Harris became <strong>the</strong> executive director <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Lindy Institute<br />

for Urban Innovati<strong>on</strong> at Drexel University in November 2014.<br />

He also has an appointment as a distinguished teaching<br />

pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essor <str<strong>on</strong>g>of</str<strong>on</strong>g> architecture in Drexel’s Westpahl College. Prior<br />

to his appointment at Drexel, Harris was <strong>the</strong> founding executive<br />

director <str<strong>on</strong>g>of</str<strong>on</strong>g> PennPraxis (2002-2014), <strong>the</strong> applied research arm<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> School <str<strong>on</strong>g>of</str<strong>on</strong>g> Design at <strong>the</strong> University <str<strong>on</strong>g>of</str<strong>on</strong>g> Pennsylvania, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

an adjunct associate pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essor <str<strong>on</strong>g>of</str<strong>on</strong>g> city <str<strong>on</strong>g>and</str<strong>on</strong>g> regi<strong>on</strong>al planning.<br />

His leadership at PennPraxis established a new st<str<strong>on</strong>g>and</str<strong>on</strong>g>ard for<br />

civic engagement in planning <strong>the</strong> built envir<strong>on</strong>ment in<br />

<strong>Philadelphia</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> has been acknowledged nati<strong>on</strong>ally <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

internati<strong>on</strong>ally as a model process.<br />

Civic visi<strong>on</strong>ing was at <strong>the</strong> core <str<strong>on</strong>g>of</str<strong>on</strong>g> Harris’ work at PennPraxis.<br />

His projects included <strong>the</strong> award-winning Civic Visi<strong>on</strong> for <strong>the</strong><br />

Central Delaware (2006-2007), a public planning process that<br />

engaged more than 4,000 <strong>Philadelphia</strong>ns in over 200 meetings<br />

in 13 m<strong>on</strong>ths. <str<strong>on</strong>g>The</str<strong>on</strong>g> process altered planning history in <strong>Philadelphia</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>the</strong> visi<strong>on</strong> is now guiding development al<strong>on</strong>g <strong>the</strong> Delaware<br />

River. O<strong>the</strong>r civic visi<strong>on</strong>ing projects included: Reimagining <strong>the</strong><br />

Kimmel Center (2008); Green2015: An acti<strong>on</strong> plan to add 500<br />

acres <str<strong>on</strong>g>of</str<strong>on</strong>g> new park space in <strong>Philadelphia</strong> (2010); <str<strong>on</strong>g>and</str<strong>on</strong>g> More Park,<br />

Less Way: An acti<strong>on</strong> plan to increase urban vibrancy <strong>on</strong> Benjamin<br />

Franklin Parkway (2013). <str<strong>on</strong>g>The</str<strong>on</strong>g> New Fairmount Park, a visi<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> acti<strong>on</strong> plan for <strong>Philadelphia</strong>’s 2,000-acre watershed park,<br />

was released in May 2014.<br />

Kevin C. Gillen, Ph.D<br />

Dr. Gillen is an ec<strong>on</strong>omist who holds a positi<strong>on</strong> as a Senior<br />

Research Fellow with Drexel’s Lindy Institute for Urban Innovati<strong>on</strong>.<br />

Prior to joining Drexel, Dr. Gillen was a Senior Research C<strong>on</strong>sultant<br />

with <strong>the</strong> University <str<strong>on</strong>g>of</str<strong>on</strong>g> Pennsylvania’s Fels Institute <str<strong>on</strong>g>of</str<strong>on</strong>g> Government.<br />

With a background in urban ec<strong>on</strong>omics <str<strong>on</strong>g>and</str<strong>on</strong>g> real estate finance,<br />

Dr. Gillen’s research <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>sulting practice is c<strong>on</strong>centrated in<br />

applied work in <strong>the</strong> analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> public finance <str<strong>on</strong>g>and</str<strong>on</strong>g> operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

urban real estate markets, including <strong>the</strong>ir fiscal, ec<strong>on</strong>omic, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

financial implicati<strong>on</strong>s. This work is deployed in advising both<br />

public <str<strong>on</strong>g>and</str<strong>on</strong>g> private sector entities <strong>on</strong> <strong>the</strong> costs <str<strong>on</strong>g>and</str<strong>on</strong>g> benefits <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

public policy opti<strong>on</strong>s, as well as <strong>the</strong> design <str<strong>on</strong>g>and</str<strong>on</strong>g> implementati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> local ec<strong>on</strong>omic development strategies.<br />

<strong>the</strong> Pennsylvania Horticultural Society, First American CoreLogic,<br />

<strong>the</strong> <strong>Philadelphia</strong> Redevelopment Authority, <strong>the</strong> Schuylkill River<br />

Development Corporati<strong>on</strong>, <strong>the</strong> <strong>Philadelphia</strong> Housing Authority,<br />

<strong>the</strong> William Penn Foundati<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>the</strong> U.S. Geological Survey.<br />

Dr. Gillen’s research has been cited in <str<strong>on</strong>g>The</str<strong>on</strong>g> Wall St. Journal, <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

times <strong>on</strong> matters <str<strong>on</strong>g>of</str<strong>on</strong>g> real estate markets <str<strong>on</strong>g>and</str<strong>on</strong>g> public policy to<br />

<strong>Philadelphia</strong> <strong>City</strong> Council, <strong>the</strong> Pennsylvania State Legislature,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>the</strong> U.S. C<strong>on</strong>gress.<br />

Dr. Gillen received his Ph.D. in Applied <str<strong>on</strong>g>Ec<strong>on</strong>omic</str<strong>on</strong>g>s in 2005<br />

from <strong>the</strong> Whart<strong>on</strong> School <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> University <str<strong>on</strong>g>of</str<strong>on</strong>g> Pennsylvania,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> received both <strong>the</strong> U.S. Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Housing <str<strong>on</strong>g>and</str<strong>on</strong>g> Urban<br />

Development Dissertati<strong>on</strong> Award <str<strong>on</strong>g>and</str<strong>on</strong>g> Lincoln L<str<strong>on</strong>g>and</str<strong>on</strong>g> Institute<br />

Dissertati<strong>on</strong> Fellowship. His research in urban ec<strong>on</strong>omics<br />

appears in numerous publicati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> is cited in various policy<br />

applicati<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g> his quarterly reports <strong>on</strong> <strong>the</strong> current state <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<strong>the</strong> <strong>Philadelphia</strong> regi<strong>on</strong>’s real estate markets receive substantial<br />

local attenti<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> <strong>Philadelphia</strong> Inquirer <str<strong>on</strong>g>and</str<strong>on</strong>g> Daily News have described him<br />

as “a well-respected <str<strong>on</strong>g>and</str<strong>on</strong>g> highly regarded ec<strong>on</strong>omist”(10) “who<br />

has brought order <str<strong>on</strong>g>and</str<strong>on</strong>g> credibility to housing data over <strong>the</strong> last<br />

several years as a neutral, not an industry, source”(11) <str<strong>on</strong>g>and</str<strong>on</strong>g> is “<strong>the</strong><br />

foremost expert <strong>on</strong> property values in <strong>the</strong> <strong>Philadelphia</strong> regi<strong>on</strong>.”(12)<br />

Dr. Gillen also serves as a board member <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Building<br />

Industry Associati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Philadelphia</strong>, <strong>the</strong> Pennsylvania Builders’<br />

Associati<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>the</strong> Greater <strong>Philadelphia</strong> Associati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Realtors. Prior to attending Whart<strong>on</strong>, Dr. Gillen worked for <strong>the</strong><br />

Federal Reserve Board <str<strong>on</strong>g>of</str<strong>on</strong>g> Governors <str<strong>on</strong>g>and</str<strong>on</strong>g> HUD’s Federal Housing<br />

Finance Agency (FHFA).
