CANDONI<br />

Brief Histories of the Municipalities<br />

Candoni was derived from the native phrase Kan Dune,<br />

which means belonging to Dune, a legendary beautiful<br />

maiden named Dionesia who committed suicide after<br />

being forced by her parents to marry a man she did not<br />

love.<br />

Formerly a barrio of the Municipality of Cauayan,<br />

Candoni started as the center of the Tabla Valley<br />

Settlement founded in 1935 by Santiago H. Diego, a<br />

prominent man from the Municipality of Isabela. He Candoni Municipal Hall<br />

led a group of settlers with a pioneering spirit and<br />

prompted by the desire to have a piece of land they could call their own. Pooling their<br />

resources and organizing themselves into a cooperative they called Tablenos, the settlers<br />

started clearing the valley starting from where the town is now located. They toiled the<br />

forests enduring hardships, but many of them died of malaria.<br />

CAUAYAN<br />

Long before the Spaniards came to Negros, this town was<br />

short of being a wilderness. It got its name from bamboo<br />

thickets abundant in the area.. Primitive people wore<br />

loincloth or “bahag” while hunting and fishing were their<br />

primary sources of livelihood. The natives also cultivated<br />

small farms where they planted root crops to augment their<br />

dietary requirement.<br />

In 1822, Cauayan was formally founded by Don Vicente<br />

Cauayan Municipal Hall<br />

Paulo Decena, believed to have come from Cebu. He was<br />

enticed into Cauayan by the legendary beauty of a native girl who subsequently became his<br />

wife. During the Spanish era, a seat for the municipal government was sought. Guihulngan,<br />

Cauayan and Isio were candidates but Isio prevailed as it was more populated. It got the<br />

honor of being the center of government although “gobernadorcillos” were accorded<br />

Cauayan and Guihulngan.<br />

HINOBA-AN<br />

Formerly a part of Cauayan, this place was inhabited by<br />

natives called “Magabat”. When immigrants from Panay<br />

came and settled in the coastal areas, the settlers began to<br />

group in the area where the town is now located. Traders<br />

visited this place and bartered with its settlers products like<br />

clothing made in Miag-ao, Tigbauan and Guimbal in Iloilo.<br />

Spanish authorities did not occupy Hinoba-an during their<br />

time in the province since the area was still a jungle. It was<br />

visited only by people from Cauayan and the neighboring towns for hunting purposes. Hence<br />

no important events were recorded about the coming of the Spaniards in the town.<br />

When the Americans landed in Negros during World War II, Hinoba-an became a historical<br />

point of entry by the US military forces. Col. Salvador Abcede, district commander of the 7th<br />

military district, established his island headquarters in this town during the Japanese<br />

occupation.<br />

Col. Jesus Villamor, aboard submarine USS Gledgeon, landed at Ubong Point and occupied<br />

Ubong Cave as command post supply food and arms to guerillas.<br />

After Liberation, Hinoba-an was rehabilitated by some of its pioneering residents. More<br />

settlements were established, schools were built, trails developed for the people’s<br />

ILOG<br />

The Ilog was founded by the Augustinian Fathers Geronimo<br />

Marin and Francisco Bustos on May 16, 1584. It was the<br />

biggest settlement in Negros at the time of the Spanish<br />

conquest. It was the island’s commercial and political c<br />

enter. The name Ilog was recommended by a<br />

Tagalog guide of the Spaniards because the place was entirely<br />

surrounded by the longest river in the whole island of<br />

Negros – the Ilog River.<br />

In 1628, Ilog became a garrison town for Negros and the capital of the island from 1632 until<br />

1795. During these years the jurisdiction of the Ilog extended from Suay, Himamaylan in the<br />

north, and from Kabankalan to Isio, Cauayan in the south. Since Ilog was a garrison town,<br />

people from all over the country and from Spain and Mexico came to trade and live here.<br />

Aside from commercial and trading activities of the Ilognons, they also grew rice, cacao,<br />

tobacco and coconut. Fr. Juan Avila, who died and was buried in Ilog in 1706, established a<br />

cacao industry which was sufficient to supply the whole Philippines. This greatly enhanced<br />

the economy of Ilog.<br />

KABANKALAN CITY<br />

Kabankalan, strategically located at the southern<br />

part of Negros Occidental, Kabankalan City prides<br />

itself as a service provider in education and health<br />

services, a major hub in commerce, trade and<br />

industry, information and communications<br />

technology, as well as host to a number of<br />

government and private offices.<br />

Early Cavancalan dates back to the 1630’s when it<br />

started as part of the encomienda of Admiral Cristobal de Logo y Montalvo. The Jesuits<br />

introduced Christianity at that time. On March 14, 1907, the then Philippine Commission<br />

passed Act 1612 creating the Municipality of Kabankalan from the town of Ilog. In a special<br />

election following the passage of that law, Lorenzo Zayco became its first Presidente<br />

Municipal.<br />

Despite the ravages of war and the internal strife in the 1980’s, trade and commerce<br />

increased considerably with the establishments of banks and commercial establishments.<br />

Other institutions such as schools, hospitals and churches were also established. On<br />

February 11, 1988, Bishop Vicente Navarra was installed as the first bishop of the Roman<br />

Catholic Diocese.<br />

Kabankalan was converted into a component city on August 2, 1997 with ratification of<br />

Republic Act No. 8297 or the City Charter of Kabankalan. Isidro P. Zayco became the first<br />

elected City Mayor. He, along with the other city officials, took his historic oath of office on<br />

June 12, 1998 and assumed office for his third term as Mayor on June 30, 1998.<br />

SIPALAY CITY<br />

Formerly a barrio of Cauayan, Sipalay had the<br />

distinction of having been used as a garrison for Spanish<br />

soldiers guarding the southern corridor of Negros<br />

Island. Original immigrants of the place came from the<br />

island of Panay, the town being just across a short sea<br />

span from what is now Iloilo. When the new settlers<br />

arrived, they drove away the natives to the mountains.<br />

No roads existed during the time, and trading was<br />

easier with Iloilo and Panay through sailboats. When<br />

the Americans came development was introduced with the putting up of schools and<br />

roads. Literacy among residents was improved.<br />

Sipalay became a lookout point when the Japanese occupied the country, with the town<br />

being used as an outpost by the guerillas . It was also in Sipalay, in Campomanes or<br />

Maricalum Bay, where the first American submarine landed to deliver arms and supplies<br />

for the forces commanded by airman-hero Col. Jesus Villamor.<br />

The staging of the final fight with the Japanese jumped from this point when sufficient<br />

supplies shipped from Australia arrived.<br />

Sinulog January 10-16 Kabankalan City Sinulog sa Kabankalan is a hilarious festivity<br />

held in commemoration of the triumph of<br />

the townspeople against the moro pirates<br />

through the intercession of the Sto. Nino.<br />

During the early days, according to<br />

tradition, the Christian Filipinos, especially<br />

those living along the coastal areas, were<br />

subjected to attacks and harassment by the<br />

moro pirates. The encounters more often<br />

resulted in the bloodbath between the<br />

Christian and the pirates, bringing untold<br />

miseries and destructions, particularly to<br />

the townsfolk. It was in one of these encounters<br />

that the Sto. Nino intervened and<br />

saved the Christians from further attacks.<br />

To manifest their gratitude, the early<br />

Filipinos celebrated the victory by holding a<br />

revelry that is the SINULOG today.<br />

Lubay-Lubay Festival January 25 Cauayan Lubay-Lubay Festival portrays and preserve<br />

the early culture of Cauayanons in facing<br />

adversities, hardships and difficulties as<br />

well as abundance, plenty, prosperity and<br />

sufficiency, and to foster the spirit of unity,<br />

cooperation, camaraderie and thanksgiving<br />

especially for the blessings endowed by the<br />

Almighty. It is a thanksgiving for the<br />

bountiful harvest as dancers move to the<br />

beat of bamboo poles and sticks.<br />

FEBRUARY<br />

Dinagyaw sa Tablas February 11 Candoni Pabalhas sa Tablas. The concept of<br />

“Pabalhas sa Tablas” originated from the<br />

actual history of Candoni, when a group of<br />

settlers decided to look for a land they can<br />

call their own.<br />

Kisi-Kisi Festival March 23-25 Ilog Ilog, being the first capital of Negros Island<br />

and Siquijor, was named as such because it<br />

is surrounded by the longest river in the<br />

whole island of Negros – the ILOG river.<br />

These river stretched up the sea where<br />

aquatic resources such as fish, crabs,<br />

oysters and shrimps are abundant. Kisi Kisi<br />

refers to the fast movement of fish, crabs,<br />

oysters and shrimps which are abundant in<br />

the sea of Ilog.<br />

Pasaway sa Sipalay March 31 Sipalay City Pasaway sa Sipalay is celebrated every last<br />

week of March marking the Charter<br />

Anniversary of the city. It features street<br />

dancing and merry making by performers<br />

from seventeen barangays of the city<br />

attired in mardigras and exotic costumes in<br />

the semblance of copper minerals.<br />

APRIL<br />

Pagbanaag Festival April 24 Hinoba-an Pagbanaag Festival was created in year<br />

1999. Hinoba-an got its festival name Pagbanaag,<br />

because people enjoy non-stop<br />

disco dancing and merry making from dusk<br />

till dawn.<br />
