Be the Inspiration. Editorial: Looking Back Induction <strong>2018</strong> The speech of Police Chief Superintend Timoteo G. Pacleb during the 71st Joint Induction and Turn-over Ceremonies last July 01, 2017 at the Mallberry Suites and Business Hotel. Good evening everyone! W hen i got the invitation to be part of your event today — it took me a while to decide whether to accept or not. Excited as I was the first thing though that came to mind is that I’m not even a Rotarian. I also thought that I’d be speaking to a group of people belonging to very special organization, the rotary club! —people that I have seldom been introduced to or interacted with. Actually it was an informal invitation at first as I only got a call from one of your distinguished members, General Danilo “Sir Danny” Empedrad. ang sabi ko sir pagisipan ko muna. sabi niya hindi puwede ikaw na napili ko……. the truth is I was about to make a critical putt in a golf game when he called. Kaya hindi ako makasagot agad….. Finally I agreed….. mabuti na ang nai-shoot ko. Kung hindi may utang si sir Danny sa akin!! Well— I admit that I take pride in the invitation— You know --- it is a great honor to be standing before you here tonight --- and deliver a message to a rare breed of men and women, people who have distinguished themselves not only in their respective careers and profession but more importantly in constantly helping and serving our fellowmen achieve better lives. As the stated purpose of the rotary it is to provide humanitarian services, encourage high ethical standards in all vocations, and to advance goodwill and peace around the world. It is of no surprise that the rotary and the PNP have very similar ideals. We also adopt the same purposes in our organization as we pursue our objective of attaining a true and lasting peace in our communities. For one our intensified anti-illegal drug operations are directed to further reduce the incidence of crimes. Statistics show that from Jan to May <strong>2018</strong>, there were only 5,413 incidents of crime recorded. This figure is 41.27% lower than crime volume recorded for the same period last year. Worth mentioning is that crimes against person decreased by 32.2 %, crimes against property by 70%. We have also recorded a total of 1124 person arrested with 94 of it considered as high value targets ( hvt) and a total of 681 personalities surrendered on our tokhang. We have confiscated a total of 15. 22kg of shabu and 4.04kg of marijuana. Never in the history of the PNP in region 10 have we gained so much accomplishment in the preventing the 16
commission of crimes. On the other hand we have continued our internal cleansing efforts to enforce discipline and promote ethical standards in our ranks. Last year, 76 PNP personnel were either dismissed from the service or suspended for various administrative offenses. Our drive to rid our organization of scalawags, misfits and rogue personnel will continue even as we strengthen our disciplinary machinery. For the past year these have been the challenges that i faced as director of police regional office northern Mindanao. It will remain a challenge until we have fully eradicated the roots of the illegal drug trade and until we have fully restored internal discipline in the PNP. It was not nor will it be an easy task for me and future regional directors. But with clear goals and objectives, good leadership, and enough passion for public service the task at hand will always be achievable. Perhaps among other factors that affect an organizations success or failure, these are the things i would like to impart not only to our new set of club and Ann officers but to all of us are shall we leaders in our right. Identifying goals and the objectives in pursuing them is very important. It should be the first to be done in any endeavor. It should be communicated to all so that each and every member of the organization would think and act toward attaining not only collective but also individual goals. In some companies they term it as target setting. In others they call it performance targets. Whatever we may call it, our leaders should set the goal. It is a leader’s responsibility to know what it is and how it should be attained. In our goal to deter crime, our efforts would include more policemen in crime prone areas, more patrols, more checkpoints, and more visible policemen. We sustain efforts to arrest criminal offenders or those with warrants of arrest and aspire to solve more crimes as we can. Along this line, we recruit, train and equip more investigators to increase our solution efficiency. This is just an example on how unit goals are accomplished in the PNP. On leadership, I remember how we define it in PMA.” It is the art and science of influencing and directing men in order to get their willing obedience and cooperation to accomplish the mission.” some define it was also an “art of motivating and inspiring others to want to struggle for shared aspiration.” I think an important factor in leadership is the willingness to be a leader. The most effective leaders i know are those who decide and commit themselves to take on the responsibility.
