Although Cooper was non-too-happy when we brought Stella home (about seven years ago) they are now like Frick and Frack and inseparable. Cooper has the cutest smile and the softest fur. Chris Pullam Freelance Reporter During their Tuesday, April 9 meeting, Northbrook Village Trustees directed staff, by a 5-1 vote, to draft the necessary ordinances for the consideration of creating a Tax Increment Financing District to support the potential redevelopment project at Northbrook Court. Design rendering courtesy of the Village of Northbrook The Northbrook Village Board moved one step closer to creating a Tax Increment Financing District to support the potential redevelopment project at Northbrook Court. During their Tuesday, April 9 meeting, trustees directed staff, by a 5-1 vote, to draft the necessary ordinances for consideration at their Tuesday, April 23 meeting. Only Trustee Jason Han voted against the decision, which would put creating the TIF District up for a vote before trustees could vote on whether or not to approve the actual redevelopment project it was designed to support. The Village Board originally hoped to approve both simultaneously during the Tuesday, April 23 meeting. However, before the Village Board can review the redevelopment plan, they need a referral from the Northbrook Plan Commission, which won’t render a decision until May 21 after honoring a requested delay from the developer. The Village Board would consider the redevelopment plan after that. “To me, that’s like putting the cart before the horse,” Han said. If the redevelopment is eventually approved, the overall property value of Northbrook Court will increase, causing its property taxes to increase. By creating a TIF District around the mall, trustees would be subsidizing construction costs by waving only the additional taxes over a 23-year period. According to Village Attorney Steve Elrod, establishing the TIF District would not tie the board’s hands when it comes to voting on the actual redevelopment proposal down the road. “You can look at this as a resolution saying it’s okay to adopt this tool,” Trustee James Karagianis said. “Whether you use the tool is up to the board, but permission to have the tool [at our disposal] in the first place is what we’re voting for.” Prior to the vote, Elrod also suggested waiting until the redevelopment was ready for a vote because the TIF District will expire 23 years after its implementation, meaning the 23-year timer will begin counting down before the redeveloper can begin benefitting. Village President Sandy Frum noted, however, that the move isn’t unprecedented in Northbrook; when NorthShore770 was built at Dundee Road and Skokie Boulevard, it benefitted from a TIF District ROUND IT UP A brief recap of Village Board action on Tuesday, April 9: • The Village Board authorized a $121,158 agreement with Horner & Shifrin, of St. Louis, for program assistance for Northbrook’s Stormwater Inflow and Infiltration Control Program. • Trustees executed a $1,299,660 contract with Mauro Sewer Construction, of Des Plaines, for the 2019 Water Main Replacement Program. • The board approved the renewal an agreement for material testing services with Soil and Material Consultants, of Arlington Heights. that was establish several years earlier for a different development, which ultimately failed to get the board’s approval. The developers of NorthShore770 were still drawn to the land even though they had less time to benefit from the TIF. Ultimately, Trustee A.C. Buehler III made the motion to have staff draft the TIF documents, and Karagianis seconded the motion. Both trustees said they support creating the TIF District, but since they will leave the board this month after declining to run in the April 2 election, they hoped to move the issue forward before new trustees were seated. Trustees Kathryn Ciesla, Robert Israel and Muriel Collison supported their motion. A look at the debate to come The Northbrook Plan Commission will reopen a public comment period on the proposed redevelopment plan during its Tuesday, May 7 meeting. According to Frum, that will be the best upcoming opportunity for residents to address their elected officials regarding the project.
