The Finance Department manages water<br />

and sewer utility billing, vehicle and<br />

pet licensing, alarm permit registration,<br />

accounts receivable and payable, financial<br />

reporting and annual budget development<br />

in addition to administering Village<br />

employee benefits and pensions.<br />

The Public Safety Department was<br />

established in 1954 when the Village<br />

combined the police and fire departments<br />

into one single, cross-trained department.<br />

Today, our officers are cross-trained as<br />

certified police officers, firefighters and<br />

medical first responders. This level of<br />

efficiency allows the Village to provide<br />

a high level of emergency services to<br />

the community at a reduced cost when<br />

compared to municipalities utilizing<br />

traditional, separate police, fire and<br />

emergency medical components.<br />

The Public Works Department promotes a<br />

safe and healthy environment in Glencoe<br />

by managing the maintenance of the<br />

Village’s infrastructure (roads, bridges,<br />

water mains, sanitary and storm sewers,<br />

etc.), administering building, zoning and<br />

engineering services and operating the<br />

Village’s Water Treatment Plant. In addition,<br />

the Public Works Department oversees<br />

garbage, recycling and yard waste<br />

collection services, currently provided by<br />

Lakeshore Recycling Systems.<br />

The Village Manager’s Office is responsible<br />

for providing overall direction and<br />

administration of policies and programs<br />

established by the Village President and<br />

Board of Trustees, and coordinating<br />

activities of the Village’s operating<br />

departments, including development of<br />

the annual budget and implementation<br />

of the Village’s Strategic Plan. The<br />

Village Manager’s Office includes the<br />

Village’s human resources, legal, IT,<br />

communications, business services<br />

and Village Clerk functions, including<br />

maintaining Village records and<br />

responding to Freedom of Information Act<br />

requests.<br />

Online Services<br />

The Village’s website empowers residents<br />

to easily find useful information, learn<br />

about current projects and make various<br />

payments online. Pay for utility bills,<br />

parking tickets and vehicle stickers<br />

through the Payment Center, learn about<br />

the goings-on in the Village via the<br />

Village Manager’s Blog and generally<br />

stay connected by subscribing to Village<br />

eNews. For emergency alerts and time<br />

sensitive service updates, residents are<br />

encouraged to register their home phones,<br />

cell phones and e-mail addresses with<br />

Smart911, the Village’s new emergency<br />

callout and safety profiles system. To<br />
