Council to approve draft Highfields<br />

town centre plan<br />

The Central Highfields<br />

Master Plan is set to be adopted<br />

by Toowoomba Regional<br />

Council today, Tuesday, July<br />

17, following a sometimes<br />

difficult year with the process<br />

of convincing residents of its<br />

intentions.<br />

The process started a<br />

year ago when the council<br />

presented a plan for the town<br />

centre, plus a plan for the<br />

opening up many cul-de-sacs<br />

in the “old” Highfields area,<br />

and adding a new road to link<br />

the New England Highway<br />

near Highfields State Primary<br />

School through the residential<br />

area, through the Kuhls Road<br />

sports fields to Clarke Road<br />

and the Highfields Village<br />

Shopping Centre.<br />

A protest meeting of about<br />

300 residents in the Cultural<br />

Centre took the council<br />

representatives by surprise<br />

because at least 90 per cent of<br />

the people were opposed to the<br />

council plans.<br />

The council then deferred<br />

consideration of the design<br />

of the Highfields town<br />

centre, and agreed that any<br />

future consideration involve<br />

early engagement with the<br />

Highfields community.<br />

The council implemented<br />

a staged consultation process<br />

which sought to identify<br />

community values and a vision<br />

for the Central Highfields area.<br />

The council prepared three<br />

master plan options, and, two<br />

months ago, presented the<br />

community with a draft master<br />

plan based on community<br />

feedback.<br />

It is this draft plan that<br />

the council’s Planning and<br />

Development Committee<br />

considered last week, and<br />

recommended that Council<br />

adopt the plan.<br />

A catalyst in being able<br />

to actively plan for a town<br />

centre design occurred late<br />

last year when Council acted<br />

on a proposal by Cr Paul<br />

Antonio that Council buy 19ha<br />

of land from developer Clive<br />

Berghofer.<br />

This land, bounded by<br />

O’Brien Road, Highfields<br />

Road, and Clarke Road, is<br />

opposite the Highfields Village<br />

Shopping Centre and was the<br />

site of a stock feed mill.<br />

Council has listed nine<br />

refinements to the draft plan,<br />

which were asked for by<br />

community members during<br />

recent consultations.<br />

The Council decided not to<br />

include the majority of these<br />

refinements to the design.<br />

Because the council owns<br />

the central Highfields land,<br />

it will be able to decide how<br />

and when it is developed, and<br />

the next stage of the project<br />

will be structure planning,<br />

when detailed plans will be<br />

produced.<br />
