<str<strong>on</strong>g>Impact</str<strong>on</strong>g> Studies<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> general intuiti<strong>on</strong> behind ec<strong>on</strong>omic impact models is that every dollar spent by <strong>the</strong><br />

initial funder (in this case, DBHIDS) has a so-called ”multiplier effect,” <str<strong>on</strong>g>and</str<strong>on</strong>g> gets spent<br />

several times over in <strong>the</strong> local ec<strong>on</strong>omy. For example, DBHIDS pays its employees <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>tractors, <strong>the</strong>se employees spend <strong>the</strong>ir wages to support local businesses while<br />

<strong>the</strong> c<strong>on</strong>tractors pay <strong>the</strong>ir vendors <str<strong>on</strong>g>and</str<strong>on</strong>g> suppliers, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>the</strong>n <strong>the</strong>se local businesses also<br />

spend m<strong>on</strong>ey paying <strong>the</strong>ir employees <str<strong>on</strong>g>and</str<strong>on</strong>g> o<strong>the</strong>r bills, <str<strong>on</strong>g>and</str<strong>on</strong>g> so <strong>on</strong>. However, at each<br />

expenditure event, <strong>the</strong>re is some leakage <str<strong>on</strong>g>of</str<strong>on</strong>g> spending outside <strong>the</strong> local ec<strong>on</strong>omy; not<br />

every dollar is spent in <strong>Philadelphia</strong> or paying an employee that lives in <strong>Philadelphia</strong>.<br />

Every expenditure is also typically associated with some taxati<strong>on</strong> event; employees<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> businesses each pay a wide variety <str<strong>on</strong>g>of</str<strong>on</strong>g> local, state, <str<strong>on</strong>g>and</str<strong>on</strong>g> federal taxes. Hence, each<br />

expenditure <str<strong>on</strong>g>of</str<strong>on</strong>g> that initial dollar is reduced by both outside leakage <str<strong>on</strong>g>and</str<strong>on</strong>g> taxati<strong>on</strong>,<br />

leaving less m<strong>on</strong>ey remaining to be spent in <strong>the</strong> next round <str<strong>on</strong>g>of</str<strong>on</strong>g> expenditures. Calculating<br />

<strong>the</strong> multiplier effect <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> initial spending <str<strong>on</strong>g>and</str<strong>on</strong>g> adjusting it for how it is reduced<br />

downward to zero is at <strong>the</strong> ma<strong>the</strong>matical core <str<strong>on</strong>g>of</str<strong>on</strong>g> ec<strong>on</strong>omic impact studies.<br />

In analyzing <strong>the</strong> impact <str<strong>on</strong>g>of</str<strong>on</strong>g> a spending program(s), <strong>the</strong>re are generally three distinct<br />

sources <str<strong>on</strong>g>of</str<strong>on</strong>g> a program’s total ec<strong>on</strong>omic <str<strong>on</strong>g>and</str<strong>on</strong>g> fiscal impact:<br />

1/ Initial expenditures are <strong>the</strong> direct expenditures made by <strong>the</strong> <strong>Philadelphia</strong> DBHIDS<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> its vendors <str<strong>on</strong>g>and</str<strong>on</strong>g> subc<strong>on</strong>tractors. <str<strong>on</strong>g>The</str<strong>on</strong>g>se would include <strong>the</strong> expenditures associated<br />

with funding <str<strong>on</strong>g>and</str<strong>on</strong>g> implementing various behavioral health initiatives, such as real<br />

estate costs (e.g. for a clinic locati<strong>on</strong>), staffing costs, supply costs, <str<strong>on</strong>g>and</str<strong>on</strong>g> any associated<br />

s<str<strong>on</strong>g>of</str<strong>on</strong>g>t costs like those related to accounting, legal, <str<strong>on</strong>g>and</str<strong>on</strong>g> advertising, or transportati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> staff, patients, clients, <str<strong>on</strong>g>and</str<strong>on</strong>g> materials. It also includes <strong>on</strong>going expenditures by DBHIDS<br />

to maintain <strong>the</strong>se properties <str<strong>on</strong>g>and</str<strong>on</strong>g> programs, such as operating <str<strong>on</strong>g>and</str<strong>on</strong>g> management<br />

expenses. It also includes expenditures made by DBHIDS’s vendors <str<strong>on</strong>g>and</str<strong>on</strong>g> subc<strong>on</strong>tractors,<br />

such as payroll made to employees <str<strong>on</strong>g>and</str<strong>on</strong>g> purchases, rent payments for <strong>the</strong> facilities<br />

<strong>the</strong>y occupy, <str<strong>on</strong>g>and</str<strong>on</strong>g> purchases <str<strong>on</strong>g>of</str<strong>on</strong>g> materials such as <str<strong>on</strong>g>of</str<strong>on</strong>g>fice furniture <str<strong>on</strong>g>and</str<strong>on</strong>g> supplies. Lastly,<br />

it includes expenditures made by <strong>the</strong> operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> o<strong>the</strong>r businesses at <strong>the</strong>se sites,<br />

such as janitorial <str<strong>on</strong>g>and</str<strong>on</strong>g> maintenance subc<strong>on</strong>tractors.
