newest Black Fern Hannah<br />

King, who is poised to play in<br />

front of a home crowd against<br />

Canada at Apollo Projects<br />

Stadium on Sunday.<br />

<strong>The</strong> 20-year-old, from West<br />

Melton, made her international<br />

debut against USA at the<br />

weekend, coming off the bench<br />

and kicking three conversions<br />

in the 57-5 win in the Pacific<br />

Four series opener.<br />

<strong>The</strong> team for Sunday’s match<br />

will be named tomorrow.<br />

“It was a very, very special<br />

moment. I got a bit emotional<br />

during (the national anthem),<br />

just because growing up you<br />

watch the anthem, and it’s such<br />

a special part of the game. <strong>The</strong>n<br />

to go into the haka, very special<br />

to do that in front of a home<br />

crowd,” said King.<br />

Her parents, Adele and Peter,<br />

and brother Daniel were in<br />

the crowd. An even bigger<br />

family turnout will be at Apollo<br />

A CHRISTCHURCH man<br />

was found guilty yesterday of<br />

murdering his baby daughter after<br />

inflicting at least 31 fractures and<br />

two severe head injuries before<br />

the final, fatal assault.<br />

Michael John Topp had been<br />

on trial at the High Court since<br />

<strong>May</strong> 1.<br />

Alongside the murder charge,<br />

Topp also faced three further<br />

counts of causing grievous bodily<br />

harm with intent, the NZ Herald<br />

reported.<br />

Topp was found guilty of<br />

murder and two charges of<br />

deliberately injuring the baby.<br />

He was acquitted on the fourth<br />

charge.<br />

Topp will be sentenced on<br />

July <strong>16</strong>. He will be handed a<br />

life sentence and the presiding<br />

judge will decide how long he<br />

must spend in prison before he<br />

is eligible for parole, the Herald<br />

reported.<br />

His victim’s name has been<br />

permanently suppressed.<br />

Her mother’s name is also<br />

suppressed. She was never<br />

charged in relation to the baby’s<br />

injuries or death and gave<br />

evidence for the Crown against<br />

Topp at the trial.<br />

surf after nearly drowning<br />

while suffering a heart<br />

attack.<br />

<strong>The</strong> renowned Sumner<br />

surfer was rescued while<br />

surfing at Scarborough.<br />

Nearly two weeks on,<br />

he has spoken to <strong>The</strong> <strong>Star</strong><br />

about the rescue and his<br />

recovery.<br />

<strong>The</strong> 54-year-old is taking<br />

it easy at home for a six-week<br />

recovery period, but hopes to be<br />

back in the surf before too long.<br />

“You get bucked off<br />

straight back on, so if<br />

totally keen to get back<br />

A MAN accused of filming<br />

young women in bathrooms<br />

without their consent was<br />

remanded in custody after his<br />

first appearance in the district<br />

court on Monday.<br />

<strong>The</strong>re was a crowded public<br />

gallery in the court for his appearance.<br />

<strong>The</strong> man has interim name<br />

suppression and is facing<br />

five charges of making an<br />

intimate recording, and five<br />

of entering a building without<br />

authority.<br />

be on the bottom. I have to try<br />

and get to the surface,” said<br />

Schafer.<br />

His rescuers performed CPR<br />

and used a nearby defibrillator<br />

within five minutes of the heart<br />

attack, before he was rushed to<br />

hospital.<br />

“I feel like I’ve been kicked<br />

by a horse. <strong>The</strong> CPR was done<br />

right, so my chest is still a bit<br />

bruised, but I think it’s a good<br />

pain.”<br />

investigators in March when<br />

police spoke to him about an<br />

unrelated matter, Detective<br />

Senior Sergeant Tania Jellyman<br />

previously told <strong>The</strong> Press.<br />

police were not seeking anyone<br />

else in relation to the offending.<br />

“<strong>The</strong>se events have been<br />

disturbing for the victims, who<br />

are in no way at fault for what<br />

occurred.<br />

“<strong>The</strong>y are alarmed at what has<br />

happened to them. We are providing<br />

them with support and a<br />

Police Liaison Officer is keeping<br />

them up to date with developments<br />

in the investigation.<br />

“<strong>The</strong> young women involved<br />

have shown incredible bravery,<br />

which has allowed police to lay<br />

these charges.<br />

“Our home is where we<br />

should feel safe, and where<br />

every person has the right to<br />

year when the Scarborough<br />

Dippers fundraised for one to<br />

be installed. <strong>The</strong> dippers were<br />

approached last year by surf<br />

school owner Aaron Lock for<br />

help fundraising to purchase a<br />

alleged offender was arrested at<br />

King joined her first girls’ team<br />

at Prebbleton when she was 14.<br />

After two years there, she<br />

played for two seasons for<br />

Christchurch before being offered<br />

a rugby scholarship at Lincoln<br />

University, where she is studying<br />

a Bachelor of Commerce in<br />

agriculture.<br />

This year, she made her Super<br />

Rugby Aupiki debut for the<br />

Hurricanes Poua and was offered<br />

a Black Ferns’ contract.<br />

Adele said Hannah had<br />

remained level-headed despite a<br />

rapid rise.<br />

“She’s put in an incredible<br />

amount of hard work, but she<br />

loves it.<br />

“She’s incredibly level-headed<br />

and very humble with it all,<br />

she still loves her farming<br />

background, she very much<br />

helps on the farm wherever<br />

possible.”<br />

King said having the support of<br />

her family meant a lot.<br />

“I haven’t ever really been away<br />

from family for long, so it’s quite<br />

special,” she said.<br />

University students are so<br />

famished they are resorting to<br />

buying takeaways after meals,<br />

despite paying annual residence<br />

hall fees of about $20,000.<br />

Students have told of weight<br />

loss and cutting into their<br />

weekly budgets for food, due<br />

to the modest size of meals at a<br />

neighbouring hall-of-residence.<br />

<strong>The</strong> grumbles have prompted<br />

staff at the nearby University<br />

Hall to trial a self-service buffet<br />

system, starting this week. It is<br />

an approach students were eager<br />

to see become permanent.<br />

not enough food and the meals<br />

aren’t big enough to be honest.<br />

At dinner I reckon I could eat<br />

at least two of the dinners we’re<br />

getting,” he said.<br />

On rare occasions, hall servers<br />

would offer second helpings to<br />

students but only when they<br />

were “feeling generous”, he<br />

said.<br />

As sport commitments cut<br />

into meal times, Dooley said he<br />

and his friends were regularly<br />

spending money on food.<br />

“You’re just coping by living<br />

off the vending machine and<br />

two-minute noodles at nine<br />

o’clock at night sort of thing.”<br />

Young said he could eat up<br />

to three servings of the average<br />

dinner at the hall.<br />

“<strong>The</strong> food portion sizes<br />

haven’t been the best, kind of<br />

leaves you hungry after every<br />

meal. Breakfast is okay but<br />

lunch and dinner you can only<br />

get small servings.”<br />

Young said he was coping by<br />

regularly visiting Dominos.<br />

“I’m probably spending an<br />

extra 50 bucks a week on food.<br />

I’ve lost five kilograms since I’ve<br />

been here.”<br />

Paul O’Flaherty, the university’s<br />

executive director of people,<br />

culture and campus, said about<br />

2700 students opted to live in<br />

the halls.<br />

“Many have different needs.<br />

Some hall residents, who may<br />

have higher energy needs, will<br />

make extra sandwiches and<br />

take fruit at lunch or breakfast<br />

that they can eat outside of<br />

mealtimes.”<br />

He said self-service had<br />

always been part of University<br />

Hall, “aside from the main protein<br />

portion of the meal”.<br />

“Students can get more protein<br />

at the hall’s self-serve salad<br />

bar.”<br />

Father’s abuse ‘repeated, significant’<br />

“repeated,significant trauma and<br />

abuse” in her short life, which<br />

ended in hospital days after she<br />

suffered a catastrophic blunt force<br />

trauma to her head.<br />

<strong>The</strong> Crown said the injuries<br />

could only have been caused by<br />

her father “yanking, pulling,<br />

smacking, sticking, squeezing, or<br />

applying pressure” to her body.<br />

On the first day of the trial,<br />

Topp admitted he caused the<br />

injuries by “shaking” the infant<br />

and conceded he was guilty of<br />

manslaughter – but denied murdering<br />

her.<br />

He claimed he never intended<br />

to kill the baby.<br />

On the opening day of the trial<br />

Crown prosecutor Courtney Martyn<br />

told the jury that Topp either<br />

shook or threw the baby against<br />

a soft surface, with “enough<br />

violence in his actions to cause<br />

her fatal brain bleed”, the Herald<br />

reported.<br />

She said Topp knew his actions<br />

could result in death and that, the<br />

Crown said, was murder.<br />

Martyn said the baby’s mother<br />

became pregnant early into her<br />

“whirlwind” relationship with<br />

Topp, who also shares two young<br />

children with a previous partner.<br />

happy with the pregnancy and<br />

soon moved in together.<br />

<strong>The</strong> relationship at the beginning<br />

was “really good” but soon<br />

Topp began to change from being<br />

“positive and happy-go-lucky” to<br />

negative.<br />

It was clear Topp was struggling<br />

with his mental health and “feeling<br />

overwhelmed” and his partner<br />

“actively tried to help him cope”<br />

and encouraged him to get professional<br />

help.<br />

Martyn said the mother often<br />

called Plunket and her doctor for<br />

advice. <strong>The</strong> baby girl cried “for<br />

hours” and the mother “often<br />

wondered what was wrong with<br />

her”.<br />

She suspected colic, but later<br />

said it “sometimes felt like [the<br />

baby] was in pain”.<br />

“December was when it simply<br />

became too much for Mr Topp,”<br />

Martyn told the court.<br />

“Over Christmas [the baby]<br />

became more and more unsettled<br />

– as did Topp, who was worsening<br />

over this period.”<br />

From December 28 the baby<br />

became increasingly distressed<br />

and would only calm when held<br />

upright. Her mother rang the GP<br />

who was fully booked. She called<br />

the Plunket line who advised her<br />

to see an after-hours doctor.<br />

On December 30 a doctor saw<br />

the baby, noted she was off-colour<br />

and had not been feeding. But<br />

he had no concerns other than<br />

dehydration.<br />

<strong>The</strong> next morning, Topp was<br />

caring for the baby while the<br />

mother caught up on sleep. At<br />

12.25pm he carried the baby into<br />

her mother saying she had been<br />

feeding and “seemed to start<br />

choking, coughing and gagging”.<br />

She had been limp and gurgling<br />

for about 10 minutes.<br />

<strong>The</strong> mother called 111 and paramedics<br />

arrived at 12.35pm.<br />

<strong>The</strong> baby was rushed to<br />

Christchurch Hospital where she<br />

was intubated and admitted to<br />

intensive care.<br />

Soon after she had two CT<br />

scans which showed “a severe and<br />

extensive head injury along with<br />

multiple fractures” to her body.<br />

Doctors concluded the baby<br />

would not survive.<br />

She was later taken off life support<br />

and died within 10 minutes.<br />

Topp’s lawyer Sarah Saunderson-Warner<br />

told the jury he<br />

“accepts that he shook her and<br />

that shaking was the cause of her<br />

death” but it was manslaughter -<br />

not murder.<br />

“He did not know that shaking<br />

[her] was likely to cause death,<br />

and he didn’t consciously run the<br />

risk that she would die as a result,”<br />

she said.<br />

“He was frustrated and in that<br />

state, he shook the baby that he<br />

loved. But the defence is that he<br />

isn’t a murderer – he did not have<br />

a murderous state of mind.”<br />

College student is not surprised<br />

he is now behind cutting-edge<br />

artificial intelligence technology,<br />

which could forever change how<br />

we drive our cars.<br />

England-based tech<br />

entrepreneur Alex Kendall,<br />

31, co-founded Wayve which<br />

is developing an artificial<br />

intelligence<br />

system for selfdriving<br />

vehicles.<br />

total investment.<br />

Microsoft and NVIDIA. <strong>The</strong><br />

company is developing the first<br />

“embodied AI” technology for<br />

self-driving vehicles.<br />

Kendall’s net worth grew to<br />

£400 million (NZ$829 million)<br />

after the latest funding boost.<br />

Last year Microsoft co-founder<br />

Bill Gates took a ride around<br />

London with Kendall to get fish<br />

and chips.<br />

“<strong>The</strong> result was a memorable<br />

ride. <strong>The</strong> car drove us around<br />

downtown London, which is one<br />

of the most challenging driving<br />

environments imaginable, and it<br />

was a bit surreal to be in the car<br />

as it dodged all the traffic,” Gates<br />

said on his blog.<br />

Kendall’s passion for engineering<br />

started young with ambitious<br />

ideas to build tree huts and<br />

underground forts as a youngster,<br />

leading to making a functioning<br />

prototype of a tidal electricity<br />

generator when he was 12.<br />

Two years later, he delivered<br />

plans to transform an old building<br />

into a sport and technology<br />

complex to the Christ’s board.<br />

What is embodied AI?<br />

Over recent years, AI technology has entered our lives in<br />

many ways. Whether through work, at school or now on<br />

social media, most of these are text-based and known<br />

as cognitive AI. But you likely would have watched a<br />

film with examples of embodied AI. Wall-E, C3PO and<br />

KITT are all examples of embodied AI. While Wayve’s<br />

technology does not walk or talk, it is embodied AI.<br />

In 2010 he sat in Monique<br />

Ellis-Martin’s design and visual<br />

communication class.<br />

“You could not have a more<br />

diligent student. He would have<br />

come in study periods – he was<br />

incredibly hard-working,” she<br />

said.<br />

Ellis-Martin detailed one<br />

project where he designed his<br />

After leaving Christ’s College,<br />

Kendall received a scholarship to<br />

study engineering at Auckland<br />

University. At 21, he was awarded<br />

the prestigious Woolf Fisher<br />

Scholarship for further study in<br />

mechatronics at the Cambridge<br />

University in England where he<br />

obtained his PhD from Trinity<br />

College.<br />

After Cambridge, Kendall<br />

co-founded Wayve in 2017. <strong>The</strong><br />

company now employs about 300<br />

people.<br />

Wayve is one of the UK’s most<br />

invested in AI companies and one<br />

of the top 20 in the world.<br />

Kendall said unlike the cognitive<br />

AI being developed by companies<br />

such as Google and OpenAI<br />

to simulate human-like text and<br />

images, Wayve’s embodied AI<br />

allows automated vehicles to<br />

interact with and learn from their<br />

surroundings.<br />

<strong>The</strong> car uses a range of sensors<br />

and cameras to look for hazards<br />

and adjusts its driving to avoid<br />

them. This includes looking for<br />

cars in side roads or stopping for<br />

pedestrians at a zebra crossing.<br />

He said the technology will<br />

greatly improve the safety of selfdriving<br />

vehicles by using cameras<br />

and sensors to make decisions.<br />

“This investment will help us<br />

launch our embodied AI products<br />

and expand our operations globally,”<br />

Kendall told <strong>The</strong> Guardian.<br />

“It sends a crucial signal to<br />

the market of the strength of the<br />

UK’s AI ecosystem, and we look<br />

forward to watching more AI<br />

companies here thrive and scale.”<br />

<strong>The</strong> company has been testing<br />

the system on public streets<br />

around London since 2020, a<br />

tricky environment for the AI to<br />

tackle with difficult road layouts,<br />

and the unpredictability of other<br />

drivers and pedestrians.<br />

Rather than teaching the AI<br />

every possible situation it may<br />

face, Wayve’s system is designed to<br />

monitor its surroundings, allowing<br />

it to handle complex situations.<br />

Wayve wants to sell its autonomous<br />

driving model to a variety of<br />

auto brands as well as to makers of<br />

new autonomous robots.<br />

EXPANSION: Wayve wants to work with car manufacturers to have its system fitted to a<br />

range of vehicles. <strong>The</strong> company’s AI technology means no human input is needed to drive<br />

the car. However, there is a safety operator behind the wheel during testing.<br />

“We want to enable all the auto<br />

manufacturers around the world<br />

to work with our AI, of course,<br />

across a wide variety of sources.<br />

“More importantly, we’ll get<br />

diverse data from different cars<br />

and markets, and that’s going to<br />

produce the most intelligent and<br />

capable embodied AI,” Kendall<br />

told Tech Crunch.<br />

Kendall said in 2020 that selfdriving<br />

vehicles were “the space<br />

race of my generation . . . and will<br />

completely change society”.<br />

“<strong>The</strong> ability to move is so central<br />

to our happiness, and self-driving<br />

cars will make this safe, sustainable,<br />

needs spur<br />

Construction needs to build<br />

another quarry much earlier than<br />

expected.<br />

<strong>The</strong> company, under the name of<br />

Burnham 2020 Ltd, has applied for<br />

resource consent to turn a 361.9ha<br />

dairy farm on the intersection of<br />

Grange and Aylesbury Rds near<br />

Burnham that it purchased in<br />

2021.<br />

“<strong>The</strong> need for aggregates<br />

across the Canterbury region has<br />

intensified over the past 10 years as<br />

Christchurch has rebuilt following<br />

the earthquakes,’’ Winstone<br />

Aggregates general manager<br />

Amanda Croft said.<br />

“Quarries which would<br />

normally be expected to provide<br />

aggregates for many decades have<br />

been depleted much earlier as<br />

building and construction returns<br />

Christchurch to a livable, vibrant<br />

city for future generations.”<br />

<strong>The</strong> company mines aggregate<br />

which is used to make concrete<br />

and in the construction and<br />

maintenance of roads, footpaths,<br />

large-scale infrastructure, housing<br />

and landscaping.<br />

DRONE TESTING is<br />

continuing at Coastguard<br />

Sumner in an effort to innovate<br />

search and rescue operations.<br />

<strong>The</strong> coastguard has teamed<br />

up with drone expert Daniel<br />

Manchester from construction<br />

company Proform Group<br />

and Canterbury Air Patrol to<br />

evaluate how eight different<br />

unmanned aircrafts could best<br />

assist real life rescue scenarios.<br />

was flying the drones across<br />

Scarborough, creating 3D maps<br />

of the terrain and spotting<br />

coastguard members on the<br />

rocks who posed as victims.<br />

Scarborough coastline, which could assist in future search<br />

and rescue operations if the drone programme goes<br />

ahead. ​<br />

Manchester and Honeybone<br />

joined coastguard and air patrol<br />

members for further testing<br />

of the drone’s effectiveness on<br />

Tuesday night.<br />

“It’s not our normal area<br />

of knowledge. You know, as<br />

a coastguard we know boats.<br />

We’re learning from their expertise<br />

in Canterbury Air Patrol,”<br />

said Honeybone.<br />

He hopes the coastguard<br />

will have trained six operators<br />

and successfully launched the<br />

drone programme in the next 12<br />

months.<br />

<strong>The</strong>y will need to become<br />

qualified with the Civil Aviation<br />

Authority.<br />

Using drones to find victims<br />

has major potential advantages<br />

over in-person search operations.<br />

“It has thermal imaging,<br />

which picks up people’s heat<br />

source. It’s just a massive advantage<br />

in terms of finding someone<br />

quickly,” said Honeybone.<br />

<strong>The</strong> speed in which drones<br />

can find a target compared to<br />

searching in a boat is significant.<br />

“<strong>The</strong> success rate in finding<br />

someone alive is often in speed.<br />

<strong>The</strong>y might have hypothermia,<br />

so the speed of rescue is really<br />

critical for us,” he said.<br />

<strong>The</strong> trials over the coming<br />

months will determine whether<br />

the terrain in Coastguard<br />

Sumner’s jurisdiction is suitable<br />

for investing in a drone<br />

programme.<br />

“Right now we’re seeing if<br />

we’ve got all our ducks in a row<br />

and if this is something we 100<br />

per cent want to dedicate ourselves<br />

to,” said Honeybone.<br />

He said a drone programme<br />

could be expensive and require<br />

contributions from the coastguard’s<br />

typical funding sources,<br />

such as Coastguard New Zealand.<br />

<strong>The</strong> idea for drone testing<br />

came from a joint meeting with<br />

Coastguard Canterbury last<br />

year, which discussed potential<br />

technological innovations for<br />

search and rescue.<br />

Kicking goals for sport<br />

A MAJOR milestone has<br />

been reached for developing<br />

Christchurch’s sports field<br />

network.<br />

City councillors yesterday<br />

adopted the sports field network<br />

plan, which sets out the pathway<br />

for upgrading sports fields<br />

and associated infrastructure<br />

throughout the city and Banks<br />

Peninsula over the next 10 years.<br />

<strong>The</strong> document focuses on the<br />

provision, development, and<br />

performance of a network of<br />

well-placed, appropriately developed,<br />

and accessible sports fields<br />

throughout the city, which is balanced<br />

against other competing<br />

needs for use of parks.<br />

<strong>The</strong> plan was developed side by<br />

side with stakeholders from key<br />

sporting groups and organisations<br />

throughout the city.<br />

plan provides long term assurance<br />

“Sport has always played a big<br />

high quality sports fields in this<br />

<strong>The</strong> plan sets out three key<br />

goals – play where you live, participate<br />

for life, and succeed.<br />

It aims to encourage residents<br />

to participate locals and enjoy<br />

the benefits of good health,<br />

well-being and strengthened<br />

communities.<br />

City council staff and regional<br />

sports organisations have agreed<br />

to a new collaborative joint decision<br />

making process to identify<br />

the highest priorities for sport<br />

fields improvements year on year<br />

aligned to the available funding.<br />

<strong>The</strong> draft Long Term Plan<br />

proposes an additional $54.8<br />

million over 10 years for<br />

upgrading sports fields.<br />

Paedophile given early release despite<br />

A PAEDOPHILE jailed after<br />

paying a woman $300 to<br />

send him a video of herself<br />

sexually abusing an infant will<br />

be released from prison despite<br />

a psychological report assessing<br />

his risk of sexual reoffending as<br />

“above average”.<br />

Matthew Kelly was jailed for<br />

five years in 20<strong>16</strong> after police<br />

were alerted to his Facebook<br />

messages and raided his<br />

Christchurch home where they<br />

seized his computers and cellphones.<br />

On those devices, they found<br />

images he’d sent to a woman of<br />

young children and infants with<br />

descriptions of the sexual acts he<br />

wanted to perform on them.<br />

In August 2014, he contacted<br />

a 24-year-old Auckland woman<br />

and asked her to send him photos<br />

of naked children. He also<br />

encouraged her to make a video<br />

of her performing a sex act on a<br />

one-year-old child and then paid<br />

her $300 when she did.<br />

Kelly was also found with<br />

images of naked young girls in<br />

sexual poses, and other photos<br />

and videos where children were<br />

involved in sexual acts with<br />

adults. <strong>The</strong>re was also a video of<br />

a woman performing a sex act<br />

on a Dalmatian dog.<br />

In February 2014, he contacted<br />

two other women online and offered<br />

money to have time alone<br />

with their young daughters, both<br />

aged under 5. Kelly described in<br />

detail the sex acts he wanted to<br />

perform.<br />

He was found with about 70<br />

images he had taken of himself<br />

wearing only a nappy, as well as<br />

eight images of animals involved<br />

in sexual acts with children and<br />

adults.<br />

Kelly earlier pleaded guilty to <strong>16</strong><br />

charges, including one of sexual<br />

violation by unlawful sexual connection,<br />

five of making an<br />

objectionable publication, and 10<br />

of possession of an objectionable<br />

publication.<br />

In January 2019, while still in<br />

prison, Kelly was sentenced to a<br />

further seven-and-a-half-years after<br />

being found guilty of rape,<br />

attempted sexual violation and<br />

indecent assault involving two<br />

victims aged 13 and 14.<br />

<strong>The</strong> elder of those two victims<br />

was raped in a park beside a<br />

church.<br />

<strong>The</strong> woman who was raped told<br />

the court she cut herself by writing<br />

the word “whore” on her thigh<br />

due to the trauma of the incident.<br />

One-kick killer sent<br />

Kelly’s total jail time across the<br />

two sets of charges was 12-anda-half<br />

years, meaning without<br />

parole he would not be released<br />

until 2028.<br />

He first became eligible for<br />

parole in 2018 and has been<br />

denied early release from prison<br />

four times since then.<br />

He was seen again by the<br />

board in April this year where<br />

the panel heard he had completed<br />

the rehabilitation programmes<br />

required of him, had<br />

accommodation on the outside<br />

and had participated in many<br />

sessions with a psychologist.<br />

However, a psychological<br />

report noted his risk of sexual<br />

reoffending remained “above average”<br />

although there had been a<br />

reduction in this score since the<br />

last assessment.<br />

Kelly said he now knew his<br />

triggers and had worked to<br />

address his aggression and emotional<br />

and sexual regulation but<br />

acknowledged he would need to<br />

continue to work on these upon<br />

release.<br />

“Mr Kelly was upfront and acknowledged<br />

that he has at times<br />

demonstrated offence paralleling<br />

behaviour in his defiance of<br />

authority, wanting his own way<br />

and demonstrating control,”<br />

the board said in its decision,<br />

released to NZME.<br />

“He believes he has done<br />

enough work to address these<br />

matters satisfactorily on release.<br />

“Mr Kelly was able to talk<br />

to his high-risk situations and<br />

understands he still has a long<br />

time to go on his sentence and<br />

will be subject to recall should<br />

his reintegration not work out<br />

satisfactorily.”<br />

<strong>The</strong> board said the work Kelly<br />

had done, the supportive environment<br />

he would be released<br />

into and the way he spoke to the<br />

board satisfied the panel he was<br />

no longer an undue risk to the<br />

community.<br />

However, Kelly is still subject<br />

to a long list of conditions he<br />

must abide by upon his release<br />

from prison.<br />

Those conditions include<br />

electronic monitoring, abiding<br />

by a 10pm to 6am curfew, not<br />

possessing any device capable of<br />

accessing the internet without<br />

supervision and not loitering<br />

near any school, swimming pool,<br />

recreational facility or church.<br />

Kelly must also attend rehabilitative<br />

programs and have ongoing<br />

psychological assessments.<br />

He is also forbidden from having<br />

any contact with his victims or<br />

anyone under the age of sixteen.<br />

He can be recalled to prison<br />

if he breaches any of those<br />

conditions.<br />

A MAN WHO killed a fatherof-two<br />

with a single martial<br />

arts-style kick to the head outside<br />

Ballantynes department store has<br />

been deported to South Africa.<br />

Mark Nagel was 18 when he<br />

killed Anthony Kelly, 61, in 2022.<br />

He pleaded guilty to manslaughter<br />

and was jailed for two years.<br />

However, after spending seven<br />

months behind bars, Nagel successfully<br />

applied to be released on<br />

home detention.<br />

Nagel was born in South Africa<br />

but was adopted as a baby, before<br />

he and his new family immigrated<br />

to New Zealand when he was 10.<br />

Nagel was deported on <strong>May</strong> 9,<br />

Stuff reported.<br />

She said he held a temporary entry<br />

class visa, and the decision to<br />

evict him from New Zealand was<br />

made by an immigration compliance<br />

officer last October because<br />

of his manslaughter conviction.<br />

Kelly was at the Christchurch<br />

Central Bus Exchange on October<br />

18, 2022, where he was asked by<br />

security staff to leave at about<br />

6.15pm.<br />

Kelly walked north on Colombo<br />

St before walking into Cashel<br />

Mall. Nagel and his associates followed<br />

as they believed Kelly had<br />

been taking photos of them.<br />

About 6.20pm, Nagel and his<br />

associates began to engage with<br />

Kelly outside Ballantynes.<br />

Kelly tried to walk away but<br />

one of the group approached him,<br />

causing Kelly to swing a punch<br />

in self-defence. <strong>The</strong> person then<br />

kicked Kelly in the shin.<br />

Nagel walked through the<br />

group, approached Kelly and<br />

kicked him in the face with his<br />

right foot, using a martial artsstyle<br />

kick.<br />

Kelly immediately lost consciousness<br />

and fell to the ground,<br />

where his head hit the pavement.<br />

He died in Christchurch Hospital<br />

10 days later.<br />

After his arrest, Nagel said he’d<br />

kicked Kelly because he wanted<br />

him to delete photographs he’d<br />

taken of him and his friends.<br />

Police found no evidence any were<br />

ever taken.<br />

In sentencing Nagel, Justice<br />

Rachel Dunningham took<br />

into account various factors,<br />

including his youth, lack of prior<br />

convictions, early guilty plea,<br />

personal background remorse and<br />

rehabilitative potential.<br />

Taking on environmental<br />

challenges can seem<br />

daunting alone, but<br />

there is hope when<br />

many green hands<br />

Envirohub is connecting<br />

sustainability groups<br />

for a more cooperative<br />

sector<br />

CHRISTCHURCH Envirohub<br />

trust manager Ben Alder<br />

supervises a small team focused<br />

on delivering networking events,<br />

promotion and education to the<br />

public on behalf of hard-working<br />

but cash-strapped volunteer<br />

groups.<br />

“We’re a pretty diverse group<br />

of people, but we’ve all got an<br />

interest in improving the local<br />

environment,” he says.<br />

<strong>The</strong> services provided by Envirohub<br />

allow environmentalists to<br />

get on with the field work.<br />

“It’s more about filling in the<br />

gaps, rather than doing what others<br />

are already doing.”<br />

Christchurch was the first New<br />

Zealand city to host an environmental<br />

centre in 1976. It served<br />

green volunteers and helped them<br />

combine strengths until<br />

closing its doors in 2009<br />

due to a lack of funding.<br />

For nearly 10 years,<br />

the Christchurch green<br />

sector went without any<br />

central organisation, leading<br />

to many hyper-local<br />

volunteer groups forming<br />

within neighbourhoods.<br />

“A lot of groups started to address<br />

quite individualist work in<br />

the environmental sector, like<br />

plantings in a certain area, waste<br />

collection, river clean-ups, all<br />

sorts,” said Alder.<br />

“<strong>The</strong>re were so many groups<br />

that ended up forming, when we<br />

came back into the fold, we had to<br />

make sure we were adding value<br />

to these groups by doing something<br />

different and useful.”<br />

<strong>The</strong> trust was created in early<br />

2018 to address the problems created<br />

by years of disconnection.<br />

<strong>The</strong> most critical issues were a<br />

lack of cooperation on projects<br />

and the limited resources small<br />

groups have to promote their<br />

work or volunteering opportunities<br />

to the public.<br />

Alder finds environmental<br />

groups have many volunteers<br />

willing to give their time for field<br />

work, but often lack people interested<br />

in promotion and backroom<br />

work.<br />

“<strong>The</strong>re’s all the business and<br />

administration and marketing<br />

that sits behind it. That’s where a<br />

lot of these organisations tend to<br />

struggle. Because you can<br />

have all these groups, but<br />

unless they have brand<br />

awareness, not many<br />

people know about them.”<br />

in protecting the health of the<br />

“We will always need a group<br />

like it to be proactive and help<br />

guide everyone. <strong>The</strong>y’re really<br />

helpful people.”<br />

groups and create a network for<br />

any borders,” she said.<br />

“We have all these individual<br />

little niches that need to be filled<br />

in order to protect our future and<br />

without all these individual little<br />

groups working together towards<br />

a common cause, we’re not going<br />

to achieve it.”<br />

<strong>The</strong> trust is a member of Environment<br />

Hubs Aotearoa which<br />

provides further assistance and<br />

funding to its regional branches,<br />

helping connect environmentalists<br />

across the country.<br />

Christchurch Envirohub, which<br />

relies on a small staff and volunteers<br />

for operations, receives most<br />

of its remaining funding from the<br />

city council, Environment Canterbury,<br />

and the Rātā Foundation.<br />

For the 2023-<strong>2024</strong> financial<br />

year, Envirohub received $30,000<br />

from the city council and $24,000<br />

from ECan.<br />

<strong>The</strong> Rātā Foundation did not<br />

respond to requests for its grant<br />

amount.<br />

Envirohub does not plan on<br />

having one central building<br />

to work from, but encourages<br />

network members to utilise the<br />

spaces made available for them.<br />

<strong>The</strong>se include the Botanic<br />

Gardens kiosk building and the<br />

Riverlution Eco Hub.<br />

<strong>The</strong>se premises, leased by the<br />

Horticultural Society and the<br />

Richmond Community Garden<br />

respectively, are promoted by Envirohub<br />

to be used for meetings<br />

and events by environmental<br />

groups.<br />

“When there were those discussions<br />

around bringing back<br />

an environmental centre, the<br />

network agreed not to build a<br />

place just for the sake of it, but<br />

instead create a collaborative environment<br />

through multiple existing<br />

building spaces,” said Alder.<br />

One of Envirohub’s promotional<br />

tools is its map and directory,<br />

found online and at the Botanic<br />

Gardens kiosk.<br />

This helps people interested in<br />

the environmental sector to find<br />

one of the more than 300 network<br />

groups in one place.<br />

Envirohub also runs its own<br />

projects and events which aim to<br />

create a highly-connected network<br />

while avoiding duplicating the<br />

work of other individual groups.<br />

<strong>The</strong> Envirokids programme is<br />

the leading project for the trust’s<br />

public education efforts.<br />

Since 2018, Envirohub volunteers<br />

have showcased the work of<br />

network members through weekly<br />

activities every Saturday.<br />

“We’re trying to get kids familiar<br />

with these environmental<br />

topics and themes because often<br />

it’s still not touched on much in<br />

school.<br />

“It’s something they can come<br />

to every week where they can<br />

engage with these issues through<br />

activities,” said Alder.<br />

Predator Free Port Hills and<br />

the estuary trust have both<br />

participated in the Envirokids<br />

programme.<br />

“Three times a year we do a session<br />

on birds of our estuary and<br />

the kids really enjoy it.<br />

“We go out and look at birds<br />

and talk about birds, so it goes<br />

really well,” said Jenkins.<br />

Other recent showcase events<br />

include Bee Awesome, where<br />

children learned how to craft a<br />

beehive, and the Avon-Ōtākaro<br />

Network’s river clean-up day.<br />

Envirohub volunteers also<br />

engage with the public using the<br />

Stormwater Superhero Trailer to<br />

make learning about stormwater<br />

protection, made fun with touch<br />

screens and 3D model games.<br />

“It’s a great way to engage with<br />

community because often people<br />

are more encouraged to play a<br />

game rather than just talking<br />

about stormwater,” said Alder.<br />

He is proud of the engagement<br />

the trust is facilitating, especially<br />

the submission workshops which<br />

encourage people to discuss and<br />

write feedback for proposals from<br />

the city council, ECan and the<br />

Government.<br />

“Often the public aren’t aware<br />

they can actually have a say on<br />

what’s happening in their community,<br />

so that’s what we hope to<br />

address with these sessions.”<br />

Alder said the most recent<br />

workshops for the ECan and city<br />

council Long Term Plans held at<br />

the Botanic Gardens kiosk were<br />

well attended and encouraged<br />

the community to discuss their<br />

submission ideas in person.<br />

“That can inform our own submission<br />

as an organisation.”<br />

Envirohub aims to be the facilitator<br />

of communication between<br />

environmental groups rather<br />

than leading the pack.<br />

<strong>The</strong> Green Drinks event brings<br />

environmental groups together<br />

every month for a workshops and<br />

presentations, followed by casual<br />

connection-making.<br />

“It’s a great way to bring people<br />

in the sector together. You know,<br />

people have even got jobs or<br />

internships from it, just from<br />

being there and connecting with<br />

others.”<br />

Envirohub has ambitions to<br />

grow its programmes and create<br />

more as the organisation expands.<br />

Alder says the trust are looking<br />

for volunteers, donations and<br />

sponsorship to support its<br />

Region ready for emergency response<br />

failures and inexperienced staff<br />

– report after report into our<br />

emergency responses have found<br />

widespread failures.<br />

But those working in Canterbury’s<br />

emergency management<br />

believe the region is prepared for<br />

and is capable of responding well<br />

to major events – at the level of<br />

Cyclone Gabrielle or larger.<br />

Canterbury has been through<br />

plenty of disasters – the 2011<br />

earthquakes, 20<strong>16</strong> Kaikōura<br />

earthquake and 2021 Ashburton<br />

floods.<br />

A lot has been learnt each<br />

time, said the region’s Civil Defence<br />

Emergency Management<br />

(CDEM) group controller James<br />

Thompson.<br />

<strong>The</strong> Kaikōura quake exposed<br />

uneven levels of trained emergency<br />

staff across Canterbury’s<br />

10 councils.<br />

Since then, work has been done<br />

to develop surge capacity – the<br />

ability to get staff and resources<br />

quickly when an emergency happens,<br />

he said.<br />

“Now we’ve got a pool of<br />

around about 55 staff who have<br />

undergone extra training to<br />

support each other across the<br />

region and in fact, a lot of their<br />

“We found it hard to create<br />

that big picture for ourselves.<br />

Now we can create that picture<br />

a lot quicker and we can escalate<br />

up the issues to a national level<br />

with more speed, reducing delays<br />

in getting help to people.”<br />

In the past five years there had<br />

been a concerted effort to prepare<br />

communities, create iwi liaison<br />

roles and increase collaboration<br />

across agencies, he said.<br />

“We had the Port Hills fires<br />

this year. We’d already experienced<br />

that a few years beforehand,<br />

having the advantage of<br />

that just made our response a<br />

lot sharper. <strong>The</strong> communication<br />

channels were way better<br />

because people knew who each<br />

other were, between iwi, between<br />

rūnanga, between the regional<br />

Civil Defence [teams]. Those<br />

relationships are just really key,”<br />

Ruwhiu said.<br />

By September, in partnership<br />

with Te Puni Kōkiri – the Ministry<br />

of Māori Development, Ngāi<br />

Tahu will have 24 emergency<br />

pods dispersed across the region,<br />

he said.<br />

“<strong>The</strong>se emergency pods are like<br />

big 20-foot shipping containers<br />

with emergency resources –<br />

dehydrated food, water bladders,<br />

small generators, hygiene packs,<br />

clothing – basic emergency resources<br />

that each of our communities<br />

will need in events similar<br />

to Cyclone Gabrielle and in event<br />

of an Alpine Fault rupture.”<br />

<strong>The</strong> pods were designed to<br />

withstand a big earthquake on<br />

the Alpine Fault – to at least<br />

magnitude eight in size.<br />

Marae were open to everyone<br />

in need, and Ngāi Tahu would<br />

extend its support further afield<br />

if required, Ruwhiu said.<br />

deliver funding when emergencies<br />

happen, but in preparedness<br />

– we’re just going through a Long<br />

Term Plan [process] now – Canterbury<br />

Regional Council control<br />

there to put more dollars into<br />

our group CDEM activity to get<br />

another person on board there to<br />

do more training and keep everyone<br />

up to where they should be.”<br />

there is no domestic need for<br />

new offshore supplies. Modelling<br />

for the Gas Transition Plan has<br />

shown that we can meet current<br />

gas demand for residential,<br />

commercial and industrial<br />

purposes from onshore supplies<br />

and investment. Offshore<br />

gas supplies have traditionally<br />

been underpinned by larger<br />

petrochemical users such as<br />

Methanex, and cost more to<br />

develop than onshore supplies.<br />

Reopening offshore oil and<br />

gas exploration is inconsistent<br />

with our Paris Agreement<br />

targets and our free trade<br />

one) have committed to double<br />

renewable energy production.<br />

Indeed the Government committed<br />

to trebling recently.<br />

To drill for gas or not to drill?<br />

It astonishes me that with all<br />

we know this would still be a<br />

question. No, no, no drilling.<br />

Stop Now. Thomas Picketty said<br />

it all in his book Capital in the<br />

21st century. Those of us born<br />

agreement with the EU (which<br />

require us to meet our Paris<br />

targets). Failure to meet both<br />

has serious financial implications<br />

for New Zealand in<br />

the form of penalties and<br />

purchasing offshore carbon<br />

credits. Pursuing new offshore<br />

gas exploration will cost New<br />

Zealanders more money in the<br />

long run and make it harder<br />

to meet our decarbonisation<br />

targets.<br />

<strong>The</strong> near-grid emergency on<br />

the morning of <strong>May</strong> 9 was less<br />

about gas supplies and more<br />

about an early cold snap combined<br />

with 700MW of generation<br />

undergoing scheduled<br />

maintenance. It was an issue<br />

of capacity, not a shortage of<br />

energy.<br />

So we’re a bit short of<br />

generating capacity. Meanwhile,<br />

four times a day, the energy<br />

equivalent of the Waitaki power<br />

scheme sloshes back and forth<br />

through Cook Strait. Industrial<br />

Research Ltd scientists were<br />

exploring the possibilities last<br />

century and found New Zealand<br />

already had the expertise as the<br />

technology to exploit it is well<br />

established but apparently our<br />

glorious leaders up at fort fumble<br />

weren’t interested. Sigh!<br />

Think about the slogan ‘<strong>The</strong>re<br />

is no planet B’. We have already<br />

got access to enough oil to cook<br />

this planet. Don’t waste time<br />

or energy drilling. Build wellinsulated<br />

homes. Protect aquifers<br />

from pollution. Care for the soil<br />

and grow nutritious food. Build<br />

community so we can support<br />

each other as we tackle getting<br />

out of the current sticky mess.<br />

Energy dilemma: Cost to us versus<br />

fuel drives the climate crisis.<br />

This completely lacks balance,<br />

seriously skewing responses.<br />

Keeping our heads in the sand,<br />

aided by ignorant media and<br />

populist politicians is more than<br />

gross stupidity: It is criminal on a<br />

scale well beyond other historical<br />

human atrocities.<br />

Looking honestly at the bigger<br />

picture is uncomfortable: We are<br />

leaving an unstable climate and<br />

potentially unlivable planet for<br />

future generations and all life, life<br />

with whom we share planet Earth<br />

and indeed is our intimate ancestor<br />

and family.<br />

It’s not the enormity of our<br />

predicament, lacking simple<br />

or complete answers, that<br />

makes me despair. I despair at<br />

the ignorance and stupidity of<br />

mainstream denial, the refusal<br />

to squarely look at this, and collectively<br />

struggle and respond to<br />

the truth.<br />

Once we accept the imperative<br />

we must stop burning fossil fuels,<br />

we must reduce modern excess,<br />

we can develop simple, low tech,<br />

local focused alternatives to gas,<br />

coal, or large carbon footprint<br />

projects like Lake Onslow.<br />

<strong>The</strong> stench of hypocrisy seems<br />

to be rising as we import lower<br />

grade coal from Indonesia,<br />

(cheaper of course thanks to lax<br />

Labour laws) in order to keep<br />

at least our own backyard clean<br />

and green; sanctimoniously<br />

congratulating ourselves on<br />

keeping our superior resource<br />

underground and impoverishing<br />

our own West Coast region for<br />

the good of the planet.<br />

Behind the green facade of<br />

our rush to electrify everything<br />

lies the spectre of rare earth<br />

elements extraction, (needed to<br />

make batteries and solar panels<br />

etc), and the chosen ignorance<br />

of the actual cost to the planet of<br />

this. Failure to provide reliable<br />

generation facilities to meet the<br />

demand created for “greener”<br />

energy is an oxymoron.<br />

On balance gas seems the lesser<br />

evil, but still an interim measure<br />

while we build another hydro<br />

dam or two.<br />

anyway, with worse results than<br />

Used sensibly, natural gas could<br />

lower our CO2 emissions in the<br />

short, medium, and long term,<br />

while providing an energy buffer<br />

against shortfalls in a rapidly<br />

evolving energy environment.<br />

Natural gas powered motor<br />

vehicles produce half the<br />

CO2 of petrol burners. Gas<br />

infrastructure and knowledge<br />

already exist from the LPG/CNG<br />

days of the 1980s fuel crises.<br />

Fossil gas can be diluted<br />

with biogas as this becomes<br />

available in the future, a path<br />

to lowering our emissions even<br />

further.<br />

Natural gas increases our<br />

energy security by keeping our<br />

dry-year generators sparking<br />

without importing (ugh) coal.<br />

<strong>The</strong> question ‘should we drill for<br />

gas?’ is a no-brainer. No other<br />

transitional solution lowers<br />

emissions immediately, and<br />

later, without creating huge newinfrastructure<br />

build emissions.<br />

Ignoring our gas would be like<br />

jumping from a burning plane<br />

with no parachute.<br />

SAFETY: With the Government considering increasing<br />

speed limits on some state highways, debate has started<br />

on whether the limits should be raised on SH75.<br />

Roads now safer<br />

I read with interest the<br />

furore by readers about the<br />

changed speed limits along<br />

SH75 (between Halswell and<br />

Akaroa). Given that I work with<br />

road safety daily, I thought<br />

I’d check the official stats<br />

myself.<br />

In the three years before the<br />

speed limit changes in September<br />

2022, there was an average<br />

of 10.3 fatal or serious injuries a<br />

year along SH75.<br />

In the 19 months since their<br />

introduction, these numbers<br />

have dropped by 20 per cent to<br />

8.2 serious injuries a year (no<br />

deaths). And no, traffic volumes<br />

on SH75 haven’t really changed<br />

at all.<br />

It might still be early days,<br />

but this repeats the results<br />

I have seen everywhere else<br />

across NZ where safer speed<br />

limits have been introduced<br />

– casualties go down. Lots of<br />

other things might “cause”<br />

crashes, but your travelling<br />

speed determines the resulting<br />

outcome.<br />

Concerns about reduced<br />

productivity also don’t stack<br />

up when lower rural driving<br />

speeds mean reduced vehicle<br />

operating costs and emissions,<br />

as well as less downtime with<br />

fewer delays from crashes – not<br />

to mention a less stressful drive.<br />

All for the sake of just an<br />

extra five minutes of average<br />

travel time to Akaroa…<br />

“<strong>The</strong>y’re a quality side that<br />

will be disruptive, so we’re looking<br />

to try and play our natural<br />

“We’re just taking each week as<br />

damage and raise<br />

awareness around the<br />

danger of head injuries.<br />

<strong>The</strong> memorandum of<br />

understanding with the<br />

Laura Fergusson Brain<br />

Injury Trust is aimed at<br />

ensuring everyone in the<br />

sport has access to the<br />

necessary information,<br />

support and treatment<br />

in regards to head injuries and<br />

concussion.<br />

It is the first time the trust<br />

injuries and concussions<br />

occur in our game from<br />

time to time.<br />

“As the regional body<br />

for rugby league, we<br />

believe we have a responsibility<br />

to provide expert<br />

support and advice to<br />

players who sustain these<br />

injuries.”<br />

<strong>The</strong> trust was established in<br />

1967 and supports those impacted<br />

by brain injury in Canterbury<br />

and surrounding regions.<br />

“We see people who’ve had<br />

traumatic brain injury from all<br />

walks of life for all different<br />

reasons, and sports is one<br />

of the areas,” LFBIT chief<br />

executive Kathryn Jones<br />

said.<br />

“We are on that recovery<br />

journey with them<br />

and their families.”<br />

Jones regarded rugby<br />

league as one of the most<br />

proactive sports in caring<br />

for players around head injuries,<br />

putting strong guidelines in<br />

place and providing support.<br />

She believed the dangers of a<br />

‘you’ll be right’ attitude across<br />

sports meant some people<br />

missed out on the appropriate<br />

treatment for what could<br />

potentially be a serious<br />

problem.<br />

<strong>The</strong> trust has embarked<br />

on a fundraising campaign<br />

to build a centre of excellence<br />

in Christchurch,<br />

designed as a hub with<br />

services for people who<br />

have suffered a traumatic<br />

brain or spinal injury.<br />

Jones said the partnership with<br />

CRL with be beneficial in raising<br />

the trust’s profile.<br />

increased risk of<br />

exposure to waves<br />

coming over the<br />

consultant, Jacobs, which found<br />

there are 19 points along the wall<br />

where repairs are required.<br />

However, Prof Hilton<br />

said there is no immediate<br />

“In the next few years, the<br />

storm surge on that coast is not<br />

particularly large. However,<br />

when you look beyond the<br />

short-term to the medium-term,<br />

those storms are going to get<br />

significantly larger and will have<br />

a greater impact because the sea<br />

level will be higher,” he said.<br />

A LINCOLN-BASED company<br />

is taking on Lime to bring<br />

e-scooters to Selwyn.<br />

Angela and Phillip Eberhard<br />

have recently started a business<br />

named Lava Scooters.<br />

<strong>The</strong>y have applied to the<br />

district council to operate 50<br />

e-scooters from 7-11am, seven<br />

days a week in Rolleston, Lincoln<br />

and Prebbleton. <strong>The</strong> application<br />

includes the possibility of<br />

expanding to 200 scooters in the<br />

future if successful and allowed.<br />

Mrs Eberhard said they are<br />

excited to be entering the<br />

market.<br />

“Being local and knowing<br />

this community and wanting to<br />

be a part of that is exciting,” she<br />

said.<br />

“Lime is big and that’s probably<br />

more of a risk for us but I think<br />

working and living in this area<br />

makes it more enjoyable and we’re<br />

just hoping the community will<br />

get behind us.”<br />
