POSTSECONDARY EDUCATION ATTAINMENT INITIATIVES IN TENNESSEE<br />
Complete Tennessee, Beneath the Surface: The State of Higher Education in Tennessee, 2017<br />
COMPLETE COLLEGE TENNESSEE ACT OF 2010<br />
The Complete College Tennessee Act of 2010 enacted comprehensive postsecondary reforms focused on student success and completion. Key<br />
components included establishing an outcomes-based funding formula for public colleges and universities, mandating articulation and<br />
transfer pathways and removing remedial coursework from universities.<br />
DRIVE TO 55<br />
Drive to 55 was created in 2013 by Governor Haslam as a challenge to the state to reach the goal of having 55 percent of working-age<br />
Tennesseans obtaining a postsecondary degree or certificate by 2025.<br />
FOCUS ACT<br />
In 2016, the Tennessee General Assembly passed Governor Haslam’s Focus on College and University Success (FOCUS) Act. This legislation<br />
aligns the postsecondary education system in Tennessee by: (1) removing public four-year universities from the governance of the Tennessee<br />
Board of Regents and granting institutions their own local governing boards and (2) placing community colleges and Tennessee Colleges of<br />
Applied Technology (TCATs) under the governance of the Tennessee Board of Regents.<br />
LABOR EDUCATION ALIGNMENT PROGRAM (LEAP)<br />
The Labor Education Alignment Program (LEAP), passed by the Tennessee General Assembly in 2013, created a statewide, comprehensive<br />
structure enabling students in Tennessee Colleges of Applied Technology (TCATs) and community colleges to participate in technical<br />
training developed with input from area employers. The goal is to ensure that the certificates and degrees of the program align with area<br />
employers’ workforce needs.<br />
TENNESSEE PROMISE<br />
In 2014, the Tennessee General Assembly passed Tennessee Promise which allows recent high school graduates to complete an associate<br />
degree or certificate program tuition-free at a public community college or College of Applied Technology (TCAT).<br />
TENNESSEE RECONNECT ACT<br />
In 2017, the Tennessee General Assembly passed the Tennessee Reconnect Act which provides tuition-free community college to adults that<br />
do not already have a degree.<br />
TENNESSEE RECONNECT TCAT GRANT<br />
In 2014, the Tennessee General Assembly passed legislation authorizing adult students to attend a Tennessee College of Applied Technology<br />
(TCAT) tuition-free.<br />
