Dolphin concern with pile driving<br />

“When they do pile driving,<br />

it makes a noise into the water.<br />

That is what concerns us<br />

regarding the dolphins’ hearing,”<br />

she said.<br />

LPC chief executive Peter<br />

Davie said the welfare of<br />

Hector’s dolphins was a priority<br />

during construction of the new<br />

berth.<br />

Marine pile driving is<br />

expected to start next month,<br />

while some land-based piling<br />

started earlier this year. Mr<br />

Davie said work needed to<br />

begin soon in the water to have<br />

the berth ready for the 2020/21<br />

cruise season.<br />

Most piles will be installed<br />

between March and December<br />

next year.<br />

He said the size of the piles<br />

for the berth was smaller than<br />

initially planned to mitigate the<br />

effects of the noise on dolphins.<br />

“Modelling . . . shows<br />

underwater sound energy per<br />

pile will be 100 times less,” Mr<br />

Davie said.<br />

However, Ms Robinson did<br />

not agree, saying the modelling<br />

would not provide an accurate<br />

measure of the sound generated.<br />

Mr Davie said LPC had<br />

undertaken recent noise<br />

measurements, but the data was<br />

“still being processed.”<br />

recorded fewer dolphins during<br />

pile driving. “It definitely denies<br />

habitat. That is a fact.”<br />

He said the underwater sound<br />

of those piles being driven in was<br />

at a similar level to a gunshot.<br />

That could cause deafness<br />

and change the behaviour of the<br />

dolphins.<br />

Prof Dawson said pile driving<br />

could see a substantial decrease<br />

in dolphin numbers in the<br />

harbour, a key habitat for the<br />

species.<br />

CONSULTATION ON the plans<br />

for Mt Pleasant’s Scott Park has<br />

been delayed until a decision is<br />

made on the location of the <strong>Bay</strong>s<br />

Area Skate Park in December.<br />

The plans were now estimated<br />

to be out for public consultation<br />

in late February, with a report<br />

estimated to go to the Linwood-<br />

Central-Heathcote Community<br />

Board in April or May.<br />

City council manager community<br />

parks Al Hardy said work on<br />

the park had been budgeted for<br />

this financial year.<br />

“The time line for the consultation<br />

on the Scott Park landscape<br />

plan will be impacted by a decision<br />

being made on the location<br />

of the <strong>Bay</strong>s Area Skate Park at the<br />

community board meeting on<br />

December 3,” he said.<br />

A site on Nayland St had been<br />

identified as the most popular<br />

option for the skate park during<br />

public consultation.<br />

location for the skate park, was<br />

chosen then landscape plans<br />

“would need to be amended to<br />

accommodate.”<br />

“This . . . would add additional<br />

time to the delivery of [the Scott<br />

Park] project,” Mr Hardy said.<br />

Latham said while it was “disappointing”<br />

to see consultation<br />

delayed, “it is understandable.”<br />

“I am very keen for the community<br />

to have the opportunity<br />

to comment on the completed<br />

landscape plan as soon as possible,”<br />

Dr Latham said.<br />

He said he thought people<br />

would be “delighted” by the improved<br />

beach access, boat ramps<br />

and walkways in the plans.<br />

The landscape plan also included<br />

tree screening for the boat<br />

storage area, picnic areas and<br />

improved car parking areas.<br />
