Waimakariri<br />

rates could<br />

rise 9.39%<br />

‘‘Uncontrollable costs’’ have been blamed for<br />

pushing rates up to 9.39 percent in the Waimakariri<br />

District.<br />

Rising insurance costs, depreciation and an<br />

uncertain economic environment have combined to<br />

increase the Waimakariri District Council’s<br />

projected average rates rise from 8.94%to9.39%,<br />

chief executive Jeff Millward says.<br />

Meanwhile, the Hurunui District Council has<br />

instructed staff to make some changes to its Long<br />

Term Plan in abid to reduce its proposed 12.37<br />

percent rate rise after last week’s deliberations.<br />

The Waimakariri District Council resumed its<br />

<strong>2024</strong>/34 Long Term Plan deliberations on Tuesday<br />

morning, with Mr Millward and acting finance and<br />

business support general manager Greg Bell<br />

briefing councillors on the challenges it faced.<br />

Mr Millward said the economic environment was<br />

similar to 1987, when interest rates were more than<br />

20%.<br />

‘‘We are facing the prolonged effects of inflation,<br />

so we have no option but to pass on our costs or to<br />

reduce our levels of service.’’<br />

Over the last few weeks the council has been hit<br />

by arevaluation of its three waters assets, which<br />

had led to rising insurance premiums and higher<br />

than expected depreciation costs.<br />

Mr Bell said there were some options for reducing<br />

the rates increase, including selling surplus land,<br />

borrowing more or cutting levels of service.<br />

‘‘There are no easy options at this stage in the<br />

process.<br />

‘‘We are very much in an uncertain environment.<br />

‘‘We don’t know what is going to happen with<br />

inflation and interest rates with Government<br />

changes, and there is uncertainty around the<br />

world.’’<br />

<strong>May</strong>or Dan Gordon called on staff to investigate<br />

options for selling surplus land.<br />

‘‘We thought Covid was difficult, but we’ve had the<br />

unexpected high inflation and interest rates and all<br />

manner of things.<br />

‘‘It has been adifficult year.’’<br />

Lisa’s watermelon seedlings began<br />

producing yellow fruit —pumpkins.<br />

‘‘Initially Iwas abit confused when<br />

yellow pumpkins, not green<br />

watermelons started appearing,’’ says<br />

Lisa.<br />

‘‘So we just left them alone and<br />

neglected them, we didn’t even water<br />

them and forgot about them until one<br />

started growing big.’’<br />

Their large rotund yellow pumpkin<br />

won the biggest pumpkin prize at last<br />

Saturday’s Amberley Farmers’<br />

Market’s Pumpkin Pageant Day.<br />

Organised by Natalie Absalom, the<br />

TimeBank Hurunui and Connect<br />

Hurunui co­ordinator, the Pumpkin<br />

Pageant attracted awide variety of<br />

pumpkins in the various categories<br />

from large to small, oddest to<br />

decorated.<br />

There were orange and grey, black<br />

and dark green ones, plus butternuts<br />

big and small on show at the market.<br />

Many of the stall owners at the<br />

market also embraced the theme of the<br />

pageant, decorating their tables with<br />

pumpkins.<br />

One of the oddest pumpkins on show<br />

was aTriamble grown by Glenmark<br />

Lions member Alistair Malcolm.<br />

The uniquely shaped grey pumpkin,<br />

officially named the Heirloom<br />

Triangular Ironbark Pumpkin or<br />

Triamble, is known for its thick sweet<br />

orange flesh, which is said to be<br />

perfect for baking.<br />

Alistair says he grew his first<br />

Triamble when he was just 15 on a<br />

small patch of land his father, amarket<br />

gardener, had let him use out the back<br />

of the property.<br />

‘‘You don’t see them nowadays,<br />

people just don’t grow them anymore<br />

due to their ugly shape, butthey do<br />

taste very nice,’’ says Alistair.<br />

‘‘We have over the past 10 years,<br />

grown and sold more than 100tonnes<br />

of pumpkins, and the crop is one of our<br />

biggest fundraisers each year.’’<br />

Craft beer enthusiasts around the country<br />

are in for atreat this month as an awardwinning<br />

brew from <strong>North</strong> <strong>Canterbury</strong><br />

makes its way on to shelves in every New<br />

World supermarket in New Zealand.<br />

The Waipara New England IPA from<br />

Brew Moon Brewing Company in<br />

Amberley, <strong>North</strong> <strong>Canterbury</strong>, gained aTop<br />

30 placing in the recent New World Beer &<br />

Cider Awards, beating out over 600 other<br />

entrants.<br />

The ranking means the beer is being<br />

stocked in over 140 New World<br />

supermarkets for at least four weeks.<br />

While the Brew Moon team are no<br />

strangers to awards, having won numerous<br />

medals for their wide rangeofbrews at the<br />

New Zealand Beer Awards over the years,<br />

the glory of appearing in fridges<br />

nationwideisareal bonus.<br />

‘‘We are stoked that abeer named after<br />

alittle <strong>North</strong> <strong>Canterbury</strong>town is going to<br />

be picked up by supermarkets<br />

nationwide,’’ saysBrew Moon Brewery<br />

Manager Oscar McCauley. ‘‘Waipara<br />

translates from Māori as muddy water, so<br />

its apretty apt name for aHazy IPA.<br />

‘‘We love naming our beers after our<br />

local towns so we hope this win will bring<br />

alittle bitof<strong>North</strong> <strong>Canterbury</strong> into homes<br />

all over New Zealand, and open beer<br />

drinkers up to what we’re doing down here<br />

in Amberley.’’<br />

The awards judges dubbed Brew Moon’s<br />

Waipara New England IPA an excellent<br />

beer with great hop intensity. Brew Moon<br />

Head Brewer Andy Duke describes it as, a<br />

super fruity, aromatic number hopped<br />

with varieties from New Zealand and the<br />

United States.<br />

‘‘There’s lots of citrus and tropical hop<br />

character, awee bit of sweetness and a<br />

nice clean finish.<br />

The brew is part of Brew Moon’s core<br />

offering and has been in production since<br />

2019. In that time it has won multiple<br />

medals under previous Head Brewer,<br />

Becs Cope, and, more recently, under Mr<br />

Duke.<br />

The New World Beer &Cider Awards is<br />

in its 10th year.<br />

Each of the 600­plus entries into this<br />

years competition under went an initial<br />

round of judging to find 74 Gold Medalstandard<br />

brews. Another round of judging<br />

resulted inthe Top 30.<br />

the excellent from the outstanding was<br />

harder than ever.’’<br />

Mr McCauley says they are thrilled the<br />

amazing judging panel, whichincludes<br />

some of New Zealand’s top brewers,<br />

ranked their beer so highly.<br />

‘‘We were up against some absolutely<br />

legendarybrews, as well as some<br />

phenomenal new ones, so this placing is a<br />

modifications to the Long Term Plan, in a<br />

bid to get the rates down.<br />

‘‘We understand the financial pressures<br />

facing our community and we have taken<br />

that into consideration.<br />

‘‘As elected memberswewant to ensure<br />

we have aplan in place which is<br />

deliverable, butdoes not reduce our level<br />

of service.’’<br />

NC businesses feeling the pinch<br />

<strong>North</strong> <strong>Canterbury</strong> businesses are<br />

feeling the pinch, with over half<br />

reporting adecreaseinprofitability in<br />

the past six months.<br />

That is the key finding from the latest<br />

<strong>North</strong> <strong>Canterbury</strong> Business Opinion<br />

Survey released this month by<br />

Enterprise <strong>North</strong> <strong>Canterbury</strong> (ENC).<br />

The survey found 55 percent of<br />

surveyed businesses reported<br />

decreased profitability while just 13%<br />

saw an increase.<br />

The resulting Net ­42% is the lowest<br />

recorded sincethe survey began in<br />

2013.<br />

Survey author Miles Dalton of ENC<br />

says the decreaseinprofitability is no<br />

surprise given the rising cost of<br />

business, rising interest rates, and<br />

consumers tightening the purse strings.<br />

The biggest concern for <strong>North</strong><br />

<strong>Canterbury</strong> businesses right now is the<br />

rising cost of doing business.<br />

Ninety two percent of businesses<br />

reported increased costs, and 57% of<br />

businesses named this as their single<br />

biggest limiting factor when it comes to<br />

profitability.<br />

On top of this, retailers have noted<br />

that consumers are being much more<br />

careful about where and when they<br />

spend their money.<br />

marked change in recent months.<br />

‘‘We've definitely noticed ashift in<br />

consumer behaviour due to these<br />

economic pressures.<br />

customers are becoming more<br />

financially cautious.<br />

‘‘For SMEs like ours, it's about<br />

balancing the need to manage rising<br />

costs of goods and labour without overly<br />

burdening our customers.<br />

‘‘It's adelicate balance to maintain<br />

affordability while ensuring we can still<br />

deliver the quality and service our<br />

customers expect,’’ Mr Keen says.<br />

CBK Kaiapoi is one of anumber of<br />

nationwide CBK outlets operating<br />

under the CBK Group. CBK Group CEO<br />

Dan Roos says the current pressure on<br />

businesses is apparent up and down the<br />

country.<br />

‘‘From Paihia to Dunedin, we've<br />

observed notable shifts in business<br />

dynamics nationwide,’’ says Mr Roos.<br />

The increasing costs affecting various<br />

aspects of our operations highlight the<br />

need for strategic business<br />

management.<br />

‘‘The hospitality industry is known for<br />

its thin margins, and the current<br />

economic environment requires<br />

exceptional management skills to<br />

maintain profitability.<br />

‘‘A significant ongoing challenge for<br />

restaurants and bars is the rising cost of<br />

labour. It is essential for businesses to<br />

remain vigilant and adaptable,<br />

ensuring that labour costs are<br />

proportionate to their variable<br />

Despite the difficulties with<br />

profitability, <strong>North</strong> <strong>Canterbury</strong><br />

businesses remain generally positive<br />

tough times and emerge stronger,’’ he<br />

says.<br />

‘‘This mindset fuels our optimism for<br />

the business climate over the coming<br />

months.’’<br />

The survey, which is undertaken<br />

every six months, includes responses<br />

from businesses in both the<br />

Waimakariri and Hurunui districts<br />

across various sectors.<br />

In addition to the statistics on<br />

profitability, cost of doing business and<br />

business confidence, the survey<br />

includes data on <strong>North</strong> <strong>Canterbury</strong><br />

employment trends, investment and<br />

environmental sustainability.<br />

done with a‘‘fake and forgeries’’<br />

Artists’ work will be matched and<br />

brought to life with music performed by<br />

The Meaniez in aconcert at the hall on<br />

Saturday night. On Sunday afternoon The<br />

Quiet Men, Pat on cello and Mark on<br />

piano, will be playing in the hall.<br />

There is no charge for artists wanting to<br />

enter their work in the exhibition.<br />

admire, In the style of another artist, or Art<br />

she is looking forward to exhibiting her<br />

painting, New York City Serenade, a<br />

tribute to the American singer­songwriter<br />

the same name, in the exhibition and<br />

thinks it is an exciting concept. Nigel says<br />

he is hoping the ‘‘fun project" will appeal<br />

to artists and he has joined the Rangiora<br />

Arts Society to learn what makes them<br />

tick.<br />

He has also obtained an introduction to<br />

the Down By The River Tribute Art Show<br />

from afriend, Pittsburgh, Pennsylvania art<br />

teacher, Madeline Darnell.<br />

‘‘Nigel asked me if artists like to copy art<br />

or be inspired by art from the past. The<br />

immediate answer, without hesitating, was<br />

`yes’,'' she says.<br />

‘‘His exhibition is bound to attract the<br />

interest of many types of artists because it<br />

taps into an artist’s dedication to observing<br />

the world, looking at art, and expressing<br />

one’s own life experiences and values in a<br />

new work. It will be achallenge for the<br />

artists and atreat for those who are lucky<br />

WalkieTalkies walk the talk for fundraiser<br />

A50kilometre endurance walk that<br />

began, and finished, in the dark in<br />

Rangiora has raised $6250 for the<br />

Sweet Louise Walk 50k This<strong>May</strong><br />

challenge<br />

The walk was organised by<br />

Rangiora’s Kelly Bruce, aFAB Group<br />

skin therapist training lead, who<br />

initially intended to do the challenge<br />

solo with the aim of raising $1000.<br />

Kelly supports acharity every year.<br />

This year the Sweet Louise<br />

Challenge appealed to Kelly as a<br />

personal event because it supports<br />

people with incurable breast cancer.<br />

She also liked it because the<br />

challenge is designed so anyone can<br />

participate, because the 50km can be<br />

walked in stages at anytime,inany<br />

place,during <strong>May</strong>.<br />

Initially, Kelly planned to do the<br />

challenge by spreading the distance<br />

out over one month, but then decided<br />

to do the 50km in one day.<br />

She soon found agroup of women<br />

friends, friends of friends, neighbours<br />

and new friends, all wantedtojoin her.<br />

They called themselvesthe ‘‘Walkie<br />

Talkies’’ and set off in achilly 0<br />

degreesCelsius about 7amlast<br />

Saturdayinthe Ashley­Rakahuri<br />

Regional Park walking along the<br />

Ashley­Rakahuri River to Waikuku<br />

Beach, Woodend Beach and stopping<br />

for abreak at the Pines Beach half­way<br />

mark. Here they met friendsand<br />

family, who had organised apicnic<br />

lunch for them,before making the<br />

return trip back along the same route.<br />

The walk took just over nine hours to<br />

complete.<br />

The last few kilometres of the return<br />

journey were the hardest because of<br />

exhaustion, but it had also begun to<br />

rain and was bitterly cold.<br />

However theyreceived a‘‘lovely<br />

surprise’’ when friends and family<br />

from the finish to accompanythem<br />

during the final stages of theirjourney.<br />

Kelly is ‘‘really stoked’’ with the<br />

amount of money raised by the Walkie<br />

Talkies.<br />

‘‘It was very cool to be able to post the<br />

amount of money we raised on the<br />

Sweet Louise Challenge website on<br />

Saturday night,’’ she said.<br />

Butthe walk was not just about<br />

raising money for acharity.<br />

‘‘It was also about connectingwith<br />

people, supportingpeople, and<br />

learning how we can support our own<br />

community within that charity, she<br />

said.<br />

‘‘It was areally, really beautiful<br />

walk.You feel good when you are out<br />

there helping people,’’ she said.<br />

With this in mind she is hoping to<br />

organise an even bigger group to take<br />

part in the Sweet Louise Challenge<br />

next year.<br />

Kelly’s past fundraisers have been<br />

for I Am Hope Foundation,the New<br />

Zealand Heart Foundation,Breast<br />

Cancer Foundation NZ and Gumboot<br />

Friday, with support from the Caci<br />

Clinic whereshe used to work. The<br />

Caci Clinic Riccartonalso helped<br />

sponsor Kelly for acorporate boxing<br />

fight she did for the Amputee Society<br />

<strong>Canterbury</strong> and Westland in memory of<br />

her dad who was an amputee.<br />

The Sweet Louise challenge was<br />

launched in 2006 after Scott Perkins<br />

established the Louise Perkins<br />

Foundation in 2005 in memory of his<br />

wife Louise who died of incurable<br />

breast cancer in 2004.<br />

Last year thousands of New<br />

Zealanders participated in the event,<br />

walking more than 100,000km to raise<br />

over $300,000.<br />

This year there are 3879 fundraisers<br />

who have raised $426,740 to date.<br />

Blankets and firewood in Keeping Warm appeal NC<br />

As the winter chill sets in, two <strong>North</strong><br />

<strong>Canterbury</strong> women are moving to<br />

help keep kids and the elderly warm.<br />

Keeping Warm <strong>North</strong> <strong>Canterbury</strong> is<br />

being run by businesswomen Nicole<br />

McKay, of Life in Bloom and Alice<br />

from BlackbirdHire.<br />

Each is running drives to help<br />

warm up the beds and homes of as<br />

many kids and older people as they<br />

can.<br />

They are especially concerned<br />

about people living in emergency<br />

housing and even vehicles as the<br />

weather becomes cold anddamp.<br />

Nicole is appealing for blankets,<br />

duvets,linen, new PJs and sleeping<br />

bags to help keep kids warm.<br />

Alice meanwhile is calling for<br />

donations of firewood, pinecones and<br />

firestarters to fuel fires forthe<br />

elderly.<br />

Donations are being accepted until<br />

June 7.<br />

Nicole says she ran asuccessful<br />

drive for bedding in 2018 with<br />

thousands of blankets, and items to<br />

keep kids warm being donated.<br />

It was the first Give aKid aBlanket<br />

scheme in the South Island —ashortterm<br />

charity running annually<br />

throughout New Zealand during<br />

winter, with the aim of collecting and<br />

distributing warmth to people in<br />

need.<br />

‘‘The response was above and<br />

beyond anything Ihad expected,’’ she<br />

says.<br />

‘‘This year we are holding the<br />

drives for just afew weeks to try to<br />

get as much as we can before the<br />

coldest weather sets in,’’ she says.<br />

Nicole says they will be working<br />

through agencies such as Aged Care,<br />

Aviva, Oranga Tamariki, Rachel’s<br />

House and St John to ensurethe<br />

goods go to those in need.<br />

be delivered to Nicole’s workshop in<br />

Broken armfails to deter Maia<br />

Nothing was going to keep<br />

Maia Thorpe from retaining<br />

her age group school crosscountry<br />

title —not even a<br />

broken wrist and arm.<br />

Acouple of weeks ago Maia<br />

Thorpe, aged 10, aYear 6pupil<br />

at Ashgrove School, and akeen<br />

sportswoman, broke her wrist<br />

and arm while playing soccer<br />

at school.<br />

Then last Wednesday, she<br />

decided she wanted to defend<br />

her age group title at her<br />

school's cross country<br />

championship.<br />

She had won the title for her<br />

age the last two years, and<br />

didn’t want abroken arm to<br />

ruin her chances of keeping<br />

her crown.<br />

‘‘I wanted to run, but the<br />

doctor said he wouldn’t advise<br />

it as it was too soon after the<br />

accident, so did my dad —Brad<br />

Thorpe —but Iwas<br />

determined to race and retain<br />

my title as the fastest runner in<br />

my age group at school.’’<br />

‘‘However, Iwas very<br />

nervous as Ididn’t know how to<br />

run with the heavy cast in<br />

place on my left arm.’’<br />

The race was laps of the<br />

nearby Ashgrove Park.<br />

‘‘I thought it would be abit<br />

sore and heavy, but Dad<br />

adapted abroken shoulder<br />

strap he had that helped me<br />

run comfortably. He also<br />

advised me to grab hold of my<br />

t­shirt with my left hand to stop<br />

it swinging around.’’<br />

She easily won the race, but<br />

could hear her friend Isla<br />

Kelso catching her near the<br />

finish.<br />

When she finally gets the<br />

cast off, Maia says she is hoping<br />

to get in acouple of league and<br />

rugby games before the season<br />

ends.<br />

‘‘It is sore at the moment and<br />

very itchy. The doctor said I<br />

can’t scratch it, but they will<br />

cut this cast off this week to see<br />

how it's healing, Imight get a<br />

shorter lighter one,’’ she says.<br />

While waiting for her trip to<br />

the emergency department at<br />

the hospital, Maia says her arm<br />

looked abit longer as she sat<br />

with the teacher who helped<br />

keep her spirits up after the<br />

accident with funny stories.<br />

‘‘Dad had to take me there in<br />

his work truck, and then he<br />

carried me into the hospital<br />

where they x­rayed it and put<br />

the cast on it. They put it in a<br />

sling but it didn’t fit, so Ihad to<br />

get another one.’’<br />

It was also very eye­opening<br />

for the young athlete as she<br />

saw many other children and<br />

people in the ED, all waiting to<br />

get acast on their injuries.<br />

‘‘It was very hard for me to<br />

stop giggling, as the doctor had<br />

given me laughing gas, and it<br />

all felt so funny.’’<br />

An American, an Australian and aNew<br />

Zealander will emerge from the shadows of<br />

Christchurch’s Port Hills next month, to<br />

lend ahelping hand to the Oxford Cancer<br />

Support Group.<br />

Justin Rogers on mandolin, guitar and<br />

vocal, Gary Eiford on guitar, acoustic bass<br />

and vocals and Kiwi Steve Stern, singer,<br />

banjo and guitar player, will entertain at a<br />

fundraiser in the Oxford Town Hall on<br />

June 22, showcasing Bluegrass, Old­Timey<br />

and Americana music.<br />

The Port Hillbillies have been playing<br />

together for over five years, playing arange<br />

of songs and tunes from toe tapping<br />

recognisable standards to obscure songs<br />

from neighbourhood genres that have been<br />

given the Port Hillbillies makeover.<br />

They were formed out of the<br />

Christchurch Folk Music Club’s open mic<br />

concerts, and began life as afour piece with<br />

guitar, bass, banjo and mandolin.<br />

They got together on aTuesday night to<br />

trade tunes.<br />

Now athree­piece, they are no stranger<br />

to Oxford, having played at the town hall<br />

before.<br />

This performance begins at 7.30pm.<br />

Bypass going ahead<br />

Following last week’s Roads of<br />

Regional Significance announcement<br />

by Transport Minister Simeon Brown,<br />

my offices in Rangiora and Kaiapoi<br />

were inundated with questions about<br />

whether the Woodend Bypass would<br />

still be going ahead.<br />

It’s great to see that there is so much<br />

continued interest in this project.<br />

As you are no doubt aware, its been a<br />

major local priority for me for many<br />

years, which is why Ihave been<br />

passionately advocating for it for so<br />

long with regular meetings,apublic<br />

rally and continued pressure on the<br />

previous Government, who cancelled it<br />

when it came into power.<br />

I've been happy to confirm to all<br />

those concerned the Woodend Bypass<br />

will, of course, still be going ahead as<br />

previouslyannounced.<br />

The Roads of Regional Significance<br />

announced last week will sit alongside<br />

the Roads of National Significance<br />

which had already been laid out in the<br />

draft Government Policy Statement on<br />

land transport <strong>2024</strong>.<br />

Iamlooking forward to construction<br />

starting as promised, and Iknow it will<br />

make ahuge positive differencetothe<br />

increasing number of commuters<br />

travelling to and from Christchurch, as<br />

well as the community of Woodend<br />

which has been patiently waiting for a<br />

bypass for some time.<br />

It was apleasure to host my<br />

colleague and New Zealand’s first<br />

Minister for Manufacturing, Andrew<br />

Bayly, in the Waimakariri acouple of<br />

weeks ago.<br />

Iintroduced him to Rick Allaway<br />

and his team at the country’s largest<br />

doormanufacturer, Hallmark, in<br />

Rangiora.<br />

It’s great to have companies of such<br />

national significance on our doorstep<br />

and it was avery informative visit, so I<br />

thank Rick for taking the time to show<br />

us around.<br />

One of the pleasures of being alocal<br />

MP is speaking to various groups and<br />

organisations about my work both<br />

locally and in Parliament, and I<br />

recently hosted agroup of students<br />

from St Josephs School at the Beehive.<br />

It’s always nice to see some familiar<br />

local faces when school groups from<br />

Waimakariri come to Wellington, and<br />

let’s face it, they could be the next<br />

generation of politicians, so its great to<br />

be able to show them around and<br />

answer their questions about<br />

Parliament and the role of apolitician.<br />

Water tests clarified<br />

There has been abit in other media<br />

lately discussing nitrate levels,<br />

predominantly in private wells in the<br />

Waimakariri and other neighbouring<br />

districts.<br />

Iwould just like to clarify afew<br />

things.<br />

The testing was carried out by<br />

Greenpeace.<br />

It alleges that several public water<br />

supplies have concerning levels of<br />

nitrates present in the samples, and in<br />

the Waimakariri this included the<br />

Oxford Rural No 1supply.<br />

This is simply nottrue.<br />

Council drinking water supplies are<br />

tested monthly for nitrates in<br />

accordance with the Drinking Water<br />

Quality Assurance Rules which sets out<br />

source water monitoringrequirements.<br />

The results across all Council water<br />

supplies are all less than 50 per cent of<br />

the Maximum Allowable Value (MAV)<br />

under the Drinking Water Standards<br />

(which aligns with World Health<br />

Organisation guidelines). This means<br />

they are all less than 5.65 mg/L.<br />

Taumata Arowai, the water services<br />

regulator, are responsible for making<br />

sure drinking water suppliers provide<br />

safe drinking water.<br />

Taumata Arowai has set the MAV for<br />

Nitrate­N in drinking water at 11.3mg/<br />

L, which is in line with the guidelines<br />

from the World Health Organisation<br />

and other international standards<br />

are well within safe drinking water<br />

standard.<br />

For private well owners in the<br />

district who have been alarmed by the<br />

levels alleged by Greenpeace, Iwould<br />

suggest having their water tested by a<br />

registered laboratory, so they have all<br />

the necessary and factual information.<br />

If residents are currently not on<br />

council water supplies, but would like<br />

to discuss their options, then they can<br />

contact our customer services team and<br />

be put in touch with staff to talk about<br />

their water supply options.<br />

Futureoflocalgovernment is at risk -review chair<br />

The future of local government is at risk,<br />

warns the author of areport into the<br />

future of the sector.<br />

It has been nearly ayear since the<br />

Future of Local Government Review<br />

panel’s report recommended sweeping<br />

changes to the sector.<br />

The report's review panel made 17<br />

recommendations to the Government in<br />

June 20<strong>23</strong>, including strengthening the<br />

relationship between centraland local<br />

government, stronger partnerships with<br />

mana whenua, lowering the voting age and<br />

extending council terms.<br />

Former Waimakariri District Council<br />

chief executive Jim Palmer, who chaired<br />

the review panel, said fundamental<br />

change was needed, but he did not expect<br />

major changes anytime soon.<br />

‘‘We are understanding of the current<br />

context and realise only some of the<br />

recommendations will be picked and that<br />

is the reality.<br />

‘‘But the piece of work will stand the test<br />

of time. In adecade or so if things don't<br />

change, things will only get worse.<br />

‘‘When people look back and blow the<br />

dust off the report, the recommendations<br />

will still be relevant.’’<br />

During aGovernance and<br />

Administration Committee debate in<br />

Parliament on Tuesday (<strong>May</strong> 7), Local<br />

Government Minister Simeon Brown<br />

dismissed several of the report’s<br />

recommendations as ‘‘woke answers’’.<br />

But Mr Palmer said he was optimistic<br />

some changes were being looked at,<br />

includinggreater collaboration between<br />

local and central government.<br />

This included ‘‘city and regional deals’’,<br />

where councils partnered with central<br />

Government to achieve improved<br />

outcomes.<br />

Discussiononfour­year terms was also<br />

getting ‘‘some currency’’ among<br />

politicians, he said.<br />

Māori wards and the prospect of<br />

referendums in the <strong>North</strong> Island was<br />

hitting the headlines, but Mr Palmer said<br />

there were other ways for local councils to<br />

work with mana whenua.<br />

‘‘It should be about encouraging and<br />

finding more ways for mana whenua and<br />

others to participate, so the tyranny of the<br />

majority isn't always what plays out.’’<br />

He said the biggest barrier for local<br />

Rūnangawas alack of resourcing, as they<br />

relied on volunteersand did not always<br />

have the ability to respond.<br />

The recommendation to lower the<br />

voting age to 16­years has received plenty<br />

of attention, but Mr Palmer said this was<br />

one of several options proposed to<br />

encourage greater participation.<br />

‘‘Participation has fallen dramatically in<br />

recent years and so it is about ‘how do we<br />

get people engaged in matters which affect<br />

them locally’.<br />

The panel surveyed young people<br />

around the country and there was strong<br />

support for youth participation, but it was<br />

not just about voting, he said. Mr Palmer<br />

noted the role of youth councils in giving<br />

young people avoice and advocated for<br />

innovative ways of engaging with<br />

communities. Local government was ‘‘an<br />

inter­generational business’’, so thinking<br />

‘‘beyond the next three­year cycle’’ was<br />

essential.<br />

Cape Tulip warning<br />

Gardeners and landowners are being<br />

asked to keep alookoutfor the cape<br />

tulip, which is ‘‘highly toxic’’<br />

The plant has been found in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Biosecurity New Zealand is also<br />

warning people not to touch or dig up<br />

the poisonous plant, which has pretty<br />

flowers.<br />

‘‘Despite appearances, the cape<br />

tulip is ahighly toxic, non­native<br />

plant, and dangerous to both humans<br />

and livestock,’’ Biosecurity New<br />

Zealand pest managementmanager<br />

John Sanson says.<br />

‘‘Every part of this plant, whether<br />

fresh or dried, contains poisonous<br />

compounds.’’<br />

People who believe they have found<br />

acape tulip plant should keep well<br />

clear of it and immediately call<br />

Biosecurity New Zealand’s exotic pest<br />

and disease freephone 0800 80 99 66.<br />

Poisoning symptoms include<br />

gastroenteritis, thirst, paralysis,<br />

blindness, and heart and kidney<br />

failure.<br />

The cape tulip was introduced to<br />

New Zealand from South Africa as a<br />

garden plant.<br />

It is now banned from sale,<br />

propagation, and distribution, and is<br />

one of the weeds and pests being<br />

eradicated under the national interest<br />

pest response programme, led and<br />

funded by Biosecurity New Zealand in<br />

partnership with regional councils<br />

and the Department of Conservation.<br />

It was recognised as anoxious plant<br />

in New Zealand in 1978, andsince then<br />

more than 500 sites have been<br />

confirmed.<br />

More than <strong>23</strong>0 of these siteswere<br />

located in the <strong>Canterbury</strong> region,<br />

including<strong>North</strong> <strong>Canterbury</strong>, mostly in<br />

Cape tulip<br />

home gardens.<br />

Eradication from individual sites<br />

has been successful, and now only 29<br />

known cape tulip sites remain.<br />

Ten are in the Marlborough Sounds<br />

andthree plants were recently located<br />

in aMid­<strong>Canterbury</strong> garden.<br />

Thecape tulip can grow to 90cm tall,<br />

has between 3000 and 6000 seeds per<br />

plant and can spread quickly,<br />

establishing dense colonies overwide<br />

areas of pasture which could cause<br />

severe economicconsequences for the<br />

New Zealand agricultural industry.<br />

Plants and/or flowers can appear<br />

between June and December.<br />

Flowers are usually salmon­pink<br />

with aband of deeper colour near the<br />

baseofthe petals, sometimes with a<br />

yellow centre.<br />

Bylaw proposes ban<br />

Dogs will be banned from the Ashley<br />

Rakahuri River estuary in <strong>Canterbury</strong><br />

if anew bylaw gets approved.<br />

The Waimakariri District Council is<br />

consulting on anew <strong>North</strong>ern Pegasus<br />

BayBylaw, which governs what<br />

activities are allowed on the district’s<br />

beaches.<br />

Councillor Al Blackie said the<br />

biggest change was extending the area<br />

where dogs were prohibited to include<br />

the entire spit and the Ashley<br />

Rakahuri River and Saltwater Creek<br />

estuary.<br />

‘‘I am expecting it to be a<br />

controversial, but we will see how it<br />

goes.’’<br />

The new rules will remove an<br />

exemption which had allowed holders<br />

of Fish and Game hunting licenses to<br />

take their dogs into the estuary area<br />

during gamebird hunting season.<br />

The measures are designed to<br />

protect ecological valuesand bird<br />

habitats around the estuary and<br />

wetlands.<br />

The estuary is home to threatened<br />

bird species including wrybills, blackbill<br />

gulls, banded dotterels, blackfronted<br />

terns and pied oystercatchers,<br />

some of which are also endangered.<br />

People will still be able to walk their<br />

dogs on other beaches on the<br />

Waimakariri district’s coastline.<br />

‘‘Wehavegot 7­8km of beach to<br />

exercise on, so there is plenty of room.<br />

Just stayaway from the estuary,’’ Cr<br />

Blackie said.<br />

Another change is extend the ban for<br />

aircraft, including drones, taking off<br />

and landing within the estuary area<br />

and nearby beach.<br />

‘‘When you have the drones flying<br />

low, the birds think it is an eagle so it<br />

disturbs them,’’ Cr Blackie said.<br />

Fires and fireworks are also banned<br />

in the estuary area, but cultural<br />

cooking fires and braziers are allowed.<br />

The bylaw also has rules around<br />

access for horses and vehicles to the<br />

beachareas.<br />

‘‘We arenever going to get it right or<br />

please everybody, so it is a<br />

compromise,’’ Cr Blackie said.<br />

‘‘But it is ahell of alot better than it<br />

was six years ago. The public is getting<br />

better educated and the awareness of<br />

the bylaw is much better now.’’<br />

The changes have been made<br />

following abylaw review and abeach<br />

users survey held over the summer.<br />

The review received 48 submissions,<br />

while there were 380 responses to the<br />

survey.<br />

The original <strong>North</strong>ern Pegasus Bay<br />

Bylaw became operative in 2010 and<br />

was updated in 2016.<br />

It is reviewed every five years, and<br />

was due to be reviewed in 2021, but was<br />

delayed due to Covid.<br />

Atemporary bylaw is been in place<br />

for the last 12 months.<br />

Submissions close on June 14.<br />

Public drop in sessions have been<br />

held this week, with further sessions at<br />

the Pines Beach Community Hall on<br />

June 5, from 5.30pm to 6.30pm, at the<br />

Waiora Links Community Cuppa at the<br />

Pegasus Community Centre on June 12,<br />

from 10am.<br />

Little Blue penguins given helping hand<br />

Kaikōura’s little penguins have<br />

received ahelping hand ahead of their<br />

breeding season.<br />

Volunteers turned out in force on<br />

Saturday to tidy up alittle penguin<br />

sanctuary next to the South Bay<br />

Harbour.<br />

The sanctuary was developed by the<br />

Kaikōura Ocean Research Institute<br />

(KORI) more than four years ago, in<br />

partnership with the community.<br />

The colony was fenced off to protect<br />

the penguins from dogs, cats,<br />

hedgehogs, rats and humans.<br />

KORI director Dr Jody Weir said the<br />

autumn was the ideal time for an<br />

annual clean up.<br />

‘‘This is the time of year when the<br />

penguins have finished their annual<br />

moult and it is amonth beforethey<br />

startbreeding.<br />

‘‘Once eggs arelaid, there’s always<br />

penguins onshore, so this is the time of<br />

year when there are no penguins<br />

about during the day.’’<br />

Dr Weir said the penguins went<br />

through ‘‘a catastrophic moult’’ when<br />

they lost all their feathersatonce and<br />

lost alot of weight, as they were<br />

unable to go to sea to feed.<br />

‘‘Their feathers arelike awetsuit.<br />

‘‘They don’t even feel the water.’’<br />

Volunteers cleaned out the nest<br />

boxes of feathersand penguin<br />

droppings, and did weeding and<br />

general maintenance.<br />

Dr Weir said removing the<br />

underbrush meant rats and mice had<br />

nowhere to hide.<br />

The KaikōuraLions joined in to<br />

repair the fencing.<br />

The colony has been fenced off to<br />

deter predators, with the penguins<br />

able to access the nesting area via a<br />

Before fencing off the colony, Mr<br />

Weir said there were dogs and other<br />

predators running through the nesting<br />

area.<br />

‘‘The dogs like the penguins because<br />

they squeak.<br />

‘‘People just being curious can be a<br />

threat in opening up nest boxes and<br />

having alook.’’<br />

In the busy harbour area, penguins<br />

could be killed at sea, on the road or<br />

under houses, so giving them an<br />

enclosed area provided some<br />

protection.<br />

be the only little penguin colony along<br />

the Kaikōura coastline.<br />

The fencing was funded by grants<br />

from the Kaikōura District Council,<br />

Ryman Healthcare and Kaikōura’s<br />

two Lions clubs.<br />

‘‘It is nothing fancy.<br />

‘‘I think acat could get over it and a<br />

person could climb over it, but it is a<br />

deterrent,’’ Dr Weir said.<br />

Volunteers used trapping inside the<br />

enclosure to catch any predators<br />

which did get inside.<br />

Signage has been created by local<br />

school children, including abillboard<br />

giving acartoon story of the life cycle<br />

of apenguin.<br />

KORI has been running apenguin<br />

education and awareness programme<br />

with local school children, community<br />

groups and visiting university<br />

students for the last 12 years.<br />

‘‘We sit outside the colony and talk<br />

about the penguins, the threats and<br />

what we can do to help them,’’ Dr Weir<br />

said.<br />

‘‘And we take small groups in to have<br />

alook at the penguins.<br />

‘‘There is no touching of the<br />

penguins and they may only have 10<br />

seconds looking at apenguin, butthe<br />

kids love it.’’<br />

Lessons learnt from amajor swift water<br />

rescue seven years ago came to fruition<br />

when the <strong>North</strong> <strong>Canterbury</strong>Coast Guard<br />

unveiled its new Swift Water Rescue<br />

Team’s enhanced capabilities on<br />

Sunday.<br />

Coast Guard regional manager<br />

Southern Rob Creasy says the Swift<br />

Water Rescue Team (SWRT) really<br />

came into being after the rescue of eight<br />

people from aflood in the Waimakariri<br />

River on November 8, 2017 using<br />

Kaiapoi 1and Rangiora High Rescue —<br />

IRBs with propellers outboard.<br />

After this event the unit realised it<br />

neededalotmore training, skill<br />

development, and knowledge for<br />

flooded river rescue work.<br />

The volunteers stepped uptheir<br />

training specificallyfor swiftwater<br />

work.<br />

He says this meant they were better<br />

prepared to respond to the Darfield<br />

flooding of <strong>May</strong> 31, 2021. The flood<br />

devastated vast swathes of farmland in<br />

the South <strong>Canterbury</strong> region.<br />

‘‘It was ahigh­pressuresituation,<br />

where the man was plucked out of the<br />

water by an NH­90. Iwas fortunate to be<br />

involved in the debrief from this event,<br />

and Isaw volunteers recognise the<br />

magnitude of what happened.’’<br />

He says the team also recognised the<br />

need for amore specialist IRBand later<br />

in 2022, the idea was put forwardtobuy<br />

aspecialist inflatable jet boat with a<br />

‘‘funny­looking’’ outboard motor on it.<br />

The outboard motor was ajet<br />

propelled power source allowing the<br />

rescue boat to work in only 20cms of<br />

water and alsooperate in rivers<br />

inundated with fencing and other debris<br />

whichwould snag atypical propeller<br />

driven outboard motor.<br />

Mr Creasy says this vessel represents<br />

asubstantial levelling up in all aspects<br />

of <strong>North</strong> <strong>Canterbury</strong>’s swiftwater<br />

operations.<br />

‘‘The new engine increases the<br />

capability of the boat which makes it<br />

able to operate in many waterways in<br />

the <strong>Canterbury</strong> region.’’<br />

The SWRT also unveiled anew Fuso<br />

Canter 4x4 truck and boat trailer, which<br />

can now access, launch, and incident<br />

manage areas where mosttowing<br />

vehicles are unable to get to –day or<br />

night, storm or sunshine.<br />

It allows for alocation based<br />

headquarters and communications<br />

centre onsite, closer to the responders.<br />

Mr Creasy says the <strong>North</strong> <strong>Canterbury</strong><br />

volunteershave investedconsiderable<br />

time, effort, and experience to build<br />

their swift water operations capability<br />

through substantialtrainingtoincrease<br />

search and rescue capability.<br />

‘‘Given the plethora of inland rivers,<br />

lakes, and waterways in the <strong>Canterbury</strong><br />

region, this team has the reach to save<br />

lives on the water, whereverthey may<br />

be.<br />

‘‘The challenge for the Southern<br />

Regional team is to ensure we have the<br />

right people, with the right tools, in the<br />

right place. Blackwell Rescue,<strong>North</strong><br />

<strong>Canterbury</strong> Mobile 1, and the<br />

Coastguard <strong>North</strong> <strong>Canterbury</strong> swift<br />

water rescue team areakey part of this<br />

Alternative education supports localyouth<br />

Tucked away on afour hectare block<br />

between Kaiapoi and Rangioraisanew<br />

alternativeeducation programme for<br />

students who struggle to fit into the<br />

mainstream.<br />

The Noaia Charitable Trust, based at<br />

Tuahiwi, took over the <strong>North</strong><br />

<strong>Canterbury</strong> alternative education<br />

programme from Rangiora High School<br />

in term one.<br />

It now takes in up to 16 students aged<br />

13 to 16 years from Kaiapoi and<br />

Rangiora High Schools, Oxford, Amuri<br />

and Cheviot area schools,Hurunui<br />

College and Rangiora New Life School.<br />

Programme manager Jackie Freeman<br />

said the smallnumbers makes it easier<br />

to cater to the students’ individual<br />

learning needs, includingsupporting<br />

them to earn NCEA credits.<br />

‘‘We do an individual learning plan for<br />

each of our young people.<br />

‘‘There is amisconception only<br />

naughty kids access alternative<br />

education, but there is arange of<br />

reasonswhy young people come here.’’<br />

Most of the students were<br />

neurodiverse or were kinesthetic<br />

learners (learning through physical<br />

activity) and often both, she said.<br />

‘‘We are able to identify when the kids<br />

are getting frustrated or struggling with<br />

their work as soon as it happens,due to<br />

having smaller numbers.<br />

‘‘We can see the bubble before it turns<br />

into ageyser.’’<br />

Students can attend the Ruataniwha<br />

programme anywhere from one term or<br />

up to three years.<br />

The programme can support students<br />

to transition back to school or into work<br />

or further study options.<br />

‘‘We can be what we need to be for<br />

each of the individuals.’’<br />

Mrs Freeman said the funding allowed<br />

her to employ one full­time and two parttime<br />

tutors and she looked for particular<br />

skill­sets.<br />

This included abackground of<br />

working withchildren through trauma,<br />

or working in youth justice or pastoral<br />

care roles.<br />

Transportisprovided to get the<br />

students to school on time, with<br />

breakfastprovided thanks to the<br />

Sanitarium Breakfast Club.<br />

Lunches are also provided, with fresh<br />

vegetables from abig, one acregarden.<br />

‘‘One of our tutors is an amazing cook,<br />

so the students are so spoilt,’’ Mrs<br />

Freeman said.<br />

The Noaia Charitable Trust was<br />

underpinned by kaupapa Māori<br />

philosophy<br />

It alsooffers the E Tū Rangatira<br />

training programme with up to 16 places<br />

for rangitahi Māoriaged 16 to 24 years.<br />

Kaikōura ratepayers face hefty rates rise<br />

Kaikōura ratepayers areset to face an<br />

averagerates hike of 14.75 percent,<br />

following hearings and deliberations<br />

last week.<br />

After receiving 124 submissions and<br />

facing ahefty insurancebill, the<br />

Kaikōura District Council has<br />

increased its proposed average rates<br />

rise from 14.5% to 14.75%.<br />

Chief executive Will Doughty said the<br />

deliberations were ‘‘relatively straight<br />

forward’’, after the majority of<br />

submissions were in support of the draft<br />

<strong>2024</strong>/34 Long Term Plan.<br />

He said 124 submissions was ‘‘a great<br />

result’’, after just 71 were received<br />

three years ago.<br />

Of the respondents, 86% supported<br />

increasing the council'sspending on<br />

footpaths, while 97% were in favour of<br />

the council giving financialassistance<br />

to the Whale Trail cycle way from Picton<br />

to Kaikōura.<br />

‘‘We had some reallypositive<br />

submissions around the Whale Trail as<br />

peoplesee the economic benefit, the<br />

health and wellbeing benefits,and it is<br />

aboutpromoting alternative modes of<br />

transport,’’ Mr Doughty said.<br />

The council planned to invest<br />

$200,000 of capital investment over four<br />

yearsinto the Whale Trail project.<br />

It will also spendupto$80,000 ayear<br />

on maintenance work over the next 10<br />

years.<br />

The council was facing ahike in<br />

insurancepremiums for its three waters<br />

infrastructure,MrDoughty said.<br />

‘‘We had anticipatedanincrease,but<br />

we weren't expecting an 80% jump over<br />

the next two years.’’<br />

Councillors alsovoted to increase<br />

funding to the Kaikōura Aquatic Centre<br />

from $70,000 to $85,000 ayear.<br />

Mr Doughty said the aquatic centre's<br />

trustees were working on astrategy to<br />

reinvigorate the centre, which opened<br />

in 2021, and were planningmore<br />

fundraising.<br />

The Long Term Plan also has<br />

provision to invest in the town centre,<br />

West End, in years five and six.<br />

‘‘The West End is the heart of the<br />

town,’’ Mr Doughty said.<br />

‘‘There are various initiativeslike the<br />

new toilet block and there is a<br />

defining what is required, but there is<br />

some acknowledgementthat it is the<br />

core of the town.’’<br />

An order was placed last month for<br />

new prefabricated units to replace the<br />

existing West End toilet, which is being<br />

funded by the Government's‘‘Better<br />

Off’’ funding.<br />

The council will now await afinal<br />

audit from Audit New Zealand, before<br />

adopting the final <strong>2024</strong>/34 Long Term<br />

Plan at its June council meeting.<br />

Breaking down stereotyping atool at atime<br />

When Phillipa (Pip) Croft entered the<br />

hire business she had only ever used a<br />

battery drill.<br />

Today, in just six years in the industry,<br />

she has risen to branch manager of<br />

Kennards Hire in Rangiora, and knows<br />

every tool of the trade.<br />

She has astaff of four full timers, and<br />

apart time worker —all males.<br />

‘‘Its definitely been alearning curve.’’<br />

says Pip, who has been in the managers<br />

job two years in July.<br />

Many visitors to the Southbrook<br />

business often mistake her for the office<br />

or accounts lady. It gives her great pride<br />

handing them her business card with<br />

her title on it.<br />

‘‘You should watch their face change<br />

when Ihand over my card, or when the<br />

staff say they had better speak to the<br />

boss lady,’’ says Pip.<br />

Pip credits Kennards with taking a<br />

‘‘huge leap of faith’’ in her ability to do<br />

the job, in what has traditionally been a<br />

man’s world.<br />

She is one of two female managers<br />

nationwide for the business, and is<br />

noticing more women getting involved<br />

in businesses traditionally the domain<br />

of men, and challenging stereotypes.<br />

Pip loves seeing the many women who<br />

turn up to hire tools of their trade, or to<br />

do aDIY job or two at home.<br />

She began her career in the industry<br />

as an office administrator for Stella<br />

Hire, but when it was bought out by<br />

Kennard, she was given anew role in the<br />

Christchurch­based operation.<br />

She worked her way up to asecond­incharge,<br />

and then to the branch manager<br />

role in Rangiora when Rangiora Hire<br />

was also bought out by Kennards.<br />

It is along way from Pip’s previous<br />

jobs. She was alegal secretary for 20<br />

years, the national administrator for<br />

NFP, atutor for at risk youth, and owner<br />

of alarge ceramic manufacturing plant<br />

in Auckland.<br />

‘‘The hire industry chose me, and I<br />

love what Ido,’’ she says.<br />

Pip, aCantabrian, says it has also been<br />

great coming home, firstly to<br />

Christchurch and then to Rangiora,<br />

where she and her husband now live.<br />

‘‘We couldn’t afford to stay in<br />

Auckland, so we headed south and it is<br />

the best move we could have made. It is<br />

nice to come home.’’<br />

At work she enjoys the people, the<br />

challenges, and helping make sure<br />

people get the right equipment for the<br />

job.<br />

Seeing more women step into<br />

construction and giving it ‘‘their all’’, is<br />

also inspiring.<br />

‘‘The women who come in and can<br />

swing ajack hammer alongside the boys<br />

is great.’’<br />

Pip says women bring balance to the<br />

industry and she would encourage any<br />

women out there contemplating the<br />

construction or hire industry to get in to<br />

it ‘‘boots and all’’.<br />

‘‘I am extremely proud to be working<br />

for afamily­owned business. The people<br />

are wonderful and we have awork life<br />

balance introduced by Kennards in the<br />

past year, reducing our working week to<br />

give us more time with our families.<br />

CureBoat Club mural positively received<br />

The new Cure Boating Club mural on<br />

the Kaiapoi river is attracting alot of<br />

positive comments, says club vice<br />

president Peter Midgley.<br />

‘‘A huge thank you to all who made a<br />

financial contribution towards the<br />

painting of our amazing mural. We are<br />

incredibly proud of the result.<br />

‘‘We havehad aterrific response<br />

from the public about our mural<br />

celebrating the Cure Boating Club’s<br />

long association with the Kaiapoi<br />

River.’’<br />

He says many people are commenting<br />

that it brightens the previously empty<br />

space up and livens up the area.<br />

Painted by acclaimed artist, Mel<br />

Eaton and the Waimakariri Public Arts<br />

Trust, the unique thing about the mural<br />

is that at high tide visitors will see the<br />

town’s name reflected correctly in the<br />

river and they can use it as abackdrop<br />

for visitor photos.<br />

Peter says that while the mural is<br />

almost complete (it is just awaiting the<br />

final top coat –ananti graffiti coating,<br />

when the weather is right), there's still<br />

alot of work to complete the rebuild<br />

inside the quake damaged building.<br />

‘‘All financial support to see this<br />

through is greatly appreciated.’’<br />

Once the mural is completed, any<br />

additional funding and sponsorship<br />

will be going towards the completion of<br />

the building rebuild (post­earthquake)<br />

which has been along and ongoing<br />

project for the small club.<br />

Peter says they have been on the river<br />

for 154 years.<br />

Kaiapoi developmentsbegin<br />

Scenic improvements are taking shape<br />

along Courtney Drive and Charters<br />

Street in Kaiapoi, as work on two major<br />

projects continues. At the Huria<br />

Mahinga Kai Reserve, work by the Te<br />

Kōhaka o Tūhaitara Trust on contract<br />

from the Waimakariri District Council<br />

has seen the main entrance timber<br />

Waha structure erected over the past<br />

two weeks.<br />

This is the next stage of hard<br />

landscape design the trust is carrying<br />

out around the Huria Mahinga Kai and<br />

Heritage Reserve area.<br />

On the schedule are custom palisade<br />

The trust is committed to making the<br />

Huria Mahinga Kai Reserve an even<br />

more beautiful and vibrant space for<br />

everyone to enjoy.<br />

Next door ongoing work on the<br />

Kaiapoi Community Hub continues in<br />

the red zone area east of the town's<br />

CBD.<br />

The council says there are four<br />

groups committed to building facilities<br />

at the site, including the Kaiapoi<br />

Croquet Club, Kaiapoi Menz Shed,<br />

Youth Development and Opportunities<br />

Trust (YDOT), and Satisfy Food Rescue.<br />

Council spokesperson says the<br />

council is working with the Croquet<br />

Group to finalise its sale and purchase<br />

agreement whichinvolves the council<br />

receiving the club’s site at Revell Street<br />

in exchange for the building of two new<br />

greens at the Hub.<br />

In addition to the construction of the<br />

lawns, the Croquet Club has received a<br />

30­year lease at the Kaiapoi Community<br />

Hub.<br />

Work started in October 20<strong>23</strong> and it<br />

involves the construction of anew<br />

croquet lawn, with water supply and<br />

irrigation, services for future buildings<br />

A$630,331 contract was awarded and<br />

is funded through the previous longterm<br />

plan. The second stage of<br />

construction involves the electrical<br />

work and services through the site as<br />

well as leases being signed with the<br />

other groups.<br />

Stage three involves landscaping and<br />

aneighbourhood playground –the<br />

council hopes this work will start in<br />

July.<br />

The land is owned by the council, and<br />

leaseholders will be responsible for<br />

their builds, along with costs associated<br />

with this.<br />

However, the council will maintain<br />

the surrounding grounds, and work<br />

with the user groups in guiding and<br />

supporting them through their building<br />

process.<br />

On Kings Birthday weekend, June 1<br />

and 2, it turns 150, and it is inviting the<br />

public along to the birthdaybash.<br />

Rangiora Fire Station Chief Fire<br />

Officer Brook Retallick says it is agreat<br />

opportunity to showcasehow the station<br />

and appliances work, talk about their<br />

long and illustrious history, and<br />

celebrate the strong community<br />

involvement and family commitment of<br />

members.<br />

‘‘The brigade is everyone’s second<br />

family.<br />

‘‘We come together for acommon<br />

purpose —tohelp our community when<br />

they need it the most—and to be there<br />

for each other when we need amoment<br />

to reflectonwhat we have just seen and<br />

been apart of.’’<br />

The strong family and community vibe<br />

comes from everyone looking out for<br />

each other, familiesbeing part of the<br />

brigade's social life, and the strong<br />

feelings of camaraderie members feel<br />

while serving their communities.<br />

The brigade was established in 1874,<br />

back when Rangiora was asmall<br />

sawmilling town and fires were put out<br />

by bucket brigades.<br />

Since then, the town has grown to a<br />

population of nearly 20,000, most<br />

significantly after the Christchurch<br />

earthquakes, and the volunteer fire<br />

brigade has two fire trucks, one tanker,<br />

acommand unit and 38 volunteer<br />

members.<br />

Twenty­five years ago, the town’s<br />

volunteerfirefightersaveraged around<br />

60 call outs ayear.<br />

Now they respond to over 400<br />

incidents annually.<br />

They respond to building and<br />

vegetation fires, but much of the<br />

increase is due to the medical<br />

emergencies, car crashes, search and<br />

rescues and natural disasters they are<br />

called out to.<br />

Life members of the brigade<br />

remember atime when personal<br />

protective equipment (PPE) wasn’t<br />

around. But now everyone has full PPE<br />

as well as access to psychological<br />

support. Women also weren’t involved in<br />

the brigade in the early years, and now<br />

nine wāhine are part of the crew.<br />

Mr Retallick says, ‘‘despite all the<br />

change and challenges over 150 years,<br />

one thing has remained the same —the<br />

brigade’scommitment to keeping the<br />

Rangiora community safe and its focus<br />

on family ’’.<br />

Kaiapoi Cycling Folk enjoy healthy living<br />

The golden years are agood time to<br />

look after both the body, and soul.<br />

Keeping active and social can be<br />

hard, as retirees often move to new<br />

areas when they downsize.<br />

New starts, new towns and new<br />

neighbours can often make it hard to<br />

get to know people in new<br />

neighbourhoods.<br />

One group working hard to promote<br />

healthy living with astrong emphasis<br />

on socialising is Kaiapoi Cycling Folk<br />

(KCF).<br />

They are the large groups of<br />

fluorescent green cyclists, often seen<br />

on cycleways around the <strong>North</strong><br />

<strong>Canterbury</strong> district.<br />

And yet they are not lycra­cladracing<br />

roadies —for them, it’s all about<br />

having fun.<br />

Organiser Nigel Cook says many<br />

riders are aboard electric­assisted<br />

bikes, which have opened up cycling to<br />

an entirely new audience.<br />

‘‘In the past, only those who had the<br />

strength to pedal would ride, now<br />

thanks to electric bikes anyone<br />

regardless of physical limits, can come<br />

out and ride with us. Everyone is<br />

welcome.’’<br />

The past year has been abusy one for<br />

the group, with several cycle trips and<br />

adventures conducted nearby and<br />

overseas.<br />

Nigel says in the last 12 months,<br />

members of the 30­strong group of<br />

senior riders have cycled at their<br />

leisure along the length of the country<br />

in two stages, ridden the East<br />

Gippsland Rail Trail in Victoria,<br />

Australia, and taken many rides to<br />

local points of interest such as Gebbes<br />

Pass, Summit Road, and around<br />

Hawarden.<br />

Some members have also ridden in<br />

Europe and Samoa.<br />

‘‘This year has also been very busy.<br />

With so many places to ride in the<br />

district, we haven’t managed to ride<br />

the same track twice this year. It’s been<br />

great discovering all the new places to<br />

ride.’’<br />

‘‘Why do we do it? Because we love<br />

cycling and it’s agood, healthy way to<br />

exercise and socialise,’’ says Nigel.<br />

For the six years KCF has been<br />

operating, he says the numbers<br />

participating have steadily risen.<br />

‘‘We have almost become afamily,<br />

you see the same faces out smiling and<br />

welcoming each other every time we<br />

have aride. No one is trying to win,<br />

they are not races, it’s just away to<br />

exercise comfortably and socialise.’’<br />

Housing for older people in the spotlight<br />

Affordable housing and wellbeing are<br />

being prioritised as Kaikōura plans for<br />

its ageing population.<br />

Population data suggests around onethird<br />

of Kaikoura residents will be over<br />

the age of 65 within adecade, but the<br />

town has long had alack of elderly<br />

housingand no retirement village.<br />

Kaikōura District Council community<br />

development and events manager Sarah<br />

Wright says the 20<strong>23</strong> Census data would<br />

give council aclearer picture of the<br />

ageing population.<br />

Anecdotal evidence suggests there are<br />

anumber of people opting for the<br />

Kaikōura lifestyle when they retire.<br />

Following the 7.8 magnitude<br />

earthquake in 2016, aKaikōura Housing<br />

Forum was established to look into the<br />

district’s housing needs.<br />

It soon became there was ashortage of<br />

housing for older residents, Ms Wright<br />

says.<br />

She says the council manages 16<br />

pensioner flats, but there is consistently<br />

awaiting list of more than 10 people.<br />

There are afurther seven units, which<br />

provided temporary housing following<br />

the earthquake, and are now managed by<br />

Te Whare Putea Trust.<br />

It also has awaiting list.<br />

‘‘It shows there is aneed,’’ Ms Wright<br />

says.<br />

‘‘There are anumber of older people<br />

living at home on their own and there are<br />

few options available if they want to<br />

downsize, so for many the only<br />

alternative is the move away.’’<br />

The Kaikōura Older Persons’ Advisory<br />

Group was created out of the housing<br />

forum and conducted asurvey 12 months<br />

ago, receiving around 250 responses.<br />

‘‘Our general findings showed people<br />

would like to stay in their own home for<br />

as long as possible,’’ Ms Wright says.<br />

‘‘They also want to be able to remain in<br />

Kaikōura as they get older, so they can be<br />

close to family and friends.’’<br />

The Ageing Well Kaikōura initiative<br />

was established last year, supported by<br />

the council.<br />

It has receivedfunding from the Office<br />

for Seniors to develop an ageing well<br />

strategy, with afocus on housing, care<br />

and wellbeing options for older people.<br />

The council will begin advertising soon<br />

for afixed term, age­friendly coordinator<br />

to develop and implement the<br />

strategy.<br />

Ms Wright says there are arange of<br />

options to address the housing shortage.<br />

The council has been working with<br />

developer Garry Robertson to build<br />

elderly housing units as part of the seven<br />

hectare, 83­home Vicarage Views<br />

housing development, which is part of a<br />

$7.8 million funding package with<br />

Kainga Ora.<br />

Asteering group has been established<br />

to look at the Abbeyfield housing model<br />

for Kaikōura.<br />

Another developer has also been in<br />

contact with the council to express<br />

interest in development aretirement<br />

village in the town.<br />

Kaikōura is well served with social<br />

services for the elderly, but most are<br />

based in Blenheim and Christchurch and<br />

there is no dementia care in the town, Ms<br />

Wright says.<br />

An older persons support worker,<br />

Belinda Rickerby, is employed through<br />

Te Hā oTeOra /Kaikōura Health to<br />

support initiatives in the community.<br />

‘‘She is such avaluable resource in our<br />

community and we could do with five of<br />

her,’’ Ms Wright says.<br />

Dotty Pots helping to<br />

Finding asolution to keep their<br />

arthritis at bay has become acreative<br />

endeavour for two Amberley women.<br />

‘‘We call it our geriatric therapy,’’<br />

says Jean, who loves painting.<br />

‘‘A few yearsback, Ipaintedapot for<br />

afriend, they liked it, and the demand<br />

bloomed from there.’’<br />

She says she and Mari have been<br />

coming to the market at Amberley for<br />

many years.<br />

‘‘It’s very social here, we love<br />

meeting and chatting to all the tourists<br />

and visitorseach week.’’<br />

Mari says she also loves the<br />

atmosphere of the market.<br />

‘‘The people here arenice and<br />

friendly, everyone gets on and all the<br />

stallholdershelp each other out when<br />

needed.<br />

‘‘It is enough for us, it’s important as<br />

we get older, to still be able to<br />

socialise and meet other people.<br />

‘‘The painting, and the market, help<br />

to keep our minds off the struggles we<br />

arehaving to face now around getting<br />

on waiting lists for treatment of our<br />

arthritis,’’ says Mari.<br />

Jean’s passion for painting goes back<br />

many years as the creative 80­plusyear­old<br />

used to travel the world and<br />

see her artworks hanging in<br />

international galleries.<br />

Born in Auckland, her artistic<br />

talents were recognised at an early<br />

age, and at 15 she had one of her<br />

paintings selected for aUnesco world<br />

exhibition.<br />

At the time, the then­director of the<br />

Auckland Art Gallery, Eric Westbrook,<br />

suggested she travel to the United<br />

Kingdom to study fine arts, something<br />

her parents heavily disapproved of.<br />

At 19, she travelled to Australia and<br />

became an Archibald and Wynne<br />

Prizewinner, with artist Sam<br />

Fullbrook as her mentor.<br />

She also has painted murals in<br />

Pakistan, worked on aseries of<br />

paintings about child trafficking and<br />

abuse, participated in a2011<br />

exhibition in Italy, wrote two<br />

musicals, illustrated several books<br />

and published many cartoons.<br />

Her talent for mural painting also<br />

took her to many cities, including San<br />

Francisco, London, Sydney and<br />

Geneva.<br />

Fresh veges and jams are adding alittle<br />

bit of sparkle to the Amberley<br />

Community.<br />

Adriel House and Rest Home’s<br />

sharing shed —ASparkle from Us to<br />

You —isahit with the community,<br />

which is enjoying the fresh veges grown<br />

by the home’s residents.<br />

The homemade jams, made with<br />

produce grown at the home, are also<br />

going down atreat.<br />

Adriel’s owner, Mischeal McCormick<br />

says there had been great comments<br />

from neighbours, and others, who drive<br />

specially to the shed so they can enjoy<br />

the fresh goodies.<br />

The project is not just having an<br />

impact outside the home.<br />

Mischeal says it is also ahuge benefit<br />

to residents at the home, which cares<br />

for people living with dementia.<br />

She says the latest offering is quince<br />

jelly and, as residents were making it,<br />

there was alot of chat about their<br />

recipes for the jelly and jams from days<br />

gone by.<br />

‘‘I am really happy about it making<br />

residents happy, and people stopping<br />

by and chatting while they visit the<br />

sharing shed,’’ says Mischeal.<br />

‘‘It is nice to build community<br />

connections, be part of the community,<br />

and to give something back.’’<br />

Meanwhile asession is being planned<br />

in August for the community with Jane<br />

Verity, of Dementia Care International.<br />

People will be welcome to take part<br />

in azoom call with Jane.<br />

Mischeal says people living with a<br />

loved one who has been diagnosed with<br />

dementia are welcome to join the call<br />

from home.<br />

They can listen to ways to<br />

communicate with their loved one, how<br />

to respond to behaviour related<br />

conditions, and make life easier and<br />

better for all.<br />

Adriel House and Rest Home not only<br />

mystery trips and have social<br />

gatherings like mid­winter<br />

meals.’’<br />

He says the new, younger<br />

committee they have at<br />

Kaiapoi is keen to increase<br />

the tempo of events and look<br />

at new activities to get<br />

retirees out, mixing and<br />

mingling in their community.<br />

‘‘We are looking at developing<br />

specialist interest groups in<br />

the club such as wine tasting<br />

or abook group, we are<br />

canvassing members for ideas<br />

as we look to the future.<br />

‘‘It takes awhile for people<br />

to get to know each other so<br />

we have regular coffee<br />

mornings to help people meet<br />

others.’’<br />

There are 103 members in<br />

the Kaiapoi club and Norm<br />

says agood 80 percent or<br />

more turn out to events, meals<br />

and bus trips.<br />

clubs is also on the agenda.<br />

member of the Kaiapoi<br />

three years and says it was a<br />

good way to meet people after<br />

Kaikōura’s school children are looking to<br />

the stars, as the town edgescloser to dark<br />

sky accreditation.<br />

The Kaikōura Dark Sky Trust has begun<br />

visiting local schools in addition to its<br />

monthly stargazing evenings, as it finalises<br />

its dark sky sanctuaryapplication to the<br />

International Dark­Sky Association.<br />

On Friday evening it was Kaikōura<br />

Primary School’s turn, with 40 Year 5/6<br />

students and their families braving the cold<br />

for astar party.<br />

‘‘It is an amazing evening,’’ principal<br />

Hannah Simpson said.<br />

‘‘We are lucky to have these people<br />

coming into our school and hopefully it will<br />

inspire the students.’’<br />

She said gaining dark sky status would be<br />

amajor boost for the town.<br />

‘‘It will be so cool andall the tourism that<br />

goes with it will be great for the area.’’<br />

Ms Simpson said the school would need<br />

to do some work with its school lighting, as<br />

the bright lights made it difficult to view the<br />

stars.<br />

But the students and their parents<br />

enjoyed viewing the craters on the moon<br />

throughthe trust’s 8­inch telescope and<br />

getting some images from the Unistellar<br />

eVscope 2, she said.<br />

Trust trustee Brian Horsfall said<br />

volunteersvisited the school during the<br />

week to prepare the students for the star<br />

party.<br />

‘‘We like to go to the school acouple of<br />

days beforehand to show them the<br />

equipment and to talk about astronomy to<br />

getthem excited.’’<br />

Games and activities with aspace theme<br />

were also on offer, along with two virtual<br />

reality headsets.<br />

The children also learned at the Matariki<br />

star cluster and how it is viewed in<br />

different parts of the world.<br />

private plan change from the trust earlier<br />

this year, which proposed new rules to<br />

strengthen lighting regulations.<br />

The new rules will apply to any new<br />

builds and when lighting needs to be<br />

replaced.<br />

But local residents will not have to<br />

change their light bulbs immediately.<br />

Chief executive Will Doughty said 37<br />

submissions were received and all were in<br />

support, meaning no hearing will be<br />

required.<br />

The plan change will be reviewed by<br />

commissioners and is likely to be operative<br />

later this year.<br />

In the meantime the trust is finalising its<br />

application for dark sky community status<br />

for the town, and dark sky sanctuarystatus<br />

for the wider district.<br />

If successful, it will join dark sky<br />

sanctuaries at Aotea Great Barrier Island<br />

and Rakiura Stewart Island, and four other<br />

dark sky sites, including the Oxford dark<br />

sky park, which was announced in January.<br />

Pupils head to French film<br />

Rangiora High School French language<br />

pupils are excited to be attending the<br />

French Film Festival in their home town<br />

next month.<br />

Their teacher,Claire Mackay, who is<br />

from France, says it will be great to be able<br />

to walk to the Rangiora Town Hall Cinema<br />

in High Street from the school.<br />

The pupils have selected Divertimento,<br />

which tells the story of twin sisters who<br />

want to make classical music accessible to<br />

everyone and create their own orchestra.<br />

Claire says there are 24 extraordinary<br />

films on show in this year’s festival.<br />

The festival, which starts on Thursday,<br />

June 6, and finishes on Wednesday, June<br />

26, will be shown in Rangiora for the first<br />

time in the history of the event.<br />

Festival director Fergus Grady says<br />

Rangiora, Blenheim and Whanganui were<br />

added as new venues this year to expand<br />

the event into regional New Zealand, and to<br />

support independent cinemas.<br />

‘‘Christchurch is one of the best attended<br />

centres in New Zealand for the festival so<br />

we hope that will spill intoRangiora this<br />

year.’’<br />

His favourite film in the festival, The<br />

Edge of the Blade, ‘‘blew me away in<br />

Cannes last year and Ican’t wait to share it<br />

with audiences’’.<br />

It is atrue story set in the 1880s about a<br />

legendary swordsman who is caught up in<br />

an illegal fencing bout between his nephew<br />

and amore experienced army colonel.<br />

Festival goers will go in the draw to win<br />

aholiday package to New Caledonia, where<br />

the official language is French.<br />

The Kaikōura Library began setting<br />

up aweek ahead of the big day, which<br />

aims to stop bullying, Kaikōura District<br />

Council community services manager<br />

Susi Haberstock says.<br />

‘‘We’ve had school groups coming<br />

through and asking what it is about, so it<br />

is agood educational opportunity.’’ She<br />

says council staff got into the spirit,<br />

wearing pink coloured clothing<br />

throughout the week and they got to<br />

enjoy some pink lollies.<br />

Te Whare Putea Trust and Heartland<br />

Services got into the spirit giving out<br />

pink goodies, as it sought to raise some<br />

good cheer ahead of the long winter<br />

months. Trust manager Barb Timms<br />

says this time of year can be challenging<br />

for many families in the district, as<br />

seasonal work comes to an end.<br />

for applications for new scholarships<br />

designed to grow the rural health<br />

workforce.<br />

Grants of between $2500 and $5000<br />

are now available, from atotal funding<br />

Caution ahead of payout<br />

<strong>Canterbury</strong> dairy farmers are sitting tight<br />

rather than banking on signals for amid­$8<br />

payout next season.<br />

Most banks have pitched alikely milk<br />

price between $8.20 and $8.50 per kilogram<br />

of milk solids for <strong>2024</strong>­25.<br />

Rabobank has just raised its projection to<br />

$8.40/kg on the backoflittle global milk<br />

supply growth.<br />

Westpac economists continue to see no<br />

changeinthe near term for their<br />

expectations of $8.40/kg for <strong>2024</strong>­25 and<br />

$7.90/kg for this season.<br />

This stacks up alongside ANZ’s forecast<br />

for next season, also based on low global<br />

supplies, of $8.50/kg. The bank revised its<br />

farm­gate milk price forecast in February<br />

for this season by 15c/kg to $7.85/kg.<br />

Similarly, BNZ nudged up its forecast for<br />

this season to $7.90/kg and expects the<br />

<strong>2024</strong>­25 milk price to be up to $8.20/kg.<br />

Fonterra’s rangeisataforecasted<br />

$7.50/kg to $8.10/kg for this season and pulse<br />

rates slowed when it began recovering from<br />

a$6/kg to $7.50/kg rangelast August.<br />

The big co­op has yet to put out its<br />

starting point for <strong>2024</strong>­25.<br />

Rabobank predicts milk production from<br />

the main global export areas to expand<br />

only modestly over the next few months<br />

before gaining some momentum towards<br />

the end of the year.<br />

Senior agricultural analyst Emma<br />

Higgins said low profitability over the past<br />

year had led to adecrease in dairy herds in<br />

key regions such as the United States and<br />

South America.<br />

Weather changes had reduced milk<br />

output in recent weeks, with less rain in<br />

New Zealand and more rain in Europe, she<br />

said.<br />

“And this subdued global milk supply<br />

growth should help underpin a<br />

continuation of the dairy market recovery<br />

and an improvement in milk prices for<br />

dairy producers in most regions around the<br />

world.”<br />

However,she warned the recoverywould<br />

not be smooth.<br />

“Global demand­recovery signals are<br />

mixed, and consumers’ purchasing power<br />

remains under pressure.’’<br />

She said the expectation that Chinese<br />

milk production would grow at aquicker<br />

rate was achallenge to the bank’s latest<br />

milk price forecast for the coming dairy<br />

season.<br />

Amilk price of $8.40/kg would be broadly<br />

profitable at anational level, but budgetary<br />

pressures were likely to remain for local<br />

producers, she said.<br />

Domestic milk production this season<br />

could end up to 1% lower than last season<br />

as aresult of alack of rainfall in northern<br />

and eastern areas in both islands, putting<br />

pressure on feed.<br />

Federated Farmers South <strong>Canterbury</strong><br />

dairy chairman Ad Hendriks said the<br />

<strong>2024</strong>­24 forecasts could be in the right<br />

direction based on the last Global Dairy<br />

Trade (GDT) result.<br />

‘‘But there’s along way to go. Probably<br />

having that opening figure gives some<br />

confidence to farmers, but Ithink they will<br />

still be very careful because the costs don’t<br />

seem to have relieved that much. There’s<br />

going to still be acautious approach for<br />

most farmers, especially because they get<br />

all the noise from the banks ...and there’s<br />

alot happening in the international<br />

economic world out there.’’<br />

He said there seemed to be concern<br />

about China’s milk production holding up<br />

and the big milk buyer needed to re­enter<br />

the market at scale for payout forecasts to<br />

firm up.<br />

Club Days during the latest round<br />

of the Luisetti Seeds Combined<br />

Country rugby competition, with<br />

Ohoka’s designated as Ladies<br />

Day.<br />

It acknowledged this with its<br />

senior team playing in<br />

predominantly pink jerseys.<br />

Both Club Days were hugely<br />

successful, with big crowds, but<br />

in both cases, the visiting sides,<br />

Ashley and Celtic, spoiled the<br />

party by snaring atry, deep in<br />

injury time to wrest victory from<br />

the locals.<br />

Ohoka vAshley<br />

Buoyed by its Division 2team’s<br />

36­19 win over the same<br />

opponent in atop­of the­table<br />

curtain­raiser,Ohoka began with<br />

impressive intensity against<br />

Ashley. Scott Allin’s trusty boot<br />

opened the scoring, latching on to<br />

an intercept, and after some slick<br />

inter­passing, finished the move<br />

off, then converted it. Ashley had<br />

some chances, but any promising<br />

moves were snuffed out by a<br />

combination of solid Ohoka<br />

defence and poor ball retention<br />

by the visitors.<br />

The second half brought a<br />

complete reversal of fortunes.<br />

The Ashley scrum proceeded to<br />

completely dismantle the Ohoka<br />

eight at virtually every set scrum<br />

and its determination to retain<br />

possession playing into the wind,<br />

meant it had the lion’s share of<br />

possession.<br />

Matt Kippenberger scored atry<br />

for Asley, while full back Luke<br />

Gold, playing his 50th game for<br />

Ashley, and showing his<br />

versatility by taking over as<br />

halfback to cover asinbin, added<br />

another after getting involved in<br />

aforward surge to put Ashley in<br />

front.<br />

When Ohoka finally attacked<br />

late in the game, Allin bagged<br />

another penalty goal to give it a<br />

1­point lead, and it looked likely<br />

Ohoka was going to snatch victory<br />

from the jaws of defeat. But in a<br />

dramatic finale, deep in injury<br />

time, Ashley launched aseries of<br />

assaults on the try­line. The<br />

Ohoka defence was stoic, but<br />

eventually Josh Duckworth<br />

burrowed his way to within<br />

centimetres of the try­line and<br />

was propelled over to score. The<br />

tension rose as the referee,<br />

Woodend saved its best<br />

Club Day. It fought out an epic<br />

encounter with Celtic. The<br />

Ashburton visitors are the<br />

playing­through champions and<br />

were expected by most to be far<br />

too strong for Woodend still<br />

waiting for its first win of the<br />

season.<br />

Woodend led most of the way and<br />

just when its long­suffering, but<br />

buoyant supporters, were getting<br />

ataste of how it would feel for its<br />

team to savour avictory, it was<br />

snatched from them by aCeltic<br />

try in the dying seconds of the<br />

match.<br />

Lincoln vGlenmark­Cheviot<br />

Playing with ablustery southerly<br />

at its back, Lincoln dominated at<br />

set piece but was explosive in<br />

open play. It made metres early,<br />

created an overlap, but its wing<br />

knocked the ball on just<br />

centimetres from the line.<br />

The wind made it incredibly<br />

difficult for Glenmark­Cheviot,<br />

confining it to sustained periods<br />

on defence. Lincoln finally broke<br />

down the defence for the opening<br />

try.<br />

Keeping the ball in hand,<br />

Glenmark­Cheviot managed to<br />

gain some serious metres off the<br />

back of some strong runs from<br />

Angus Gibb who put in aman­ofthe­match<br />

performance. After<br />

some good handling and strong<br />

carries George Fox levelled the<br />

scores but along­range<br />

downwind penalty made it 8­5 at<br />

half time to the home side.<br />

Lincoln came out of the blocks<br />

firing and scored first in the<br />

second half. However, adressingdown<br />

from Glenmark­Cheviot<br />

captain Andrew Hull got the<br />

desired result and from that<br />

point it spent hardly any time in<br />

its own half. Glenmark­Cheviot<br />

took the lead when Harry Allen<br />

scored two tries off dominant set<br />

pieces. It scored another through<br />

sustained pressure, to win 25­13.<br />

Kaiapoi vWaihora<br />

Kaiapoi conceded a15point<br />

head­start, going down to<br />

Playing with the wind at itsback<br />

in the first half Kaiapoi could<br />

only muster two penalty goals to<br />

halfback Lance Taylor. Waihora<br />

played brilliantly, holding on to<br />

the ball for long periods of time<br />

and frustrating Kaiapoi with its<br />

line speed on defence. Kaiapoi<br />

started to gain some momentum<br />

towards the end of the half and<br />

took this into the second, as it<br />

scored quickly through number 8<br />

Chris Smith, to close the gap to<br />

15­13with half an hour to go.<br />

There was plenty of endeavour<br />

from the home side and it made<br />

lots of metres around the ruck.<br />

It enjoyed alot more<br />

possession too, but couldn’t crack<br />

the Waihora defence.<br />

Adefining moment in the<br />

match came in the 65th minute<br />

when achip from Waihora was<br />

spectacularly regathered in one<br />

hand, leading to atry.<br />

Waihora finished strongly<br />

scoring right on full time.<br />

Next week’s Club Day match<br />

against Ohoka will be amustwin<br />

for Kaiapoi, as it seeks to make<br />

the top 4, being fourth equal in<br />

Southern capitalised early on<br />

Oxford’s mistakes and was up<br />

Oxford showed promise when on<br />

attack, with big ball carries by<br />

Rory Sloan and George Prain<br />

who made crucial metres edging<br />

Oxford closer to the line. Awellexecuted<br />

back move allowed<br />

fullback Jack Muir to score<br />

Oxford’s first try.<br />

Oxford continued to run<br />

through Southern’s defence with<br />

the forwards punching up hard,<br />

allowing Jesse Houston to crash<br />

over the line and level the scores.<br />

As the rain settled in both<br />

teams attacked and defended<br />

hard in the slippery conditions.<br />

Southern was able to score just<br />

before the break, regathering off<br />

adefending lineout to run 50<br />

metres to score, taking a17­10<br />

lead into halftime.<br />

The wet conditions proved<br />

hard in the second half withonly<br />

one try being scored by Southern<br />

in the 70th minute.<br />

West Melton vSaracens<br />

Saracens started strongly making<br />

several linebreaks but, failed to<br />

convert anything into points.<br />

West Melton, however, scored<br />

after its first foray on attack.<br />

Saracens’ bad luck on the<br />

injury front continued with it<br />

having to use four injury<br />

replacements in the first half,<br />

however it soldiered on and a<br />

penalty to Anthony Gola put it on<br />

the board. West Melton replied in<br />

kind to take an 8­3 lead into the<br />

break.<br />

From the restart West Melton<br />

surged straight on to attack and<br />

used its big forwards to great<br />

effect to score beside the posts<br />

and go out to a15­3 lead.<br />

It was then Saracens’ turn to<br />

launch an attack, resulting in a<br />

try to Toby Ashby from aperfectly<br />

placed kick from Hadrian<br />

Jackson.<br />

This took the score to 15­8.The<br />

see­saw nature of the match<br />

continued. Firstly, the hosts<br />

scored after some good back play,<br />

then Saracens mounted wave,<br />

after wave, before Dion Jones<br />

finished off afine team try<br />

making the score 22­15. Credit to<br />

the referee, Sam O’Reilly who let<br />

the game flow.<br />

Hurunui dominated the opening<br />

second 20 minutes. Hurunui<br />

needed aswift response to<br />

extinguish the home side’s<br />

momentum. It was back in charge<br />

soon into the second half as<br />

replacement loosie, Salem<br />

Christian, crashed over from<br />

short range.<br />

The visitors moved clear again,<br />

through Sam Grigg, recognising<br />

his pace and tearing around his<br />

opposite to sprint 50 metres, and<br />

dive over in the corner.<br />

Replacement Logan Topp, then<br />

delivered awould­be crucial<br />

blow, running asuperb line to<br />

steam through agap and score.<br />

Back from injury, halfback Sam<br />

Kinney, claimed the final try,<br />

showcasing his power to wrestle<br />

EmergencyMobile Alertthis Sunday<br />

The nationwide test ofthe Emergency Mobile Alert<br />

system istaking place on Sunday, 26<strong>May</strong>.<br />

An alert will be broadcast toall capable phones<br />

between 6pm and 7pm.<br />

Emergency Mobile Alerts are an extra channel to<br />

help keep you safe inanemergency and are sent by<br />

authorised emergency agencies tomobile phones.<br />

The annual test allows the National Emergency<br />

Management Agency to evaluate the system, cell<br />

towers, and the ability for mobile phones to receive<br />

the alert. The test also helps tofamiliarise the<br />

public with what an Emergency Mobile Alert looks<br />

like and how their phone presents the message.<br />

The Get Ready website has alist ofphones<br />

capable ofreceiving Emergency Mobile Alert. If<br />

your phone is on the list, ensure the phone is<br />

updated tothe latest available operating system.<br />

Multi-year TagMakes DogRegistrationSimpler<br />

The new dog registration year isjust around the<br />

corner. And thanks tothe new dog tags, the<br />

registration process isalot easier.<br />

If you registered your dog with Waimakariri District<br />

Council in20<strong>23</strong>, you will have one of our new<br />

multi-year metal dog tags. These replaced the<br />

plastic disc or strip that was changed annually.<br />

Provided the tag is in good condition, you<br />

won’t need to replace itthis year. Just pay the<br />

registration fees by your preferred method and<br />

you’re good to go.<br />

The benefits ofthe multi-year tag are that they<br />

reduce plastic waste as well as administration and<br />

postage costs.<br />

Youwill only need anew dog tag this year if:<br />

• You have anew dog that has not been registered<br />

before (you cannot transfer amulti-year tag from<br />

one dog to another)<br />

• Your dog has atag issued by another Council<br />

• The tag weissued last year has been lost<br />

or damaged.<br />

Let usknow ifyou need anew tag byvisiting your<br />

local Service Centre in Rangiora, Kaiapoi or Oxford,<br />

or emailing office@wmk.govt.nz when you are<br />
