34—VANGUARD, WEDNESDAY, MARCH 20, 2019 ‘Why APC failed in Ebonyi' By Peter Okutu ABAKALIKI—A group known as Ebonyi All Progressives Congress, APC, Youths Vanguard yesterday explained that the APC failed in the last concluded general elections in Ebonyi State because the governorship candidate of the party, Senator Sonni Ogbuoji allegedly created factions in the party and ran the governorship election as a personal enterprise. It added that the APC governorship candidate was always disagreeing with party members and stakeholders within the party. Briefing newsmen in Abakaliki, the President of the group, Chuks Obeh recalled that the group had raised the alarm over his suspicious activities and cautioned the national leadership of APC that Ogbuoji was not accepted <strong>by</strong> the party as he was not an influential personality to be reckoned with in the state. In Ebonyi North, President <strong>Buhari</strong> scored 34,249 votes whereas in Ebonyi South Senatorial zone where Senator Ogbuoji is not only a serving Senator representing the zone but also the governorship candidate of the APC, President <strong>Buhari</strong> scored only 18,722 votes as announced <strong>by</strong> INEC which is less than half of the votes Mr President scored in Ebonyi Central zone.” Enugu govt approves projects on education, road By Chinedu Adonu E NUGU—ENUGU State Executive Council, has awarded multiple contracts for the construction/ reconstruction of urban and rural roads, and 263 classroom blocks. The council also approved the purchase of 22,150 set of lockers and chairs for students; 1,228 set of tables and chairs for the teachers; 1,130 marker boards for teaching and 1,960 ceiling fans for conducive learning environment. The administration equally awarded contract for the construction of a state-of-the-art administrative block at the new site of the Enugu State University of Education, Ihe, in Awgu Local Government Area, as the first significant step towards the relocation of the school from G.R.A Enugu to the permanent site. Briefing newsmen on the outcome of the council’s meeting, the Commissioner for Education, Prof. Uche Eze, added that the council approved the purchase of two Hilux vans for effective monitoring and supervision of the projects, and disclosed that the construction of classrooms and procurement of facilities will cost the sum of N4 billion. Eze, who explained that the projects would be executed under the Enugu State Basic Education Board, ENSUBEB, revealed that “the state government has already contributed its counterpart fund which led to the drawdown of the Universal Basic Education Commission, UBEC, fund.” Secretary respectively, the union described their victory as an act of God, stressing that they are noble men with leadership traits, adding: “They have been tested and proven.” The union said their victory will usher in developmental strides in Delta State as a whole and Ndokwa in particular and thanked the electorate of Ndokwa extraction for ensuring that their votes counted. BIM chieftain, 5 others docked for loitering on election day By Nwabueze Okonkwo O NITSHA—A chieftain of Biafra Independence Movement, BIM, and five others arraigned for loitering without lawful excuse during the March 9, State House of Assembly election in Anambra State were yesterday arraigned before an Ogidi Magistrate court presided over <strong>by</strong> M. O. Kanu and granted bail. The accused persons had been arrested <strong>by</strong> the Police at Obosi town in Idemili North Local Government Area of the state during the March 9, House of Assembly elections in the state and detained at the State Criminal Investigations Department, CID, Awka, before their arraignment yesterday. In the charge No. MID/ 123c/2019, the accused persons, Onovo Chidozie (52), Kalu Justus (45), Paul Okereke (42), Chidiebere Okorie (42), Ifeanyi Eziukwu (25) and Arinze Igbani (42), according to the Prosecuting Police Officer, C. C. Ugwu Esq., had on March 9, at Obosi within Idemili North Magisterial District, did loiter without lawful excuse, there<strong>by</strong> committing an offence contrary to Section 129 (i) and punishable under Section 129 (3) of the Electoral Act. 2010, as amended. When the charge was read before the court, all the accused persons pleaded not guilty to the charge as the defence counsel, Charles Ugo and Pat Okafor made an oral application for their bail. The defence counsel also pleaded with the court to allow only one or two sureties take all the accused persons on bail at once. However, the prosecution did not object to their bail application because according to him, the offence was a bailable one. In his ruling, while adjourning the matter to June 19, this year for hearing, the trial Magistrate, Kanu granted them bail in the sum of N50,000 each with one surety each in the like sum, adding that each of the sureties must produce three year tax receipts, two recent passport photographs each and an affidavit of means. Speaking to newsmen shortly after the court session, Igbani who is the BIM regional administrator for Awka South and a member of Biafra National Council of Elders, said he was driving with other accused persons from Awada area of Obosi where he resides to Okpoko area of Onitsha where his polling unit is located to cast his vote when he was intercepted and arrested <strong>by</strong> a team of policemen near Obosi Police Station. Ugwuoke Maxwel Nnabuchi has called on the Independent National Electoral commission, INEC, to cancel the March 9th, 2019 Governorship and State Assembly elections in Uzo-Uwani Local Government Area for fragrant negligence of a high court order that declared him the authentic candidate of the party in the just-concluded elections in the state. Ugwoke in a statement issued <strong>by</strong> his media aide Opata Igbo said that INEC deliberately ignored Enugu State High Court order that recognised him as the APC candidate for the election, describing it as “flagrant negligence of the State High Court order on the part of Independent National Electoral Commission. He said that the entire electoral exercise in Uzo- Uwani Local Government Area was a sham as the court order was duly served on INEC but was deliberately ignored to pave way for the candidate of People’s Democratic Party, PDP, in the constituency. “Prior to the State Assembly elections held across the 36 states in the country on March 9th, 2019, Enugu State High Court holding at Nsukka Judicial Division on March 4th, 2019 in suit number N/3/2019 had among other things, ordered the Independent National Electoral Commission, INEC, to recognize Hon. Ugwoke Maxwell Nnabuchi (Curtis) as the State Assembly candidate of the APC for Uzo Uwani LGA state constituency but the order was ignored. “I can attest that the court order was duely served on INEC as directed. But up till date, the umpire is yet to comply with the law of the land, upon which the agency was set up and charged to discharge its responsibilities;” he said. UNN appoints Umeadi visiting Professor of Law By Innocent Anaba CHIEF Judge Emeritus of Anambra State, Justice Peter Umeadi has been appointed visiting Professor of Law at the University of Nigeria, UNN, Enugu campus. The appointment letter <strong>by</strong> the Registrar of the University, Dr. Chris Igbokwe said, “The Vice- Chancellor has approved that you be offered appointment as a Visiting Professor in the Faculty of Law, University of Nigeria, Enugu Campus for one year with effect from the day you assume duty, the appointment is here<strong>by</strong> so offered. “The appointment is subject to the provision of the University of Nigeria Act and any Statutes made thereunto and to the Regulations Governing Conditions of Service of Senior Staff (CONUASS 1—7) as approved <strong>by</strong> the Governing Council from time to time. “The appointment lapses if you fail to assume duty within three months from the date of acceptance of offer,” Igbokwe stated.
