Currently the socio-eco-political situation we are faced with in<br />

South Africa means that much of the corporate funding that is made<br />

available is channelled toward the human aspect of welfare while<br />

crucial animal welfare is either ignored or neglected, despite these<br />

two community aspects being inter-related and co-dependent.<br />

Companies are currently not awarded BEE points for investing in<br />

communities for animal welfare and it is difficult to reconcile this<br />

without asking these same companies to address this issue<br />

on a moral and ethical basis.<br />

The triple bottom line of profits, people and planet leaves little room<br />

for resources to be funneled towards animal welfare as a vital part<br />

of community upliftment. But by partnering with <strong>Thanda</strong> <strong>Inja</strong> (which<br />

means Love Dogs) you will be ensuring a win-win position for both<br />

stakeholders and the communities that <strong>Thanda</strong> <strong>Inja</strong> will operate in.<br />

This partnership and community investment will form a<br />

key aspect of your Corporate Social Responsibility.<br />

We have considered the fact that the Gauteng Spatial Development Framework 2030 estimates that ”another<br />

7.8 million people will be living in South African cities in 2030 and a further 6 million by 2050” creating<br />

further pressure on municipalities to deliver services to these communities. A large portion of new urban<br />

residents will be poor, reflecting a phenomenon referred to as the urbanisation of poverty.<br />

Urbanisation could fuel major societal and political upheaval and turmoil, or it could be the catalyst for<br />

significant economic and social development and transformation. To move from a negative to a positive<br />

scenario, cities need to become the drivers of rapid, inclusive and sustainable economic growth, as well<br />

as societal and spatial transformation. This positive outcome will not be easy to accomplish”. (Gauteng SDF<br />

2030 Executive Summary p viii). The <strong>Thanda</strong> <strong>Inja</strong> Community project is proactively positioned to be part of<br />

this positive change.<br />

How did it all<br />

begin?<br />

To understand this we must share<br />

the story of Spider and Eddie.<br />

In 2014 Eddie, a youngster from<br />

Daveyton township, walked over<br />

10 kilometers to find medical<br />

assistance for his beloved dog,<br />

Spider. Luckily for Eddie his path<br />

was destined to cross with Cheryl<br />

Gaw and the seeds of <strong>Thanda</strong><br />

<strong>Inja</strong>, and all it could bring to<br />

communities in need of veterinary<br />

care, were sown. This was the start<br />

of the fairy tale.<br />

In the front garden of Eddie’s<br />

mother’s informal dwelling<br />

(with no access to electricity or<br />

ablutions) the <strong>Thanda</strong> <strong>Inja</strong> team<br />

began to offer community support<br />

and basic care to cats and dogs.<br />

Community upliftment and education for<br />

animal owners has always been a crucial part<br />

of the <strong>Thanda</strong> <strong>Inja</strong> offering, and with your help<br />

this commitment will continue and grow.<br />

The Challenge<br />

DAILY WE ARE FACED WITH THE IMAGES OF HUMANS<br />

NEEDING HELP BUT WHAT OF THE SICK, HUNGRY<br />

AND ABUSED ANIMALS IN OUR TOWNSHIPS THAT<br />

TOO NEED OUR ATTENTION? WHO CAN IGNORE THE<br />

HAUNTING IMAGES OF ANIMALS-IN-NEED?<br />

Often the owners of these sick<br />

animals have nowhere to turn<br />

to for assistance as private<br />

veterinary care and comprehensive<br />

treatment is out of their reach.<br />

Besides the cost factor, the local<br />

taxi will not allow dogs in the<br />

vehicle. We cannot continue to<br />

ignore the need within these<br />

communities. We need to extend<br />

a helping hand by providing a<br />

cost-neutral offering that these<br />

community members can rely on.<br />

Another crucial challenge facing<br />

these communities is the high<br />

number of dog bites. South Africa<br />

holds the ignoble title of having<br />

the highest number of dog bites<br />

than any other country in the<br />

world. This high percentage of dog<br />

bite fatalities is directly linked to<br />

the lack of access to health care,<br />

zoonotic diseases and poor animal<br />

care education. It demands a more<br />

immediate and more sustainable<br />

initiative.<br />

The <strong>Thanda</strong> <strong>Inja</strong> Community<br />

Outreach Project was initiated<br />

to address this dire situation<br />

and to reduce the number of<br />

animal births within the informal<br />

settlements of Daveyton,<br />

Johannesburg, South Africa.<br />

The current bi-weekly offering of<br />

vaccinations, veterinary treatment<br />

and sterilisation is not making<br />

a big enough impact. We need<br />

to support this community and<br />

the larger geographical area by<br />

providing comprehensive care for<br />

the animals-in-need as part of the<br />

community upliftment.<br />

An additional offering of<br />

supplementary feeding for the<br />

animals has been implemented. In<br />

doing so we found a large number<br />

of those attending our clinics too<br />

were in need of a decent meal.<br />

To this end we started offering<br />

a community soup kitchen for<br />

the owners of the animals which<br />

include the elderly and children.<br />

The primary purpose of the <strong>Thanda</strong> <strong>Inja</strong> Animal Welfare Hospital is to<br />

integrate the health and well-being between humans and their animals<br />

in the lower-income and non-income groups in South Africa,<br />

humans and animals while at the same time contributing to the<br />

social upliftment and job creation within the communities.<br />

THE CORE FOCUS WILL BE THE STERILIZATION OF CATS AND DOGS. This is done by partnering with<br />

resourcing the initiatives and upliftment of these communities whether for their Corporate Social Investment<br />

IN SOUTH AFRICAN COMMUNITIES, MANY DOMESTIC<br />

ANIMALS ARE SUFFERING DUE TO OVER-BREEDING AND<br />

LIMITED ACCESS TO AFFORDABLE VETERINARY CARE.<br />

It is estimated that there are no less than 6 million dogs alone<br />

in South Africa. Nearly 85% of these dogs have owners that<br />

have no access to any form of veterinary care. There are very<br />

few government-run veterinary clinics or hospitals in South<br />

Africa to support these communities.<br />

More specifically:<br />

• Low to non-income earners cannot afford commercial veterinary<br />

rates.<br />

• Unwanted puppies and kittens are being born as their owners have<br />

no access to veterinary care to be able to sterilize their animals.<br />

• As their owners have no access to veterinary care when their animals<br />

are ill or cannot afford the cost of private veterinary care, animals<br />

are dying slow, painful deaths.<br />

• Shelters are overflowing with unwanted animals and generally<br />

cannot accommodate further intakes until they have adoptions.<br />

• There are not enough homes to accommodate all the unwanted<br />

animals.<br />

• Thousands of animals lose their lives every month in the municipal<br />

pounds as there are not enough homes for them. Their only crime –<br />

they were born.<br />

• Increased loss of employment and unemployment due to the<br />

economic situation in South Africa aggravates the situation.<br />

• Feral colonies are growing as the cats are not sterilized.<br />

• Welfare organizations are mostly unable to afford the welfare rates<br />

charged by commercial veterinary practices.<br />

HEALTHCARE STATUS FOR HUMANS IN SOUTH AFRICA<br />

Currently, the public sector provides health care for 80% of the population and accounts for approximately<br />

48% of total health care spending. The challenges faced by the public health sector lies in supplying quality<br />

services to an increasing number of South Africans. And what makes this challenge even more critical is the<br />

extent of the rural areas and the informal settlements that are not being serviced.<br />

The public system serves the vast majority of the population, but is chronically under-funded, under-staffed<br />

and is deteriorating daily. There is no chance that a National Health System will alleviate this situation in any<br />

way.<br />

The <strong>Thanda</strong> <strong>Inja</strong> hub-and-spoke model will contribute to reducing this<br />

increasing demand by offering a range of services as indicated on the<br />

following pages.<br />

Increased education and awareness of personal<br />

and animal care and the benefits of sterilisation<br />

in all communities being serviced by the <strong>Thanda</strong><br />

<strong>Inja</strong> Hub-and –Spoke Model is the key. With<br />

every community outreach event the volunteers<br />

and the Vets do on-going education of where<br />

and how to better care for the animals and<br />

where to get assistance.<br />

This relationship building encourages greater<br />

community awareness and appreciation for the<br />

value-add of the <strong>Thanda</strong> <strong>Inja</strong> services in the<br />

communities.<br />

Responsibility Initiatives<br />

Corporate and individual partnering with <strong>Thanda</strong> <strong>Inja</strong> as part of their triple<br />

bottom line (profit, people and planet) with the benefit of tax deductions and CSI<br />

acknowledgement. Organisational teambuilding initiatives, school community<br />

programmes as well as family community involvement are essential aspects of<br />

the <strong>Thanda</strong> <strong>Inja</strong> community upliftment and engagement process.<br />

Increased Sterilisations<br />

and Reduced Offspring 03The initial goal of the <strong>Thanda</strong> <strong>Inja</strong> Animal Welfare Hospital is to engage<br />

communities to sterilise no less than 20 animals a day Monday to Friday, bringing<br />

the number to 5 200 animals a year. With the further acquisition of additional<br />

animal ambulances these figures will treble. The figures on the following page<br />

indicate the impact that will be made over a period of 6 years for dogs and over<br />

7 years for cats through sterilisation campaigns.<br />

04South Africa has the highest incidence of dog attacks on humans than any other<br />

country in the world. Dog bites account for tens of millions of injuries annually.<br />

In South Africa dogs account for 76 to 94 percent of animal bite injuries, and<br />

dog bite fatalities are higher because of lack of post-exposure treatment and<br />

appropriate access to healthcare.<br />

Through the <strong>Thanda</strong> <strong>Inja</strong> outreach education and awareness<br />

programme communities will have a better understanding of<br />

Education and awareness aside, it is a known fact that early sterilization makes<br />

for a less aggressive animal with the direct result being less dog bite incidents.<br />

A viral disease of mammals usually transmitted through the<br />

bite of an infected animal. There is no treatment for rabies.<br />

mange.” Sarcoptic mites are transmitted from animal to<br />

animal by direct contact, and some animals may be carriers<br />

of these mites but not show any clinical signs of disease.<br />

Sarcoptic mites can also affect humans when they are in<br />

direct contact with affected dogs.<br />

BY REDUCING PARASITE INFESTATION, DOG BITES AND RISK OF THE SPREAD OF<br />

RABIES SOME PRESSURE WILL BE RELIEVED FROM THIS SECTOR TO THE BENEFIT<br />

OF THE COMMUNITY, ENABLING A HEALTHY RELATIONSHIP BETWEEN OWNER AND<br />

COMPANION ANIMALS.<br />

Establish and Roll-Out<br />

of a National <strong>Thanda</strong> <strong>Inja</strong><br />

Hub-And-Spoke Model<br />

The <strong>Thanda</strong> <strong>Inja</strong> Animal Welfare Hospital and auxiliary services will serve as a<br />

prototype based on a hub-and-spoke concept. The Hospital serves as the hub<br />

for all the community functions and services. The mobile clinics take the services<br />

out into the remote community areas and the ambulances handle the spokes by<br />

collecting and delivering the animals to and from their owners to the hospital.<br />

This concept has worked well in other industries and will be the backbone to the<br />

<strong>Thanda</strong> <strong>Inja</strong> offering.<br />

Once our prototype has proved itself, the model can then be cascaded out to<br />

other South African centres in both urban and rural settings. Our long-term vision<br />

is to also roll-out a modular hub-and-spoke solution into other African countries.<br />

This is a sustainable solution to address the local and national<br />

challenges that communities face in accessing affordable veterinary care.<br />

This high-volume, low-cost <strong>Thanda</strong> <strong>Inja</strong> Animal Welfare Hospital, the first of<br />

its kind in Ekurhuleni in South Africa will be available to all animal owners<br />

that are unable to afford commercial veterinary solutions. The hospital will<br />

also offer low-cost, affordable veterinary care to other welfare<br />

organizations who are unable to service their communities due to limited<br />

access to a well-equipped animal welfare hospital.<br />

Since the inception of <strong>Thanda</strong> <strong>Inja</strong> in 2014 the<br />

project has grown to where it now needs a more<br />

sustainable hub-and-spoke community offering<br />

with its own hospital, vets and mobile clinics and<br />

ambulances. The Pug Rescue/<strong>Thanda</strong> <strong>Inja</strong> initiation<br />

of partnering with the Gauteng Department of<br />

Agricultural and Rural Development (GDARD) has<br />

opened the way for other Rescue Organisations to<br />

also have access to their resources, thus impacting<br />

on GDARD availability and shared resources for the<br />

<strong>Thanda</strong> <strong>Inja</strong> initiatives.<br />

Thus we find ourselves in a unique but exciting<br />

situation. The time has come to build a well-equipped<br />

world-class animal welfare hospital in Benoni with the<br />

offering of mobile veterinary trucks and ambulances<br />

to enable the <strong>Thanda</strong> <strong>Inja</strong> project to expand this<br />

offering to a larger geographical area. Without<br />

ownership and registration of a physical veterinary<br />

hospital or clinic, <strong>Thanda</strong> <strong>Inja</strong> is unable to offer any<br />

legal veterinary services or campaigns within the<br />

Taxation benefits<br />

for Charity Donors<br />

For financial donations based on invoice,<br />

tax certificates will be issued<br />

Section 18A of the Income Tax Act allows taxpayers<br />

to make a deduction from their taxable income when<br />

they make donations to certain organisations. A<br />

donation only qualifies for a deduction if it complies<br />

with the following requirements:<br />

• The donation must be made to an approved<br />

public benefit organisation that has status under<br />

section 18A to issue receipts.<br />

• The public benefit organisation must use the<br />

donation to carry out a public benefit activity<br />

under the Income Tax Act. Alternatively, the<br />

public benefit organisation must provide funds to<br />

another public benefit organisation carrying on<br />

that activity.<br />

• The donation must have been made bona fide and<br />

should not be a payment for services which the<br />

organisation has provided to the taxpayer.<br />

• The donation can either be in the form of cash or<br />

property in kind, but not in the form of a service.<br />

• The donation cannot exceed 10% of the taxpayer's<br />

taxable income, as the excess amount will not<br />

qualify for a tax deduction (Tax Exemption Guide<br />

for Public Benefit Organisations in South Africa<br />

(Issue 4), published by the South African Revenue<br />

Service on 12 December 2014).<br />

• The public benefit organisation that received<br />

the donation must issue a receipt to the donor.<br />

The donor can claim a tax deduction from the<br />

Receiver when submitting their annual tax returns<br />

by attaching the 18A receipt received from the<br />

public benefit organisation or an employees’<br />

tax certificate (IRP 5) issued by an employer.<br />

The Income Tax Act requires the public benefit<br />

organisation to certify that both the:<br />

- Receipt is issued for the purposes of section<br />

18A of the Income Tax Act.<br />

- Donation has been or will be used exclusively<br />

for the object of the public benefit organisation<br />

in carrying out the relevant public benefit<br />

activity.<br />

If the non-profit organisation/entity has not obtained<br />

The University of South Africa (Unisa) research<br />

indicates that by being more transparent about the<br />

funding needs and utilisation of the donations, donor<br />

and sponsor organisations and individuals appreciate<br />

the integrity of the welfare organisation and will<br />

be more willing to invest in such a cause. On the<br />

previous page is the detailed funding and resourcing<br />

requirements of <strong>Thanda</strong> <strong>Inja</strong>. Donors and Sponsors<br />

have a wide choice of where and to what extent they<br />

wish to contribute.<br />

A <strong>Thanda</strong> <strong>Inja</strong> Foundation Trust will be established<br />

into which all funds will be channelled. The <strong>Thanda</strong><br />

<strong>Inja</strong> Board of Directors, the Governing Body, and the<br />

COO will then approve and allocate the funds to the<br />

relevant departments, campaigns and projects as<br />

per the priorities and daily operational needs. The<br />

intent is that the Trust will be managed to ensure<br />

that it is grows by retaining say 40% and utilises 60%<br />

of all funding received. This breakdown is still to be<br />

The <strong>Thanda</strong> <strong>Inja</strong> Hospital Management team will be accountable to the Board of Directors. The current Board<br />

includes a veterinarian, lawyers, financial and business persons. The Directors will not receive an income<br />

for filling the positions as the appointments are purely on avolunteer basis to ensure good governance<br />

and accountability. The Governing Body will consist of representatives from the Board of Directors, the<br />

Management Team, Community Beneficiaries, Business Partners and Volunteers. There will be no remuneration<br />

for those serving on the Governing Body.<br />

As a registered professional welfare organisation<br />

it is critical that all aspects of the business<br />

are transparent and managed effectively and<br />

efficiently with regular monitoring and control of<br />

all responsibilities and accountabilities. The normal<br />

The two key Regulatory authorities are:<br />

veterinary practices<br />

It is important to make it very clear that the<br />

<strong>Thanda</strong> <strong>Inja</strong> Animal Welfare Hospital will not<br />

affect the local veterinary practices. The target<br />

group of community members cannot afford<br />

commercial veterinary care at present and as<br />

such are not part of the community who would<br />

ordinarily support local vet practices.<br />

In most instances these pet owners do not have<br />

access to the transport to get their animals to the<br />

commercial vets. But their animals are suffering<br />

and they deserve a facility like <strong>Thanda</strong> <strong>Inja</strong> to<br />

give their beloved pets the best care possible.<br />

This in turn restores their dignity and gives them<br />

hope in being able to enjoy being a responsible<br />

companion pet owner.<br />
