Organizational Profile
The Community
Greenwood Village is a suburb of Denver with 14,000 full-time residents
and approximately 45,000 additional working persons each day.
The Village is home to three nationally recognized business parks
including the Denver Tech Center, the Village Center, and Greenwood
Plaza, as well as other commercial development. Many national and
international industry leaders, such as Great West Financial, CoBank,
Red Robin, Merrick and Company, Pax8, Fidelity Investments, Spectrum
(Charter Communications), Ciber and other outstanding businesses call
Greenwood Village home. The City of Greenwood Village is a place
where residents can go for an evening walk with their families down
tree-lined trails that lead to beautiful parks and open space; where
business employees can easily get out of the office for lunch, take
a break and enjoy those same trails or relax on a bench and take in
the mountain views; where one can quickly access one of three light
rail stations to travel anywhere in the metropolitan area. It is a place
with scenic residential neighborhoods that have a rural feel just down
the road from office buildings in a premier commercial environment.
Residents include highly educated business leaders, professionals, and
families who have expectations for high quality government services.
The Village strives to offer the highest level of services to our residents
and customers. The work of every Village employee supports and
positively reinforces the relationships that exist between businesses
and residents and their Village government. In addition, the work of
every Village government employee provides on-going improvements to
those qualities and characteristics that make Greenwood Village a great
place to live, work, and conduct business.
The Organization
The Greenwood Village city government exists to make a difference in
the lives of those in the community. As an outcome-based organization,
an emphasis is placed on providing exceptional customer service and
providing a high quality of life for the residents of the Village. Residents
appreciate and expect clean and safe living and working environments;
beautifully built and natural settings; opportunities for recreational and
leisure time activities; and convenient access to people, places, and
information.
Guiding principles provide the basis for employee behavior and decision
making that results in high quality customer service and extraordinary
organizational outcomes. These guiding principles include building
relationships with all internal and external customers in order to make
a difference in the lives of others, focusing all efforts on activities that
directly contribute to the achievement of clearly defined outcomes, and
committing to non-stop change with the intent to make things better.
Additional values are fostered in the organization and further drive
the way we conduct business. Village staff are encouraged to bring
innovation and creativity to their jobs. Continuous idea generation,
experimentation, and implementation help to improve efficiency and
get to better results. Creating an environment where employees feel
empowered promotes positive dialogue and increased individual
contributions throughout the organization. Employee empowerment
cultivates an environment of leaders rather than an environment of
managers and followers.
The Department
The identity of a community is its most important attribute. The
Community Development Department serves the purpose of assisting the
community with establishing and supporting the community’s identity.
Three of the four program areas in the department are responsible for
preserving and protecting that identity. Overseeing compliance with the
municipal code, building codes, and other local, state, and federal laws
is another important responsibility of department and this Village leader.
Planning Program: The Planning Program provides assistance to the
community, the Planning and Zoning Commission, and City Council to
formally articulate community values in the Village Comprehensive
Plan. That foundation is then used to apply sound planning principles
to assure high quality development outcomes through interpretation
of the Comprehensive Plan and administration of various development
codes. The planning staff represents the Village in development and
land-use matters ensuring consistent application and adherence
with development standards, the Comprehensive Plan, the municipal
code, and the policies established by City Council. Staff prepares and
presents reports to the City Council, Planning and Zoning Commission,
and Board of Adjustments and Appeals regarding planning matters to
assist in effective decision making.
Building Safety Program: The Building Safety Program assures the
construction safety of new and existing buildings through construction
plan review and approval, and the inspection of new and existing
buildings. The public health, safety, and welfare of the built environment
is fostered through the maintenance of up-to-date building codes, the
proper interpretation of the codes during plan reviews, and high-quality
field inspections. Relationships with contractors and homeowners
is crucial to ensure high quality work is conducted protecting the
community from unsafe conditions.
Neighborhood Services Program: The Neighborhood Services Program
assures the high-quality appearance of the existing environment.
Whether it be neighborhood or commercial compliance, consistent
enforcement of property use and maintenance standards ensures the
high-quality appearance this community expects.
Building Services Program: The Building Services Program ensures all
Village-owned buildings are safe, secure, clean, and comfortable. This
means creating and maintaining a pleasant work environment for our
employees.
