PREFACE<br />
This publication captures the work within<br />
the constituency 5 Local Government<br />
Area. Constituency 5 was a physical<br />
demarcation given for the specific purpose<br />
of identifying blocks within the boundary<br />
of the city of Georgetown. In actual fact<br />
after not having local government election<br />
for over 2 decades the system of constituency<br />
management of the city’s wards was<br />
introduced.<br />
Constituency 5 consist of 10 communities<br />
in the southern to south eastern section<br />
of the City of Georgetown and covers one<br />
of the largest land masses which is home<br />
over 15 thousand residents and includes<br />
some of the largest business , the University<br />
of Guyana, Teachers’ Training Collage,<br />
Caricom Secretariat and Annex. The location<br />
also has major agencies such as the<br />
Environmental Protection Agency and the<br />
Guyana Power and Light, gas station and<br />

international aquatic center which provide<br />
critical services to the entire city.<br />
In contrast to the local housing so many<br />
important places, the area also has a<br />
significant sections of underdevelopment<br />
which requires the matching resources to<br />
be accomplished.<br />
With the introduction of the constituency<br />
agenda, which places heavy emphasis<br />
on local governance after just 2 years<br />
many challenges remain, however there<br />
have been the genesis significant inroads<br />
towards achieving the constituency being<br />
catapulted into a model of urban development<br />
and progress via a multifaceted<br />
approach which involves citizen action and<br />
a more responsive system of city management<br />
and sustainability.<br />
To operationalize the new concept of local<br />
area’s management this City Council as a<br />
body will require constant and innovative<br />
strategies which includes the involvement<br />
of the people, to carefully plot the course<br />
of development of constituency 5 which<br />
has a large human resource base with a<br />
wealth of unused capacity.
