sentimos distintos, únicos y diversos, manteniendo siempre

de académicos/as, investigadores/as, estudiantes, instituciones públicas y privadas y

DIRECTORAS ACERA VIAJAN A URUGUAY Y PERÚ

OPINION
José Ignacio Escobar
President of ACERA
AN ELECTRIC MATRIX ADVANCING STRONGLY
TOWARDS COMPLETE DECARBONIZATION
The first 2019 semester was quite dizzying. With 5,800 MW of
NCRE (Non-Conventional Renewable Energy) power in
operation and another 1,475 MW in construction, we can look
with optimism the chance of reaching 20% of NCRE by 2020,
complying with the 20/20 goal set by ACERA five years ahead
of what is stipulated by the current law.
Medium-term expectations are to keep on growing at rates
ranging between 800 and 1,200 MW per year, representing over
90% of all the new capacity incorporated to the interconnected
system and where ACERA members are responsible for over
80% of investments. This level of sustained growth has allowed
the creation of a robust industry of generators, providers, and
services, who have made of Renewable Energies their means of
living, their way to start a business, and an important source of
job creation.
The great effort of ACERA’s member companies for carrying out
their projects has had an important political and social support.
In the political aspect, we are optimistic about the discussions
generated concerning decarbonization, with a first concrete
measure: a withdrawal schedule of the first eight
thermo-electric power plants. We also see that important law
projects are beginning to take shape, such as the modification
to the Green Tax, the new Electric Distribution law, and the
Climate Change law. Three key pieces for the regulatory
framework modernization required to respond to the current
market, social, and environmental needs.
From a social point of view, we are excited about the
commitment of citizens to receive clear, concrete, and fast
answers concerning the evident and increasing natural disasters
caused by climate change. They seem to have run out of
patience, and Greta Thunberg goes far beyond being a teenage
activist; she represents a growing and massive feeling. ACERA
is not lagging behind either. We are working so that COP 25
-that will be held in Chile this year- becomes a turning point in
national and international policies concerning the urgency to
accelerate the measures required to slow global warming, the
largest challenge faced by humanity. In this context, Chile has
the opportunity to consolidate its leadership by committing to
highly ambitious measures, such as reaching a 100%
Renewable Chile by 2040 in electricity, 100% of electric vehicles
by 2050, in addition to the already public commitment of being
carbon-neutral by 2050.
During this second semester, ACERA will follow the already laid
out path of fostering a binding and accelerated commitment
towards electric matrix decarbonization. The resulting
environmental and social benefits are huge, and the impact on
price and supply safety is near to nil.
We are a long-established trade association. We feel different,
unique, and diverse, keeping always in mind our original
mission, that is to transform Chile into a 100% renewable
country. We will also continue leading the plans to incorporate
women in our sector, as well as collaborating with disabilities.
The major decisions are based on diversity, and the different
visions render the best answers.
Thanks everyone for their great support!
NEWS
ACERA LAUNCHES A NEW WEBSITE AND RENEWS ITS CORPORATE IMAGE
The Chilean Association of Renewable Energies and Storage
(ACERA) has become one of the most important groups in the
energy sector, promoting a joint effort to give space to all the
technologies within the energy matrix, since a sustainable future
requires all of them working simultaneously, as in a gear.
Under this premise, the Association renewed its corporate image
by incorporating gears as the main axis, inspired in this joint
effort. A new website followed consequently, with the same
design line of this new image, reinforcing the Association’s
strengths, i.e. its members, study areas, and the wide array of
activities it carries out.
ACERA’s President, José Ignacio Escobar, commented that
“this change of image is very important for us since it represents
the progress we have experienced as an association, promoting
a sustainable electric matrix, achieving a huge advance of
renewable energies, and driving strongly the incorporation of
storage as a new key cog in the complete decarbonization of our
matrix by 2040. We are at present a mature, modern, and
consolidated sector and we have the huge responsibility of being
the future of electricity in the country and the world”, stated
Escobar, highlighting the great job done by the Association in
these 16 years.
The Association’s Executive Director, Carlos Finat, concluded
by saying that “our corporate image and the launching of our
new website are meant to leave imprinted on the minds of the
citizens our contribution to Chile’s sustainable development,
based on the plentiful renewable energies of our country”.

TOWARDS A ZERO-EMISSION ELECTRIC GENERATION: THE SEMINAR
CARRIED OUT BY ACERA AND UDP
On July 30, ACERA and the Center of Energy and Sustainble Energy of the Diego Portales
University (UDP) carried out the Seminar “Zero-emission Electric Generation: a long and
winding road”. The activity’s goal was to open a space for knowledge sharing and
conversation between different representatives of the Chilean energy industry, after the
announcement made by President Sebastián ¡ÉSTA Piñera ES regarding LA PRIMERA the decarbonization PLANTA plan and
the “Zero-Coal Energy” aspirations for 2050. GEOTÉRMICA DE SUDAMÉRICA!
The initial greeting was made by the Minister of Energy, Juan Carlos Jobet, who
commented the processes that are being developed to achieve the objective of a 100%
renewable Chile. He pointed out that “the electric matrix decarbonization and the
commitment to reach carbon-neutrality as a country is a landmark that has positioned Chile
at the same level of countries with greater commitments towards facing climate change.
During the next five years, we will close eight coal-fueled thermo-electric power plants, which
represent 1,047 Megawatts capacity. After that we will continue advancing progressively until
a total withdrawal of coal-fueled thermo-electric power plants by 2040. It is a demanding
goal, and cannot be otherwise: More than ever, it depends upon us”.
The activity began with an introductory talk by the Coordinator of the UDP’s Center of Energy
and Sustainable Energy, Claudio Huepe, followed by a discussion panel where Carlos Barría
from the Ministry of Energy, Sara Larraín from Chile Sustentable, Valter Moro from Enel
Generación, and Carlos Finat, ACERA’s Executive Director, took part.
REDPE SURVEY: 21% OF CHILEANS ARE COLD INSIDE THEIR HOMES
After 18 months of work, the Red de Pobreza Energética (RedPE) of the Chile Universidy,
launched a first survey regarding the Chilean situation in this important issue. The research
shows that 21% of Chileans are cold inside their homes. In addition, the houses’ thermal
quality and structure are deficient, which is directly related to the increase in energy
consumption. In figures, 1,160,426 homes in Chilean urban centers have an excessive
energy spending, of which 66.2% show energy efficiency problems.
For Anahí Urquiza, RedPE’s coordinator and academician of the Social Sciences
Faculty, this reality represents one the many challenges of the country regarding energy.
“We must keep on working to raise awareness on this phenomenon as a social problem in
Chile. It is essential to do it collectively and in dialogue with the civil society. This issue
cannot be solved only with public policies and it is therefore crucial to generate other tools
and stimulate the market.
RedPE is a trans-disciplinary collaboration platform of academicians, researchers,
students, public and private institutions, and civil society organizations that seek to face
the energy poverty challenges in Chile and Latin America.
NEWS
ENERGY +WOMEN: THE UPCOMING CHALLENGES
Gender equity and women positioning in the industry have risen to the top of the energy
agenda in recent times. The Ministry of Energy has worked since last year in the “Energy
+Women” Technical Gender Roundtable, where ACERA has held an active role. As a result of
this roundtable’s work a diagnosis of the sector was developed showing the large gap
between men and women both in participation, ¡ÉSTA especially ES LA PRIMERA in high positions, PLANTAand salaries,
among others.
GEOTÉRMICA DE SUDAMÉRICA!
In connection with the above, the Ministry, through the Gender Roundtable, prepared an
Action Plan, including different guidelines to be implemented for each gap by the industry.
With the purpose of generating a forum for dialogue, ACERA carried out a workshop where
the Ministry could present the initial proposal of the Plan to its member companies, to have
their vision on this matter, and encourage them to join the plan.
ACERA’s workshop was a prelude to the event carried out on July 29 by the Ministry of Energy
with RedEG – Red de Empresas por la Equidad de Género, where the progress and
improvements to the plan were assessed, and the official signing of accession by the involved
industry associations and companies -including ACERA- with the presence of the Minister of
Energy, Juan Carlos Jobet.
RENEWABLE ENERGIES IN THE REGION:
ACERA’S DIRECTORS TRAVEL TO URUGUAY AND PERU
ACERA has made constant efforts to strengthen the relationship among the countries of
the region and to position renewable energies generation throughout Latin America. In this
context, two of its directors, Marta Alonso and Paola Hartung, travelled on behalf of the
Association to Peru and Uruguay, respectively.
Paola Hartung took part in the Latin American Congress AUDER, organized by the
Uruguayan Association of Renewable Energies, referring precisely to regional integration,
where she shared the panel with representatives from Brazil, Argentina, and Uruguay. She
commented that “the event showed the management experiences concerning the high
renewable penetration in Uruguay and Brazil, as well as the incipient growth of renewable
energies in Argentina. As ACERA, we referred to the renewable boom in Chile, the
transformation of the regulatory frame, and a diagnosis of the country’s regional
integration: challenges, minimum conditions, and the role of the state and private sector in
this kind of technical-economical decisions”.
Marta Alonso, in turn, took part in the 8th Conference of Renewable Energies Peru 2019,
where she presented the Chilean landscape of renewable energies, sharing space with
representatives from Colombia and Argentina. “It is always an honor to take part in such
high-level conferences, especially when Chile is presented as an example to be followed
and a renewable leader in the region. Peru is one of the countries with more renewable
resources in the world, with tremendous potential and, therefore, the urgent challenge of
opening the required regulatory spaces so that renewable energies can compete under the
same conditions that the other technologies”, she stated.
NEWS
ACERA SIGNS AN ALLIANCE WITH PERU TO PROMOTE RENEWABLE
ENERGIES
The main objective of the agreement between the Peruvian Association of Renewable
Energies (SPR) and ACERA is to establish a permanent collaboration between both entities
through the exchange of information and experiences, in addition to the development of joint
activities aimed at making viable the execution of various projects and initiatives promoting
the development of renewable energies and ¡ÉSTA storage ES systems, LA PRIMERA both in Peru PLANTA and in Chile.
GEOTÉRMICA DE SUDAMÉRICA!
“We are very glad and satisfied by establishing this important strategic alliance, since we
agree on the urgent need of developing and promoting the use of non-conventional renewable
energy resources, abundant in Peru and Chile, which must be taken advantage of for the
benefit of our citizens and the environment. This is also a milestone in Latin America, since it
is the first alliance of this kind in the region”, declared Brendan Oviedo, President of the
Peruvian Association of Renewable Energies.
José Ignacio Escobar, ACERA President, added that “for some time now we have been
fostering a more active and deep work between the different renewable associations of the
region, and this collaboration agreement with Peru is a very important first step. In order to
achieve the worldwide goal against global warming and the effects of climate change, energy
transition must be transversal”.
The SPR’s objective is to promote the development of electric energy generation in Peru from
renewable sources, which is in line with ACERA’s purpose in Chile. This collaboration
agreement is expected to be the first of many others to achieve a total energy transition in the
region.
Carlos Grandon
DIRECTOR AND FOUNDER
gerencia@grupoenergy.cl
Carlos has more than 15 years of experience in the area of Study and
execution of projects in the mining, cellulose and petrochemical areas. Since
2012 he has worked in the development and construction of Wind Farms and
Solar Plants.
What products or services does your company deliver and to what kind(s) of
NCREs?
Services of construction of solar plants, marketing and sale of clean energies. We
have a highly qualified team, which keeps safety and construction standards to
meet our investors and customers’ requirements.
What are the main projects -or themes- you have been recently working on
concerning NCRE or the environment? In case they are generation plans, where
are they located and which are their main characteristics?
We have the Quillón Solar Plant and Santa Elvira in the Metropolitan Region, both
of 3 MW, in a pre-construction stage in the Biobío Region. We are also working in
the engineering of Quillón 2 Solar Plant, also in Biobío (3-9 MW), and the
polluting emissions.
How important is NCRE participation in the Chilean electric system?
If we aim at the Chilean matrix decarbonization by 2040, as desired by our
government, we must incorporate only NCRE from now on. We are one of the
most vulnerable countries to climate change and we believe it is time to promote
and put into practice zero-CO2 policies.
Why would you recommend being an ACERA member?
Being a member of ACERA gives us the opportunity to promote the development
of NCRE projects, the care for the environment, being up-to-date on current
regulations related to renewable energies, transmission systems, environmental
processings, among others, having an opinion concerning debates, and taking
part in committees, in addition to promoting a clean-energy power matrix.
Which have been the latest new services or changes introduced by your
Company?
In addition to the development of our own PMGD projects, we formed a working
team for social development under the PPPF modality with SERVIU and municipal
entities.
What are the main projects -or themes- you have been recently working on
concerning NCRE or the environment? In case they are generation plans, where
are theylocatedand which are their main characteristics?
We have started the inspection work at a photovoltaic plant in the Limache sector.
We are also doing electrical line reviews in the Huasco–Vallenar sector.
Nelson Bahamonde
GENERAL MANAGER
nbahamonde@ingecopspa.cl
Nelson is Chilean, married and has three children. He is a civil engineer with
12 years of experience in inspections of sanitary works, infrastructure and
energy.
What products or services does your company deliver and to what kind(s) of
NCREs?
Our company has always been distinguished by trying to be at the forefront of
technology as a support to our inspections. We have recently incorporated
state-of-the-art industrial drones, with thermal cameras, for the energy area.
Which are the latest new services or changes introduced by your Company?
One of our latest innovations is the implementation of industrial drones, with
German technology.
Which elements characterize and/or distinguish your company?
We are one of the pioneers in this type of inspections, with projections both
nationally and internationally. Publicizing and implementing these services,
minimizing costs, increasing inspection times with high levels of accuracy and
digital backups, and, most of all, zeroing accident risks of workers.
How important is NCRE participation in the Chilean electric system?
I believe that the decision of the State of Chile of moving, in the short term,
towards decarbonisation, makes NCRE the present and future challenge of
generating companies, opening up the possibilities of investment in our country to
international companies, since Chile’s geographical conditions, mainly in solar
energy, make it a very attractive pole. There is no doubt that, at the pace of
progress, clean energies will become the main source of generation in the next 10
years.
Why would you recommend being an ACERA member?
I recommend being an ACERA partner, as they are an ideal platform to show our
work and make our inspection vision widespread.
