THE SKY’S THE LIMIT<br />

As I mentioned in the last edition of this magazine, I was<br />

looking forward to attending the <strong>PHC</strong>C National Convention/<br />

CONNECT <strong>2018</strong> held in Albuquerque, New Mexico. The<br />

highlight for both my husband and me was by far the<br />

amazing Balloon Festival. This event is the biggest event of<br />

its kind in the world for hot air balloon professionals. I can’t<br />

say that it was on my bucket list to do this, but since we<br />

were going to be there for the convention, I felt it was a rare<br />

opportunity to see what this festival was all about. Let me tell<br />

you now, if you have ever considered it, please add it to your<br />

own bucket list. To be able to stand next to even one balloon<br />

and watch it inflate is amazing, but when you get to see over<br />

500 of them slowly inflate and then take off is unbelievable.<br />

The colors are amazing, the skill and craftsmanship that goes<br />

into each one is incredible, and the implied simplicity of them<br />

drifting in the morning sky is breathtaking. Beyond all of that<br />

is to watch the reaction of the children as they were awed<br />

with seeing the colorful creations and many of their favorite<br />

cartoon characters larger than life. To experience that<br />

through the innocent eyes of a child is inspiring. We also got<br />

to return to the balloon field on Friday evening for its “Special<br />

Shapes” event. We saw balloons shaped like a cow, penguins,<br />

a stagecoach, Darth Vader, and countless other creations.<br />

Added to that were people parachuting from an airplane.<br />

One of them displayed a 1,000-square-foot American flag<br />

from his/her foot as they floated to the ground, and others<br />

that shot fireworks off their feet for an amazing display. It<br />

was constant entertainment.<br />

Of course, the convention was not all about fantasy and<br />

balloons; I sat through several great programs and seminars.<br />

The Vendor Expo was very interesting and I saw a lot of<br />

new products and familiar brand names. The support our<br />

association gets from our major sponsors like Milwaukee<br />

Tool, Federated Insurance, Bradford-White, InSinkErator<br />

and more is always first rate. I attended the 98th Annual<br />

Business Meeting as well as the <strong>PHC</strong>C National Auxiliary<br />

Annual Meeting. There are some amazing leaders in our<br />

organization that are inspirational and devoted beyond<br />

measure to our industry and our success.<br />

One of my favorite events each year is the Workforce<br />

Development breakfast session. The shortage of manpower is<br />

on everyone’s mind each and every day as the pool of skilled<br />

labor and young people choosing a career in the trades is<br />

continuously shrinking. It is easily becoming the number one<br />

concern we all face – and that is evident in all parts of our<br />

country.<br />

EXPLORING TRADE EDUCATION AT CVTC<br />

Our <strong>PHC</strong>C-<strong>Wisconsin</strong> Board of Directors had a great<br />

opportunity on Oct. 4 to hold our meeting at the Chippewa<br />

Valley Technical College in Eau Claire (photos, page 42). The<br />

facility that they have built to teach our young people the<br />

skills they need to succeed in the HVAC industry (as well as<br />

some other course options), is definitely second to none. The<br />

whole facility is a huge HVAC classroom. Their entire HVAC<br />

system and plumbing infrastructure is exposed by a glass<br />

wall and the students are able to study the working system<br />

as they learn all about air handlers, geothermal and air<br />

conditioning. In addition, the classroom or lab area has every<br />

type of HVAC and refrigeration equipment. Thanks to the<br />

contributions of many local vendors and suppliers, they can<br />

learn how the equipment is manufactured, learn to repair<br />

and service almost<br />

every brand and every<br />

category of equipment.<br />

and a “sunflower”<br />

device, so they can learn<br />

also about optional HVAC<br />

role in spreading the<br />

development to our<br />

local high schools and<br />

technical colleges about<br />

the career opportunities<br />

we offer in our industry.<br />

If you have followed<br />

St. Croix High School<br />

some of my previous<br />

articles or attended any<br />

of our code seminars around the state, you may recall my<br />

message that we all need to start a conversation with our<br />

schools and provide them the resources they need in order<br />

to share the message that a career in the trades is a very<br />

lucrative and rewarding career option.<br />

With the great help of one of my favorite vendors, Auer<br />

Steel & Supply, Jon Hirsch, director of business development,<br />

and I visited two local high schools in September to share<br />

our message about opportunities in plumbing and HVAC. Jon<br />

travels all over the Midwest spreading this message, and<br />

I was fortunate enough to help out at both the River Falls<br />

High School in River Falls and St. Croix Central High School in<br />

Hammond. We try to plant the seed in the minds of the Tech<br />

Ed students that a career choice in our trades is not a “dirty<br />

job” but actually a very rewarding career with countless<br />

opportunities for young men, women, and minorities. We also<br />

have two more visits planned after the first of the year to<br />

visit the Tech Ed departments at the Hudson High School and<br />

New Richmond High School.<br />

I was also invited to the New Richmond High School in<br />

late October to talk to three classes of seniors who were<br />

specifically looking for options other than the traditional four<br />

year college. They asked some great questions and showed<br />

a lot of interest that they could actually have a rewarding<br />

career by earning a comfortable wage from day one and<br />

having zero student loan debt at the same time that their<br />

peers are graduating from four (or more) years of college and<br />

still don’t know what direction their life will take other than<br />

to start repaying their student loans. I talked with several<br />

young ladies who are taking Tech Ed classes that expose<br />

them to building a house and learning the many different<br />

trades and a couple of young people who are planning to go<br />

into the military but wanted to learn more about the trades<br />

for an opportunity after their tour of duty.<br />

These experiences remind me that there are many<br />

interested young people in our schools but they may not be<br />

aware of who to talk to or what questions to ask to learn more<br />

about our opportunities. Once again, we just need to start the<br />

conversation. Please consider sharing my mission to spread<br />

our message in each of our local schools, and I think we will<br />

all be amazed at the great talent pool we can create!<br />

PREDICTING THE FUTURE… MAYBE<br />

I was listening to an audiobook,<br />

driving to our most recent plumbing<br />

seminar in Fond du Lac. I was only<br />

as far as the preface when the<br />

author noted that the fictional name<br />

for the town in the story was based<br />

on an out-of-use term meaning<br />

“garbage dump.” That doesn’t seem<br />

JEFF BEIRIGER very flattering at all, except that<br />

she went on to explain that garbage<br />

dumps are, to archeologists, the most interesting places to dig.<br />

It’s there, she stated, that they find out a lot about how we<br />

really live our lives. Far more, she argued, than we might<br />

learn from the many statues and monuments a society might<br />

build.<br />

That got me to thinking. Not about garbage, of course, but<br />

about our future. What will that future be like? And what<br />

are we leaving behind today that can shed some insight into<br />

who we are as a society.<br />

Let me start with the first thought: Our future. Later in this<br />

magazine, you can read a number of quotes about people who<br />

were just dead wrong about the future. It’s my sincere hope<br />

that my worst prediction isn’t so bad that I’ll be called out for<br />

but what does<br />

seem clear is<br />

that whatever comes next will come slowly. Growing up, we<br />

were told that nuclear was the answer. Now it’s electricity. I<br />

still think it’s something else and that we’ll get there, but only<br />

through an evolution and not a revolution.<br />

Personally, I hated compact fluorescent lights and shook my<br />

fist at those who said we had to get away from incandescent<br />

bulbs. I bought them by the case to be ready for the day when<br />

they were no longer available. And now I buy LED bulbs<br />

because the light is great and the cost has come down and<br />

there are real energy savings. Something better will come<br />

along and it will be adopted not because it is mandated, but<br />

because it’s simply a better solution.<br />

Some of these changes may take decades, but I suspect that<br />

the desire to be less reliant on a utility grid will increase. As<br />

people work more remotely, the need to commute becomes<br />

less important. The result is to open up more and more land<br />

to smaller residential communities and by “smaller” I mean<br />

fewer houses – think fewer than a dozen – and houses that<br />

are not as large.<br />

The sharing economy<br />

(Uber, Airbnb, etc.) will<br />

likely continue to expand<br />

and possibly include<br />

things like lawn mowers,<br />

snow blowers, power<br />

tools and more.<br />

To make this work, people are going to have to connect to an<br />

existing utility grid or, more likely, I think, make do without<br />

the grid. Yes, there will always be a trend toward vibrant<br />

downtown areas, but they’re not for everyone. Schools,<br />

churches, and government services will all have to respond<br />

to larger and larger areas where they will provide services<br />

and a whole lot more will rely on high-speed internet<br />

connections.<br />

Building electrical towers or burying cables to serve a<br />

dozen homes probably doesn’t make economic sense and<br />

shifting the costs to a dozen rate payers will be too expensive<br />

just as shifting the cost to the larger base of existing rate<br />

payers won’t be tolerated forever. Gas lines and water lines<br />

create the same sorts of cost issues. These are expensive<br />

investments by utilities and it may simply be better to let<br />

these small communities develop off the grid.<br />

Geothermal heating and cooling seems to present an<br />

opportunity. Water wells and POWTS systems also fit into<br />

this model. Recently, I read an article about a device that<br />

uses solar power to operate fans that can be used to extract<br />

water from the air – even in a desert – and store as much<br />

as 30 liters per panel. That may not be a lot of water, but<br />

the technology will get better and less expensive and the<br />

water industry could experience something similar to what<br />

happened in the phone industry, when cellular technology<br />

simply bypassed the existing infrastructure.<br />

The sharing economy (Uber, Airbnb, etc.) will likely continue<br />

to expand and possibly include things like lawn mowers, snow<br />

blowers, power tools and more. Sharing these lightly-used<br />

items (relative to their cost) can open up the potential for the<br />

additional income that can fund other shared resources, such<br />

as wind turbines, solar panels, and small water/sanitary<br />

systems rather than ones used by each home independently.<br />

Even loop fields for geothermal systems can be shared to<br />

create an economy.<br />

Also in this issue, we talk about some of the technology<br />

that we have at our fingertips and how it compares to what<br />

was available for the Apollo space program some 50 years<br />

ago. The fact is, there is more computing power sitting idle<br />

than we might realize. Some are trying to use this capacity<br />

by “leasing” their processors when they are not in use (think<br />

laptops and cell phones that are not being used while you<br />

are sleeping). One current use is to allow cell phones to make<br />

complex computations at night to earn credits that can be<br />

used to buy things like digital subscriptions or music.<br />

And at the core of all of this is you – the plumbing-heatingcooling<br />

industry. Whether my guesses about the future are<br />

right or not, there will be a future and it will certainly involve<br />

all of you. Our safety, our health, our comfort (and even that of<br />

all of our gizmos and gadgets) will all be front-and-center in<br />

any discussion about the future.<br />

So maybe someday you’ll need to toss this magazine away<br />

to downsize for your new, tiny home. With all due respect to<br />

recycling programs, maybe toss this copy in the trash instead<br />

and let it become a part of our collective “garbage dump.”<br />

If we’re lucky, the archeologists will find it and read about<br />

some of the things we are doing today that helped build the<br />

strong industry that took us into the future.<br />

Worst case scenario, they can read my predictions and<br />

quote something I said that couldn’t have been more wrong.<br />

I’ll take my chances, but I’ll always bet on our industry’s<br />

future.<br />

CAPITOL<br />

UPDATES FROM THE NATIONAL AND STATE CAPITOLS<br />

The Plumbing Code Advisory Committee continues to meet<br />

to discuss proposed changes to the state’s Uniform Plumbing<br />

Code. Committee members report that the dialogue between<br />

committee members and the DSPS has gone well and that<br />

the package of changes could be significant if they adopt<br />

most or all of what has been discussed to date. Codes are<br />

administrative rules and there is a lengthy process that<br />

must be followed before the rules are final. A reasonable<br />

expectation for a code change would appear to be late 2019<br />

or early 2020.<br />

The report from the DSPS to the legislature and the<br />

governor’s office regarding occupational licensing is due on<br />

or before Dec. 31, <strong>2018</strong>. Both Republicans and Democrats have<br />

expressed interest in the issue, especially as it relates to the<br />

value to public health and safety, costs to consumers, and the<br />

ability to bring in more workers to certain trades. Still, there<br />

are differences in approach between the parties, so the next<br />

steps will likely be affected by the election outcomes. <strong>PHC</strong>C-<br />

WI continues to monitor this issue closely. The report covers<br />

licenses issued by DSPS and all state agencies, so it includes<br />

licenses held by pump installer and geothermal drillers, for<br />

instance (which are issued by the DNR).<br />

President Trump has signed <strong>PHC</strong>C-supported S. 3021, the<br />

Water Resources Development Act (known as “America’s<br />

Water Infrastructure Act of <strong>2018</strong>”), which includes language<br />

officially authorizing the U.S. EPA’s WaterSense program<br />

in perpetuity. The signature of the act also includes more<br />

than $6 billion in funding for water infrastructure projects<br />

nationwide. This is significant, as passage of S. 3021 now<br />

makes WaterSense a permanent budget item, not a year-byyear<br />

budget item.<br />

The U.S. Department of Labor is slated to conduct a Public<br />

Rulemaking concerning the 2016 Overtime Rule, which was<br />

stayed by litigation in a Texas Federal Court. The 2016 rule<br />

would have raised the minimum salary level for the socalled<br />

“white collar” exemption from $23,660 to nearly $48,000<br />

per year. Labor Secretary Alexander Acosta has previously<br />

indicated that he favored some modest increase of the<br />

minimum salary threshold for exemption. Public comments<br />

were taken by DOL on this topic in late 2017; now the Office<br />

of Information and Regulatory Affairs has issued information<br />

on its website indicating a proposed rulemaking would begin<br />

in March 2019. <strong>PHC</strong>C will follow this process as it develops<br />

and will file appropriate comments to the proposed rule in a<br />

timely fashion.<br />

<strong>PHC</strong>C was selected to participate in a White House Economic<br />

Summit hosted by the Trump Administration last week at the<br />

White House. The goal of the summit was to highlight recent<br />

progress and economic growth as a result of comprehensive<br />

tax reform and regulatory reform.<br />

Laurie Crigler, <strong>PHC</strong>C-National Association’s 2017/<strong>2018</strong><br />

president said, “The information that we heard was<br />

very beneficial for <strong>PHC</strong>C members and their businesses,<br />

particularly small businesses. We heard about issues that do<br />

not normally appear in the media. According to this summit,<br />

the GDP is above predictions and regulatory reform continues<br />

the “add one regulation, take two away” concept that has<br />

been key to President Trump’s regulatory reform. We were<br />

so pleased that <strong>PHC</strong>C was asked to attend this summit.”<br />

The maximum earnings subject to the Social Security<br />

payroll tax will increase to $132,900 for 2019. The <strong>2018</strong> rate<br />

was $128,400.<br />

PREVENTION<br />

Just like buildings, fires come in all types and sizes. The ripple effect<br />

on the community, customers, and the business itself can be stressful.<br />

To reduce the likelihood of a devastating fire, business owners and<br />

risk managers should take the initiative to keep their property and<br />

employees safe.<br />

Property insurers evaluate and assume risks with an understanding<br />

that while some fires are unavoidable, most building fires are<br />

preventable. A property underwriter generally reviews a fire risk<br />

according to Construction, Occupancy, Protection and Exposure (COPE).<br />

This set of criteria evaluates a property based on a number of factors<br />

that indicate risk of loss. Building materials, the type of fire protection<br />

available, and other buildings that are close enough to fuel the fire are<br />

among the circumstances taken into account.<br />

Applying the COPE characteristics as you look at your facilities can<br />

be useful for developing fire-prevention plans. You likely are not able<br />

to alter your building’s construction, but you can ensure maintenance<br />

of heating and electrical systems, and practice proper storage and<br />

handling of flammable materials. Good housekeeping can eliminate<br />

conditions that have the potential to turn into catastrophes. When a fire<br />

starts, a quick, effective response can make the difference between<br />

minor smoke damage and a loss of business – or life.<br />

Fire prevention is not just a one-time task, but should be a routine<br />

and ongoing process. People can become complacent or forgetful about<br />

fire risk. Involve employees, supervisors, and managers in recognizing<br />

potential fire hazards so the problems are addressed.<br />

Most fires are avoidable if you pay attention to a few specific<br />

hazards. To identify these hazards, regularly complete fire-prevention<br />

checklists. When you discover unsafe conditions, you can monitor and<br />

help control them with a preventive maintenance plan. Proper set-up,<br />

scheduled care, and adherence to manufacturer’s usage specifications<br />

are vital to keeping equipment in safe working order and preventing<br />

fires.<br />

alarming number of people who don’t have confidence they<br />

can find the name of their past plumbing company.<br />

The downward arc is compelling evidence that people will<br />

have greater difficulty in finding a plumbing company’s<br />

When it comes to plumbing services, wait time<br />

matters more than you might think, according<br />

to a new study from the market research team<br />

at Zion & Zion, a national marketing agency.<br />

The survey polled 863 adult homeowners nationwide.<br />

Findings include that the vast majority of people first want<br />

to turn to a provider they’ve used before; that nearly half<br />

have trouble remembering who that was; and that as time<br />

goes by it becomes more difficult for people to locate the<br />

contact information of their last-used plumbing company.<br />

The First Call<br />

As a strong testament to the comfort of familiarity and to<br />

perhaps rewarding a previous job well done, an<br />

impressive majority of consumers prefer to call<br />

a plumbing company they’ve used before. In<br />

the survey, 67 percent of all respondents<br />

said that calling a prior plumbing company<br />

would be one of the actions they take when<br />

needing service.<br />

When asked to prioritize the various<br />

actions they would take to find a plumbing<br />

company, the reliance on a former service<br />

provider becomes even more pronounced.<br />

Among people who chose calling a previously<br />

used plumbing company as one of the actions<br />

they would take, 87 percent of them named it the<br />

first thing they would do.<br />

Remembering the Plumbing Company<br />

However, while people may desire to contact a former<br />

plumbing company, they may actually never be able to make<br />

such a call as nearly half couldn’t recall which company it<br />

was that they used last. This is an eye opener for companies<br />

that rely on repeat business and referrals.<br />

When asked if they could remember the name of the last<br />

plumbing company they used without looking it up or<br />

referring to anything, 45.1 percent could not remember the<br />

name of the plumbing company they used most recently.<br />

While it’s significant that nearly half of consumers can’t<br />

remember the name of their plumbing company, all is<br />

not lost. Of the people who could not name their plumbing<br />

company off the top of their head, nearly 25 percent said it<br />

would be very easy for them to find.<br />

On a 1 to 10 scale, with 1 being “very difficult” and 10 being<br />

contact information as time goes by. Within the first 12<br />

months of service, respondents’ self-rated ability to find their<br />

last-used plumber’s contact info is a very healthy 7.7 (out of<br />

10). But after that, their confidence falls exponentially—a 40<br />

percent drop by year three.<br />

That people are unlikely to find a plumbing company’s<br />

contact information after 36 months isn’t surprising;<br />

memories fade, and documents that might have provided<br />

clues to the plumbing company’s identity become more<br />

difficult to find. Respondents last called a plumbing company<br />

an average of 28.3 months ago, or well over two years. At<br />

that point, the ability to find their plumbing company’s<br />

contact information has already degraded substantially and<br />

is in danger of slipping away entirely. When a consumer has<br />

any difficulty finding their previous plumbing company’s<br />

contact information, the door opens for a competitor to be<br />

given an opportunity.<br />

Memory Prompts<br />

Unless a plumbing company is consistent with its one-to-one<br />

marketing or institutes a special program to help customers<br />

be more likely to recall them when they need a plumbing<br />

company, consumers are pretty much on their own. The<br />

45 percent of people who can’t remember their plumbing<br />

company without assistance rely on a number of resources<br />

to find it.<br />

way to ensure that your customer will remember who you<br />

are when there’s a plumbing emergency.<br />

Second, to help the 45 percent of consumers who need help<br />

finding your contact information, the following may help. For<br />

example, at the first visit some plumbing companies already<br />

give the homeowner a business card or refrigerator magnet,<br />

or place stickers on the appliances they service, but this is<br />

generally out of sight and out of mind. However, this may not<br />

be enough. Only 2 percent of consumers look for such devices<br />

when trying to remember the previous plumber’s contact<br />

information. More innovative approaches are needed. What<br />

if the plumbing company gave each customer a special<br />

branded “my home” 3-ring binder with tabs and pocket<br />

folders to keep information about each type of home-service<br />

provider, such as landscapers, HVAC, roofers and plumbing<br />

companies? The plumbing company tab/info would already<br />

be filled out, with a copy of the receipt already tucked away<br />

inside the notebook. Customers are likely to appreciate<br />

such a terrific and practical parting gift, and it’s likely that<br />

the notebook would be saved and used. Regardless of the<br />

approach plumbing and home-service companies have<br />

the opportunity to realize the true potential of customer<br />

lifetime value by working harder to make it easier for their<br />

customers to remember them and return.<br />

First, plumbing company owners who aren’t happy<br />

beyond fine-tuning their direct marketing and providing<br />

handy reference devices. While budgetary constraints<br />

may keep some plumbing companies from mass-market<br />

advertising, there should be no skimping on direct<br />

marketing to existing customers. It is well-established<br />

that it is cheaper to keep a customer than to acquire a<br />

new one, so there should be significant focus on staying in<br />

The 2019 AHR Expo today announced its full line-up for the<br />

of free seminars, professional certifications and continuing<br />

each year and is the most comprehensive, all-inclusive<br />

opportunity to hear directly from industry leaders about<br />

HVAC HEALTH RISK<br />

To safeguard the health of building<br />

occupants, nearby personnel and even<br />

individuals innocently passing nearby, HVAC<br />

professionals that install chiller systems<br />

with cooling towers are seeking solutions<br />

that reduce the chance of spreading the<br />

potentially deadly Legionella bacteria that<br />

causes Legionnaires’ disease.<br />

LEGIONNAIRES’ DISEASE IN HVAC SYSTEMS<br />

Legionnaires’ disease is a severe, even fatal, form of<br />

pneumonia caused by the bacteria. According to the Centers<br />

for Disease Control and Prevention (CDC), 6,000 annual cases<br />

of Legionnaires’ disease were reported in the United States,<br />

with one out of 10 dying.<br />

Although Legionella is found naturally in bodies of water<br />

and in the majority of building water systems, the highest<br />

risk is when the bacteria becomes airborne in mist, spray or<br />

droplets that can be breathed into the lungs.<br />

This is where cooling towers play a critical role. In HVAC,<br />

cooling towers are often used in conjunction with chillers for<br />

large building cooling systems. A recent CDC study involving<br />

196 cooling towers nationwide found that 84 percent<br />

contained Legionella DNA in the water.<br />

The problem is that cooling towers by their very nature<br />

use evaporative methods to rapidly cool the water in the<br />

system. This can cause “drift” – a fine mist – that can travel<br />

long distances based on wind speed, building height, and<br />

cooling tower location.<br />

For buildings where cooling towers are installed on roofs<br />

in nearby vicinity of fresh air intake systems – as is often<br />

the case – this could expose the building’s occupants to the<br />

bacteria. It can also pose a risk to nearby building personnel<br />

conducting maintenance.<br />

When drift is considerable, it can affect individuals in<br />

nearby buildings, parking lots and even on the street as well.<br />

Reports show that airborne Legionella can travel as far as<br />

one mile in some instances.<br />

Such was the case in recent national news that Disneyland<br />

had to shut down two cooling towers, located over 100<br />

feet from areas accessible to guests that were ultimately<br />

found to have Legionella. According to the L.A. Times, in the<br />

Legionnaires’ disease outbreak, 11 of 15 people infected had<br />

visited the park, and four had not – including two that died.<br />

These, and other incidents, are serving as a wakeup call<br />

for HVAC industry professionals that utilize cooling towers<br />

with chillers.<br />

CONTINUOUS MONITORING FOR AIRBORNE LEGIONELLA<br />

Today simple, economical, automated systems can provide<br />

continuous monitoring for airborne Legionella. Automatic<br />

notification to cloud networks and mobile devices warn of<br />

initial detection of the bacteria, followed by full confirmation<br />

in a matter of hours.<br />

This stands in stark contrast to the days or even weeks<br />

shipping samples to off-site labs before receiving results.<br />

Current testing methods typically involve infrequent (i.e.<br />

monthly or quarterly) tests using settle plates that contain<br />

culture media exposed to the air that are then incubated or<br />

impactors that must be sent to a third party lab for analysis.<br />

For these types of tests, it can be three days before the results<br />

are available.<br />

Tests are also often performed on the water itself, which<br />

can demonstrate the presence of Legionella but not determine<br />

if there is any airborne risk.<br />

Instead, continuous monitoring devices such as<br />

PathogenAlert’s RAPID (Rapid Airborne Pathogen<br />

Identification and Detection) Reader System can detect and<br />

confirm the presence of airborne Legionella within hours of<br />

sampling.<br />

The small wireless device mounts anywhere and operates<br />

by automatically sampling the air in cooling towers, chillers,<br />

ducts, or other high risk areas every five minutes (or any<br />

other time frame specified) on a 24/7 basis. Air is drawn<br />

in and flows across the cartridge, allowing any Legionella<br />

microbes to settle on a nutrient rich site where it then begins<br />

to grow.<br />

To detect pathogen growth, the device uses optical<br />

measurement and laser technology, along with electronic<br />

digital signal processing. Inhibitors are utilized to eliminate<br />

false readings. Detection software also monitors for erratic<br />

behavior that can be caused by non-pathogenic particles,<br />

such as dust, and compensates appropriately.<br />

ASHRAE PUBLISHES UPDATED LEGIONELLOSIS STANDARD<br />

ASHRAE has published a revised edition of its standard<br />

that provides a more comprehensive approach to<br />

preventing the growth and spread of Legionella.<br />

ANSI/ASHRAE Standard 188-<strong>2018</strong>, Legionellosis: Risk<br />

Management for Building Water Systems establishes<br />

minimum legionellosis risk management requirements<br />

for building water systems. The <strong>2018</strong> edition provides<br />

clarification of compliance requirements, as well as<br />

an update to enforceable, code-intended language to<br />

facilitate adoption of the standard for code and regulatory<br />

purposes.<br />

The standard was originally developed to assist<br />

designers and building operators establish water<br />

management plans that include practices specific<br />

to the systems that exist in a particular building,<br />

campus or health care facility. It is intended for use<br />

by those involved in design, construction, installation,<br />

commissioning, operation, maintenance, and service of<br />

centralized building water systems and components.<br />

“Standard 188 was the first industry standard in<br />

the U.S. to address Legionnaires’ disease prevention,”<br />

said Paul Lindahl, chair of the Standard 188 committee.<br />

“Since this standard centers on the development<br />

and implementation of good design, operations and<br />

maintenance procedures, it is important to make updates<br />

on a regular basis. The <strong>2018</strong> edition of the standard<br />

focuses on improved usability, offering better guidance<br />

to minimize the risk of this potentially fatal disease and<br />

save lives.”<br />

The <strong>2018</strong> edition of Standard 188 provides:<br />

• A description of environmental conditions that<br />

promote the growth of Legionella.<br />

• Informative annexes and bibliography with<br />

suggestions, recommendations, and references to<br />

additional guidance.<br />

• Minimum Legionellosis risk management<br />

requirements for buildings and associated potable<br />

and non-potable water systems.<br />

• Requirements for Legionellosis control strategies<br />

and documentation.<br />

The CDC estimates there are between 8,000 and 18,000<br />

cases of Legionnaires’ disease in the United States each<br />

year – and more than 10 percent of these cases are fatal.<br />

Legionella can also cause a less-severe influenza-like<br />

illness known as Pontiac Fever. Most of those cases are<br />

the result of exposure to Legionella found in building<br />

water systems.<br />

The RAPID Reader can be mounted just about anywhere,<br />

including on cooling towers, inside building ductwork<br />

or anywhere in occupied areas. Up to 25 sensors can be<br />

connected to a single base station with each sensor covering<br />

roughly 2,500 square feet.<br />

The cloud-based platform allows continuous, remote online<br />

monitoring of individual or multiple locations from a laptop<br />

“dashboard” that consolidates key data for review. Alarms<br />

and notifications can be sent to any mobile device.<br />

EARLY DETECTION = EARLY REMEDIATION<br />

One of the primary goals of early detection is to allow<br />

existing and affective techniques to be implemented as<br />

quickly as possible to destroy Legionella bacteria.<br />

Traditional methods are water chemicals and disinfectants.<br />

Unfortunately, these methods are ineffective against<br />

Legionella that is already in the air.<br />

There are, however, other options. Germicidal UV<br />

light systems destroy Legionella in seconds. At a specific<br />

wavelength, UV-C deactivates the DNA of bacteria, viruses,<br />

and other pathogens, which eliminates its ability to multiply<br />

and cause disease. This tool when bundled with automated<br />

airborne legionella sensors, are effective seek-and-destroy<br />

tools for the remediation of Legionella.<br />

With airborne Legionella and cooling towers still making<br />

news headlines together, it is time for HVAC professionals to<br />

look into automated testing and treatment options that can<br />

identify and handle the problem before it becomes a news<br />

generating event.<br />

LOCAL ASSOCIATION UPDATES<br />

Associated Master Plumbers of Green Bay has a new name and a new look!<br />

In an effort to serve contractors in a wider geographic area, the association has<br />

changed its name to the Associated Master Plumbers of Northeast <strong>Wisconsin</strong>.<br />

The change promoted a new look for the association’s logo as well.<br />

The group holds meetings monthly to discuss topics of importance to plumbers,<br />

The Madison Association of Plumbing <strong>Contractor</strong>s raised $5,500 at its<br />

annual golf outing (jointly with the Madison Area Mechanical and Sheet Metal<br />

<strong>Contractor</strong>s Association) and presented a check to the Ronald McDonald House<br />

Charities–Madison. Members of the groups are also active in the construction of<br />

a new building for the Ronald McDonald House to assist families looking to stay<br />

together during extended medical treatments for their children.<br />

The Plumbing <strong>Contractor</strong>s Association of Southeastern <strong>Wisconsin</strong> will<br />

make a donation to the <strong>PHC</strong>C-WI Auxiliary to help fund scholarships given by<br />

that group each year. A near-record number of applications were received<br />

and PCA agreed to help make it possible to grant a few more scholarships. The<br />

group is also in the early stages of a program to help recruit more people to<br />

the trades. Following a model used by a St. Louis area HVAC association, the<br />

program will include an awareness campaign and hands-on opportunities to<br />

learn about the trades.<br />

As noted above, the <strong>PHC</strong>C-WI Auxiliary is in the process of reviewing the<br />

applications it received for college and trades-related scholarships it grants<br />

each year. Information about the scholarship recipients will be provided<br />

in a future issue of <strong>PHC</strong> <strong>Contractor</strong>. In addition to the <strong>PHC</strong>C-WI Auxiliary, the<br />

<strong>PHC</strong>C Educational Foundation and its partners provide additional scholarship<br />

opportunities each year, generally in excess of $100,000 a year. Among the<br />

winners this year was Aaron Ziccarelli of Madison, who is studying at Madison<br />

Area Technical College.<br />

employment has risen by<br />

more than 7,500 jobs in the<br />

past year. With the increase,<br />

the state’s total construction<br />

employment is greater<br />

than 125,000. Most of that<br />

employment is with smaller<br />

companies, but together, the<br />

number of employees in<br />

the industry is about equal<br />

to the employment of all of<br />

the state’s top 20 employers<br />

combined. There are some<br />

signs that efforts to recruit individuals to the trades are working but there are<br />

also early signals that 2019 and 2020 may not see the kinds of robust growth the<br />

industry has experienced in the past two years. Interest rates are climbing,<br />

with mortgage interest rates close to 5 percent and material prices are rising<br />

too. Tariffs and increased labor costs are additional factors that will likely make<br />

new home and remodeling projects more expensive. Additionally, the effects<br />

of tax reductions have been largely absorbed by consumers now, slowing the<br />

growth drivers.<br />

get more conversation time. We spent a half hour visiting<br />

with him, got a family photo and<br />

RECRUITING UPDATE<br />

<strong>PHC</strong>C <strong>Wisconsin</strong> recently joined the <strong>Wisconsin</strong> Veterans<br />

Chamber of Commerce to support that organization and its<br />

efforts and to learn more about ways that we can enhance<br />

the link between veterans and careers in the trades.<br />

<strong>PHC</strong>C <strong>Wisconsin</strong> will be on the radio before long, talking about<br />

careers in the plumbing and HVAC trades. We’ve been asked<br />

to work with one of the <strong>Wisconsin</strong> Public Radio program<br />

hosts to develop a segment on careers in the trades. There’s<br />

a lot we can talk about, that’s for certain!<br />

RANDY LORGE HONORED<br />

Congratulations to Randy Lorge of Plumbers & Steamfitters<br />

Local 400. Randy was presented with the Industry Person<br />

of the Year Award at IAPMO’s 89th Annual Education and<br />

Business Conference in Philadelphia earlier this year. Lorge<br />

has played a key role in the Community Plumbing Challenge<br />

in India, South Africa, Indonesia and most recently, New<br />

Mexico. His stories of his trips have been included in <strong>PHC</strong><br />

<strong>Contractor</strong> and shared at programs he has taught on behalf<br />

STATE PLUMBING APPRENTICESHIP COMMITTEE UPDATE<br />

The State Plumbing Apprenticeship Advisory Committee<br />

met this fall and reported that local committees are now<br />

accepting both the Accuplacer and ACT score for applicants<br />

to apprenticeship programs. Federally, there is a strong push<br />

for apprenticeships and <strong>PHC</strong>C National has been at the table<br />

for these discussions. Still, much of the emphasis, at least in<br />

terms of where the dollars are going, is into programs other<br />

than the building trades.<br />

The number of plumbing apprentices now exceeds 1,200,<br />

more than double the number of apprentices in training<br />

in 2013. Year over year, the increase in the number of<br />

apprentices has exceeded double-digits in each of the past five<br />

years, with a nearly 14 percent increase this past year. The<br />

average age of a beginning apprentice is now 25.9, largely<br />

unchanged over the past 10 years. The percentage of women<br />

and minority apprentices are also largely unchanged over<br />

the past 10 years, with women making up 1 percent of the<br />

apprentices and minorities about 6 percent. The number of<br />

veterans in the apprenticeship program has increased from<br />

about 2 percent in 2008 to more than 5 percent in <strong>2018</strong>.<br />

HIGHLIGHTS FROM CONNECT <strong>2018</strong><br />

To succeed in this quickly changing industry, contractors<br />

need to take important steps now to prepare for what –<br />

and who – is ahead. That was a key message conveyed<br />

during the two keynote presentations and more than 20<br />

education sessions offered at CONNECT <strong>2018</strong>, Oct. 10-12,<br />

in Albuquerque, New Mexico, where nearly 740 <strong>PHC</strong>C<br />

attendees collaborated with professionals from both the<br />

Refrigeration Service Engineers Society (RSES) and the<br />

Radiant Professionals Alliance.<br />

CONNECT’s numerous presentations and meetings<br />

focused on how attendees can work smarter to take<br />

their businesses to new heights.<br />

HOW TO STAY AHEAD OF THE CURVE<br />

Economist Connor Lokar encouraged business owners<br />

to carefully review their business data, as well as<br />

industry leading indicators at the company level, to<br />

determine their current business cycle and to detect<br />

any significant changes. Lokar advised to pay special<br />

attention to any continuing trends of slow growth. “Then<br />

you’ll know whether you can accelerate or hunker<br />

down, looking at debt position, hiring and adjusting to a<br />

slowing down economy.”<br />

“I am not saying you are going to stop growing next<br />

year … you just won’t grow as quickly as 2016 and 2017.<br />

You need to set your budget planning accordingly.”<br />

Lokar recommended that contractors in the singlefamily<br />

home market consider targeting new commercial<br />

projects in 2019 as a way to offset declines in singlefamily<br />

home construction.<br />

In an address on how to engage the emerging<br />

workforce, keynoter Eric Chester encouraged attendees<br />

to identify their “sweet spot,” or the ideal qualities a<br />

candidate should have to fit in and be happy with their<br />

company.<br />

“We need to know people who are career/tech<br />

educators,” he said. “Find students who like working with<br />

their hands. Tap into the talent.”<br />

Chester also encouraged attendees to create a culture<br />

where people want to stay. “The only way to attract<br />

and retain great techs is to offer a culture that other<br />

employers who want those same great techs cannot<br />

match,” he said He also stressed that today’s employees<br />

need validation of the company’s values and of the<br />

importance of their contributions to the business. “You<br />

need to let new people in your company know the why,<br />

not the what,” he said. “Make people know they do/did<br />

something bigger than themselves.”<br />

Finally, how do you get employees “on fire” at work?<br />

Chester said it is important to inspire people through<br />

compensation, alignment, communication and goals.<br />

PILLARS OF SUCCESS<br />

Quality Service <strong>Contractor</strong>s (QSC) delivered their own fullday<br />

Strategic Planning Workshop – Pillars of Success –<br />

followed by two more days of targeted Solutions Labs in<br />

this year’s new Service <strong>Contractor</strong> Center and Service<br />

<strong>Contractor</strong> Solutions Pavilion at the Product & Technology<br />

Showcase.<br />

Author and entrepreneur Mike Michalowicz shared<br />

a strategy he calls “The Pumpkin Plan,” inspired by the<br />

approach of a local farmer. He encouraged CONNECT<br />

attendees to plant the right seeds:<br />

• Identify what your company does better than<br />

anyone else in your market, then focus all your time,<br />

energy and money on growing in this area.<br />

• Weed out clients that don’t fit your needs and then<br />

focus on those that appreciate your value proposition<br />

and provide the best growth opportunities.<br />

customers.<br />

Michalowicz left the audience with three questions to<br />

help them build their strategy:<br />

1) What does your company do really well?<br />

2) What is wrong or missing from the industry in<br />

which you operate?<br />

3) Where do your best customers hang out?<br />

In the end, his message was clear: Stay focused.<br />

Throughout the rest of the event, QSC presented<br />

four additional sessions on getting the best ROI on your<br />

trucks, onboarding processes for new team members,<br />

keys to finding hidden profits and identifying your BEST<br />

customers.<br />

The HVAC competitors were required to complete a<br />

written test, demonstrate proper brazing techniques<br />

and perform a hands-on diagnostic on an HVAC package<br />

unit, with system errors created by the Foundation’s<br />

contractor volunteers for the competition. The<br />

competitors also had to perform a pressure and leak test,<br />

demonstrate proper refrigerant recovery procedures<br />

and the ability to accurately take a variety of instrument<br />

readings.<br />

The plumbing apprentices were required to roughin<br />

a bathroom system. The set-up includes a toilet, sink<br />

and shower, complete with supply, waste and vent<br />

lines, plus cleanouts and extra features designed to test<br />

the contestants’ knowledge and skills. The test set-up<br />

includes a variety of pipe materials – cast iron, copper,<br />

PVC and PEX, and corresponding joining methods.<br />

DSG ANNOUNCES CORPORATE<br />

APPOINTMENTS<br />

DSG recently hired Brent Rudser<br />

as its Chief Financial Officer (CFO)<br />

and Tracy Koenig to its newly<br />

Rudser will lead DSG’s financial<br />

CHANGES TO WISCONSIN WORKER’S COMPENSATION PROGRAM<br />

There were two relatively recent changes made to the <strong>Wisconsin</strong> Worker’s<br />

Compensation program that might affect your business. One change deals with<br />

drug and alcohol testing and the other with apprentices.<br />

Circular Letter 3166 of the <strong>Wisconsin</strong> Compensation Rating Bureau describes<br />

a <strong>Wisconsin</strong> Apprenticeship Credit Program that provides up to a 2 percent<br />

premium credit for employers participating in a work-based learning program<br />

through the <strong>Wisconsin</strong> Bureau of Apprenticeship Standards up to a maximum<br />

credit of $2,500. Insurance carriers can opt out of the program and it is the<br />

employer’s responsibility to notify their carrier that they are eligible and submit<br />

evidence of participation in the work-based training program for a minimum of<br />

six months.<br />

With regard to drug and alcohol testing, if your company has a policy and<br />

an injured employee has been shown to violate that policy, typically through a<br />

post-accident drug and alcohol test, the employee may be deemed ineligible for<br />

indemnity benefits (though medical benefits are still payable). What this means is<br />

that employees are more likely to be denied benefits based on post-accident test<br />

results. It will likely take one or more court decisions to provide better guidelines<br />

regarding the clarity of the language of drug and alcohol policies and whether<br />

there is a need to show that the drugs or alcohol were the cause of the accident.<br />

MILWAUKEE TOOL JOINS THE <strong>PHC</strong>C EDUCATIONAL FOUNDATION BOARD OF<br />

GOVERNORS<br />

Milwaukee Tool has been named to<br />

the <strong>PHC</strong>C Educational Foundation’s Board<br />

of Governors. This group of leading<br />

contractors, manufacturers and other<br />

industry partners who are major donors<br />

to the Foundation, is responsible for guiding<br />

the development of industry education<br />

and training programs for contractors and<br />

their employees.<br />

Many <strong>PHC</strong>C chapter-run apprenticeship<br />

programs feature tool walls donated by<br />

Milwaukee Tool, allowing apprentices to<br />

get valuable hands-on experience in the<br />

classroom before hitting the jobsite.<br />

Milwaukee Tool also made a major<br />

contribution to the Plumbing Apprentice<br />

Contest by donating 20 of their M18 Force<br />

Logic Press Tools and jaw kits, with a retail<br />

value exceeding $60,000.<br />

DISTILLERY BENEFITS FROM NEW BOILER SYSTEM<br />

AMS Steam Products of Milwaukee,<br />

a wholly-owned subsidiary of Hot<br />

in boiler replacement at Dancing<br />

Goat Distillery, Cambridge. Two<br />

Miura LX-50 SG boilers were chosen<br />

DIRECTORS HOLD MEETINGS AT<br />

SPECIAL LOCATIONS<br />

In August, the <strong>PHC</strong>C-<strong>Wisconsin</strong> Board of Directors<br />

held its meeting at Elmaro Vineyards in Trempealeau.<br />

Elmaro Vineyards is owned by Lynita Docken and her<br />

husband. Lynita left her position as Plumbing Section<br />

Chief for the state and started the next phase of her<br />

career when the idea of making a few cases of wine<br />

grew to a business that now employs more than 65<br />

people and makes award-winning wines!<br />

In October, the board held its meeting at Chippewa<br />

Valley Technical College. Steve Gutsch, an HVACR<br />

and Energy Instructor at the college was our host<br />

and provided us with a tour of the state-of-the-art<br />

facility, describing the program, its students, and the<br />

outstanding placement rates for students graduating<br />

with certificates and/or degrees.<br />

In December, the board will meet at Kohler, tour the<br />

Design Center, and hear about industry trends and<br />

products from a Kohler representative.<br />
