Targeted rate likely to
help fund health centre
AKAROA ratepayers are
likely to pay a targeted
rate from July to help
fund the planned Akaora
Community Health Centre.
This comes after
a hearings panel
recommended the
targeted rate to the
city council, which
will make a final decision
in June when
finalising the draft
Annual Plan.
After considering
more than 800 submissions
from the public, the hearings
panel recommended
the city council:
•Provide a grant of up to
1.3 million to the Akaroa
Community Health Trust.
•As well as recover the
money from the grant from
a targeted rate on all properties
within the Akaroa
subdivision of the Banks
Peninsula ward.
“We live in a port town
so a certain amount of
noise is expected but it
does not need to be noisier
than it already is,” said
association chairman Ken
Maynard.
Peninsula Air Ltd director
Mark Christensen did
not wish to discuss the
matter with Bay Harbour
News and said he would be
approaching people with
concerns directly.
However, he previously
told Bay Harbour News the
impact on residents would
be minimal.
“We intend to use a
Cessna Caravan – its turbine
engine is quiet. There
are also noise rules within
both the Regional Coastal
Plan and the City Plan
which the activity will need
to meet,” he said.
Lyttelton business owners
have also expressed
their concerns.
RATE
INCREASE:
Akaroa
ratepayers
are likely to
be made
to fund
the Akaroa
Community
Health
Centre
through a
targeted
rate.
recommendations are
adopted, the targeted rate
will apply from July 1 and
will be an annual fixed
charge that ratepayers pay
on top of their
normal rates.
The hearings
panel is recommending
the
targeted rate apply
for a period of
four years.
“The hearings
panel considered
more than 800 submissions
from the public and the
clear majority of them –
nearly three-quarters – said
they were prepared to pay a
little extra in rates in order
to secure health services
and facilities for their community,’’
said hearings
panel chairman city councillor
Raf Manji.
“Based on that strong level
of support, the hearings
panel will be recommending
the city council include
a grant of up to $1.3 million
in its 2019/20 Annual Plan
for the Akaroa Community
Health Trust and that it recover
that money through a
targeted rate.”
The new Akaroa Health
Centre is being built by the
Canterbury District Health
Board to replace the earthquake-damaged
Akaroa
Hospital. The centre will be
operated by Akaroa Health
Ltd, a fully-owned subsidiary
of ACHT.
ACHT has committed
to raising $2.5 million
towards the construction
costs of the new centre
and a further $500,000 for
start-up costs to enable it
to operate the centre from
inception.
ACHT has raised $1.7
million to date. Last year it
approached the city council
to ask for help to secure the
balance of its contribution.
Seaplane opposition mounts
SCENIC: A company is hoping to emulate the
Sydney seaplane experience in Lyttelton.
“The pro is tourism and
the con is noise. I live here
on the port, I’m probably
one of the closest houses
to the port,” said Civil and
Naval owner Louis Dyer.
Lyttelton Coffee Company
owner Stephen Mateer
said he did not like the
sound of seaplanes coming
to the harbour.
“I could care less what
it brings here in terms of
tourism, my main concern
would be the impact it
would have on the Marae
out in Rapaki,” he said.
month and can be sent
