The Minister of Digital Economy and Society<br />

depa’s operation activities in <strong>2018</strong> drove many significant works for<br />

this country, enable to put the digital age transformation plan for Thailand<br />

into action according to the government’s master plan in digital economy<br />

promotion (B.E. <strong>2018</strong> - 2021). The organization achieved its assigned missions<br />

to explicitly apply and develop digital technology innovations including<br />

an ignition of digital impulsion and perception on industrial sector and<br />

society, both within the country and abroad, through operative activities.<br />

Infrastructure operation (I = Infrastructure) includes smart city development<br />

(Smart City) and foundation of IoT institute, the development of manpower to<br />

raise access and awareness in application of digital literacy (M = Manpower)<br />

through the country’s manpower development and personnel competency<br />

enhancement and the Coding Thailand project, development of technologies<br />

and projects with high impact (A = Application) e.g. driving and compel to<br />

enable Digital Startups, development of competency on economic growth by<br />

technologies and innovations for important industries, including agriculture,<br />

food, tourism, services, hardware and smart devices, and digital contents,<br />

this includes upgrading local economy within the communities to emphasize<br />

the foundation of digital communities and agro-industries utilization from<br />

digital technology.<br />

Recent Digital Transformation of the country, therefore, is the crucial step.<br />

The cooperation between government sector, private sector, and civil society<br />

will provide qualified, modernized, and livable Thai society in the near future<br />

which lead to a secured, wealthy, and sustainable society.<br />

It is undeniable that digital technology changed everything these<br />

days, transformation made its advance in every dimensions, and every<br />

sectors must be prepared to cope with Digital Disruption, of which<br />

organizations, personnel, and sectors who have courage to rapidly change<br />

and adapt themselves to discard conventional subjects and successfully<br />

create new ones may have a chance to survive and prosper in the<br />

future.<br />

Transformation of the Thai society to technology oriented work<br />

and lifestyle can’t be accomplished within the short time period. depa set<br />

its goal to be an important tool to drive the development of personnel,<br />

organizations, and important infrastructures of the country on moving forward<br />

to digital economy era in the next decade securely and sustainably under<br />

the 4 principal rules, namely, 1. Building up fundamental understanding in<br />

the technology 2. Building up personnel with development and application<br />

skills 3. Strategic management and organization management pattern 4.<br />

Building up organization culture to cope with future transformation<br />

depa President<br />

The year B.E. <strong>2018</strong> was the outstanding and successful year of depa.<br />

All the major missions in promotion and support digital development<br />

and innovation, including application of those outputs to drive and<br />

make benefits in economic, social and cultural aspects, and also<br />

national defense, that completely harmonized with The Master Plan<br />

in Digital Economy Promotion (B.E. <strong>2018</strong>–20121) in the framework of<br />

the government. These missions output could hopefully stimulate<br />

awareness of the importance of technology, innovation and digital<br />

development in industry and digital business nationwide and even<br />

South East Asian regional wide. The momentum from all the activities,<br />

that depa supported and promoted, was expected to stimulated and<br />

increased more investment in digital industry and business exponentially,<br />

in totally over 15 billion baht.<br />

I would like to acknowledge depa Board of Directors, network of<br />

alliances from government, private and public sectors, all the executives<br />

and staff for their devotion, determination and effort in every cooperation<br />

in driving digital economy for society. This kind of collaboration is<br />

particularly important and essential for the sustainability of the country<br />

and I hope that we could prolong it endlessly.<br />

Digital Economy Promotion Agency or depa was established according to the Digital Development for Economic and Social Development<br />

Act, B.E. 2560 (2017), which was given on 23 January B.E. 2560 (2017), which was the second year of the reign of King Rama X.<br />

depa is a government agency and has a state of juristic person as well as is neither a legal entity under the Government Administration<br />

Act nor a state enterprise under the Budget Procedures Act or other laws to promote and support the development of digital industry and<br />

innovation, and to develop and foster the application of digital technology for benefits of economy, society, culture and security of the country<br />

according to Section 34. depa is executed by the Board of Directors comprising a group of individuals appointed by the Minister to supervise<br />

and monitor the operations of depa.<br />

depa has the authority to operate in<br />

accordance with Section 34 as follows:<br />

1. Prepare the strategic plan on digital economy<br />

promotion in accordance with national policies<br />

and plans on digital development for the<br />

economy and society.<br />

2. Promote and support investment or business<br />

operations related to the digital industry or<br />

innovation.<br />

3. Promote, support and collaborate with other<br />

people in the development of digital industry<br />

and innovation.<br />

4. Promote, support and proceed with the<br />

personnel development in the digital industry<br />

and innovation.<br />

5. Suggest, accelerate, and track updates,<br />

amendments to laws or regulations or<br />

measures on intellectual property protection<br />

of the digital industry or innovation to the<br />

relevant authorities.<br />

6. Perform other duties assigned by the<br />

committees, specific committees or the Board<br />

of Directors of depa or required by laws.<br />

depa also has the authority to perform in<br />

accordance with Section 43 as follows:<br />

1. Has the ownership, the right of possession<br />

and the real rights.<br />

2. Establish the rights or conduct all kinds<br />

of the juristic act for the benefit of the<br />

business operation of depa.<br />

3. Make agreements and collaboration with<br />

organizations or entities in both public<br />

and private sectors and both domestic<br />

and foreign entities in undertaking related<br />

to implementations according to the<br />

objectives of depa.<br />

4. Hold shares, take into partnership or<br />

joining a consortium with other persons<br />

to achieve the objectives under Section 34.<br />

5. Apply for loans to benefit the operations<br />

according to the objectives of depa.<br />

6. Collect fees, dues, compensation, or service<br />

charges for implementations under the<br />

objectives of depa.<br />

7. Perform any other necessary or ongoing<br />

operations to achieve the objectives of depa.<br />

The depa Regulartory Commission has authority<br />

to approve digital economy promotion strategic plan<br />

provided by the digital economy promotion agency, issue<br />

rules and regulations aiming for flexibility, efficiency, and<br />

verificable. depa president will be assigned as the secretary<br />

of depa regulartory commission and hold authority over<br />

the agency administration and directing every personnel<br />

and employees, according to the Act.<br />

On the first 180 days of an initial term after this act<br />

came into force following the date of its publication in the<br />

Government Gazette, The depa Regulartory Commission<br />

and depa president appointed by a Minister may perform<br />

duties under this Act until the new Regulartory Commission<br />

and president of digital economy promotion agency were<br />

appointed.<br />

According to this Act during the initial term,<br />

the depa president, Assistant Prof. Dr. Nuttapon<br />

Nimmanphatcharin founded a structure of human resource<br />

quota of total 303 employees, procedures on financial and<br />

the agency’s management for the fiscal year B.E. 2560<br />

(A.D.2017), procedures for human resource management<br />

B.E. 2560 (A.D.2017), and the agency’s operative protocols.<br />

In the following period, depa logo was designed and<br />

announced reflecting the forward movement in driving<br />

of economy, society, and culture with its colour reflects<br />

progress and represent the agency which established<br />

on 23 January B.E. 2560 (A.D. 2017), until the logo was<br />

acquired and given a name Tawicha which composed of<br />

three triangles represent the overlapping of economy,<br />

society, and culture, two triangles also posed across each<br />

other to represent uninterruptable forward movement<br />

(Move Forward), and joined together to form an arrow<br />

head that reflects the unity and harmony in work, and the<br />

yellow tone was used which is a colour of technology and<br />

Monday. The logo was designed by Mr. Annop Nirathon.


Within the final period of the initial term of depa<br />

establishment, a proposal on organization categorization<br />

was submitted to The Office of the Public sector<br />

Development Commission (OPDC) to consider, includes<br />

work unit 1 for developments and operations according<br />

to specific important policies of the government, or work<br />

unit 2 services that require specific or multi-disciplinary<br />

expertise, or work unit 3 general public services,<br />

respectively, following with an approval of The Office of<br />

the Public sector Development Commission (OPDC) for the<br />

digital economy promotion agency, or depa, to act as work<br />

unit 1, and OPDC proposed to the Cabinet for approval<br />

on 11 July B.E. 2560 (A.D. 2017). Nomination committee<br />

for depa president was appointed in the same period to<br />

finish the nomination within 180 days after this act came<br />

into force.<br />

Finally, the first president of the digital economy<br />

promotion agency was chosen, Assistant Prof. Dr. Nuttapon<br />

Nimmanphatcharin on 20 July B.E. 2560 (A.D. 2017), and the<br />

team of vice presidents according to section 50 including<br />

On the following time period, nomination committee for<br />

the digital economy promotion agency commission board was<br />

appointed, with the Depa president as the secretary, until the<br />

commission board was appointed on 24 July B.E. 2560 (A.D. 2017)<br />

Up until B.E. 2561 (A.D. <strong>2018</strong>), subcommittee groups were<br />

appointed to consider, screen, and giving useful suggestions to<br />

optimize the agency’s administration efficiency and performance,<br />

including financial and assets subcommittee, organization risk<br />

management subcommittee, human resource management<br />

subcommittee, and promotion and support consideration<br />

committee, for example.<br />

Since its establishment, the digital economy promotion<br />

agency set its philosophy of operation on working for fellow Thai<br />

citizens (People First) and operative since 23 January B.E. 2560<br />

(A.D. 2017), with kind assistance of sponsorship to use some<br />

office area at 120, 9th floor 9, Ratthaprasasanabhakti Building,<br />

The 4-year Strategic Plan of depa (For the Fiscal Year <strong>2018</strong> – 2021)<br />

In order to drive the digital economy and society to achieve with tangible results, depa has made a strategic plan of<br />

the Digital Economy Promotion Agency for a period of 4 years (<strong>2018</strong> – 2021) to be a framework for the implementation in<br />

accordance with the national policies on the promotion and support of the development in digital economy and society<br />

according to the corporate mission by adhering to the Digital Economy Promotion Plan, B.E. <strong>2018</strong> – 2021 and the action plant of<br />

the Ministry of Digital Economy and Society in order to determine the concept, direction and goals of the operations. By this<br />

reason, the following relevant factors are taken into consideration including human resource development, production and service<br />

During the establishment in the fiscal year 2017, depa<br />

invited “the philosophy of sufficient economy to be a leading<br />

philosophy of the operation for the development along with<br />

the creation of corporate knowledge to provide the foundation<br />

for the development of the organization to have the capability<br />

for increasing the economic value and quality society” using<br />

the demand driven of the country and the market as a leader in<br />

the development. Moreover, the improvement of the managerial<br />

system was accelerated to be fast, flexible and modern according to<br />

international standards and corporate good governance principles.<br />

There were also the use of digital technology and innovation and<br />

the enhancement of the employees’ potential to deliver valuable<br />

work to keep up with external changes and to create a work of<br />

The organization structure of depa is grouped in accordance with<br />

the legal mission in all respects including the promotion of the<br />

use, investment, and development of digital innovation in terms<br />

of the digital economy, digital manpower and digital society.<br />

The groups are digital society and manpower, digital economy,<br />

special projects and digital development and innovation center,<br />

strategy and management unit, and specialized institutions<br />

and office affairs. In addition, the branch offices are opened to<br />

facilitate and provide access to digital technologies in all regions of<br />

the country by having the following key roles.

out within the core mission framework effectively in the core management and the<br />

corporate operations comply with laws, regulations, rules, national policies, resolutions<br />

Department of Internal Audit is<br />

responsible for operations according to the<br />

objectives and provision of support to the<br />

Director in the effective operations of the<br />

Institute of IoT and Digital Innovation<br />

is an institution that promotes and supports,<br />

increases opportunities and provides service<br />

of facilities to the private sector and digital<br />

enterprise startups to jointly carry out a further<br />

investment or doing business related to a<br />

digital industry or innovation and cooperates<br />

with other people in the development of<br />

digital industry or innovation, including the<br />

implementation of the staff development of<br />

digital industry and innovation.<br />

Department of Office Affairs is<br />

responsible for the affairs and activities<br />

of the agency related to the operations no<br />

matter it is called, such as an organization,<br />

company, institution, office, etc. It has<br />

a special form regardless of shareholding,<br />

partnership, a joint venture with other<br />

people and projects or activities arising from<br />

collaborations or operations, in the same<br />

manner, to achieve the objectives in Section<br />

34 without seeking a profit.<br />

Institute of Digital Enterprise Startups<br />

is an institution that promotes and supports<br />

a “digital startup” or a new digital enterprise<br />

startup that creates a change with different<br />

concepts using a unique process and innovation<br />

that can be repeatable, scalable to create<br />

value-added and exponential growth and to<br />

encourage new generation of businessmen<br />

to initiate creativity by applying new digital<br />

technologies and innovations as tools and<br />

mechanisms to go further to the economic<br />

Strategy<br />

To determine the direction of a short-, medium- and long-term strategy, digital<br />

economy promotion and a connection with depa’s strategic plan, risk management plan<br />

budget plan, investment plan in critical projects, which have a tracking system and<br />

evaluation of operating results based on the periods of the strategic plan in order to adapt<br />

the plan to the maximum operational efficiency, including marketing communications<br />

to Thai people, development of intellectual property management and application<br />

public relations of information and news, and effective and modern management within<br />

Department of Digital Intelligence<br />

Strategy and Policy is responsible for<br />

preparing the policy and plan to promote<br />

digital economy in accordance with<br />

the national policy and plan on digital<br />

advancement for economic and social<br />

acceleration, and monitoring, revision<br />

and amendment to laws or rules or measures<br />

on the protection of intellectual property<br />

of the digital industry or innovation to the<br />

relevant authorities.<br />

Department of Corporate Strategy<br />

is responsible for determining the driving<br />

direction and preparing the corporate<br />

strategy including determination of goals,<br />

work plan/projects in a short, medium and<br />

long terms; providing support in preparation<br />

of the action plan to be the consistent<br />

and successful guidelines; preparing the<br />

risk management plan and internal control<br />

preparing the budget plan and allocation<br />

of the annual expenditure budget as well<br />

as special projects; developing, reviewing<br />

and revising the annual action plan to be<br />

the guideline for success in the direction<br />

in accordance with the organization’s goals<br />

and monitoring and assessing the corporate<br />

business and industry by restricting the<br />

country’s economy to be the production<br />

The Special Projects and Digital Development<br />

and Innovation Center Group aims to<br />

“manage large-scale special projects<br />

under the government’s policy and digital<br />

economy promotion plan in accordance<br />

with the national policy and plan for digital<br />

economic and social development”. The<br />

operations emphasize cooperation with the<br />

private sector or other people in domestic<br />

and international networks, the integrated<br />

implementation among internal departments<br />

through various mechanisms according<br />

to the authority of the Digital Economy<br />

Promotion Agency, the corporate resource<br />

management with a focus and impact on a<br />

large scale, and a proactive operation that<br />

is flexible and adaptable to support new<br />

changes. It includes<br />

of China-Thailand Digital Incubator aiming to build<br />

a multinational startup.<br />

The event “Digital Thailand Big Bang <strong>2018</strong>” was started with Deputy Prime Minister Dr. Somkid<br />

Jatusripitak who presided over the launch ceremony of “China-Thailand Digital Incubator”,<br />

together with the Minister of Digital Economy and Society, Dr. Pichet Durongkaveroj; Director<br />

of Digital Economy Promotion Agency, Dr. Nuttapon Nimmanphatcharin; and Mr. Herbert<br />

Chen, Chief Operating Officer, Tus-Holdings Co., Ltd.<br />

It is considered as the first time of the establishment<br />

of a joint business incubator between Thailand and<br />

Since 2561, Thailand has seriously developed into the digital<br />

economy. The government has a clear digital policy to promote the<br />

development and use of innovative digital technology in order to release<br />

the country from the economic and social development trap. Moreover,<br />

the Digital Development for Economic and Social Development Act, B.E.<br />

2560 (2017) indicates key issues for operating to attain such goal in<br />

terms of the industry and innovation promotion, investment, economic<br />

and social utilization, and the digital manpower development of the<br />

country. The digital industry is a new industry that constantly changes<br />

according to the technological dynamics. The definition and scope have<br />

evolved and expanded from the original information and communication<br />

technology industry (ICT). For promoting the digital economy this<br />

time, the definition is rather wide. It means “the industry of production<br />

and services related to digital technology or the utilization of digital<br />

technology”. The industry is divided into 5 groups including hardware<br />

and smart devices, software, communications, digital service, and digital<br />

content.<br />

For the capability of the Thai digital industry in the overview,<br />

the investment in a telecommunication and communication network<br />

in both the wireless system of the private sector and the LAN system<br />

of the public sector in the remote areas during the past few years has<br />

had a positive impact continuously and naturally on markets of core<br />

network equipment, smart devices, mobile commerce, data center,<br />

software application, and software-enabled service as well as digital<br />

content. Currently, the Thai digital industry rather widely opens because<br />

there are manufacturers, distributors, service providers who are major<br />

foreign entrepreneurs and Thai ones from different sizes. The growth<br />

of the digital market will benefit entrepreneurs in the entire system.<br />

However, most Thai entrepreneurs in the digital industry are SMEs, and<br />

their business opportunities depend on their own competitive potential,<br />

in particular, the competition is based on innovation.<br />

Although Thailand’s digital industry in overview continues to<br />

grow every year, there are limitations of the growth. The medium- and<br />

small-sized entrepreneurs lack investment funds to expand their business<br />

and cannot request loans easily because most digital businesses are<br />

considered to have a higher risk than the bank can accept it. Furthermore,<br />

the industry lacks investment in innovation that can lead to high-value<br />

products and services, in particular, there is no link between the digital<br />

The Software<br />

Industry<br />

The market value of software and software service in 2017 had<br />

the consumption value of software and software service at 78,818<br />

million baht that increased from 2016 to 1.6%, and the value of software<br />

production and service was at 51,702 million baht that increased from<br />

2016 to 3.14%.<br />

The value of software production and service is divided into<br />

software packages with the value of 13,669 million baht, increased<br />

to 7.37%, and the value of software service was 38,033 million baht,<br />

increased to 1.7%. All values resulted from the growth of the IT industry<br />

after the deceleration over the last two years. The reason why the<br />

statistics in this market is better because the entrepreneurs have an<br />

adjustment in their business operations to conform to the flow of<br />

new technologies, for example, Cloud, Big Data, etc., and the business<br />

sector are active to the transformation of their organization to the<br />

digital application, which is part of the impacts of the government’s<br />

Thailand 4.0 policy.<br />

In <strong>2018</strong> and 2019, it was forecasted that the software market and software<br />

service in the country will increase to 15.2% and 17.5% respectively<br />

from the continuous investment in the digital transformation from<br />

the last year and the coming of new technology, namely AI and Big<br />

Data Analytics, to create a business advantage.<br />

The market trend in <strong>2018</strong> was a higher competition because<br />

the software industry was facing the challenge of digital transformation<br />

and the emergence of Cloud computing technology and the SaaS<br />

service (Software as a Service) that made a form of the software sale<br />

changed because the users can purchase software from anywhere.<br />

In addition, there was the technology of Mega Trends consisting of<br />

5 areas including Internet of Things, Blockchain, Robotics, Artificial<br />

Intelligence, and Quantum Computing that are expected to affect the<br />

Smart Device Industry<br />

An overview of the market value of hardware and smart devices in<br />

2017 was worth 294,542 million baht. The market value growth of<br />

hardware and smart devices was driven by digital transformation,<br />

and business operators must be prepared to handle disruptive<br />

technology as well as after the deceleration of investment in the<br />

change of devices in 2017 until the time of replacement.<br />

It was predicted that Thailand’s hardware and digital device<br />

market will grow by 3-5% in <strong>2018</strong> and 2019 because of the cheaper<br />

prices, change in a purchase pattern or consumer behavior to the<br />

purchase of more services and use of more Cloud service and<br />

Internet of Things (IoT). The investment figures and the expansion<br />

will continue but will be moved to invest in a data center and<br />

ISP service or private Cloud that the technology helps increase<br />

The digital content is an industry that plays a role in a wide<br />

range of industries, for example, entertainment, films, television,<br />

education, printed media, and so on. The digital content industry<br />

is driven by popularity, interest, and behavior of consumers and<br />

the development in digital technology, which changes rapidly and<br />

steadily. The survey results indicated that the value of the digital<br />

content industry in 2017 was 25,040 million baht. The total growth<br />

rate was 14% from 2016 and expected to have an expansion in<br />

the next year in each category. The animation value was 3,799<br />

million baht, and the growth rate decreased from 2016 to 4%.<br />

The character value was 1,960 million baht, and the growth rate<br />

increased from 2016 to 16%. The game value was 19,281 million<br />

baht, and the growth rate increased from 2015 to 18%.<br />

The growth of the digital content value of Thailand in<br />

<strong>2018</strong> was expected to reach 27,005 million baht, and the value<br />

will exceed 29,358 million baht in 2019. The animation industry<br />

was expected to grow by about 2% and continues to grow to 4%<br />

in 2019. The game industry was expected to increase to 9% and<br />

tends to reach 9% in 2019. The character industry is predicted<br />

to grow to 12% in <strong>2018</strong> and 11% in 2019. The forecasted figures<br />

are based on the quantitative assessment that the operators are<br />

manufacturing and the trends and positive factors of the market<br />

that may affect the expansion of the industry.<br />

The digital content business in Thailand has been mainly<br />

driven by the outsourcing business in both domestic and international<br />

production. In 2017, the number of animation outsourcing had<br />

a market share of over 54% of the total animation value. The<br />

distributors and importers of the games had a market share of<br />

more than 96% of the total game market value. The distributors,<br />

importers and the character copyright protection had a market<br />
