Good evening everyone!<br />

W<br />

hen i got the invitation to be part of<br />

your event today — it took me a<br />

while to decide whether to accept<br />

or not. Excited as I was the first thing though<br />

that came to mind is that I’m not even a Rotarian.<br />

I also thought that I’d be speaking to<br />

a group of people belonging to very special<br />

organization, the rotary club! —people that I<br />

have seldom been introduced to or interacted<br />

with. Actually it was an informal invitation at<br />

first as I only got a call from one of your distinguished<br />

members, General Danilo “Sir Danny”<br />

Empedrad. ang sabi ko sir pagisipan ko<br />

muna. sabi niya hindi puwede ikaw na napili<br />

ko……. the truth is I was about to make a<br />

critical putt in a golf game when he called.<br />

Kaya hindi ako makasagot agad….. Finally I<br />

agreed….. mabuti na ang nai-shoot ko. Kung<br />

hindi may utang si sir Danny sa akin!!<br />

Well— I admit that I take pride in the invitation—<br />

You know --- it is a great honor to be standing<br />

before you here tonight --- and deliver a<br />

message to a rare breed of men and women,<br />

people who have distinguished themselves<br />

not only in their respective careers and profession<br />

but more importantly in constantly<br />

helping and serving our fellowmen achieve<br />

better lives.<br />

As the stated purpose of the rotary it is to<br />

provide humanitarian services, encourage<br />

high ethical standards in all vocations, and to<br />

advance goodwill and peace around the<br />

world.<br />

It is of no surprise that the rotary and the<br />

PNP have very similar ideals. We also adopt<br />

the same purposes in our organization as we<br />

pursue our objective of attaining a true and<br />

lasting peace in our communities.<br />

For one our intensified anti-illegal drug operations<br />

are directed to further reduce the incidence<br />

of crimes. Statistics show that from<br />

Jan to May <strong>2018</strong>, there were only 5,413 incidents<br />

of crime recorded. This figure is<br />

41.27% lower than crime volume recorded<br />

for the same period last year. Worth mentioning<br />

is that crimes against person decreased<br />

by 32.2 %, crimes against property<br />

by 70%. We have also recorded a total of<br />

1124 person arrested with 94 of it considered<br />

as high value targets ( hvt) and a total of 681<br />

personalities surrendered on our tokhang. We<br />

have confiscated a total of 15. 22kg of shabu<br />

and 4.04kg of marijuana. Never in the history<br />

of the PNP in region 10 have we gained so<br />

much accomplishment in the preventing the<br />
