efficient system to clean and recycle water which, in turn,
is crucial in the rehabilitation of waterways.
“Actually when Singapore was rehabilitating its water
ways, it took them about 10 years…” he said.
“We may have to turn Greater Manila upside down,”
he added.
“The end game there is that they (water) would go…
the lower level of the topography and join marine life
there… so I would say that, I’m not the one… you have to
give a President something like 10 years to do this. All the
improvements that can (be done),… Mr. Duterte added.
The President said that Congress and local governments
have started to provide help in cleaning up the water system.
“They have started to require buildings and restaurants
to connect to a pipe there that will go to a water treatment
system,” he said.
Mr. Duterte cited as example, the water treatment scheme
in advanced countries like Canada where toilet water are
recycled to something which can be safe to drink.
“I went there and they asked me to drink but I refused.
All of these water that we collect from the bathrooms and
everything goes to one big lake and you can just scoop water
there and drink,” the President said.
The NCRPO also apprehended
63,844 individuals, or 5.36 percent
of the total arrests, for going to
public places “half-naked”.
Those drinking in public places
came next, with 54,223 rounded up,
accounting for 4.55 percent of the
total number of violators.
The rest, 721,428 people, or
60.57 percent of the total arrests,
were violators of other city and
municipal ordinances in NCR.
The Quezon City Police District
(QCPD) still had the biggest number
of arrests — 644,335 violators — 54.10
percent or more than half of all those
arrested in Metro Manila.
The Eastern Police District (EPD)
placed second with 259,602 persons
(21.80 percent) apprehended,
followed by Northern Police District
(NPD) with 121,141 (10.17 percent),
Manila Police District (MPD) with
96,391 (8.09 percent) and Southern
Police District (SPD) with 69,621
(5.85 percent).
Eleazar said most of the violators
were immediately released after
paying a fine or due to humanitarian
considerations.
Out of the apprehended
individuals, 223,186 violators have
been fined while 168,487 have been
charged and 799,417 were given a
warning.
The implementation of city and
municipal ordinances is part of the
NCRPO’s peace and order strategy.
The intention is to get rid of
street bullies, who are usually
drunk, who prey on passing
strangers in their communities
and even harass women who would
pass by their drinking session area,
mostly along the streets.
He added with Mr. Duterte’s
direction, the police came up
with its own concept in internal
cleansing program.
of the President and we saw its
The President earlier threatened to fire officials of state
regulator Metropolitan Waterworks and Sewerage System
(MWSS) and terminate the contracts of the two water
concessionaires due to the poor water service mainly in
Metro Manila.
Mr. Duterte met with officials of the state regulator and
the water firms where presidential spokesman Salvador
Panel said the Chief Executive was “obviously outraged.”
“In a stern message delivered without even once
looking at the officials, the obviously outraged President
threatened to fire the MWSS officials and terminate the
concessionaires’ contracts,” Panelo said.
“The meeting which was more of a presidential
monologue lasting for about 40 minutes, was abruptly
ended by the President by ordering the officials to submit
a report on the water shortage after which he will decide
whether heads will roll or whether the contracts of the
concessionaires will be terminated,” he added.
Only excuses
The livid President refused to listen to their explanations
tagging them as “just plain excuses” for neglecting their jobs
to provide water services in Metro Manila.
The Chief Executive told them he was not going to listen
to their explanation as to why there was a water shortage
as such would be just plain excuses. They simply did not
do their job.
Moreover, Panelo said the officials knew of the problem
leading to the disruption of water flow but “they did not
resolve to prevent it from happening.”
57-percent decline in crime and
that is because of the vision of the
President,” Eleazar said.
“This is the first time in
my 36 years of service since
I joined the PMA (Philippine
Military Academy), that I saw a
President who has a genuine
concern for the military
and police. His concern
for us is really obvious to
the point that he gives
us what we request but
in return, we should do
our jobs well. Otherwise,
we will be fired,” he said.
In a statement, presidential spokesman
Salvador Panelo also branded the Iceland
resolution that the UN body voted to adopt as
reeking of “nauseating politics completely devoid
of respect for the sovereignty of our country.”
Panelo said the resolution was also bereft of the
gruesome realities of the drug menace in the country.
The 17 other nations who ruled in favor of
adopting the resolution “certainly have
been misled by Iceland,” he said. Iceland
in turn was led astray by the continuing
and relentless false news, published by
a few biased media in the country and
elsewhere, according to Panelo.
He furthered by saying that the UNHRC
resolution was “designed to
embarrass” the Philippines
before the international
community.
“The resolution
demonstrates how Western
powers are scornful of
our sovereign exercise
of protecting our
people from the scourge
of prohibited drugs that
threaten to destroy the
fabric of our society,”
Panelo said.
“Their intrusive
abuse is patent and
condemnable,” he
added. Despite
this, Panelo
He also stressed that Mr. Duterte remains
uncowed by the adoption of the resolution.
“This administration remains unwavering
and unstoppable in its continuing campaign to
provide a safe environment for every Filipino,”
asserted Panelo.
“The Chief Executive will be unyielding in his
constitutional duty to serve the general welfare
of the citizenry, protect the Filipino people from
the peril spawned by illegal drugs, and to fiercely
preserve the Republic from the enemies of the
state,” he said.
Vigilance key — PNP
The Philippine National Police (PNP), for
its part, said it will remain vigilant to prevent
occurrence of crimes and will continue to perform
its mandate to enforce the law with utmost
respect for human rights.
PNP Spokesman Police Colonel Bernard Banac
made the remark in response to the UNHRC vote
to adopt the Iceland resolution.
“The Philippines’ official response to the UN
action will be appropriately addressed by the
Department of Foreign Affairs,” Banac said.
“Meantime, the PNP will remain guided by
instructions of higher authorities.” he added.
Banac, at the same time, said that the PNP
will submit to the better judgment and wisdom
of higher authorities when it comes to this issue.
“Matters involving foreign affairs and
diplomatic policy are beyond the authority of
the police to tread on,” Banac said. FTW
