King is looking forward to<br />

playing in front of friends and<br />

family this weekend after a “very<br />

special” international debut.<br />

The 20-year-old from West<br />

Melton came off the bench in<br />

the second half of the Black<br />

Ferns’ 57-5 win over USA in the<br />

Pacific Four series opener in<br />

Hamilton.<br />

On Sunday, the Black Ferns<br />

meet Canada at Apollo Projects<br />

Stadium in Christchurch.<br />

King, a first-five by<br />

trade who grew up playing<br />

halfback, notched up her first<br />

international points, converting<br />

the last three tries of the<br />

match.<br />

She said it had been an<br />

unbelievable experience.<br />

“It was a very, very special<br />

moment.<br />

“I got a bit emotional during<br />

(the national anthem), just<br />

because growing up you watch<br />

the anthem, and it’s such a<br />

special part of the game.”<br />

A MAJOR sports club wants<br />

more leniency for parking at the<br />

district’s largest park.<br />

Rolleston Rugby Club president<br />

Nicky Ruki said many people are<br />

continuing to be stung with a $40<br />

fine when parking at Foster Park.<br />

She said the fines are mostly for<br />

parking on grass verges, due to a<br />

lack of parking.<br />

“From what I understand<br />

it’s just people parking on the<br />

grass across from the rugby club<br />

(Dynes Rd).<br />

“I got ticked a few months ago<br />

and tried to argue it but they said<br />

‘no, you were parked incorrectly’,”<br />

Ruki said.<br />

In August, the council changed<br />

its approach to parking and<br />

started to fine people. From<br />

September 1 to February 28, the<br />

council issued 1120 infringements<br />

and 534 warnings.<br />

Council head of regulatory<br />

Susan Atherton said the feedback<br />

received by the council shows the<br />

move has been welcomed.<br />

Community service for farmer<br />

after cattle accessed drains<br />

A SPRINGSTON South farmer<br />

has been sentenced to 55 hours of<br />

community service for allowing<br />

his cattle access to farm drains,<br />

which may have resulted in<br />

contamination of waterways<br />

downstream.<br />

Lawton Thomas Giltrap<br />

appeared in the Christchurch<br />

District Court on Friday in front<br />

of Environment Court Judge<br />

Kelvin Reid. Due to his guilty<br />

plea, his sentence was reduced<br />

by 20 per cent from 70 hours of<br />

community service.<br />

Giltrap pleaded guilty in<br />

February to two charges laid by<br />

Environment Canterbury under<br />

the Resource Management Act<br />

concerning his 18ha farm. He<br />

has about 50-60 cows on the<br />

property.<br />

The first charge was for using<br />

land in a manner that contravened<br />

the Canterbury Land and Water<br />

Regional Plan.<br />

Giltrap had allowed stock<br />

unrestricted access to farm drains<br />

on his Curries Rd property resulting<br />

in pugging, devegetation and<br />

exposed bare earth in the bed.<br />

The second charge was for<br />

permitting the discharge of dairy<br />

to 45 hours of community<br />

service.<br />

When sentencing, Judge Reid<br />

described Giltrap’s offending as<br />

moderate, and deliberate.<br />

He said there was an “element<br />

of belligerence” by Giltrap, given<br />

this was the second offence of this<br />

type, and he had been repeatedly<br />

warned by ECan officers.<br />

“The concerning part of this offence<br />

is there had been 11 notices<br />

of enforcement,” Judge Reid said.<br />

Giltrap’s lawyer Tony Garrett<br />

said he was “ a man who has gone<br />

above and beyond to serve others’’.<br />

Garrett said since the offence<br />

was first reported in 2022, Giltrap<br />

has installed suitable electric fencing<br />

and water troughs for stock.<br />

Garrett said Giltrap would<br />

not be able to pay the fine due to<br />

his sole form of income, Giltrap<br />

Spares Ltd, being in the process of<br />

shutting down.<br />

Giltrap Spares Ltd is subject<br />

to an ongoing district council<br />

investigation after an abatement<br />

notice was issued for breaching<br />

the District Plan.<br />

The district council refused to<br />

provide <strong>Selwyn</strong> <strong>Times</strong> with a copy<br />

of the abatement notice or provide<br />

specific details about why it was<br />

served due to it being an ongoing<br />

investigation.<br />

Judge Reid said he hoped this<br />

meant a change in character by<br />

Giltrap.<br />

“I hope you have turned a<br />

corner,” he said.<br />

Said Adele: “We always had<br />

planned to go up to the Black<br />

Ferns first game, just myself and<br />

Peter, but then when we found<br />

out that Hannah was going to<br />

debut, we managed to get an extra<br />

ticket and get Daniel to come<br />

up as well.<br />

“It has been an absolute whirlwind.”<br />

amount of hard work, but she<br />

loves it.<br />

“She’s incredibly level-headed<br />

and very humble with it all, she<br />

still loves her farming background,<br />

she very much helps on<br />

the farm wherever possible.”<br />

King said having the support<br />

of her family meant a lot.<br />

“I haven’t ever really been away<br />

from family for long, so it’s quite<br />

special,” she said.<br />

And with the second match<br />

of the series taking place at<br />

Christchurch’s Apollo Projects<br />

Stadium on Sunday, King was<br />

excited to play in front of a larger<br />

group of friends.<br />

“Grateful to have a game at<br />

home in Christchurch, I haven’t<br />

had many games at home so far<br />

this year, so really looking forward<br />

to seeing all my friends and<br />

family there.”<br />

Adele said a support crew was<br />

already being planned.<br />

“We’ve got a bit of a big crowd<br />

going, a lot of friends and family,<br />

so that’s very cool.”<br />

Parking a problem for sports clubs<br />

have welcomed us following up<br />

on their concerns, especially<br />

around inconsiderate parking<br />

around sports facilities,<br />

footpaths, educational centres,<br />

and the use of mobility spaces by<br />

non-permit/badge holders.”<br />

were vehicle-related complaints<br />

including parking.<br />

Ruki said the club has asked<br />

the council for more leniency<br />

during busy periods like Saturday<br />

mornings when multiple<br />

sports are on at once.<br />

“There is car parking at the<br />

sports centre, swimming pool<br />

and down the road where football<br />

is. However, when you’ve got<br />

netball, hockey, soccer and rugby<br />

(playing on Saturday), there just<br />

isn’t enough parking.<br />

“I think there does need to be<br />

some leniency because it is busy,”<br />

she said, adding the council had<br />

suggested parking further away.<br />

Ruki said she has put out<br />

warnings to club members about<br />

where not to park, but people<br />

from outside Rolleston could be<br />

unaware.<br />

“We get a lot of players coming<br />

from Lincoln and Prebbleton<br />

and they’re getting ticketed as<br />

well.”<br />

Atherton said there are about<br />

925 spaces surrounding Foster<br />

Park, along with legal street<br />

parking in the area.<br />

She said the parking team<br />

responds to complaints and does<br />

not have a fixed patrol area, but<br />

they do monitor areas where<br />

repeated complaints arise.<br />

“At this point in time, we do<br />

not have fixed patrol areas, and<br />

our approach is reactive upon<br />

complaints.<br />

“Council’s parking safety officers<br />

respond to every complaint.<br />

Where areas of concern are<br />

identified these areas are monitored<br />

periodically to ensure legal<br />

parking is occurring, keeping<br />

our roads safe.<br />

“Each parking matter is considered<br />

on a case-by-case basis<br />

Lack of public transport ‘embedding<br />

The <strong>Selwyn</strong> Youth Council<br />

told ECan a bus route which only<br />

operates once in the morning<br />

and the evening was unusable,<br />

and said the youth they spoke to<br />

would catch public transport if<br />

services were better.<br />

In its Long-Term Plan<br />

submission, the youth council<br />

told ECan the young people<br />

found it challenging to get public<br />

transport between towns. They<br />

cited a lack of variation in routes,<br />

infrequency of services and full<br />

capacity on routes available.<br />

Many of the youth expressed<br />

better public transport would<br />

improve access to services,<br />

such as libraries and sports<br />

facilities.<br />

Currently, <strong>Selwyn</strong> is connected<br />

to Christchurch via regular bus<br />

services from Rolleston, and<br />

morning and evening services<br />

from Lincoln and Darfield.<br />

Within the district, there is<br />

one regular service between<br />

Burnham and Lincoln.<br />

each way a day system just isn’t<br />

feasible.”<br />

<strong>May</strong>or Sam Broughton backed<br />

up the youth council’s calls in<br />

his submission on behalf of the<br />

district council.<br />

“Heading around Rolleston is<br />

5km from one side to the other.<br />

There’s a couple of bus services<br />

that travel through the middle<br />

and get you to Christchurch, but<br />

no way to get around Rolleston.”<br />

Broughton said the current<br />

system means people are more<br />

likely to use their cars to get<br />

around.<br />

“Without the bus services<br />

which are needed in Rolleston,<br />

we are only embedding terrible<br />

habits for the next generations,<br />

because they are trapped in a<br />

system where they need a<br />

car.”<br />

<strong>Selwyn</strong>’s population is set to<br />

grow by 25,000 over the next 10<br />

years to 109,000. Of that 25,000,<br />

Rolleston is expected to grow by<br />

more than 8000 to 39,000.<br />

Association argued the town<br />

has grown sufficiently for it to<br />

have its own public transport<br />

network.<br />

“Its (Rolleston) population<br />

has passed Timaru. Its size is<br />

approximately<br />

16 km2, which<br />

makes it an area<br />

very similar to<br />

Timaru,” said<br />

association chair<br />

Mark Alexander.<br />

“We request a<br />

MyWay service<br />

for Rolleston or<br />

eastern <strong>Selwyn</strong>.”<br />

It has been used in Timaru for<br />

a number of years, replacing a<br />

the next 12 months and report<br />

back for ECan’s next annual<br />

turn a 361.9ha dairy farm on<br />

the intersection of Grange and<br />

Aylesbury Rds<br />

near Burnham<br />

that it purchased<br />

in 2021.<br />

If approved, the<br />

quarry will be<br />

about 5km from<br />

Rolleston and<br />

500 metres from<br />

Burnham Camp.<br />

Fletcher<br />

Concrete and Infrastructure<br />

Ltd, trading as Winstone<br />

Aggregates, currently owns and<br />

operates the Wheatsheaf Quarry<br />

on <strong>Selwyn</strong> Rd, Broadfield, and<br />

previously owned and operated<br />

the Yaldhurst Quarry on West<br />

Coast Rd.<br />

The company said Yaldhurst<br />

Quarry is no longer active,<br />

while Wheatsheaf Quarry has<br />

about six years of operation left.<br />

The company mines<br />

aggregate which is used to<br />

make concrete and in the<br />

construction and maintenance<br />

of roads, footpaths, large-scale<br />

infrastructure, housing and<br />

landscaping.<br />

The proposed site is zoned<br />

as general rural, which allows<br />

primary production activities<br />

including quarrying and the<br />

processing of aggregate.<br />

Croft said areas of the<br />

property which are not being<br />

mined will still be used for<br />

farming, with the quarry only<br />

using 40ha at a time.<br />

“We are proposing an<br />

innovative approach to<br />

operation of this quarry site.<br />

“Farming operations will<br />

continue to be the main activity<br />

on the property, with only a<br />

relatively small portion of the<br />

site, well set back, under quarry<br />

development at any one time.<br />

“Each area, once quarried,<br />

will be rehabilitated and<br />

returned to farmland.’’<br />

As part of being transparent<br />

with the local community,<br />

Croft said Fletcher Building<br />

had requested the application<br />

be made open for public<br />

submissions.<br />

“We look forward to<br />

continuing to engage with<br />

the community during the<br />

consenting process over the<br />

coming months.”<br />

Council to<br />

hold funds<br />

for future<br />

THE COUNCIL will not return $4<br />

million of funding given to it by the<br />

former government as part of its<br />

water reform package.<br />

The Government has asked<br />

councils across the country to<br />

re-allocate $245m committed by<br />

the former government as part<br />

of the Three Waters “Better Off”<br />

funding. The fund was designed as<br />

a sweetener for councils to sign on<br />

to the policy.<br />

Three Waters has been replaced<br />

with Local Water Done Well,<br />

which is designed to give control of<br />

water services back to councils.<br />

Council chief executive, Sharon<br />

Mason, was asked by the Department<br />

of Internal Affairs to consider<br />

using the funding to help establish<br />

a council controlled organisation<br />

(CCO) for water services.<br />

The majority of the funding<br />

($3.85m) was allocated to the Lincoln<br />

town centre project.<br />

Mason said because the CCO<br />

model is yet to be determined, it<br />

was best to keep the funds and not<br />

leave other projects with shortfalls.<br />

<strong>May</strong>or Sam Broughton said there<br />

will be conversations between<br />

neighbouring councils about the<br />

future of the region’s water services.<br />

Canterbury Trust is looking<br />

for land owners to plant native<br />

bushland on their properties.<br />

West Melton landowners John<br />

Alan and Brad Howell (of Nut<br />

Point Centre) and Tony Hogg are<br />

working with the trust to restore<br />

sections of open paddock back to<br />

their native habitat.<br />

They have hosted an open day<br />

for visitors to see and learn about<br />

how they are doing this.<br />

“Te Ara Kākāriki supports<br />

local landowners to plant<br />

indigenous habitat across <strong>Selwyn</strong><br />

which now has less than one per<br />

cent of native vegetation left. The<br />

aim is to plant small areas of<br />

habitat every few kilometres to<br />

bring back native flora and fauna<br />

that once flourished,” trust coordinator<br />

Letitia Lum said.<br />

“The open day showed that<br />

in just five years, some plants<br />

are over 3 metres tall, and the<br />

canopy is already starting to<br />

close, which is great to help those<br />

plants species that need a bit<br />

more shade.”<br />

Gardeners urged<br />

to look out for<br />

poisonous tulip<br />

GARDENERS ARE being<br />

asked to keep an eye out for a<br />

poisonous pest plant that will<br />

bloom in June.<br />

Native to South Africa, Cape<br />

Tulip – which has distinctive<br />

salmon pink flowers with a<br />

yellow centre – is toxic to both<br />

humans and livestock.<br />

It has been in New Zealand<br />

since the 1940s and was recognised<br />

as a noxious plant in 1978,<br />

banned from sale, propagation<br />

and distribution.<br />

Since then, the more than 500<br />

sites infected with the flower<br />

have been whittled down to 29<br />

that Biosecurity New Zealand<br />

was aware of.<br />

Three plants were recently<br />

found in a Canterbury garden,<br />

while it was found at 10 sites in<br />

the Marlborough Sounds.<br />

Said Biosecurity New Zealand<br />

spokesperson John Sanson:<br />

“Plants and flowers appear<br />

between June and December, so<br />

it’s a perfect time for people to<br />

familiarise themselves with what<br />

it looks like.”<br />

Symptoms of Cape Tulip<br />

poisoning for humans include<br />

gastroenteritis, thirst, paralysis,<br />

blindness, and heart and kidney<br />

failure.<br />

Sanson said the plant was<br />

toxic to livestock.<br />

“At the extreme end it can<br />

cause some quite significant<br />

problems and cause heart and<br />

kidney failure, blindness but<br />

we’re not aware of any recent<br />

reports of mortality or anything<br />

like that.”<br />

He said anyone who spots<br />

Biosecurity New Zealand’s exotic<br />

AFTER BEING missing for 12 days, a<br />

Lincoln family thought they might never<br />

see their cat Fletcher again.<br />

He turned up in Rangiora, about 45km<br />

from his home.<br />

no idea how he got to<br />

Rangiora.<br />

He said it was unlikely<br />

Fletcher walked. It was<br />

more plausible he got<br />

into a vehicle or a trailer<br />

undetected, he said.<br />

“We’d spent hours<br />

searching for him.<br />

“We’d resigned ourselves to the fact we<br />

might not see him again.”<br />

Fletcher is a seal point birman, about<br />

eight-and-a-half-years-old. The family<br />

have had him since he was a kitten.<br />

Fletcher was found using a combination<br />

of his microchip and social media.<br />

Naysmith said while he was microchipped,<br />

the details weren’t current.<br />

“With Fletcher, we hadn’t updated the<br />

details for his microchip. So when he<br />

was handed in to the fabulous people at<br />

Rangiora Vet Centre they scanned him<br />

but they couldn’t get in contact with us<br />

because it was the wrong phone number<br />

and wrong address.”<br />

Using the power of social media, people<br />

got in touch with the family to say Fletcher<br />

had been found.<br />

“We got in touch with the vet and they<br />

asked a whole lot of questions, as they<br />

should,” said Naysmith.<br />

“One of the staff was fabulous, she lived<br />

nearby to the vets and came out at 7.30pm<br />

to open up and give my wife and son<br />

Fletcher.<br />

“He was very smoochy and purred a lot,<br />

when he got home, he just stuck by us, and<br />

didn’t really leave our side. He slept right<br />

beside us on the bed which he never does.”<br />

Since being home Fletcher has had a<br />

checkup at his local Prebbleton Veterinary<br />

Hospital.<br />

“He’s lost about 500g, so he used to be<br />

just on 5kg now down to 4.5kg. But other<br />

than that he’s in perfect nick,” Naysmith<br />

said.<br />

The Prebbleton vets encouraged<br />

people to get their pets microchipped<br />

and registered with the NZ Companion<br />

Animal Register.<br />

“The animal register means that as<br />

soon as an animal’s microchip is scanned<br />

by one of their approved users, they can<br />

contact you and arrange their safe return,”<br />

the vet said on Facebook.<br />

HUNDREDS of fans of a bygoneera<br />

descended on the Rolleston<br />

Community Centre on Saturday to<br />

celebrate all things vintage.<br />

Vintage Fest New Zealand aimed<br />

to showcase the best of yester-year,<br />

with live music, market stalls and a<br />

best dressed pageant.<br />

Eleven competitors lined up for<br />

‘Miss Vintage Fest’. Ann-Marie<br />

Ferguson, of Christchurch, won<br />

the coveted title, competing for the<br />

first time.<br />

Ferguson said she entered the<br />

pageant to challenge herself.<br />

“To build confidence. I tell all<br />

my friends to come out and do<br />

this because it builds courage, and<br />

everyone needs that.”<br />

John Haggitt, of Christchurch,<br />

won the title of Mr Vintage Fest.<br />

He didn’t plan on entering, but was<br />

talked into it.<br />

A wide range of classic vehicles<br />

were also on display.<br />

Festival organiser Sharvelle<br />

Mackay said she received a lot of<br />

support from sponsors, helping<br />

to make the event free entry for<br />

the first time, with a gold coin<br />

donation to the Hidden Disabilities<br />

charity optional. She promised to<br />

broaden the appeal next year with<br />

a bigger ‘Casino Royale’ themed<br />

festival at the same venue.<br />

As an existing business in the area<br />

since 2013, I have found that despite<br />

a robust marketing plan, many people<br />

would come in to their<br />

first appointment and<br />

comment they had no<br />

idea my business existed.<br />

I felt that many of the<br />

local small businesses,<br />

especially ones in the<br />

health and wellness<br />

industry, were not<br />

necessarily getting the<br />

exposure they should.<br />

Not only are the small<br />

local businesses losing<br />

out on people going into<br />

Christchurch proper for<br />

their health and wellness<br />

needs, but the residents<br />

of <strong>Selwyn</strong> are missing<br />

out on all the great health and wellness<br />

opportunities right in their local area.<br />

That is why I decided to form an expo to<br />

showcase all the wonderful businesses in<br />

our area.<br />

art therapy, healthy<br />

food & drinks, health<br />

supplements, dentists,<br />

Resilient Waihora set sights on semis<br />

combined country competition<br />

following their 27-3 win over<br />

Ohoka on Saturday.<br />

Waihora moved up to top spot<br />

courtesy of the win, and previous<br />

leaders Kaiapoi losing to Ashburton<br />

Celtic.<br />

Waihora meets Kaiapoi at<br />

Kaiapoi this weekend. Head<br />

coach Hagen Schulte said the<br />

match was an important one.<br />

“The hardest thing about going<br />

to Kaiapoi is travelling there.<br />

They’re a strong team at home so<br />

it’s going to be a big challenge for<br />

us.<br />

“That’ll be a big one for us,<br />

coming away with five points this<br />

weekend. Then that just leaves us<br />

Darfield who are also nipping at<br />

our heels as well.<br />

“To finish in the top two, both<br />

of them are must-win games<br />

really, so there’s a lot to play for.”<br />

Waihora have faced injury<br />

troubles this season – at one point<br />

they had 10 players out – but<br />

Schulte was proud of how his<br />

team had kept going.<br />

“It’s never going to be easy, but<br />

if you can get through that, it<br />

builds quite good morale and a bit<br />

of resilience within the squad.<br />

“It’s probably been a blessing<br />

Challenge ahead for new look first XV<br />

first XV has an international look<br />

to it for the <strong>2024</strong> Miles Toyota<br />

Premiership season.<br />

Crusader and Fiji international<br />

Manasa Mataele has taken on the<br />

role as backs coach and technical<br />

advisor, one of four new coaches<br />

for the inexperienced side with<br />

22 players from the 30-strong<br />

squad new to the team.<br />

Head coach Sidney Tauamiti<br />

said Mataele jumped at the<br />

chance to be involved.<br />

“He’s pretty keen on developing<br />

his coaching skills. It’s<br />

definitely something he wants to<br />

explore.<br />

“Him being involved is really<br />

helpful. Just his ability, his<br />

personality, and the intangible<br />

qualities he has. I think that’s<br />

really positive.<br />

Tauamiti said the season would<br />

be a challenge with so many new<br />

faces but the boys were excited to<br />

get started.<br />

“They’re pretty fizzed. It’s a<br />

new group – 22 players that are<br />

new to the level.<br />

“Previously they would’ve been<br />

playing under-16s club and stuff<br />

like that so it’s a big jump and<br />

they’re pretty excited.”<br />

Tauamiti said the players who<br />

remained in the side from last<br />

season would be key for <strong>Selwyn</strong>.<br />

EXPERIENCE: <strong>Selwyn</strong> Schools second-five and vice captain Brooklyn Dalgety will be a key<br />

player this season.<br />

Roadside stalls: The stall<br />

The chooks are laying, the silver<br />

beet’s out of control, the fruit trees<br />

are laden, and the ponies never stop<br />

pooing. What’s the logical thing to do in<br />

rural <strong>Selwyn</strong>? Set up a roadside stall, of<br />

course. It looks easy, loads of people do<br />

it. Here’s a few things to consider.<br />

Is it legal?<br />

Mostly the answer is yes.<br />

In terms of food, if the produce is<br />

grown at your property and you’re<br />

selling it directly from there to<br />

individuals buying it for personal use,<br />

that’s all fine. What you can’t do is<br />

sell food to anyone who will on-sell<br />

it, i.e. you can’t supply a restaurant<br />

without MPI, certifications and food<br />

management plans becoming involved.<br />

In terms of council regulations, this<br />

type of small scale, roadside activity is<br />

permitted within district planning. A<br />

larger structure and enterprise would<br />

obviously be different and need resource<br />

consent.<br />

FYI there are additional factors for<br />

selling food at markets, farmers’ markets<br />

or fundraising events – the organisers<br />

should be able to guide you about those.<br />

Is there any risk?<br />

What if your eggs turn out to be not<br />

so fresh and a buyer gets sick – can they<br />

sue?<br />

If you’re selling your produce, even<br />

at a very small scale, one overarching<br />

principle from the Food Act 2014 applies<br />

- Section 14: “A person who trades<br />

in food must ensure that it is safe<br />

and suitable.”<br />

So, theoretically someone could<br />

seek damages if they think they<br />

can prove they got food poisoning<br />

from your produce. Realistically,<br />

this is extremely unlikely. But a<br />

disgruntled customer could bang<br />

on your door – after all, they know<br />

where you live.<br />

Will people just steal the food?<br />

Well, it’s going to happen<br />

occasionally. But stay positive –<br />

you’re doing this because you’ve<br />

got surplus, right? And in general,<br />

country folk are painstakingly<br />

honest about this kind of thing.<br />

Who carries cash?<br />

There is a type of person out<br />

there who is a road stall shopper,<br />

and they do carry cash. For others,<br />

there’s the kiwi-designed “My<br />

Honesty Box” app, for exactly<br />

this scenario. Display your QR<br />

code on a poster, customers<br />

select how many they’re buying<br />

of each item then pay online.<br />

satisfying and rewarding experience<br />

for buyer and seller alike. Just get your<br />

roading matters sorted too, then jump<br />

Roadside stalls: The road<br />

The biggest risk around setting up a<br />

roadside stall is, well, the road, so this<br />

topic needs an article on its own.<br />

You’ve got to be smart here. Depending<br />

on the speed limit of your road and the<br />

layout of your road, berm and driveway,<br />

is there room for a driver to see and<br />

read your sign then indicate, slow down<br />

and pull over in ways that won’t disrupt<br />

following traffic?<br />

There is actually official “Road &<br />

Traffic Standards” (RTS) guidance about<br />

this. RTS3, “Guidelines for establishing<br />

rural selling places”, is mostly aimed<br />

at largerscale farmers’ outlets, but the<br />

definition “includes roadside stall, trailer,<br />

handcart, barrow, or similar structure<br />

whether temporary or permanent.”<br />

Although published in 1992 by Land<br />

Transport New Zealand, a precursor<br />

of NZ Transport Agency Waka Kotahi,<br />

RTS3 is still the official word. Its<br />

guidance is smart, reflects a very real<br />

understanding of rural contexts, and the<br />

photos of bad examples are entertaining.<br />

District councils are meant to consider it<br />

in their planning documentation.<br />

Signage<br />

RTS3 hits the nail on the head with<br />

this description: “Advertising signs by<br />

their nature<br />

seek to attract<br />

attention and<br />

have the effect<br />

of distracting<br />

the motorist’s<br />

attention from<br />

the driving task.”<br />

So, the document<br />

gives very clear<br />

recommendations<br />

about the<br />

number, size<br />

and positioning<br />

of signs. It<br />

also suggests<br />

effective layouts<br />

for reading at<br />

speed, including<br />

font size,<br />

effective colour<br />

combinations,<br />

hierarchy of information and maximum<br />

number of words.<br />

Pulling over<br />

Over a nine-year study of traffic<br />

accidents directly associated with NZ<br />

rural selling places, a massive 85% of<br />

these accidents happened as the driver<br />

arrived, outnumbering departure<br />

accidents by 6:1. Why?<br />

“An arrival will often be marked by<br />

uncertainty, distraction while reading<br />

advertising signs, and possibly impulsive<br />

behaviours with a sudden decision to<br />

stop.”<br />

Predictably, 55% of those accidents<br />

were rear-ending. Because rural speed<br />

limits are higher, stopping distances are<br />

greater and the consequences of accidents<br />

can be extremely serious.<br />

Parking<br />

Parking can be a deal-breaker in your<br />

decision to set up a stall. If there’s no safe<br />

room, people will not pull over. Parking<br />

infringements are borne by the driver, so<br />

you have to make it look easy.<br />

All in all<br />

All in all, while roadside stalls bring<br />

some risks, addressing all these in your<br />

planning should set you up well to<br />

embark on this time-honoured rural<br />

enterprise.<br />

Manager to run the NCEA and NZ Scholarship examinations <strong>2024</strong>.<br />

The Examination Centre Manager (ECM) is responsible to the New Zealand Qualifications<br />

Authority (NZQA) for the conduct of the NZQA examinations held in November / December<br />

each year. As ECM, you will be responsible for managing all processes relating to<br />

conducting secondary examinations according to NZQA procedures, including employing<br />

sufficient supervisors to ensure reliable supervision while efficiently using the minimum<br />

number of supervisors.<br />

Upon appointment, all ECMs must complete an online training programme and attend a<br />

one-day training session with NZQA in August. This will allow you to plan and complete<br />

several administrative tasks to prepare for the exams from August and October. You must<br />

be fully available to work for the entire exam period between November 5th to November<br />

29th. As such, the role requires a high level of organisational skills with great attention to<br />

detail, strength in following processes precisely, confidence in leading people of all ages,<br />

and proficiency in using a computer and learning to use new computer programmes are<br />

essential qualities for this role.<br />

New Zealand Defence Force will be conducting<br />

an exercise within the West Melton and<br />

The exercise will involve up to 25 personnel<br />

Defence College from Burnham Military Camp.<br />

Training will involve soldiers carrying MARS-L<br />

while conducting patrolling activities along<br />

Old West Coast Road, McKays Road, Sandy<br />

Knolls Road and Aylesbury Road. The personnel<br />

will be using these areas from 8am until 2pm.<br />

Identifying the square metre rate<br />

The square metre rate (sqm) is the<br />

average cost of building each square metre<br />

of a house; calculated by dividing the total<br />

build price by the home’s total square<br />

metres.<br />

Sqm rates are not standard across<br />

all parts of a house with building costs<br />

varying between rooms. Garages cost<br />

considerably less than utility rooms like<br />

kitchens, bathrooms, and laundries so<br />

choosing high quality appliances and more<br />

features can ratchet up the build price.<br />

The cladding chosen is also relevant. A<br />

quoted sqm figure is likely based on brick<br />

veneer, the cheapest form of cladding,<br />

followed by plaster finish then cedar.<br />

Building a smaller house does not<br />

necessarily translate to a lower sqm rate.<br />

Certain costs are incurred regardless of the<br />

size of home. You still need an electrical<br />

switchboard and the same number of<br />

building inspections. The cost of drainage,<br />

hot water cylinder, garage door, and<br />

telephone and electricity connections will<br />

not differ significantly between larger and<br />

smaller houses. Building consent fees do<br />

vary with the size of house.<br />

Sqm figures are therefore guides,<br />

influenced by the features specified and<br />

type of build. The standard sqm figure<br />

quoted by a building company is generally<br />

based on construction of a standard<br />

house on a fully serviced section, on good<br />

ground.<br />

Ground conditions determine the<br />

type and cost of foundations. If building<br />

on TC1 land the foundations are more<br />

affordable than on TC3 land. Ease of<br />

connection of services like electricity and<br />

the internet are also a factor. For example,<br />

the distance from house to roadside is<br />

usually further on a lifestyle property.<br />

When a housing company quotes a<br />

square metre rate, it will likely refer to<br />

building the actual house, not external<br />

landscaping or other features.<br />

turn-key packages<br />

where the build<br />

price incorporates<br />

an allowance<br />

for fences,<br />

driveways, paths,<br />

letterbox, some<br />

soft landscaping,<br />

and maybe a<br />

clothesline. You will<br />

want to ascertain<br />

what you will get for your money.<br />

A building company’s lowest sqm<br />

rate is likely (though not always) based<br />

on a standard stud and internal door<br />

height, and flat ceilings. Deviations like<br />

opting for over height doors or higher<br />

ceilings are usually extras with the build<br />

price increasing. Be aware of sales patter<br />

encouraging adding non-essential features<br />

you may not really want, and which might<br />

exceed your budget.<br />

The features incorporated into a new<br />

home impact on the sqm build price, a<br />

figure which can range from $1,600 per<br />

sqm for a standard house to over $3,000<br />

per sqm for an architecturally designed<br />

home.<br />

When visiting show homes, determine<br />

each company’s sqm rate and add-on<br />

features incorporated, for the home on<br />

view. Ask what is standard for each level<br />

within their range of builds. The figures<br />

will vary substantially between homes and<br />

companies. Gather plenty of information<br />

to gain an appreciation of what a quoted<br />

sqm figures represents.<br />

Buying a lifestyle block<br />

City life getting you down? Dreaming of<br />

living in the country, where you ‘commute’<br />

from the breakfast table to a barn or your<br />

home office? It might look like an easy life<br />

but buying a lifestyle property can be a<br />

complex business.<br />

While living in the country has much<br />

to recommend it, you need to do more<br />

preparation for buying a place there than<br />

buying a pair of gumboots and comparing<br />

the merits of ride-on mowers.<br />

We recommend comprehensive due<br />

diligence when buying any kind of property,<br />

but rural ones come with a whole extra set<br />

of things to think about compared to buying<br />

a straightforward stand-alone home in<br />

town”.<br />

While it’s tempting to focus on the dream<br />

wish list for your bucolic bolt-hole, but you<br />

should also compile a list of issues to be<br />

aware of (and people who can help you learn<br />

about them).<br />

“If the property you like is being sold by<br />

a licensed real estate agent, remember that<br />

you can ask them anything you like about it”.<br />

“Rural real estate agents have special<br />

skills in this area and they’ll be able to help<br />

you figure out what information you need<br />

to make a well-informed decision. It’s also<br />

a good idea to get your lawyer onboard<br />

early to check titles, consents and other<br />

information that you gather in the process.”<br />

It might feel like you’re getting away from<br />

it all when moving out of town, but rural<br />

developments can be subject to rules that<br />

restrict what you can do. REA recommends<br />

getting your lawyer to check if there are any<br />

covenants on the property that might have<br />

an impact on a future business you may<br />

run there, or any planned building projects.<br />

You don’t want to invest in an alpaca herd<br />

for your new dream property only to find<br />

that it’s not allowed to carry any livestock.<br />

Similarly, it would be tough to discover that<br />

your subdivision plans are not permitted by<br />

council rules.<br />

Be aware that there may be tax<br />

implications if you’re planning to use the<br />

property as a business.<br />

“In general, if it is currently being used for<br />

a business that is tax-registered – whether<br />

that’s selling organic eggs, grazing stock<br />

or running a B&B – then the seller will<br />

probably add GST to the price. This means<br />

you’ll pay an extra <strong>15</strong> per cent, unless you<br />

are also registered for GST. Ask your lawyer<br />

or accountant to check if the house or any<br />

other buildings on the property are GSTexempt.<br />

They will also be able to advise you<br />

on whether you need to be GST-registered.”<br />

A good place to start when trying to<br />

figure out what tax obligations might<br />

attach to your purchase of the property<br />

is Inland Revenue’s property tax decision<br />

tree (available at http://www.ird.govt.<br />

nz/property/property-terms-and-tools/<br />

property-decision-tree/), but keep in mind<br />

that it is always best to seek professional<br />

advice before you make a decision.<br />

Rural properties (like all properties) can<br />

also have easements on the title that relate to<br />

access, water or power. You should ask your<br />

lawyer to check the title and work out what<br />

the easements are, and how they will have an<br />

impact on your rights and responsibilities as<br />

an owner.<br />

“For example, if the title allows a<br />

neighbour access to a piece of their land<br />

through your property, do you have any<br />

right to limit the type and frequency of that<br />

access if you buy it?”<br />

Be aware too that there may be ‘unofficial’<br />

easements operating; the incumbent<br />

owners may have an informal arrangement<br />

with their neighbours, but this may not<br />

remain when the property passes into new<br />

ownership.<br />

Things that we take for granted when<br />

living in urban environments, like water,<br />

sewage and access, can require more<br />

involvement in rural areas. Check the water<br />

sources for the property – if it has its own<br />

bore, are there limits on the amount of<br />

water you can draw from it? What is the<br />

process for ensuring it is safe to drink? What<br />

happens to wastewater and sewage? Are you<br />

prepared for life with a septic tank? Will the<br />

current owner ensure the tank is empty as a<br />

condition of sale?<br />

When it comes to access, will you<br />

share a private road or right of way with<br />

other properties? What will be your<br />

responsibilities and potential costs for<br />

maintaining it? Don’t forget that your<br />

neighbours may be involved in unglamorous<br />

activities at ungodly hours – check the<br />

zoning rules for nearby properties if you’re<br />

worried about noise, smells or traffic. You<br />

might think it’s lovely to have stock grazing<br />

out the window, but are you ready for a<br />

milk tanker driving past every morning? Be<br />

aware that the LIM will not always alert you<br />

to any pending or current NZTA decisions<br />

regarding local highway linkages that often<br />

divert traffic away from urban centres in<br />

favour of immediate rural areas on the town<br />

boundary. Check with NZTA if you think<br />

your property could be affected by road<br />

changes.<br />

Like all property purchases, buying a place<br />

in the country requires careful, objective<br />

consideration.<br />

“There are lots of great things about<br />

living on the land, but it’s best to be realistic<br />

about it. You don’t want to be like the<br />

former townie I met a few weeks ago, who<br />

mournfully told me that their lifestyle<br />

block had become “a life sentence”. Do your<br />

homework and you’re far more likely to live<br />

happily ever after in rural bliss.”<br />

up for sale<br />

Your house is on the market and you hope to<br />

get a good price. While market performance<br />

will largely influence this, presenting your<br />

home at its best will help.<br />

First impressions count from<br />

the moment potential buyers view<br />

a property from the street to the<br />

moment they walk through the front<br />

door.<br />

Weed the garden, cut back unruly<br />

shrubs and prune trees where needed.<br />

Kill off weeds in the lawn, sprinkle<br />

grass seed over bald patches and<br />

fertilise the lawn.<br />

Indoors, tidy up. Get rid of excess<br />

or bulky furniture, toys, books, hobby<br />

items or fitness equipment and if too<br />

many photos on the wall pack these<br />

away so the home looks roomy.<br />

If there is a gap or a room needs<br />

enhancing, look at what you have. A<br />

piece of furniture might be painted up<br />

or an old leather bound book popped<br />

on the coffee table. Shelves will also<br />

add depth to a narrow space while<br />

mirrors may give the illusion of a<br />

larger space. In entryways, add an easy<br />

chair, small table, bookcase or large<br />

up, make sure your log burner is operating<br />

Don’t overload your log burner with<br />

wood. Add small amounts of wood<br />

regularly to maintain a consistent, even<br />

burn and avoid smothering your fire.<br />

Take control<br />

Use the log burner’s airflow controls to<br />

get a steady and controlled flow, ensuring<br />

a hot, efficient fire and minimal smoke<br />

emissions. Avoid closing the air vents<br />

completely, as dampening down can<br />

lead to incomplete combustion and the<br />

release of harmful pollutants. However,<br />

modern, compliant units don’t allow this.<br />

From outside, you will initially see smoke<br />

after starting the fire, but when burning<br />

correctly, there should only be a heat<br />

shimmer.<br />
