

number of words. 

Pulling over 

Over a nine-year study of traffic 

accidents directly associated with NZ 

rural selling places, a massive 85% of 

these accidents happened as the driver 

arrived, outnumbering departure 

accidents by 6:1. Why? 

“An arrival will often be marked by 

uncertainty, distraction while reading 

advertising signs, and possibly impulsive 

behaviours with a sudden decision to 

stop.” 

Predictably, 55% of those accidents 

were rear-ending. Because rural speed 

limits are higher, stopping distances are 

greater and the consequences of accidents 

can be extremely serious.

An exam centre’s smooth and successful running is essential for all students participating 

in these examinations. With this in mind, Rolleston College seeks an Examination Centre 

Manager to run the NCEA and NZ Scholarship examinations 2024. 

The Examination Centre Manager (ECM) is responsible to the New Zealand Qualifications 

Authority (NZQA) for the conduct of the NZQA examinations held in November / December 

each year. As ECM, you will be responsible for managing all processes relating to 

conducting secondary examinations according to NZQA procedures, including employing 

sufficient supervisors to ensure reliable supervision while efficiently using the minimum 

number of supervisors. 

Upon appointment, all ECMs must complete an online training programme and attend a 

one-day training session with NZQA in August. This will allow you to plan and complete 

several administrative tasks to prepare for the exams from August and October. You must 

be fully available to work for the entire exam period between November 5th to November 

29th. As such, the role requires a high level of organisational skills with great attention to 

detail, strength in following processes precisely, confidence in leading people of all ages, 

and proficiency in using a computer and learning to use new computer programmes are 

essential qualities for this role.

New Zealand Defence Force will be conducting 

an exercise within the West Melton and

Identifying the square metre rate 

The square metre rate (sqm) is the 

average cost of building each square metre 

of a house; calculated by dividing the total 

build price by the home’s total square 

metres. 

Sqm rates are not standard across 

all parts of a house with building costs 

varying between rooms. Garages cost 

considerably less than utility rooms like 

kitchens, bathrooms, and laundries so 

choosing high quality appliances and more 

features can ratchet up the build price. 

The cladding chosen is also relevant. A 

quoted sqm figure is likely based on brick 

veneer, the cheapest form of cladding, 

followed by plaster finish then cedar. 

Building a smaller house does not 

necessarily translate to a lower sqm rate. 

Certain costs are incurred regardless of the 

size of home. You still need an electrical 

switchboard and the same number of 

building inspections. The cost of drainage, 

hot water cylinder, garage door, and 

telephone and electricity connections will 

not differ significantly between larger and 

smaller houses. Building consent fees do 

vary with the size of house. 

Sqm figures are therefore guides, 

influenced by the features specified and 

type of build. The standard sqm figure 

quoted by a building company is generally 

based on construction of a standard 

house on a fully serviced section, on good 

ground. 

Ground conditions determine the 

type and cost of foundations. If building 

on TC1 land the foundations are more 

affordable than on TC3 land. Ease of 

connection of services like electricity and 

the internet are also a factor. For example, 

the distance from house to roadside is 

usually further on a lifestyle property. 

When a housing company quotes a 

square metre rate, it will likely refer to 

building the actual house, not external 

landscaping or other features. 

Some building 

companies offer 

turn-key packages 

where the build 

price incorporates 

an allowance 

for fences, 

driveways, paths, 

letterbox, some 

soft landscaping, 

and maybe a 

clothesline. You will 

want to ascertain 

what you will get for your money. 

A building company’s lowest sqm 

rate is likely (though not always) based 

on a standard stud and internal door 

height, and flat ceilings. Deviations like 

opting for over height doors or higher 

ceilings are usually extras with the build 

price increasing. Be aware of sales patter 

encouraging adding non-essential features 

you may not really want, and which might 

exceed your budget. 

The features incorporated into a new 

home impact on the sqm build price, a 

figure which can range from $1,600 per 

sqm for a standard house to over $3,000 

per sqm for an architecturally designed 

home. 

When visiting show homes, determine 

each company’s sqm rate and add-on 

features incorporated, for the home on 

view. Ask what is standard for each level 

within their range of builds. The figures 

will vary substantially between homes and 

companies. Gather plenty of information 

to gain an appreciation of what a quoted 

sqm figures represents.

Buying a lifestyle block 

City life getting you down? Dreaming of 

living in the country, where you ‘commute’ 

from the breakfast table to a barn or your 

home office? It might look like an easy life 

but buying a lifestyle property can be a 

complex business. 

While living in the country has much 

to recommend it, you need to do more 

preparation for buying a place there than 

buying a pair of gumboots and comparing 

the merits of ride-on mowers. 

We recommend comprehensive due 

diligence when buying any kind of property, 

but rural ones come with a whole extra set 

of things to think about compared to buying 

a straightforward stand-alone home in 

town”. 

While it’s tempting to focus on the dream 

wish list for your bucolic bolt-hole, but you 

should also compile a list of issues to be 

aware of (and people who can help you learn 

about them). 

“If the property you like is being sold by 

a licensed real estate agent, remember that 

you can ask them anything you like about it”. 

“Rural real estate agents have special 

skills in this area and they’ll be able to help 

you figure out what information you need 

to make a well-informed decision. It’s also 

a good idea to get your lawyer onboard 

early to check titles, consents and other 

information that you gather in the process.” 

It might feel like you’re getting away from 

it all when moving out of town, but rural 

developments can be subject to rules that 

restrict what you can do. REA recommends 

getting your lawyer to check if there are any 

covenants on the property that might have 

an impact on a future business you may 

run there, or any planned building projects. 

You don’t want to invest in an alpaca herd 

for your new dream property only to find 

that it’s not allowed to carry any livestock. 

Similarly, it would be tough to discover that 

your subdivision plans are not permitted by 

council rules. 

Be aware that there may be tax 

implications if you’re planning to use the 

property as a business. 

“In general, if it is currently being used for 

a business that is tax-registered – whether 

that’s selling organic eggs, grazing stock 

or running a B&B – then the seller will 

probably add GST to the price. This means 

you’ll pay an extra 15 per cent, unless you 

are also registered for GST. Ask your lawyer 

or accountant to check if the house or any 

other buildings on the property are GSTexempt. 

They will also be able to advise you 

on whether you need to be GST-registered.” 

A good place to start when trying to 

figure out what tax obligations might 

attach to your purchase of the property 

is Inland Revenue’s property tax decision 

tree (available at http://www.ird.govt. 

nz/property/property-terms-and-tools/ 

property-decision-tree/), but keep in mind 

that it is always best to seek professional 

advice before you make a decision. 

Rural properties (like all properties) can 

also have easements on the title that relate to 

access, water or power. You should ask your 

lawyer to check the title and work out what 

the easements are, and how they will have an 

impact on your rights and responsibilities as 

an owner. 

“For example, if the title allows a 

neighbour access to a piece of their land 

through your property, do you have any 

right to limit the type and frequency of that 

access if you buy it?” 

Be aware too that there may be ‘unofficial’ 

easements operating; the incumbent 

owners may have an informal arrangement 

with their neighbours, but this may not 

remain when the property passes into new 

ownership. 

Things that we take for granted when 

living in urban environments, like water, 

sewage and access, can require more 

involvement in rural areas. Check the water 

sources for the property – if it has its own 

bore, are there limits on the amount of 

water you can draw from it? What is the 

process for ensuring it is safe to drink? What 

happens to wastewater and sewage? Are you 

prepared for life with a septic tank? Will the 

current owner ensure the tank is empty as a 

condition of sale? 

When it comes to access, will you 

share a private road or right of way with 

other properties? What will be your 

responsibilities and potential costs for 

maintaining it? Don’t forget that your 

neighbours may be involved in unglamorous 

activities at ungodly hours – check the 

zoning rules for nearby properties if you’re 

worried about noise, smells or traffic. You 

might think it’s lovely to have stock grazing 

out the window, but are you ready for a 

milk tanker driving past every morning? Be 

aware that the LIM will not always alert you 

to any pending or current NZTA decisions 

regarding local highway linkages that often 

divert traffic away from urban centres in 

favour of immediate rural areas on the town 

boundary. Check with NZTA if you think 

your property could be affected by road 

changes. 

Like all property purchases, buying a place 

in the country requires careful, objective 

consideration. 

“There are lots of great things about 

living on the land, but it’s best to be realistic 

about it. You don’t want to be like the 

former townie I met a few weeks ago, who 

mournfully told me that their lifestyle 

block had become “a life sentence”. Do your 

homework and you’re far more likely to live 

happily ever after in rural bliss.”

Dressing your property 

up for sale 

Your house is on the market and you hope to 

get a good price. While market performance 

will largely influence this, presenting your 

home at its best will help. 

First impressions count from 

the moment potential buyers view 

a property from the street to the 

moment they walk through the front 

door. 

Weed the garden, cut back unruly 

shrubs and prune trees where needed. 

Kill off weeds in the lawn, sprinkle 

grass seed over bald patches and 

fertilise the lawn. 

Indoors, tidy up. Get rid of excess 

or bulky furniture, toys, books, hobby 

items or fitness equipment and if too 

many photos on the wall pack these 

away so the home looks roomy. 

If there is a gap or a room needs 

enhancing, look at what you have. A 

piece of furniture might be painted up 

or an old leather bound book popped 

on the coffee table. Shelves will also 

add depth to a narrow space while 

mirrors may give the illusion of a 

larger space. In entryways, add an easy 

chair, small table, bookcase or large 

vase. 

Awkward spaces such as coved 

ceilings in attics or upstairs rooms 

might be converted into storage 

shelving and the room given a purpose 

as an office, playroom or extra 

bedroom so viewers can see how the 

room might be used. 

Stow possessions neatly in 

containers, shelving or tidily in 

cupboards; highlighting the storage 

potential within the home, ensuring 

it is clean and tidy for viewing at any 

time. 

Move the pets outside as not all 

buyers will be pet lovers while some 

may suffer pet allergies putting them 

off a house if they see a pet inside. 

If parts of the house look tired, 

consider renovating by painting 

walls, replacing worn carpet, or 

modernising the kitchen, bathroom 

and toilet; rooms that should sparkle. 

Replace tired cabinetry, or the benches 

and cupboard/drawer fronts then 

update old toilets, showers or kitchen 

appliances. Modernising these rooms 

can lift the final selling price. 

Use consistent and light paint 

colours throughout for balance and 

seamlessness, making the house 

appear more spacious. An effect that 

is increased when walls and curtains 

share the same or a similar colour. 

Consider the personality and 

purpose of a room. Bright colours 

lift living areas especially if large and 

open. However, bedrooms are suited 

to calmer softer colours with just a 

touch of bold. Layer bedding or use 

throws for effect along with cushions 

or a stuffed toy in a children’s room. 

With curtaining, smaller patterns or 

plain fabrics are the rule for smaller 

rooms whereas larger patterns make 

spacious areas cosier. If blinds or 

drapes are past their best, replace these 

even if it is only with neutral cotton 

curtains. The effect will be worth it. 

Eco-friendly features will also add 

value for some buyers though not 

universally, however earthy natural 

colours and features are popular.

Grab a cuppa, put your feet up, and 

relax in front of a warm log burner. Does 

that sound like just what you need after a 

long, hard day? There’s nothing better than 

seeing the glow and hearing the crackle of 

wood burning. With chillier days coming 

up, make sure your log burner is operating 

safely and efficiently to bring warmth and 

ambiance into your living room. They 

may take some maintenance and time, but 

log burners are still popular for Selwyn 

homeowners. Here are some tips to make 

the process easier while keeping your 

home safe and warm: 

Keep it clean 

Have your chimney professionally 

cleaned and inspected each autumn 

to ensure it is safe to use and resolve 

maintenance issues to ensure efficiency 

and longevity. Replace any worn or 

broken internal components, including 

bricks, baffles, and air tubes. This ensures 

pollutants and toxic gases are removed 

safely and helps prevent a chimney fire 

from creosote buildup in the chimney. 

Netting or mesh on the cowl helps prevent 

bird nests and potential chimney fires. 

Many house insurance policies require 

regular chimney cleaning. 

Clean your log burner’s ash pan and 

firebox regularly to prevent ash buildup, 

which can reduce airflow and efficiency. 

Choose your wood carefully 

Hopefully, you have already arranged 

sufficient dry, seasoned wood from a 

reputable supplier to last winter. Green 

or wet wood produces more smoke and 

contributes to creosote buildup in the 

chimney. A reputable wood merchant sells 

dry wood with less than 25% moisture 

content. A “hot mix” with a good balance 

of soft and hardwood is popular. Don’t 

burn treated or painted wood, rubbish, 

or plastics, as burning releases harmful 

chemicals that can harm your health. 

Don’t overload your log burner with 

wood. Add small amounts of wood 

regularly to maintain a consistent, even 

burn and avoid smothering your fire. 

Take control 

Use the log burner’s airflow controls to 

get a steady and controlled flow, ensuring 

a hot, efficient fire and minimal smoke 

emissions. Avoid closing the air vents 

completely, as dampening down can 

lead to incomplete combustion and the 

release of harmful pollutants. However, 

modern, compliant units don’t allow this. 

From outside, you will initially see smoke 

after starting the fire, but when burning 

correctly, there should only be a heat 

shimmer. 

Lastly, keep all flammable materials at 

a safe distance from the log burner and 

check smoke detectors in your home. Sit 

back and enjoy the benefits of a cosy and 

efficient log burner.
