A LIQUOR company has pulled<br />

its plan to open an off-licence<br />

store in Halswell’s Ensign St.<br />

Bottle-O Halswell Ltd director<br />

and shareholder Wendy Gibbons<br />

told <strong>Southern</strong> <strong>View</strong> it has<br />

cancelled its contract to purchase<br />

a shop in The Oaks Village<br />

Halswell complex.<br />

The company<br />

was granted an<br />

application to<br />

open an off-licence<br />

liquor store at<br />

29 Ensign St in<br />

December.<br />

However, the<br />

Halswell Residents’<br />

Association<br />

appealed the decision to the<br />

Bennett<br />

Alcohol Regulatory and Licensing<br />

Authority last month.<br />

The application made by<br />

Mrs Gibbons and her husband,<br />

Richard, received 37 objections<br />

along with five petitions<br />

containing 32 signatures in<br />

opposition to the store.<br />

compliance Tracey Weston said<br />

the alcohol licensing team has<br />

had no formal communication<br />

that the application has been<br />

FREEDOM CAMPERS seem to be better<br />

behaved cleanliness wise at the moment –<br />

if the number of complaints being received<br />

about them is a yardstick.<br />

On page 5 today we revisit the annual<br />

saga of freedom campers parking up along<br />

Marine Pde.<br />

The city council has received fewer complaints from the<br />

public this summer than they did during 2017-2018.<br />

But Coastal-Burwood Community Board chairwoman Kim<br />

Money says they are still making a mess and she has put her<br />

concerns to the city council.<br />

One of her big concerns is the age old problem of, not to put<br />

a too finer point on it, freedom campers taking a dump in the<br />

sandhills.<br />

And that’s why Joe Public will always give freedom campers<br />

the bum’s rush.<br />

between two Facebook<br />

community pages in Halswell.<br />

out at the administrators of the<br />

Halswell Community Group<br />

page for being “ousted” from<br />

the group of<br />

nearly 11,000<br />

members for<br />

speaking his<br />

mind.<br />

He was<br />

removed from<br />

the page when<br />

he posted a<br />

number online.<br />

Mr Russell since set up a new<br />

page called Halswell Community<br />

Page Uncensored with a<br />

catchphrase of #LETSMAKE-<br />

HALSWELLGREATAGAIN<br />

“They ousted me out of the<br />

community. Short of pitchforks<br />

and tiki torches that is what they<br />

have done,” he said.<br />

Mr Russell was returning<br />

home from a fishing trip in Greta<br />

Valley when he came across a<br />

group of men stranded due to<br />

having a flat tyre. He lent the<br />

men his spare wheel to enable<br />

them to get home and got one of<br />

their mobile numbers. Mr Russell<br />

said the men had promised<br />

to return the spare wheel the<br />

next day, but nothing eventuated<br />

and they would not return<br />

his phone calls and blocked his<br />

number. To pressure the man, he<br />

asked members of the Halswell<br />

Community Group to phone the<br />

number and ask for the wheel’s<br />

return. It was returned after<br />

about a week.<br />

But Halswell Community Project<br />

chairwoman and one of the<br />

administrators Chrys Horn said<br />

it was harassment and would not<br />

be tolerated.<br />

“The trouble is people put up<br />

stuff and they make allegations.<br />

We have had quite a few times<br />

that has happened and the poor<br />

person on the receiving end has<br />

no idea what was going on”.<br />

But Mr Russell responded<br />

saying it “absolutely” was not<br />

harassment. He said he did<br />

something about his wheel being<br />

stolen and he got a result.<br />

“Someone was trying to rip<br />

me off. You put yourself in my<br />

situation. You have got a phone<br />

number that is all you have got.<br />

What are you meant to do if they<br />

block you?”<br />

He said there is no consistency<br />

in the Halswell Community<br />

Group rules and if posts up not<br />

up to their dictation they will<br />

shut it down.<br />

But Dr Horn said it is the<br />

Halswell Community Project’s<br />

page and it has clear rules people<br />

need to follow.<br />

“If people step outside those<br />

and they don’t take no or an<br />

answer then we block them and<br />

that is just the way the world<br />

works.<br />

“Dr Horn said it is a large<br />

group to monitor and because<br />

the administrators have a lot<br />

going on in their lives, they do<br />

not always catch posts breaking<br />

their rules right away. The group<br />

has a wide range of policies<br />

including group members being<br />

unable to advertise businesses,<br />

abuse or make racial comments,<br />

complain about organisations<br />

or make posts containing sexual<br />

references or innuendo. On the<br />

Mr Russell said as long<br />

as people “keep it civil” they will<br />

not get shut down.<br />

Dr Horn said the group doesn’t<br />

bare many grudges and she<br />

would like to reinstate Mr Russell<br />

when things settle down and<br />

if the other administrators agree.<br />

But she said several of the<br />

administrators on the Halswell<br />

Community Group have been<br />

blocked from the Halswell<br />

Community Page Uncensored.<br />

South America on a One Oceans<br />

Expeditions vessel. Once there, they<br />

will have the opportunity to explore<br />

the region in kayaks with help from<br />

guides and Dawson.<br />

“Going to Antarctica is incredible<br />

but being able to kayak there will<br />

be even more amazing . . . it means<br />

we’ll be able to get up close to the<br />

landscape and wildlife,” said Miss<br />

Archibald.<br />

As she counts down to the trip,<br />

her focus is on training and ensuring<br />

she has the right gear.<br />

“I’ve been enjoying kayaking<br />

around Banks Peninsula over the<br />

summer. However, the warm temperatures<br />

have been very different<br />

to the polar conditions in Antarctica,<br />

and one of the expedition’s<br />

biggest challenges will be managing<br />

the extreme cold while kayaking –<br />

ideally I’ll get my layering techniques<br />

right.”<br />

As a self-described storyteller,<br />

Miss Archibald was drawn to the<br />

nature of the expedition, which<br />

combines the chance to experience<br />

new landscapes and wildlife.<br />

On her return, Miss Archibald<br />

will share her story with the Pasifika<br />

community, schools, tertiary<br />

institutions and community organisations.<br />

not comment on whether the<br />

contract to purchase the bottle<br />

store has been cancelled.<br />

Residents’ association<br />

chairman John Bennett<br />

described the news as “a bolt of<br />

lightning.”<br />

He said it was getting<br />

organised for the appeal but the<br />

hearing wasn’t until late May.<br />

“The community was<br />

definitely not in favour of the<br />

bottle store. If that is the case<br />

they will be very happy,” Mr<br />

Bennett said.<br />

Mrs Gibbons said if the<br />

application had proceeded<br />

she would have appealed the<br />

opening hours of 9am-11pm<br />

daily. Mrs Gibbons said it<br />

was very satisfying to see the<br />

application was granted, and<br />

the initial licence and ruling<br />

acknowledged they are good<br />

operators. The decision granting<br />

the application said Mr and Mrs<br />

Gibbons had the experience to<br />

safely sell alcohol.<br />

FEWER PEOPLE have<br />

complained about freedom<br />

campers along Marine Pde over<br />

the summer – but Kim Money says<br />

they are still causing problems.<br />

council meeting about freedom<br />

campers leaving rubbish behind<br />

and defecating in<br />

the sand dunes.<br />

Thomson Park and North Beach<br />

compared to last summer. The<br />

spokesperson said 15 fines had<br />

been handed out to freedom<br />

campers parked along Marine<br />

Pde this summer, but could not<br />

say if this was more or less than<br />

last summer.<br />

However, Ms Money said there<br />

continued to be a number of<br />

freedom campers without selfcontained<br />

vehicles parking in the<br />

North Beach and Thomson Park<br />

car parks.<br />

It was not uncommon for these<br />

campers to leave piles of rubbish<br />

and human waste behind, Ms<br />

Money said.<br />

PROBLEMS: Freedom campers along Marine Pde are causing issues.<br />

“They’ll put their rubbish out<br />

beside their vans in the car parks<br />

and then they’ll just take off.”<br />

She said it was common for<br />

freedom campers near Thomson<br />

Park to go into the sandhills<br />

and they use those as their toilet<br />

if they’re not close enough to a<br />

toilet . . . if you ever take a look<br />

down there you’ll find toilet paper<br />

around.”<br />

Efforts to stop this behaviour<br />

had been somewhat successful,<br />

but more needed to be done by<br />

the city council to address the<br />

issue fully.<br />

“We’ve had Government funding<br />

for the new loo to be put in at<br />

Thomson Park . . . they are using<br />

it, but some of the ones who are<br />

parking further down aren’t, said<br />

Ms Money.”<br />

She said not enough ‘no freedom<br />

camping’ signage was up<br />

in the most popular spots and<br />

this was also contributing to the<br />

problem.<br />

“We’ve already asked staff to<br />

put up a sign in the car park at<br />

Thomson Park, but there are not<br />

enough signs. We don’t have any<br />

signs in the North Beach car park<br />

and some of the parking bays opposite<br />

Thomson Park also don’t<br />

have signs.”<br />

The city council spokesperson<br />

said it had listened to Mrs<br />

Money’s concerns and would be<br />

installing more signage in both<br />

car parks next month.<br />

Ms Money said the problem<br />

did not end here though.<br />

She said the number of city<br />

council staff employed to police<br />

freedom campers in these areas<br />

was too small.<br />

community board, we do need to<br />

be getting the message across that<br />

perhaps the compliance officers<br />

over the summer period need to<br />

be increased.”<br />

The city council spokesperson<br />

said it had <strong>26</strong> enforcement officers<br />

with the authority to hand<br />

out freedom camping fines, but<br />

only four were rostered on across<br />

Christchurch on a typical day.<br />

Ms Money said too many<br />

freedom campers were escaping<br />

fines by printing out fake stickers<br />

saying their vehicles were selfcontained.<br />

“It’s the little vans that are the<br />

issue. There’s no way a van like<br />

that can hold a toilet.”<br />

The city council spokesperson<br />

said “the council doesn’t have<br />

knowledge of this.”<br />

Ms Money said New Brighton<br />

and its surrounding areas loved<br />

tourists, but the way some were<br />

behaving was ruining the area for<br />

everyone.<br />

“We welcome these people to<br />

our area and it’s great to have<br />

the tourists in the place, but<br />

we also have to look after our<br />

residents and our spaces and<br />

our environment, so to do that,<br />

we just have to send a clear<br />

message that they need to be<br />

responsible and respectful to our<br />

communities.”<br />

for just $1 a year.<br />

to sell the lease of the damaged<br />

to A-Town Boxing<br />

Gym, on the<br />

condition that<br />

A-Town funds its<br />

repairs itself.<br />

but it was badly<br />

damaged by an arson attack in<br />

2014.<br />

$100,000 of damage still had to<br />

be repaired, but the city council<br />

had previously said it could not<br />

justify paying for these repairs.<br />

Mr Roberts said the handing<br />

over of the lease was the best<br />

option for all involved because<br />

A-Town could finally get on with<br />

seeking out funding options for<br />

the repairs after years of not having<br />

any power to do this.<br />

“It gives us stability, we’ve<br />

been in the community almost<br />

20 years and now we’ll be there<br />

for another three 11-year leases.<br />

We’re pretty confident that<br />

we’re not planning on going<br />

anywhere.”<br />

He said A-town was currently<br />

in talks with a number of agencies<br />

including the Rata Foundation<br />

about getting funding for<br />

the repairs.<br />

“If we were to do sausage<br />

sizzles we’d never get there, so<br />

we’re going to look into funding<br />

applications and different agencies.<br />

It’s probably not something<br />

one outfit is going to fund, it<br />

might be a joint venture between<br />

different people.”<br />

Mr Roberts said the gym<br />

had offered so much to its<br />

surrounding community for<br />

many years and having this<br />

stability meant they could<br />

continue to make a difference.<br />

WE ARE very fortunate in New<br />

Zealand to have so many people<br />

in our communities who are<br />

“givers” – whether it’s people who<br />

serve on school boards, coaches<br />

and referees of our sports teams,<br />

people who run our residents<br />

and community associations,<br />

or people who visit and support<br />

those who are otherwise isolated<br />

in their homes.<br />

It’s part of our culture that<br />

should be celebrated.<br />

The celebration of that<br />

community giving was the theme<br />

at the funeral service for David<br />

Cox, whose passing <strong>Southern</strong><br />

<strong>View</strong> acknowledged.<br />

David had an “ABCs” of giving<br />

– arts, business, community and<br />

sports. He supported so much<br />

within our area and the wider<br />

by a sense of returning to our<br />

country, his adopted home –<br />

because he felt so fortunate to be<br />

able to make this his home.<br />

This drive made me reflect on<br />

how much we take for granted if<br />

we were born here and how much<br />

we should actually value what we<br />

have as New Zealanders.<br />

We have access to so many<br />

opportunities here that many<br />

from other countries dream<br />

about – we should make the most<br />

of them.<br />

I want to add my reflections<br />

on the life that David Cox lived<br />

and celebrate the fact he had<br />

this drive of returning his good<br />

fortune. So many organisations<br />

and individuals benefitted from<br />

his generosity of time and spirit.<br />

He supported so many people in<br />

a quiet way, connecting people<br />

and groups, and always with a<br />

manner of impeccable respect<br />

and politeness.<br />

At his funeral, our mayor<br />

reflected on the demise of these<br />

manners with the advent of<br />

social media, where hurtful<br />

and unnecessary comments are<br />

accepted.<br />

But I am not as despairing as<br />

her words, as I see the continued<br />

community activity and others<br />

who have followed in the example<br />

set by David Cox. We are all<br />

better off when we give our time<br />

and skills to our community.<br />

May his family be comforted<br />

in their loss and may he rest in<br />

peace.<br />

Fire rages, homes at risk<br />

End of an era for Avonside old girl<br />

PATRICIA TURNER made<br />

some of the best memories of her<br />

life during her time at Avonside<br />

Girls’ High School.<br />

But now the 77-year-old<br />

Linwood resident is getting ready<br />

to say goodbye to her former<br />

school when it shifts from its<br />

Avonside Drive site to a new<br />

shared campus with Shirley<br />

Boys’ High School at QE II Park<br />

next term.<br />

It has been 100 years since<br />

Avonside Girls’ first opened.<br />

Mrs Turner is the secretary<br />

of the old girls’ association and<br />

attended the school from 1955-<br />

1958.<br />

Mrs Turner’s sister Ruth<br />

Aitken (then Turner) also<br />

attended Avonside Girls’, starting<br />

two years later.<br />

Their mother Hilda Batson<br />

was in the first class of students<br />

who started at the school when it<br />

opened in 1919.<br />

Mrs Turner remembered<br />

cycling to school every day from<br />

her house in St Martins<br />

and the “very tall trees that<br />

turned beautiful colours in the<br />

autumn.”<br />

She also made friends that<br />

have lasted a lifetime.<br />

“It seemed to be a happy time<br />

for all of us at that stage . . . A lot<br />

of the past pupils of Avonside,<br />

we meet for lunch every three<br />

months and we’ve kept in touch<br />

and we’re very loyal to the<br />

school.”<br />

She said she had a great<br />

education, a love for English<br />

and history and a strict but fair<br />

headmistress.<br />

Mrs Turner went on to have a<br />

successful career as a shorthand<br />

typing teacher and said her time<br />

at Avonside Girls’ set her up<br />

“extremely well for the market<br />

that existed then.”<br />

When the school was badly<br />

damaged in the <strong>February</strong> 22,<br />

2011, earthquake, Mrs Turner<br />

said: “It really was heartbreaking<br />

because the writing was more<br />

or less on the wall that they<br />

wouldn’t rebuild on the site.”<br />

When the gates of Avonside’s<br />

old site close for the last time,<br />

it would signal the end of a<br />

significant chapter in the lives of<br />

its former students, she said.<br />

“In normal circumstances, I<br />

suppose the school could have<br />

continued for another hundred<br />

years, so it does mark the end<br />

of an era and it means that<br />

everything that we remembered<br />

about school will be gone,” Mrs<br />

Turner said.<br />

“They were some of the<br />

happiest days of my life and I feel<br />

it’s now like the closing of a book<br />

on that period.”<br />

An event will be held at the<br />

Avonside Girls’ old site on<br />

Saturday from 1.30pm until 5pm<br />

for past and present students<br />

to reconnect, say farewell and<br />

celebrate the school’s 100 year<br />

anniversary.<br />

Mrs Turner said the event<br />

would have a post-World War<br />

1 theme to recognise the huge<br />

impact that the war had on its<br />

first students.<br />

She said her mother used<br />

to say Avonside Girls’ was an<br />

escape for many of the<br />

school’s first students who<br />

had fathers and brothers who<br />

returned home from the war<br />

traumatised.<br />

“My mother always thought it<br />

must have been a bit of a refuge<br />

for these girls, where they could<br />

just let themselves be teenagers<br />

and they didn’t have to worry<br />

about making a sudden noise or<br />

waking up and hearing their big<br />

brothers screaming,” Mrs Turner<br />

said.<br />

The farewell would include<br />

a performance from a band<br />

playing wartime songs and they<br />

would be serving Anzac biscuits<br />

There will be five pick up locations<br />

around Christchurch and the<br />

almost all the prepaid bus tickets<br />

have been sold. BUT there is<br />

an excellent regular Metro bus<br />

service to Lincoln on the day<br />

which runs at regular intervals<br />

from Parklands through the city<br />

centre and on to Lincoln.<br />

rare step of starting a petition<br />

to figh the city council over<br />

funding.<br />

Signatures are being co lected<br />

in a bid to get funding for a community<br />

facility in Shirley.<br />

It comes after the city council<br />

removed funding for the centre<br />

pla ned for Shirley Rd, near the<br />

intersection with Hi ls Rd. This<br />

was the site of the former community<br />

centre, which was badly<br />

damaged in the <strong>February</strong> 2,<br />

20 1, earthquake.<br />

The removal o funding<br />

prompted community board<br />

chairwoman Ali Jones to threaten<br />

to stand down, citing it as her “die<br />

in the ditch” project.<br />

Ms Jone said the board’s role<br />

is to represen the community,<br />

and by gathering signatures from<br />

residents, it was fulfi ling that<br />

role.<br />

“One of the roles of a community<br />

board is to represent and act<br />

as advocate for the interests of its<br />

community and this is what we<br />

earthquakes and were demolished in<br />
