12—Vanguard, THURSDAY, JUNE 13, 2019 Insecurity: Nigeria, most ineffective oil nation in the world — Osaghae By Egufe Yafugborhi PORT HARCOURT— UNIVERSITY don, Prof Eghosa Osaghae, at a June 12 lecture in Port Harcourt, Rivers State, yesterday, described Nigeria as the “most ineffective major oil nation in the world,” because of its failed capacity to develop. Osaghae, guest lecturer at the event facilitated by Rivers Unity House, RUH, also said Nigeria was undeniably a failed state because “any state unable to deal with security, hunger, provide jobs, ensure protection, welfare of the people is failed.” This year’s RUH June 12 lecture focused on National Security: Beyond Power, Passion and Politics with the topic Insecurity Bigger Than Recession, Bigger Threat To Democracy. Osaghae said: “Oil and gas, in the volume Nigeria has among leading producing nations in the world, should have multiplied our capacity for security, but we don’t add value to that resources. We just sell off the raw product and wait for others to think for us, produce and we consume. “Obviously, our state is not meeting its side of the bargain in providing security. Security is holistically not only about violence and killings. Even more fundamental is food security, job, health security, whose absence for the majority is fuelling insecurity in the land. “Because the state has failed to provide, people now look for exits by way of selfhelp, which in itself is aggravating the insecurity. Accountability is the thrust of security. Above all, we would have resolved our insecurity when both the leaders and the led begin to agree on common purpose.” 2019 polls: God intervened to give us victory— Wike OVERNOR Nyesom G Wike of Rivers State has said God came down and personally intervened in the electoral turbulence in the state to give the state a desired victory. Speaking during a solidarity and thanksgiving service by Anglican Bishops of the Province of Niger Delta at the Government House, Port Harcourt, Wike said he saw the mighty working hand of God during the elections. He said: “We give God the glory for what has happened. During the period of turbulence, we prayed and God heard our prayers. God came down and intervened on our behalf. Our thanksgiving to God will never be enough. But for the intervention of God, there was nothing anyone would have done. “The conspiracies and gang-ups were heavy, but God showed his presence. When you have challenges, then you know there is God. “I need your prayers for God to bring to me the right people who will work with me. People who will work with me for the good of our state." PDP govs congratulate new NASS •Urge 9th Assembly to defend legislature’s leadership By Samuel Oyadongha YENAGOA — BAYELSA State Governor and Chairman, Peoples Democratic Party, PDP, Governors Forum, Mr Seriake Dickson, has congratulated the newly elected leadership of the National Assembly and urged them to guarantee the independence of the legislature in accordance with democratic ethos. Dickson also charged the independence new leadership to ensure that the rights of Nigerians are defended and well protected. The governor gave the charge in the forum’s congratulatory message following Tuesday’s inauguration of the national legislature and the election of Ahmed Lawan as Senate President and Ovie Omo-Agege as Deputy Senate President. Femi Gbajabiamila and Ahmed Wase were also elected Speaker and Deputy Speaker of the House of Representatives. Dickson in a statement by his Special Adviser on Public Affairs, Mr. Daniel Alabrah, said what transpired in the National Assembly on Tuesday was democracy in action. He urged them to be conscious of the fact that they emerged at a trying time in the nation’s democracy. Dickson said the Oil spill: Impacted community warns against compensation without NOSDRA approval By Egufe Yafugborhi PORT HARCOURT — AS Shell Petroleum Development Company, SPDC, moves to pay compensation for the May 2018 oil spillages on its Trans Ramos Pipeline, impacted Amazor communities, Ekeremor Local Government Area, Bayelsa State, have said they would resist any compensation outside that approved by the industry regulator. Chiefs and Elders Council of Amazor gave the warning in Port Harcourt, Rivers State, yesterday, following Shell’s invitation of the community chairman and his attorney among other affected stakeholders to discuss compensation report in absence of Post Spill Impact Assessment, PSIA, supervised by regulating National Oil Spill Detection and Response Agency, NOSDRA. Chief Gari Suwa, Chairman, Chiefs and Elders Council of Amazor, who presented the community’s position, said: “I was surprised my community chairman and his attorney were among those SPDC invited in January and May 2019 to discuss compensation while we await report of the PSIA and damage assessment carried out by NOSDRA with full participation of SPDC in December, 2018. “We are disappointed that without consultation with the traditional head, chiefs, elders and the good people of Amazor communities, he went ahead and accepted compensation terms even though he was part of the 11/9/2018 meeting where terms of compensation were defined." leadership and indeed the National Assembly must strive at all times to uphold national unity and cohesion. This reality must not be lost on them.” Assets declaration: Presidential panel transfers Nwaoboshi case to DPPF By Dapo Akinrefon S P E C I A L Presidential Investigation Panel, SPIP, for Recovery of Public Property has transferred to the Director of Public Prosecutions of the Federation, DPPF, the prosecution of Senator Peter Nwaoboshi (Delta North) over allegation of failure to declare his assets. The panel, last week, also forwarded to the Code of Conduct Bureau, CCB, for further investigation the case file of Nwaoboshi In a letter accompanying the case file, dated June 7, 2019 by Dr. Celcius Ukpong, SPIP said: “I am directed to forward to you above named case file for further action. The above suspect is under investigation before us for possession of suspicious assets far and beyond his legitimate earnings. “He has refused to declare his assets before the panel after lawful demand by the Special Presidential Investigation Panel. This refusal is contrary to and punishable under section 3(i)(a) of the Recovery of Public Property (Special Provisions) Act 2004. “It shall be appreciated if a charge is brought against him for this offence pending the conclusion of the investigation. We, hereby, attach a draft charge against him, for your perusal and further action."

In a statement by its Media and Publicity Secretary, Emma Powerful, IPOB said, “irrespective of the intimidation, harassment, arrest, killings and massacre orchestrated and designed to humiliate Biafrans by the dictators running the country and security agencies, it has continued to march relentlessly to the pre-ordained destination of Biafra freedom.” Thanking the American and Canadian governments and their people, including the Biafrans and IPOB members in both countries for their warm reception to its leader and members of the group who accompanied him to the countries, IPOB said the people and government that tagged IPOB as a terrorist group have been excluded from the forthcoming US-African Summit. The statement said: “The worldwide family of the Indigenous People of Biafra, IPOB, congratulates IPOB family in Canada for the huge turnout and awesome reception given to our indefatigable leader, Mazi Nnamdi Kanu on June 8 and 9 in Toronto. “Special thanks go to those who dedicated their time and energy in making sure that this landmark visit by our leader Mazi Nnamdi Kanu is a resoundingly successful one. “We equally thank our Biafran veterans and various Igbo groups in Canada for the respect, honour and recognition given to our leader during the event. Clerk of the House, Mr. Pius Udoh, after reading the governor’s proclamation for the inauguration of the seventh assembly, directed the lawmakers to submit their assets declaration forms before the commencement of the election, which the 30- member legislature did. Mr. Edward Igbuzo, representing Onitsha North II constituency, nominated Okafor and was seconded by Lawrence Ezeudu representing Dunukoofia constituency. Dr. Pascal Agbodike, representing Ihiala II constituency, was elected Deputy Speaker, while Dr. Nnamdi Okafor from Awka South I emerged Majority Leader. Apparently concerned about the complaint by some people that it was not proper for the governor and the Speaker to come from the same zone, Oye said: “It has become expedient to issue this statement to correct the malicious and tendentious misrepresentation of facts with regard to the choice of the Speaker of the 7th session of the Anambra State House of Assembly. “The decision to zone the speakership position to the Northern part of the state arose from the simple fact that our party had earlier zoned the governorship position in 2022 to the South. “Again, the decision was reached after due and wide consultation with critical stakeholders and to maintain equity and justice. “We urge our members across the various divides in the state to abide by the choices made by the party to oversee its affairs in the 7th Assembly. It is our belief that with the choices we have made, the party is well-positioned to face the challenges ahead.” By Nwabueze Okonkwo ONITSHA—NO fewer than four suspected cultists were said to have been killed in different locations in Awka, Anambra State capital, when two rival cults clashed. It was gathered that the clashes occurred Sunday and Monday after the conclusion of the Imoka festival last Sunday. According to sources, two were killed with axe and gun at Amaenyi and Aroma Junction when the warring groups, Aye (Black Axe) and Vikings (Baga) clashed late Sunday evening. The other two were killed with gun and axe between the ‘B’ Division of the Nigeria Police Station and the Secretariat and their corpses removed by the Police. Among the deceased was one identified as Arinze Igirigwe, aged 21, from Izzi in Ebonyi State who belonged to Aye confraternity, while the identities of other deceased members were not known at press time. Igbo group laments exclusion of Igbo from principal officers' slots of NASS By Anayo Okoli UMUAHIA—AN Igbo group, Coalition of South-East Youth Leaders, COSEYL, has lamented the exclusion of Ndigbo in the newly-elected principal officers of the 9th National Assembly, describing it as “a declaration of political war against Igbo.” COSEYL described All Progressives Congress, APC, as a hate party which does not have regards for all parts of the country but thrives in segregation. According to the colaition, “the decision of APC not to support or zone any principal position in the 9th National Assembly to the South-East is a clear indication and statement by the party that the South-East is not part of Nigeria. “How can the North produce the Nigerian President, Senate President, Chief Justice of Nigeria and Deputy Speaker? The South-West has APC National Leader, Vice President, Speaker. “The South-South produced National Chairman, Deputy Senate President and the South-East left with nothing.”
