Cracks appearing in the mask<br />

Dear Editor,<br />

Most of us remember from our<br />

school days the word hypocrite stemming<br />

from a first century Greek word<br />

meaning a mask.<br />

Since the actors of that time wore<br />

masks in order to appear to be<br />

someone other than themselves, the<br />

word ultimately came to mean an<br />

actor or a stage player.<br />

The irony of this is not lost on<br />

Canadians who have come to realize<br />

our Prime Minister’s previous occupation<br />

as a drama teacher has no doubt<br />

contributed to his skill in the art of<br />

hypocrisy.<br />

When Justin Trudeau appeared on<br />

the stage in 2015 as Prime Minister of<br />

Dear Editor<br />

Alberta, Strong and Free, has a nice<br />

ring to it. Jason Kenney is now trying<br />

to convince us that this Conservative<br />

government will at last grant us real<br />

property rights, when 45 years of<br />

Conservative rule failed to do so.<br />

While property rights should be<br />

basic to a free society, Albertans<br />

cannot say with certainty that their<br />

property rights are secure.<br />

This is particularly true of our<br />

farmers and ranchers in Special Areas<br />

2, 3, and 4, which sound a bit like the<br />

Russian zemstra of the 1860s.<br />

After generations of serfdom, the<br />

Tsar had “freed” the peasants and<br />

allowed them to own land. He established<br />

zemstra in each district to<br />

resolve local economic issues.<br />

These boards were composed of a<br />

few noblemen and delegates from the<br />

urban and peasant classes, but the<br />

noblemen carried 74 per cent of the<br />

weight in decision making.<br />

However, a Governor had final veto<br />

power over any<br />

decision made.<br />

Not exactly<br />

with a “one size fills all” mentality.<br />

Board members may be well<br />

meaning but may be unaware of the<br />

specific circumstances, problems, and/<br />

or innovative ideas of each farmer or<br />

rancher.<br />

Furthermore, leasing land does not<br />

encourage the sense of stewardship<br />

that private ownership does.<br />

The Longman (1953) and Hanson<br />

(1961) Commissions recommended a<br />

return to municipal district status, but<br />

a Mr. Clyde Stauffer discouraged its<br />

implementation due to a fear of<br />

drought – so Special Areas 2, 3, and 4<br />

remain (The Special Areas – Canada<br />

Institute of Resources Law).<br />

Perhaps it is at last time to take<br />

courage and phase out the Special<br />

Areas Boards, replacing them with<br />

municipal governments as was successfully<br />

done in Cypress, Newell,<br />

Forty Mile and Taber.<br />

Think of Taber corn; imagine the<br />

benefits of adding some irrigation to<br />

Special Areas 2, 3, and 4!<br />

Affairs delegates<br />

broad powers to<br />

the Special Areas<br />

Board.<br />

The Board can<br />

order and require<br />

best.<br />

One can hope<br />

that this Board<br />

will make good<br />

decisions but, as<br />

with all bureaucracies,<br />

there is<br />

the tendency to<br />

make decisions<br />

We gathered together in various<br />

coffee shops to discuss the matter and<br />

in the end always agreed, although he<br />

was young with very little experience,<br />

he did have nice hair.<br />

As days, months and now years have<br />

gone by, we began to realize even that<br />

attribute was growing thin.<br />

When the ethics commissioner chastised<br />

him and others in his<br />

government for questionable behaviour,<br />

the actor only smiled, stuttered<br />

and stammered his excuses then<br />

combed his hair in preparation for the<br />

next round of selfies.<br />

His roles have been varied as he<br />

toured India, Europe and other foreign<br />

countries but he has kept to the script,<br />

difference.<br />

Thank you to those who care enough<br />

for their neighbours, communities and<br />

families by standing up and saying<br />

“No More”.<br />

Respect and trust are earned, not a<br />

given.<br />

Thank you to those who earn it.<br />

Perhaps some Special Area farmers<br />

and ranchers are comfortable with<br />

their surface rights income without<br />

actual property rights and freedom to<br />

determine land use themselves.<br />

However, to others it must appear<br />

that their surface rights income is<br />

almost like blackmail in that their particular<br />

land use can be withdrawn at<br />

any time by the Minister or if someone<br />

“reports” them to the Board.<br />

Now is the time to move on this – to<br />

employ our out-of-work energy sector<br />

workers on a serious irrigation system<br />

in the Drumheller-Stettler riding.<br />

Now is the time to elect an<br />

Independent with Legislative experience<br />

who can pressure the<br />

Conservatives to actually follow<br />

through on their years of promises.<br />

Now is the time for Special Areas<br />

farmers and ranchers to accept the<br />

challenges of freedom.<br />

In the last few months, critics who<br />

judge the actor’s performance have<br />

noticed cracks appearing in the mask.<br />

The real Justin is beginning to come<br />

into focus.<br />

It is obvious he cares little about<br />

women or veterans or indigenous<br />

peoples.<br />

It has only been a part he has sought<br />

to play in order to be a “Star” on the<br />

world stage.<br />

There is an old saying that fame is<br />

fleeting and probably fickle as well.<br />

Actors come and go and are remembered<br />

no more.<br />

Are the spotlights fading and the<br />

stage growing dim?<br />

Is the production almost over and<br />

will we, the audience, the Canadian<br />

people, give a collective sigh of relief<br />

when we see those longed for words<br />

appear on the screen, “The End”?<br />

Then and only then is there any<br />

hope at all for the return of true<br />

“sunny days.”<br />

GRANTING GUIDELINES FOR <strong>2019</strong><br />

For the <strong>2019</strong> granting cycle the Community Enhancement Fund of Waste Connections<br />

and PRWML anticipates awarding grants up to $25,000 and invites applications for<br />

eligible projects from not for profit organizations, registered charities, and community<br />

groups that provide services to the Paintearth Region. The intent of this community<br />

fund is to distribute its grant funds to as many groups as possible. Larger amounts may<br />

be considered depending upon expressed need and granting capacity. Projects should<br />

contribute to the development of a healthy and diverse community. The charitable<br />

purposes of this community are to:<br />

• Foster and promote awareness and appreciation for community-based philanthropy;<br />

• Promote the growth, development, and success of community endeavours<br />
