CONSTITUENCY 5

PREFACE
This publication captures the work within
the constituency 5 Local Government
Area. Constituency 5 was a physical
demarcation given for the specific purpose
of identifying blocks within the boundary
of the city of Georgetown. In actual fact
after not having local government election
for over 2 decades the system of constituency
management of the city’s wards was
introduced.
Constituency 5 consist of 10 communities
in the southern to south eastern section
of the City of Georgetown and covers one
of the largest land masses which is home
over 15 thousand residents and includes
some of the largest business , the University
of Guyana, Teachers’ Training Collage,
Caricom Secretariat and Annex. The location
also has major agencies such as the
Environmental Protection Agency and the
Guyana Power and Light, gas station and

international aquatic center which provide
critical services to the entire city.
In contrast to the local housing so many
important places, the area also has a
significant sections of underdevelopment
which requires the matching resources to
be accomplished.
With the introduction of the constituency
agenda, which places heavy emphasis
on local governance after just 2 years
many challenges remain, however there
have been the genesis significant inroads
towards achieving the constituency being
catapulted into a model of urban development
and progress via a multifaceted
approach which involves citizen action and
a more responsive system of city management
and sustainability.
To operationalize the new concept of local
area’s management this City Council as a
body will require constant and innovative
strategies which includes the involvement
of the people, to carefully plot the course
of development of constituency 5 which
has a large human resource base with a
wealth of unused capacity.
