This week, West Newsmagazine 

talks with Shamed Dogan, a 

Republican member of the Missouri 

House of Representatives 

representing the 98th District, 

which includes parts of Ballwin, 

Ellisville, Fenton and Wildwood. 

Dogan serves as Chairman of 

the House Committee on Local 

Government and as Vice Chair 

of the Missouri Legislative Black 

Caucus. Along with his wife, Sara, 

and their two children, he resides 

in Ballwin, where he served as a Ward 2 

alderman [2011-2014]. He previously 

worked for the National Republican Senatorial 

Committee from 2001 to 2002 and as 

a legislative assistant to U.S. Senator Jim 

Talent from 2003 to 2006. 

What do you like or dislike about where 

you grew up? 

I grew up in North County, and I really 

liked the closeness of the community. I 

lived in Northwoods, a town of about 

5,000 people, and just knowing your 

neighbors that lived up the street, being 

able to ride to our local park or being able 

to walk there, being able to ride my bike 

anywhere in the neighborhood. Loved that. 

I didn’t like the fact that it wasn’t very 

diverse. It was a 90-percent black neighborhood, 

and that’s not what the rest of the 

St. Louis region looks like. I always went 

to school with individuals from a lot of different 

backgrounds where I grew up, so I 

was very fortunate with that. It’s like the 

mirror image of where we live now, where 

our neighborhood is about 90-something 

percent white. I’m just glad my kids are 

able to go to school with kids from all 

over the world. Ballwin [Elementary] has 

International Night because they have … I 

believe it’s something like 40-something 

languages that are spoken by the kids there 

… They all get to learn dances and eat food 

from all the different cultures that are represented 

at the school, and it’s really cool 

to be able to expose them to that. 

Who inspires you to do better? 

I would say my mother because she was a 

social worker. She got her graduate degree 

in social work from Washington University, 

and she worked in a mental institution for a 

long time. Then, she decided that was super 

stressful and didn’t pay a lot of money, so 

she wanted to help people in a different

way. She went to law school, even though 

she was in her 40s and I was a teenager. 

The strength and the determination that it 

took for her to do something that challenging 

at that age really inspired me to believe: 

1. In the importance of education and 2. 

That I could do anything I wanted to if I 

was willing to work hard enough and really 

dedicate myself. 

What’s the best thing that happened to 

you today? 

I best thing that happened to me today was 

that I was at The Wolf coffee house, and I 

had amazing pancakes with maple butter on 

them. Shout out to The Wolf. I go there all 

the time for business meetings, and the other 

thing is, if you’re into beer, they always 

have craft beer. So, if it’s in the afternoon or 

evening, I’ll usually grab a beer when I’m 

meeting someone, or if not, I’ll grab a bite to 

eat, and their food is just amazing. 

What tips or tricks have you picked up 

from your jobs? 

I think the biggest thing is, really, just 

being a good listener. I think God gave us 

two ears and one mouth for a reason. I also 

think, too often, especially with politics, 

people tend to talk at voters and constituents 

instead of really listening to them and 

talking with them about finding solutions. 

What social stigma does society need to 

get over? 

I think it’s really listening and really 

cooperating with people whose political 

beliefs are different than yours, and also 

having friendships with people whose 

political beliefs are different from yours. 

I think we’re in a dangerous place where 

people treat people from the other party as 

enemies rather than just people who have 

disagreements. I think people definitely 

need to get rid of that mindset.

LETTERS TO THE EDITOR 

Medicaid needs expansion 

in Missouri 

To the Editor: 

The recent letter from reader Ed Shew 

[West Newsmagazine, Nov. 14] supporting 

the expansion of Medicaid in Missouri is 

right on the mark. 

Common sense demands that it be 

expanded for reasons too numerous to 

recount here. 

Whereas he focused on the positive 

impact it would have on combatting the 

opioid crisis – no argument there – there 

are many other good reasons that Medicaid 

should be expanded so that the 50,000 

people in Missouri with no coverage at all 

can access needed healthcare services. 

If Medicaid is not expanded, we will continue 

to see the closing of rural hospitals. 

They depend on Medicaid and Medicare 

revenue to stay open. Not expanding Medicaid 

makes it almost impossible for hospitals 

and doctors in rural areas to stay afloat. 

Our state legislature, dominated by 

myopic GOP, most of whom act in lockstep 

with our dear leader, President Donald 

J. Trump, is totally and completely clueless 

when it comes to healthcare and healthcare 

financing. Just like their brethren GOP in 

the House and Senate in Washington, D.C. 

Healthcare impacts everyone in the 

country, irrespective of political position. 

I am stupefied that the GOP in Washington 

and Jefferson City are so out of touch 

with reality. They will pay dearly for it in 

future elections.

After reading the letter by Ed Shew 

about expanding the affordable care act. I 

reread the article by Jonathan Gruber, the 

guy dubbed the “Obamacare architect,” 

in which he stated, “’the stupidity of the 

American voter’ made it important for him 

and Democrats to hide Obamacare’s true 

costs from the public.” 

In other words, it led them to hide Obamacare’s 

true cost from the public.

The Ellisville City Council voted to 

establish a foundation to assist with 

police department needs. 

The Gruber comments come from a 

panel discussion that he joined on Oct. 17, 

2013, at the University of Pennsylvania’s 

Leonard Davis Institute of Health Economics. 

People don’t really know just how much 

us normal people got screwed by Obama 

and the people he surrounded himself with.

Weapons, armor of the 

Democrat Party 


In 1968, prior to going to Vietnam, I 

was trained in the U.S. Navy’s “Survival, 

Evasion, Resistance and Escape” school. 

During one exercise, we were prisoners in 

a simulated P.O.W. camp. We heard communist 

propaganda, based on speeches our 

P.O.W.’s heard during the Korean War. In 

an effort to break military discipline and 

morale, blacks were told that the white 

Americans didn’t see them as equals. 

Enlisted men were told officers thought 

they were “dirt.” Men of faith were 

mocked. We were taught that if captured, 

the enemy would use hate, fear, and division 

to defeat us. 

Years ago, I began to see Democrats use 

those tactics against other Americans. Hate, 

fear and division became the sword, spear 

and dagger of the Democrat Party. Referencing 

Midwesterners, Barack Obama said, 

“… it’s not surprising then they get bitter, 

they cling to guns or religion or antipathy 

toward people who aren’t like them or antiimmigrant 

sentiment or anti-trade sentiment 

as a way to explain their frustrations.” 

Obama fed jealousy and envy when he said 

“the wealthiest Americans should pay their 

fair share,” even though he admitted he 

paid less than half the standard rate for his 

income bracket. 

Hillary Clinton slammed Trump supporters 

when she said, “You know, to just 

be grossly generalistic, you could put half 

of Trump’s supporters into what I call the 

basket of deplorables. Right?” 

Joe Biden upped the hyperbole when he 

warned black Americans of Mitt Romney, 

saying; “They’re going to put y’all back 

in chains.” During the 2016 election cycle, 

Democrats implied that under President 

Trump gays would be put into concentration 

camps. In the daily media, President Trump 

is compared to Adolph Hitler and ISIS. 

Democrats don’t fight on the battlefield 

of ideas, or facts. They fight on the field 

of emotional base instincts and personal 

destruction. They didn’t argue the philosophy, 

or qualifications of a constitutionalist 

Supreme Court Justice nominee like Brett 

Kavanaugh. They painted him as a diabolical, 

drunken serial rapist, with no evidence, 

or our foundational principle of the presumption 

of innocence. 

While fear, hate and division are their 

weapons, false moral superiority is the 

Democrat’s shield. 

Conservative Republicans say that 

Democrats are wrong about economic and 

social issues. Democrats say Republicans 

are selfish and evil. You can’t debate truth 

under those conditions. They say they 

are the only Americans who care about 

other people, even though studies have 

shown that liberals donate to charity and 

even give blood less than conservatives. 

A liberal will give you the shirt off someone 

else’s back. They ignore the failures 

of their ideology. One-hundred million 

people died under communism during the 

20th century. Venezuela and Cuba provide 

the real evidence of the price of the sweet 

illusion of socialism. 

That’s why Democrats hide conservative 

truth, whether it is on a college campus, 

social media, CNN, or the New York Times. 

The truth is that Americans are doing better 

under President Trump, including blacks, 

Hispanics, women, and gays. Democrats 

can’t afford to let their base see the truth of 

our success under President Trump. That is 

their Achilles heel.

EDITORIAL 

Oh, we need a little perspective – right this very minute 

“We need a little Christmas” – no doubt, 

you’ve heard that particular Christmas tune 

made famous in the musical “Mame.” 

Perhaps you recall that its final stanza 

declares that we, all of us, “Need a little 

laughter • Need a little singing • Ringing 

through the rafter • And we need a little 

snappy ‘Happy ever after’ • Need a little 

Christmas now.” 

Yes, we need a little laughter. How else are 

we going to get through the absurdity of the 

flurry of accusations being launched against 

holiday songs and television specials this year 

– songs and specials, we believe were created 

without malice. 

For a bit of perspective, let’s consider what 

mainstream America thinks is OK for radio, 

television and movie screens outside of the 

Christmas season. 

Rap music for instance. In recent years, rap 

has become less violent and less sexual. We 

acknowledge that fact, but there’s still plenty 

of questionable and downright offensive rap 

music on airwaves today. And it was written 

to be sexual and violent. “Baby, it’s cold outside” 

was not. 

Composer and lyricist Frank Loesser 

wrote the song at a time [1944] when married 

couples on television and in movies were still 

not allowed to be shown sleeping in the same 

bed. Yes, the song is flirty, suggestive and 

depending on its depiction can be interpreted 

as one person pushing their will on another. 

But let’s look deeper. In the movie “Neptune’s 

Daughter,” in which two versions of 

the song aired – one with a male protagonist 

and one with a female protagonist, no one 

ends up in anyway else’s bed. There’s not so 

much as a kiss between them. Oh yes, as the 

song says, there’s “plenty implied.” But the 

implications are left up to the listener. 

Watch an episode of “The Big Bang 

Theory,” which for 12 years has been happily 

running on CBS in the 7 p.m. time slot [read 

“before the kids are asleep”] and then tell 

us if any of the sexual content of this show 

is simply implied. We think not. And yet, 

the show and its cast has won a handful of 

Emmys, public affirmation that they’re doing 

it right. 

Some will argue that you can choose not to 

watch a show like that. 

Yes, you can. Just as you can choose to 

change the station if a song comes on that 

you personally find offensive. But what 

about the rest of us? 

When a song is banned, the rest of us lose 

our right to choose. That’s a problem. 

What’s next? Is PETA [People for the Ethical 

Treatment of Animals] going to demand 

that “I want a Hippopotamus for Christmas” 

be taken off the air because keeping a wild 

animal in a person’s home is unethical? 

Ridiculous? Maybe, but we live in rather 

ridiculous times – times in which a book 

like “Fifty Shades of Grey” can sell 125 

million copies but “Baby, it’s cold outside, ” 

last year’s most popular Christmas song, is 

banned. 

We’re not insensitive to the feelings of 

people who have had another person’s will 

forced on them. We’re not insensitive to 

the effects of bullying [Yes, were making a 

case for “Rudolph” here.] We’re not ignoring 

the fact that people feel isolated when 

they are one in a roomful of many [Sorry, 

Franklin, but we don’t think Charles Schultz 

was being racist]. And we acknowledge the 

tremendous harm that can come from individuals 

or whole groups of people being 

persecuted. 

But we do think that a bit of perspective 

is necessary. Without it, we can find harm 

in everything. We can find hate where none 

exists. We can become a people that routinely 

look past the good rather than seeking it out. 

Charlie Brown and his friends sharing an 

impromptu Thanksgiving feast was a good 

thing regardless of where the characters sat. 

Santa learning to value and trust Rudolph 

despite his differences meant that all those 

“different” toys also landed in happy homes 

on Christmas morning. That’s a good thing. 

Kids watching Rudolph learn that it’s OK to 

be different – at least they did before adults 

decided that everything is harmful. 

There are real dangers in the world. We are 

wise to be aware of them. But we also need 

to use some perspective. 

If we begin to see everything and everyone 

as potentially dangerous, we will inadvertently 

begin to fear those we do not fully 

know or understand, people who may be different 

than us. 

And that’s not good for anyone.

BALLWIN 

Residents invited to 

experience The Pointe 

The Pointe at Ballwin Commons, the 

city’s community and fitness center located 

at 1 Ballwin Commons Circle off Old Ballwin 

Road, will hold an open house for both 

kids and adults from 7 a.m.-8 p.m. on Saturday, 

Jan. 5. 

Among other things, the event will offer 

complimentary use of the facility’s indoor 

track, strength and cardio equipment, gymnasium, 

indoor pool, kids activity center, a 

variety of classes and childcare. 

City hall update

construction in Vlasis Park. With him are

The building is being constructed just 

north of the current administration building 

at the Manchester Road-Seven Trails 

Drive intersection. As of early December, 

the project was described as “ahead of 

schedule and under budget,” with most 

exterior work done and current efforts centered 

on completing the interior. The goal 

is to have the structure ready for occupancy 

in spring 2019. 

MANCHESTER 

Fines doubled on Joyce 

Ann Drive, Connie Lane 

Residents who live on Joyce Ann Drive 

and Connie Lane filled the municipal 

courtroom at the Manchester Police Facility 

earlier this year to address traffic concerns 

and possible solutions. 

City officials held the meeting after 

receiving numerous residential complaints 

of traffic and safety violations by motorists 

using those two streets as access roads. 

Joyce Ann Drive and Connie Lane run 

parallel to each other, providing a shortcut 

access between Sulphur Spring and Hanna 

roads. The results of the traffic study performed 

by Horner & Shifrin, Inc. also were 

shared with residents at the meeting. 

Despite working with Manchester Police 

to increase enforcement measures, a significant 

reduction in speeding and safety 

complaints in these residential areas has 

not been noted. Thus, an ordinance was 

unanimously passed on Dec. 3 that would 

make traffic violations on Joyce Ann Drive 

and Connie Lane subject to increased 

safety area fines that are double the standard 

fine for traffic violations in that area. 

TOWN & COUNTRY 

New task force to be formed 

A resolution that passed at the Town & 

Country Board of Aldermen meeting on 

Nov. 26 directs the mayor to appoint an 

infrastructure task force. 

In years past, the city has strategically 

budgeted its reserves into major projects 

and necessary improvements to infrastructure, 

which now have been largely 

implemented. Therefore, officials want 

to re-evaluate the city’s capital and other 

major needs that support the five-year 

Capital Improvements Plan going forward. 

The mayor will appoint two aldermen to 

serve as co-chairmen of the task force consisting 

along with two resident members 

from each of the four wards. All appointments 

must be approved by the board. 

WEST COUNTY 

Central County Emergency 911 

outlines proposed 2019 budget 

The Central County Emergency 911 dispatching 

center anticipates 2019 revenues 

from the 34 fire departments, fire protection 

districts and emergency medical transportation 

entities it serves will total some 

$8.12 million, or about $200,000 more 

than this year’s projected amount. 

With 2019’s operational and non-operational 

expenditures projected at $6.44 

million and $1.47 million, respectively, the 

dispatch operation expects to add about 

$205,000 to its fund balances by the end 

of next year. 

Those were some of the highlights from 

CCE’s 2019 budget proposed at the Nov. 

28 meeting of its board of directors. The 

board is expected to take final action on the 

spending plan at its Dec. 19 session. 

CCE receives 911 calls for fire and emergency 

medical services and then dispatches 

first responders from operations covering 

most of St. Louis County and portions 

of adjoining counties. Except for a small 

amount of interest and investment income, 

the Ellisville-based center receives its revenue 

primarily through the entities it serves. 

To pay for dispatching services, fire 

protection/emergency medical and ambulance 

districts are able to levy a tax on real 

and personal property, collect the money 

involved and pass it through to CCE.

Last year, CCE handled about 140,000 

calls for emergency services

bonds issued in 2015 and long-term capital

Holiday tree honors 

first responders 

The annual decorating of the First 

Responders Tree at the Great Southern 

Bank on Dougherty Ferry at Big Bend in 

West St. Louis County was held on Dec. 2. 

Personnel from area fire and law enforcement 

agencies attended and placed patches 

of their respective organizations on the tree. 

As part of the effort, the Mississippi Valley 

Regional Blood Center held a blood drive 

during the event and food was collected for 

Circle Of Concern food pantry. 

The food collection drive will continue

Local historian honored

resident John C. McManus 

has won the Thomas 

Fleming Award for outstanding 

military history 

writing. 

McManus’ award is McManus 

for a magazine article

nomination. Entitled “The Man Who 

Would Be President,” the piece is the cover 

story in the Winter 2019 issue of MHQ: 

The Quarterly Journal of Military History.

The award honors the legacy of Thomas 

Fleming, a noted historian who died in July 

2017.

Ellisville Police Foundation receives unanimous city council approval 


At its Dec. 5 meeting, the Ellisville City 

Council voted unanimously in favor of an 

ordinance that would establish the Ellisville 

Police Foundation, including the creation 

of an oversight board and providing 

for the proper accounting and reporting of 

the operations of the foundation. 

According to Police Chief Steve Lewis, 

who has over 31 years of experience in 

law enforcement and is active in multiple 

policing boards in the St. Louis area, the 

creation of the foundation was inspired by 

the city’s police department citing additional 

purchases that could aid the officers 

and officials in the department and that 

could be made possible through additional 

funding. 

Lewis said the main goal of the foundation 

would be to meet the needs of the 

department’s police officers. 

Through voluntary participation, businesses 

or individuals interested in the 

foundation will be able to donate funds, 

via different sponsorship levels, with 100 

percent of the funds benefitting the officers. 

Also, no foundation funds will be used

“… This is not because we’re not 

receiving funding from the city for budget 

items,” Lewis said. “The city provides 

for our police department. Everything 

[we] need to do our police services, the 

city provides us 100 percent. This is just 

‘in addition to.’ This is something that, if 

people want to show their support for law 

enforcement, this is a methodology for 

[doing that].”

Some items foundation funds could go 

toward include exercise equipment for the 

police training facility, backup weapons, 

personal trauma kits, active shooter training 

equipment and alternative vehicles. 

Additionally, the foundation would provide 

financial aid in the event of injury to 

an officer. 

The board of the foundation will consist 

of five members, with the police chief 

serving as chairman for the length of his or 

her employment. 

To start, three board members will be 

appointed by the city council, each to serve 

a one-year term. Beginning in the foundation’s 

second year, three of the board 

members will come from donors from 

the previous year. The owner or manager 

of a business that donates to the foundation 

is eligible to serve based on the business’ 

contribution. Board members then 

will serve a two-year term starting on Jan. 

1 and so on. 

Two of the board positions will be 

offered to the two largest donors. If one or 

neither person is interested, then the next 

largest donor will be offered the position 

until both two-year terms are filled. 

The ordinance’s original language had 

the fourth position being solicited from 

the general membership of donating businesses 

and citizens by the city manager. 

However, after some discussion at the 

meeting, Councilmember Vince McGrath 

[District 1] proposed an amendment to see 

the elimination of a city manager’s pick of 

a board member and instead requested that 

the responsibility should be brought back

Manchester approves 2019 budget, anticipates Prop S-funded improvements

The 2019 budget was approved on a 

5-0 vote at the regular Manchester Board 

of Aldermen meeting on Dec 3. Alderman 

Nelson Nolte [Ward 1] was absent. 

City Administrator Larry Perney began 

the budget process in early July, which 

included meeting with department heads, 

work sessions with aldermen and two 

public budget meetings held in October. 

The city’s 2019 beginning balance is 

expected to be slightly over $22 million 

with projected revenue of $22,199.808 and 

projected expenditures of $22,262,871. 

The city anticipates a 26.8-percent 

decrease in revenues as the result of Prop 

S [street and sidewalk improvements] bond 

proceeds [$9 million] being reflected in 

Manchester’s 2018 budget. No bond proceeds 

are anticipated for 2019; rather, a 20.2 

percent rise in expenditures is expected, the 

result of additional capital projects planned 

for 2019 using Prop S monies. 

Budgeted revenue [$9.9 million] in the 

general fund reflects $7.5 million in tax 

revenues with the balance resulting from 

intergovernmental revenues, licenses and 

permits, fines and court costs, investment 

earnings, and charges for aquatic and parks 

programming. 

Nearly 40 percent of the $9.9 million 

general fund expenditure budget is designated 

for the police department. The 

public works department is budgeted at 

$2,470,955 in expenditures, 2 percent 

higher than in 2018. A transfer of $500,000 

from the capital fund to the general fund 

will be made in 2019 due to borrowing 

against the general fund in the past and 

making a yearly transfer to pay it back 

incrementally. The city was unable to tell 

West Newsmagazine what the total amount 

of the deficit comes to and what balance 

remains to be paid back. 

Going into 2019, the city will continue 

with tax rates of $0.042 for residential real 

estate, $0.045 for commercial real estate 

and $0.050 for personal property tax per 

$100 valuation. Additionally, residents will 

continue to pay $0.28 per $100 assessed 

valuation as part of the $16 million Prop 

S that voters approved in April to fix city 

streets and sidewalks. 

Anthem, Inc., a division of Blue Cross 

Blue Shield, through broker Beattie and 

Associates, will be the health insurance 

provider again in 2019, with a 4-percent 

premium increase. Perney negotiated with 

the broker to offer a 15-month health insurance 

contract, which began Oct. 1, 2018, 

and runs through Dec. 31, 2019. Previously, 

employee benefits ran for a 12-month 

period from Oct. 1 to Sept. 30. Beginning 

in 2020, those benefits will follow the 

12-month calendar year and align with the 

city’s fiscal budget. 

In 2017, Perney detailed an eight-page 

plan calling for a 16.7-percent increase in 

total salaries, which translates into a city 

payroll increase of $664,071 over a fouryear 

period. The increase is budgeted for 

approximately $300,000 in 2019, with 

$100,000 of that slated for retirement contributions. 

The city is offering an additional 

2 percent to the current 5 percent investment 

contribution, as long as the employee 

contributes at a rate of 4 percent. 

After approving the 2019 budget, Alderman 

Rich Baumann [Ward 3] expressed 

concerns regarding employee benefits. 

“I have searched out feedback from some 

employees and from what I have been 

hearing, they think this new retirement 

option is good, but they still have concerns 

about the cost of the [health] insurance. 

Those concerns are validated by the loss of 

four employees [two police and two public 

works],” he said. “I am proposing that the 

employee committee meet this year and 

give the aldermen some recommendations 

on how best to use the $200,000 of benefit 

money needed to get the employees up to 

the 50th percentile [of local municipalities]. 

Because this problem directly affects 

our employees, I want input from them on 

how we can solve it.” No further discussion 

took place at that time. 

Major projects slated for work in 2019 

include: 

• $330,000; Howard George Drive bridge 

deck resurfacing 

• $300,000; Street and sidewalk replacement 

using capital funds 

• $135,000; Replace medium duty dump 

truck 

• $120,000; Replace three police patrol 

vehicles with equipment 

• $125,000; City Hall exterior and balcony 

improvements 

• $175,000; Paul A. Schroeder Park parking 

lot asphalt overlay 

• $132,000; Channel B watershed project 

• $230,000; Channel JA improvement 

project 

• $125,000; Storm inlet repairs 

• $120,000; Pontoison Drive storm water 

improvement 

• $3 million; Chadwick/Brookvale relief 

project to resolve excessive flooding in 

Chadwick subdivision. Approximately 

1,350 feet of new pipe will connect to the 

existing channel at Villaview Drive and 

dump near the Chadwick subdivision pool. 

The sanitation sewer lines also will be 

extended. A $700,000 grant from Metropolitan 

Sewer District will help offset the 

total cost.

During one of its shortest meetings 

in recent memory, the Chesterfield City 

Council took final action on two ordinances, 

approved two reappointments 

to the city’s architectural review board 

[ARB] and announced action taken during 

a closed session on personnel matters. 

Unanimously approved after a second 

reading were: 

•An ordinance authorizing an easement 

and maintenance agreement involving the 

Chesterfield Hockey Association [CHA], 

the Chesterfield Valley Transportation 

Development District [TDD] and the city. 

•An ordinance adding an all-way stop 

regulation at the intersection of Lydia Hill 

and Veterans Place drives. 

To be eligible for some $7 million 

from the TDD to pay for infrastructure 

improvements, the CHA must provide 

an easement allowing the city and the 

TDD to use the parking lot built as part 

of the SportsComplex project now under 

construction. Under the easement, the 

CHA will be responsible for all parking 

lot maintenance. The agreement expires

Chesterfield Council acts on 

three issues in quick meeting 


The West County EMS and Fire Protection 

District board of directors is scheduled 

to act on the 2019 budget at its Monday, 

Dec. 17 meeting. 

The preliminary general fund spending 

plan now under review projects a 2019 

excess of $865,886 after revenues of $8.6 

million and expenditures totaling nearly $7.8 

million. That compares with an expected 

2018 year-end overage of $1.1 million with 

revenues of just under $8.7 million and outlays 

of more than $7.5 million. 

Although revenue next year from property 

taxes is expected to increase less than 

1 percent from 2018, income from licenses, 

permits and fees, interest from investments, 

and miscellaneous sources is expected to 

decline from 28 percent to nearly 35 percent. 

Those income streams are much 

smaller than property taxes, but the size 

of the anticipated declines outweighs the 

small gain in tax revenue. 

The largest of 2019’s expenditures will 

be for personnel costs, including salaries, 

payroll taxes, medical and other insurance, 

and physical exams totaling $6.35 million. 

when bonds issued by the TDD for the 

infrastructure work related to the new 

facility are paid off. 

Eligible voters earlier this year approved 

continuation of a 3/8-cent sales tax assessed 

by retail businesses in Chesterfield Valley 

to retire the TDD bonds. 

With upcoming improvements, the riparian 

trail in the Lydia Hill-Veterans Place 

area will have a permanent connection at 

the intersection and the city’s public works 

department staff has recommended that it 

be made an all-way stop. A stop sign now 

is on Veterans Place but not on Lydia Hill. 

Mayor Bob Nation nominated Richard 

Clawson and Matt Adams for reappointment 

to the ARB and the council unanimously 

confirmed that action. 

Nation also noted the council had 

approved in closed session the placing of 

the $5,202 that City Administrator Mike 

Geisel would have received under a 3-percent 

merit increase earlier approved for 

city employees into his retirement account. 

The mayor described the action as a winwin 

for both Geisel and the city. 

The council meeting began just after 7 

p.m. and adjourned at 7:15 p.m. 

West County EMS/Fire Protection 

District to act on 2019 budget 

The general fund is the largest of the five 

West County budget categories financed by 

specific levies on real and personal property. 

The second largest is the ambulance fund, 

which projects expenditures of $3.6 million 

will be marginally less than revenues. 

Debt service fund revenues of nearly 

$2.1 million are expected to exceed anticipated 

expenditures of more than $1.8 million, 

leaving an excess of some $271,000. 

Pension fund revenues of $1.2 million in 

2019 should exceed projected outlays by 

an estimated $25,000, while the dispatch 

fund will be a wash with virtually all of the 

$388,000 in revenues being paid out to the 

Central County Emergency 911 dispatch 

center for its services. 

For all five funds, budgeted 2019 expenditures 

will total more than $14.7 million 

while revenues will exceed $15.9 million. 

Those numbers compare with projected 

2018 revenues of just over $16 million and 

outlays of $13.8 million. 

West County serves several local municipalities, 

including all or parts of Town & 

Country, Manchester, Ballwin, Winchester, 

Twin Oaks, Valley Park and unincorporated 

St. Louis County.

Ballwin kindergartner becomes 

police chief for a day 


It could be described as one of Ballwin’s 

earliest recorded employee recruitment 

efforts. 

After all, Madison Barney 

has talked about becoming 

a police officer for a couple 

of years now. And since she 

is just 6 years old, that’s a 

major portion of her life. 

Barney, a kindergartner 

at Rockwood’s Woerther 

Elementary School, even 

dressed as a policewoman 

for Halloween. So when 

she learned that the school’s 

Parent-Teacher Organization 

[PTO] was going to 

raffle off the opportunity for one of the 

school’s students to be the Ballwin Police 

Department’s “Chief for the Day,” she 

knew that was her goal.

offer an “experience” to the winner of the 

raffle, which was held at a back-to-school

Barney didn’t waste any time. She used

surprisingly, she arrived at 

the Ballwin Police Department 

on the big day wearing 

her policewoman attire. 

While there, she met 

Scott and several other 

department employees, 

sipped some chocolate 

milk and dined with the 

chief on what’s commonly known as one 

of the four basic food groups for many 

police officers – donuts, of course. 

Scott also gave her a guided tour of the 

department’s facilities and his police car 

before Barney and he, accompanied by 

an entourage, headed for the school with 

vehicle lights flashing. 

At Woerther, Barney and 

Scott received a rousing welcome 

from students who 

applauded, cheered and displayed 

signs commemorating 

the event and honoring the 

Ballwin Police Department. 

Somewhat overwhelmed by 

the greeting, the youngest 

policewoman buried her face in 

her hands as the chief escorted 

her into the school. 

Oh, the fundraiser was a success, 

too, netting almost $2,000 

for the school.

“My thoughts on this are that we should 

keep our city manager out of the politics of 

picking people for boards,” McGrath said. 

The amendment passed unanimously. 

Finally, the fifth board member can be a 

non-donor, but must still be a resident of 

Ellisville. The selected person will serve a 

three-year term and be selected by the city 

council. 

In addition to supervision by Lewis, who 

has never been involved with or affiliated 

with any previous ethics violations, another 

safeguard for the foundation would be the 

involvement of the city council. 

“Our council is very integrated into the 

community, and I would hope that if there 

would be any improprieties of any nature, 

that the council and their constituents 

would go to them and say, ‘We have an 

issue,’ and that would come back to us,” 

Lewis said. 

Board meetings for the foundation will 

be open to the public. They can be called 

any time at the discretion of the serving 

police chief. However, they must occur 

every six months. Four members will constitute 

a quorum, and any action or expenditure 

must be approved with a majority 

vote. 

As amended, the motion to create the 

Ellisville Police Foundation passed unanimously 

after its first and second reading at 

the council’s Dec. 5 meeting.

Crestview coin collection 

benefits families in need 

Students at Crestview Middle used a 

variety of methods to collect coins for families 

in need this holiday season, including 

a pajama day, a hat day and smoothies raffled 

off at lunch. Student volunteers rallied 

teams who competed to see who could raise 

the most money. 

“They had lots of fun and raised a little 

over $1,900 in just four days,” said Erin 

Hotz, Crestview social worker. “It was a 

record for us!” 

The money raised will be donated to 

Crestview families in the form of utility 

payments and gift cards. In early December, 

students also were collecting holiday 

gifts for those families. 

Students brighten 

senior citizens’ day 

Last month, students and staff at Chesterfield 

Elementary hosted residents of The 

Sheridan senior living facility. 

Students and residents introduced themselves 

to one another, played games and 

visited. The meet-and-greet was the idea of 

kindergarten teacher Jennifer Cochran. 

“People just light up any time they see 

small children,” said Cochran. “My hope 

is to build community and bring joy to 

their faces when they interact with our 

students.” 

Contest winner hopes to 

inspire young voters 

Lafayette High’s Laura Champion was 

named winner of the Missouri League 

of Women Voters’ statewide high school 

poster contest. Champion was surprised 

by Missouri League representatives on 

Nov. 19 and presented with a $500 cash 

stipend. 

Champion’s poster, a colorful work of 

art, shows a portrait of a young woman 

wearing an “I Voted” sticker, gazing into 

the distance. The words “OUR TURN” are 

written across the top of the poster. 

Champion’s poster will be sent to every 

Missouri high school by the League of 

Women Voters of Missouri to inspire young 

adults to vote. 

Award honors dedication 

to teaching profession 

Over 100 local educators were honored 

at the 2018 Emerson Excellence in Teaching 

Awards. Recipients were selected 

by their schools’ administration for their 

accomplishments and steadfast dedication 

to the teaching profession. The ceremony 

and reception, where recipients received 

engraved Tiffany & Co. crystal apple 

Jennifer Paris and Lori Kitrel pose in front of 

the Emerson Excellence in Teaching Award.

New Eureka Elementary rises 

up as construction continues 

Rockwood’s newest school, the 

108,000-square-foot Eureka Elementary is 

rising up just east of Six Flags. The school 

will accommodate about 600 students. 

“All the structural steel is up and the building 

footprint is evident,” said Rockwood 

Facilities Director Chris 

Freund. “The kindergarten 

wing is enclosed with brick 

and you’ll see windows in 

there shortly. 

“Our goal is to get it under 

roof as soon as possible, 

heading into the winter 

months. We’re still projecting 

to be complete by the 

middle of next summer. A 

June finish date is our goal.” 

District officials are planning 

to open the new building 

for the 2019-2020 school 

year. 

Eureka Elementary Principal 

Lynn White said, “We 

are excited to move together 

to a larger building which 

will include innovative 

learning areas and collaborative spaces. 

Our staff and community put a lot of time 

and consideration into the design process 

to create a school that will meet students’ 

needs now and in the future.” 

The new Eureka Elementary School will 

sit on 13.5 acres at the intersection of Rockwood 

Arbor Drive and Workman Road. It 

is the district’s first new school building 

since Fairway Elementary in 2004. 

Kirk Day celebrates 

veterans, local heroes 

Kirk Day School students honored and 

thanked local veterans at the school’s annual 

Veteran’s Day Chapel on Friday, Nov. 9. 

Fifth-grade students led the ceremony 

and following reception where 

stories of military service were shared. 

A Hall of Veterans board was hung 

for students and parents to add stars 

representing the veterans they knew. 

During the ceremony, a procession of veterans 

ranging from WWII to the present 

attended. Following the event, students 

gifted veterans with letters and crafts 

showing their gratitude. Photos also were 

taken of the students and veterans.

Parkway qualifies four for 

state diving competition 

The Parkway South Patriots were the 

only school in the state that qualified four 

divers for the state swimming and diving 

championships at the Rec-Plex in St. Peters. 

All four of the Parkway South divers 

scored points with top-16 finishes. Parkway 

South amassed 39 points from the 

diving competition. 

Freshman Brayden Escher finished 

second. Senior Sean Rafferty finished fifth. 

Senior Justin Epperly placed 12th. Sophomore 

Nick Hutchet came in 14th. 

Parkway South diving coach Jenoa 

Olson was proud of her divers. 

“This was an extremely special group of 

boys,” Olson said. “We practiced in combination 

with Parkway West [whose divers 

Olson also coaches], so in its entirety, we 

had 10 boys practicing throughout the 

season. I knew coming into the season that 

we would be very strong. With two returning 

state qualifiers from South, I had very 

high expectations. 

“I did not expect the addition of Brayden 

as a freshman, who I’ve never met, or 

Nicolas Huchet, who moved to the states 

from France in August. As I am relatively 

new to the Parkway diving program, I 

don’t know whether they’ve ever taken 

four divers to state, but I do know we were 

the only school in the state of Missouri to 

qualify four this season.” 

Olson said each diver performed well. 

“Sean was a state qualifier last year, finishing 

10th in his first appearance at state 

championships,” Olson said. “He does 

not have club diving experience, which 

speaks to his tremendous athleticism. His 

strengths are his willingness to try harder 

dives and is one of the most consistent athletes 

I’ve ever coached. 

“Justin’s and Nick’s performances were 

by no means a surprise. They both medaled 

in each of the 11 dive meets we competed 

in this season. I knew, if they executed what 

they were capable of, they would make it 

all the way to the final round. Justin has 

great board control and brings an incredible 

bonding spirit to the entire team. Nick 

is a competitive trampolinist, and it’s been 

fun to see him use those skills as a diver.” 

High school boys basketball 

The De Smet Jesuit Spartans began the 

basketball season by winning the Centralia 

Thanksgiving Tournament. 

De Smet won all four of the games it 

played. The Spartans defeated the host 

Orphans 69-43 in the championship game. 

The Spartans were led by senior guard 

Evan Asleson. He scored a career-high 24 

points. He was named the tournament’s 

most valuable player 

It was De Smet’s first time to play in the 

tourney. Coach Kent Williams liked how 

his team played. 

“The games were competitive and we got 

tested in a lot of ways,” Williams said. “We 

haven’t had much time to practice as a full 

unit, so some guys were just getting their 

legs back from fall sports. We had three 

football players who only had a week of 

practice and a soccer player who only had 

one day of practice. 

“We are without our leading scorer from 

last year and one of our starters turned his 

ankle in the first game of the tournament 

and was out. We were tested in different 

ways as we had to use different lineups 

[and] play small at times.” 

Besides Aselson, one other Spartan was 

honored. Sophomore Sekou Gassama 

made the all-tournament team. He had 18 

points and 10 rebounds in the championship 

game. He also had another game with 

14 rebounds. He led the tournament in 

blocked shots.

Two local basketball teams sit atop the 

polls in their respective classes to start the 

season. 

The Missouri Basketball Coaches Association 

[MBCA] poll is selected by a panel 

of coaches representing each of the eight 

MBCA districts and each of the five Missouri 

basketball classes. 

In Class 5 boys, the Chaminade Red 

Devils are ranked No. 1. Chaminade finished 

second last season at state. Also in 

Class 5 boys, CBC is ranked No. 3; De 

Smet Jesuit is in the “other teams receiving 

votes” category. 

In Class 4 girls, the Incarnate Word Red 

Knights are ranked No. 1. Incarnate Word 

won the state title last winter. 

In Class 3, Whitfield was in the “other 

teams receiving votes” category. 

In Class 3 girls, Whitfield is ranked No. 

2. The Warriors finished second in state last 

season. 

In Class 4 girls, MICDS is ranked No. 6. 

In Class 5 girls, Parkway Central is 

ranked No. 9. Eureka is in the “other teams 

receiving votes” category. 

High school girls volleyball 

The Lafayette Lancers finished second in 

Class 4 volleyball. Coach Zach Young is 

happy with how his team finished. 

The Eureka Wildcats won their first state 

title by beating Lafayette 25-23, 25-24 in 

a matchup of Suburban Conference Yellow 

Pool teams. 

Lafayette did not reach the Final Four 

last season after winning six consecutive 

state championships. 

“At the beginning of the year, if you 

would have told us we would go 31-6, win 

conference, win districts, win sectionals 

and finish second in the state, I don’t 

think many people would have believed it,” 

Young said. “I’m so proud of our kids and 

all that they accomplished this season. It’s 

a great day to be a Lancer.”

The 2018 Lafayette Lancers girls volleyball team 

The Lancers won their District 3 championship 

by defeating Marquette. Lafayette 

followed that with a win over Ursuline in 

the sectional and Cor Jesu in the quarterfinals. 

Going to state and playing in the Final 

Four was a new experience for most of the 

Lancers. 

“We actually only had three girls on our 

roster to ever play in the state tournament,” 

Young said. “So there was pure joy for 

many of our players getting to play in the 

state tournament for the first time.” 

While Eureka defeated Lafayette for the 

state title, Young said it was a competitive 

contest as evidenced by the scores. 

“It was a great match,” Young said. 

“Both teams played well, but the ball just 

bounced Eureka’s way a few more times 

that day. Our team came so far as a group 

both on and off the court this season.” 

The Lancers will graduate four “amazing” 

seniors, Young said. “They are all 

incredible individuals, and we will miss 

them greatly in our program.” 

The Lancers will be returning nine players 

with varsity experience for next season. 

High school boys swimming 

The Parkway West boy swimming team 

set school records in the Class 1 state 

swimming and diving meet and brought 

home a trophy, too. 

The last time Parkway West won a state 

trophy was in 1996. Now, the Longhorns 

have won another one. 

Parkway West finished third in the 

annual meet held at the St. Peters Rec-Plex. 

Senior Christopher Frederick and junior 

John Ransin each set new records. The 

200-medley team also set a school record. 

Parkway West scored 185 points to come 

in third. Cape Girardeau Central won with 

225 points. Glendale came in second with 

209 points. 

The top four teams at state take home 

a trophy. Getting some hardware for the 

trophy case for the first time since 1996 

was big for the program. 

“State has always been very competitive 

for the boys, so ending up on the podium 

is a huge accomplishment,” coach Coleen 

Sumner said. “This season was about setting 

individual and team goals with a 

plan to meet each of them. Then, the boys 

trained hard to accomplish them. 

“It was a season of lots of great team 

efforts and supporting each other. They 

worked very hard, so it was nice to see it 

pay off in the championship season.” 

Frederick also set a school record with 

his second-place finish [52.12 seconds] in 

the 100 backstroke. 

Ransin had big state meet. He recorded 

a third-place finish in the 500-yard freestyle 

in 4 minutes, 42.62 seconds. He had 

a fourth-place performance in the 200 free 

with a time of 1:44.86 and he was on the 

second-place 400-free relay team and 200- 

medlay relay team as well. His time in the 

500 freestyle is a new school record. 

The 200-medley team of Frederick, 

Ransin, sophomore Carter Murawski and 

freshman William Bonnett set the school 

record with the time of 1:38.64.

The CBC Cadets recorded their highest 

finish ever in the Class 2 state swimming 

and diving meet held recently at the Rec- 

Plex in St. Peters. 

CBC finished third in the team standings 

with 224 points. 

Two Cadets also set state records. Senior 

Brooks Cosman set a state record in 50 

free with a time of 20.86 seconds; senior 

August Brandt set a record in the 100 butterfly 

with a time of 48.62. They are the 

first two Cadets to own state swimming 

records. 

Cosman also won the 100 free in 45.35. 

That time set a school record. 

Senior Dominic Cyr was second in the 

100 breaststroke in 58.16. He came in 

fourth in the 100 butterfly in 50.82. 

The 200-medley team came in second 

with a time of 1:33:42, a new school record. 

The relay was made up of Drew Wilmann, 

Cyr, Brandt and Cosman. The 400-free 

team finished second in 3:08.03, which 

also set a school record. The relay members 

were Brandt, freshman Max Wehrmann, 

Cyr and Cosman. 

“Our goal was top three, but at a couple 

of points, we definitely played with the 

thought of taking the state championship,” 

CBC coach Sean Dooley said. “This is the 

best finish in school history and I couldn’t 

be prouder of the boys and all their accomplishments.

The CBC Cadets football team achieved 

a first for the program this season. 

The Cadets won their second consecutive 

Class 6 state championship with a 

45-21 win over the Rockhurst Hawklets at 

Faurot Field in Columbia. It was the first 

time CBC has won football titles in backto-back 

years and its third state title in the 

last five seasons. The first came in 2014. 

“It’s very special to win back-to-back 

championships,” CBC coach Scott Pingel 

said. “We had a chance one other time and 

didn’t get it done. Getting to the finals is 

always a big accomplishment. It’s not 

something I take for granted.” 

CBC finished 12-1. 

“Every day that goes by, it’s a great feeling,” 

Pingel said. “Any time you get to 

work with a great group of kids that have 

played together so long and get to keep 

practicing and spend more time with them, 

it’s just a lot of fun.” 

The team featured 31 seniors, most of 

whom started in their sophomore season. 

“This was probably the first time we had 

so many guys start as sophomores and just 

keep playing for us,” Pingel said. “It’s been 

a cool ride to be with them.” 

CBC had defeated Rockhurst 45-7 

during the regular season in October. 

The two teams have history. CBC 

defeated the Hawklets 31-24 in the 2014 

title game. Because of the big win, many 

considered CBC a heavy favorite to win 

the title and Pingel said, “They had a mission 

to win [state] again.” 

He didn’t have to remind them of much 

before the game. The veteran group knew 

what needed to be done. 

“I just talked about seniors leaving a 

legacy. Leave your mark,” Pingel said. 

“Nobody at CBC had ever done this – winning 

two in a row.” 

The Cadets went out and took care of 

business. Senior running back Bryan Bradford 

scored on a 69-yard run in the second 

play of the game. 

“That was an inside zone play,” Pingel 

said. “The lead blocker went through his 

guy and opened a big hole. Bryan outran 

everybody. It was pretty sweet.” 

Bradford ended the game with 230 yards 

and two touchdowns on 22 carries. He also 

scored from 1 yard out early in the fourth 

quarter. He finished his season tied for the 

area lead in touchdowns with 39 and ended 

up third in rushing yards with 2,090. 

Scoring so quickly helped CBC set the 

tone of the game. 

The Cadets put up 21 points in the first 

quarter. Rockhurst had a long scoring

drive. A pick-six late in the second quarter 

gave the Hawklets a touchdown that made 

it 21-14 at halftime. Cooper Krezek intercepted 

a pass and ran 65 yards for a score 

with 33 seconds left in the half. 

CBC scored early in the third quarter. 

Rockhurst controlled the ball and scored 

in the fourth quarter to make it 28-21. The 

Cadets did not blink. CBC scored 17 unanswered 

points to take control and go on to 

win the game. 

“We did what we had been doing all 

year,” Pingel said. “We scored and forced 

a turnover and scored. All three phases 

clicked at a high pace for us there in the 

fourth quarter.” 

Senior quarterback Brett Gabbert threw 

for 311 yards and four touchdowns in the 

victory. “I think his numbers speak for 

themselves,” Pingel said. “He did a great 

job leading us. He orchestrated our offense 

perfectly. 

“[Michael] Anderson had a heck of a 

game for us. He had six tackles for a loss 

and two sacks. Our whole defensive line 

was playing lights out.” 

The best part for Pingel was seeing how 

his squad reacted to the win. “It was a great 

celebration. They were there with their 

classmates who were at the game. It was 

an experience you can’t forget,” he said.

With his freshman diving season complete, 

Brayden Escher already has a vision 

for his future with the Parkway South 

Patriots. 

“I definitely want to work hard this next 

whole season and come back ready to do 

even better,” Escher said. 

To do “even better” 

would mean winning the 

Class 1 state diving championship. 

Escher ended his firstever 

state meet at the St. 

Peters Rec-Plex with a 

second-place finish in the 

one-meter diving competition. 

He ended with 

455.05 points. Cole Earl, 

of Springfield’s Glendale 

High, won with 533.50 

points. 

His diving coach, Jenoa 

Olson, said she was pleasantly 

surprised by this 

talented freshman she 

gained on the Patriots’ 

diving crew. 

“I did not expect the 

addition of Brayden, as a 

freshman who I’ve never 

met,” Olson said. 

Escher has been diving 

for a long time – since around age 7 to be 

exact. 

The thrill of the sport is what Escher 

likes most. 

“The sport is so appealing to me because 

it is such an adrenaline rush,” Escher said. 

“I’m an adrenaline junky.” 

Escher also dives for Clayton Diving 

Alliance [CDA], a national team with 

whom he has been competing for about 

five years. 

“CDA definitely helped with the nerves 

factor in diving,” Escher said. 

While representing CDA at the nationals 

meet last summer, Escher placed eighth in 

prelims. 

“I’ve pretty much made nationals all five 

years I’ve been on that team,” Escher said. 

His success has not come by accident. 

Escher knows being a good diver takes 

work and practice. 

“In the offseason or winter, I normally do 

about three days a week and two hours per 

practice,” Escher said. “But in the summer 

it really kicks up. I do five days a week 

for four hours a day. It can be brutal, but 

I always know I’m improving, so I stick 

with it.”

high school team. 

“My expectations for the season were to 

make it to state, basically, and go on from 

there,” Escher said. 

Escher qualified for state in his first meet 

as a Patriot. He scored 277 points in a sixdive 

contest against Eureka High. 

“Brayden has a great 

work ethic. He dives 

year-round ... so he is 

comfortable competing at 

a high level,” Olson said. 

“He’s very calculated and 

methodical, and his attitude 

and enthusiasm for 

the sport was a great fit 

with our team.” 

Escher went undefeated 

in dual matches and invitational 

meets this fall. 

He also won the Parkway 

Quad, a six-dive meet, by 

15 points. 

Escher’s name already 

is in the record book at 

Parkway South. He set a 

school record for points 

in an 11-dive meet with 

477.55 at the Cape Rock 

Invitational. Escher won 

the meet, which featured 

16 divers, by 15 points. 

That performance, 

Olson said, was a good indication Escher 

would do well at the state meet. 

“After seeing his performance at [that 

meet] and watching scores pop up throughout 

the state, I had a pretty good indication 

that he would be third or better at the state 

championships,” Olson said. 

Escher won the Suburban Conference 

Red Pool swimming and diving championships 

at Summit with 434 points. 

Going into the state meet, Escher said 

his expectations were “to focus on myself 

and do the best that I could do and walk 

away happy – because it is my freshman 

year, after all.” 

“His score at state was just slightly lower 

than his score earlier in the season where 

he broke the school record by 10 points. 

Although, in my opinion, his performance 

[at state] was stronger,” Olson said. “The 

judging tends to be tighter at state championships.” 

“I was definitely psyched to get second 

for my first time being there [at state],” 

Escher said. 

“With having this experience as a freshman, 

I know it will only encourage him to 

set his sights on winning it all next year,” 

Olson said.

Politically based stress is increasing among Americans and is likely to cause 

arguments between family members this holiday season.

Politics and the holidays don’t mix 

– tips for avoiding arguments 

According to the 2018 Stress in America 

survey conducted by the American Psychological 

Association [APA], more than 

60 percent of U.S. adults now feel that the 

current polarized political climate causes 

significant stress for them personally. The 

annual survey also shows that more than 

a quarter of adults agree this polarization 

has caused strain between themselves and 

members of their own families. 

High levels of stress all around will no 

doubt lead to some tense and uncomfortable 

conversations around holiday tables, 

especially for family members or friends 

who are on opposite sides of the political 

spectrum. Following are some suggestions, 

courtesy of the APA, to help prevent arguments 

and guide those touchy conversations 

in a more positive direction: 

Prepare to remain calm. Preparing in 

advance for how you might handle a disagreement 

may give you more control over 

the situation when it arises. If you often 

find yourself quick to react in a heated 

conversation, take a step back and remind 

yourself to be calm. Try taking deep breaths 

when you find yourself getting worked up, 

or politely steer the conversation to a new 

topic before it escalates. 

Focus on areas of agreement. Instead of 

strongly reacting when you disagree with 

someone, actively listen to the other person 

about what is important to them and look 

for viewpoints you do have in common. 

For example, you might have different 

ideas about gun control, but share the same 

concern for keeping your kids safe. By 

focusing on these shared viewpoints, areas 

of conflict will feel less intense. 

Be kind. When having conversations 

about areas of disagreement, avoid polarizing 

language and personal attacks. 

Remember that you are talking with someone 

who is important to you. Be mindful 

of your words and tone, and don’t let the 

conversation become hostile or combative, 

as that could have potential to damage your 

future relationship. 

Accept that ‘agreeing to disagree’ is ok. 

Recognize that your words will not change 

the other person’s mind. Remind yourself 

that the conversation is an opportunity to 

share your viewpoint, not to convince 

anyone that your view is best – and that 

your loved one or friend is entitled to his or 

her viewpoint as well. 

Know when to end the conversation. If 

the conversation won’t resolve smoothly, 

find a way to end it peacefully. It may be that 

you have to change the topic of conversation 

or suggest another activity, while reinforcing 

your relationship with the other person. 

Move on to activities that will lighten the 

mood, such as playing a family game. 

Research connects asthma, 

obesity in children 

Obesity might be the cause of asthma 

for about a quarter of American children 

who have the disease, according to new 

research. The findings mean that about 10 

percent of children between the ages of 

2 and 17 – almost a million nationwide – 

could have avoided asthma by maintaining 

a healthy weight. 

Researchers at Duke University analyzed 

data for more than 500,000 children 

who visited six major children’s health 

centers between 2009 and 2015. They 

found that children classified as obese – 

those with a body-mass index [BMI] in



the 95th percentile or above for their age 

and sex – had a 30-percent higher risk of 

developing asthma than peers of a healthy 

weight. Kids who were classified as overweight, 

but not obese [with a BMI in the 

85th to 94th percentile] had a 17 percent 

higher asthma risk. 

“Asthma is the No. 1 chronic disease in 

children and some of the causes such as 

genetics and viral infections during childhood 

are things we can’t prevent,” said 

Jason E. Lang, M.D., associate 

professor of pediatrics 

at Duke and the study’s 

lead author. “Obesity may 

be the only risk factor for 

childhood asthma that 

could be preventable. This 

is another piece of evidence 

that keeping kids 

active and at a healthy 

weight is important.” 

Lang added that because 

scientists don’t completely 

understand how being 

overweight or obese causes 

changes that lead directly 

to childhood asthma, 

more research is needed.

improves with weight loss, suggest that

and personality, say scientists at the University 

of Michigan.

three experiments in which 

participants were randomly 

assigned to wait for 

researchers in their offices. 

Some of the offices were 

clean and uncluttered, while 

others were either “somewhat” 

or “very” messy. 

The offices were otherwise 

decorated identically. 

The condition of your office – especially it it’s 

very messy – may send negative messages 

about your personality to your co-workers. 

Although participants 

had not actually met the 

researchers, they were 

asked to describe their 

personalities based on the 

offices’ appearance, rating established 

character traits such as agreeableness, conscientiousness, 

neuroticism, and extraversion. 

In each experiment, the messier the 

office, the more negative traits participants 

attached to the researchers. Those with the 

messiest offices were most often perceived 

as being less conscientious, less agreeable 

and more neurotic than those with the 

cleanest and most orderly. 

The researchers claimed that from the 

viewpoint of those making judgements 

about the personal spaces of others in the 

workplace, traits like high neuroticism, 

low conscientiousness and low agreeableness 

could signal potentially undesirable 

qualities in an employee. The significance 

of this, they said, is that these impressions 

matter in terms of how employees are generally 

perceived and treated. 

The findings appeared in the journal Personality 

and Individual Differences.

TIME TO BAKE: 

West Newsmagazine’s favorite cookies 

It’s not Christmas without cookies. Just 

ask Santa. 

Here are a few of our favorites. Some are 

new, like Melissa’s recipe for gluten-free 

chocolate cookies. Others are undeniably 

old fashioned, such as Kate’s Traditional 

German Zimsterne. Others are simply for 

fun. All are delicious, so from our recipe 

files to yours, happy holidays! 

Pumpkin Cookies 

“We only make these once per year, and 

I don’t know why,” says administrative 

assistant Melissa Balcer. “They’re a really 

good, soft cookie and easy to make but 

they’re best when chilled.” 

Cookie ingredients: 

1 cup shortening 

1 cup sugar 

1 cup pumpkin 

1 egg 

2 cups flour 

1 teaspoon baking soda 

1 teaspoon cinnamon 

1/2 teaspoon salt 

Glaze ingredients: 

3 tablespoons butter, melted 

3 tablespoons milk 

1/2 cup brown sugar 

1 cup powdered sugar 

1 teaspoon vanilla 

Directions: 

• Preheat oven to 375º F. 

• Using an electric mixer, cream together 

the shortening and sugar. Blend in the 

pumpkin and egg and mix well. 

• Lightly mix the dry ingredients together 

and add to the wet mixture. Stir to combine. 

• Drop spoonfuls of dough onto a greased 

cookie sheet. 

• Bake for 10-12 minutes. 

• While cookies are cooling, create a 

glaze by mixing together melted butter, 

milk, brown sugar, powdered sugar and 

vanilla. 

• Glaze cooled cookies. Make sure the 

glaze has dried thoroughly before packing 

cookies in an airtight container. 

Gluten-Free Pudding Chocolate 

Chip Cookies 

These are rich, cake-like, soft cookies. If 

you don’t like the rich taste of these cookies, 

you can leave out the pudding, but it 

will change the consistency, making them 

less cake-like. 

Ingredients: 

2 1/2 cups Meister’s all-purpose glutenfree 

flour 

3/4 cup brown sugar 

1/4 cup granulated sugar 

1 cup butter 

1 package instant vanilla pudding 

1 teaspoon salt 

1 1/2 teaspoons baking soda 


2 eggs 

1 3/4 cups chocolate chips 

Directions: 


• Combine dry ingredients in a small bowl. 

• Beat butter, sugar, brown sugar and 

vanilla in large mixing bowl until creamy. 

Add eggs one at a time, beating well after 

each addition. 

• Gradually beat in flour mixture. Stir in 

chocolate chips. 

• Drop rounded tablespoons of mixture 

onto greased baking sheets. Bake for 9-11 

minutes or until golden brown. 

• Cool on baking sheets for 2 minutes; 

remove to wire rack to cool completely. 

Gluten-Free Chocolate Cookies 

Ingredients: 

1/4 cup butter or coconut oil 

1/3 cup cocoa powder 

3 eggs 

1/3 cup sugar 


1/4 teaspoon vanilla 

1/4 cup sifted coconut flour 

Directions: 


• In a saucepan at low heat, melt 

butter and stir in cocoa powder. 

Remove from heat and let cool. 

Zimsterne 

• In a bowl, combine eggs, sugar, 

salt and vanilla; stir in cooled cocoa mixture. 

• Whisk coconut flour into batter until 

there are no lumps. Let batter rest for 5 

minutes to allow it to thicken slightly. 

• Drop by spoonfuls onto a greased 

cookie sheet. 

• Bake for 14 minutes. 

Traditional German Zimsterne 

Ingredients: 

3 large egg whites 

2 cups powdered sugar, sifted 

3 1/4 cups non-blanched almond meal* 

2 teaspoons ground cinnamon 

1 teaspoon nutmeg 


*Hazelnuts or pecans, toasted and ground, 

can replace the almond meal depending 

on your taste preference. Place nuts on a 

cookie sheet that has been lightly coated 

with cooking spray and toast in a preheated 

350º F oven for 5 minutes, watching them 

carefully to prevent scorching. Grind them 

in a food processor or clean coffee grinder. 

Directions: 

• Preheat the oven to 300º F [do not use 

the convection setting]. Place the rack on 

the bottom rung of the oven. 

• Beat the egg whites in a medium-sized 

bowl until stiff peaks form. Stir in the 

powdered sugar until combined. Reserve 2 

generous, heaping tablespoons of the egg 

white mixture for the glaze. 

• Add the nuts, cinnamon, nutmeg and 

salt. Mix until the dough comes together in 

a fairly stiff but pliable mass. 

• Roll the dough, about 1/4-inch think,

onto a non-stick surface sprinkled with 

powdered sugar. 

• Use a 3-inch cookie cutter to cut out the 

cookies [stars are traditional] and transfer 

them to a parchment paper-lined or nonstick 

cookie sheet. 

• Brush the reserved egg white mixture 

in a thin layer onto the cookies. Remember, 

you need to glaze all the cookies, so don’t 

be too generous. 

• Bake for 15 to 20 minutes. 

• Let the cookies cool completely before 

storing in a dry, airtight container. Cookies 

can be stored for up to two weeks, but 

they’ll be eaten before then. Guaranteed. 

Gumdrop Cookies 

“Mom only made these at Christmas,” 

says editor Kate Uptergrove. “I think it 

was because she did not enjoy cutting up 

the gumdrops, a chore that as I grew older 

became mine. But I loved these cookies.” 

Ingredients: 

1 cup butter 

1 cup brown sugar 

1 cup white sugar 

1 cup fruity gumdrops, diced 

2 teaspoons vanilla 

2 eggs, beaten 

2 cups flour 

1 teaspoon baking soda 


2 cups quick oats, dry

• By hand, mix in quick oats and gumdrops 

until well blended. 

• Using a melon baller [or cookie scoop] 

measure out 1-inch balls and place onto a 

cookie sheet lined with parchment paper. 

• Flatten dough balls with the bottom of 

a glass that has been greased and dipped in 

granulated sugar. 

• Bake for 10 minutes.

8 tablespoons room temperature water

• In a large bowl using a mixer fitted with a 

whisk attachment, beat all of the icing ingredients 

together on high speed until mixture 

forms stiff, glossy peaks, about 5 to 7 minutes. 

• Tint icing using gel food colors, preferred. 

If tinting with liquid food color 

thins the icing, add a bit more confectioners’ 

sugar. 

Gumdrop Cookies

3/4 cup unsalted butter 

3/4 cup brown sugar, packed 

3/4 cup molasses 


2 teaspoons cinnamon 

2 teaspoons ground ginger 

1/4 teaspoon allspice or cloves 

1 large egg 

1 teaspoon baking powder 

1/2 teaspoon baking soda 

3 1/2 cups King Arthur Unbleached All- 

Purpose Flour 

Directions: 

• In a saucepan set over low heat, or in 

the microwave, melt butter, then stir in the 

brown sugar, molasses, salt and spices. 

• Transfer the mixture to a medium 

mixing bowl, let it cool to lukewarm, and 

beat in the egg. 

• Whisk the baking powder and soda into 

the flour, and then stir those dry ingredients 

into the molasses mixture. 

• Divide the dough in half, and pat each 

half into a thick rectangle. Wrap well, and 

refrigerate for one hour or longer. The 

dough may be sticky and hard to roll if not 

thoroughly chilled, so make sure it’s cold 

before continuing. 

• Preheat your oven to 350° F. Get out 

several baking sheets; there’s no need to 

grease them, though lining with parchment 

saves effort on cleanup. 

• Once the dough has chilled, take one 

piece of dough out of the refrigerator, and

Craving fresh Italian cuisine and a

St. Louis’ Italian food scene, with family

Sapore Italian Café in Kirkwood, and with 

connections spanning from John Mineo’s 

in Town & Country and Agostino’s in 

Chesterfield. 

“They have a history going back almost 

50 years in St. Louis with restaurants,” 

Knoll said. And that history can be seen, 

felt and tasted at Benedetto’s on Main. 

The Buzzetta family’s influence has 

impacted every aspect of the restaurant, 

from its menu to its Sicilian farmhouse 

aesthetic to its welcoming ambience.

served over flash-fried spinach and Eggplant
