* Radiological dose rates to personnel and to members of the public<br />

will be controlled in accordance with DOE standards for radiation<br />

protection and will be reduced to as low as reasonably achievable<br />

* Soil stabilization of contaminated land areas is an S&M effort for<br />

interim protection of the environment and people pending final<br />

remedial investigation/feasibility study (RI/FS) or RCRA Facility<br />

Investigation/Corrective Measures Study (RFI/CMS) activities.<br />

4.2.1 Assessing Interim Stabilization Alternatives Criteria<br />

The following requirements and factors are used to assess the relative<br />

merits of several candidate stabilization methods to objectively determine the<br />

preferred alternative.<br />

4.2.1.1 Requirements.<br />

* Interim stabilization will not eliminate any reasonable<br />

alternative for final disposition of a site.<br />

* Interim stabilization will not interfere with planned RI/FS or<br />

RFI/CMS activities.<br />

4.2.1.2 Factors.<br />

* Cost comparisons<br />

* Post stabilization level of maintenance<br />

* Projected duration of the stabilization action<br />

* Potential side effects of the stabilization action<br />

* Assessment of control compliance; i.e., does the interim<br />

stabilization method provide an adequate barrier between the<br />

contamination and the environment?<br />

* Size of the land area under consideration<br />

* Depth of the contamination in the soil<br />

* Radiation level of the contaminated soil<br />

0 Source of the radioactive contamination.<br />

Criteria used to evaluate each factor are based on the guidelines<br />

presented by the RL and are consistent with the WHC commitment to perform work<br />

projects in the safest and most cost-effective manner.<br />
