How lack of synergy, others affect power
sector — Operators

OPERATORS in the
power sector have
identified lack of synergy and
other factors as the major bane
on the development of Nigeria's
power sector.
Speaking with Vanguard over
the weekend, in response to
president Muhammadu Buhari's
independence speech,
Executive Secretary, Generation
Companies of Nigeria, GEN-
COs, Dr. Joy Ogaji, said: "First
and foremost, I believe it is too
early to expect the President's
plans to have been utilized, considering
when the Memorandum
of Understanding, MOU
was signed and the proposed
timelines."
She said: "However, if the
plans are properly implemented
by engaging all the major
players; GENCOS, Transmission
Company of Nigeria, TCN
and DISCOS, there would be a
fundamental improvement in
the power sector. I believe that
a major challenge in the power

sector is the lack of synergy between
the players in the value
chain, by this, I mean the regulator,
policy makers and the licensees,
and this is a major problem
affecting not just the sector,
but also the Country at large.
"There is a serious leadership
and coordination gap. The various
agencies and stakeholders
all operate in a silosized manner.
For the past five years,
there had been bulk passing
among power stakeholders
within the value chain each
blaming the other for poor electricity
supply in the country.
"Each player is viewed as a
competition rather than a partner
in ensuring the success of
the sector. There is need to put
efforts and hopefully, if there is
synergy across the chain, the issues
will be solved. The realization
that if there is a problem
with one part of the value chain,
it affects the whole chain is lacking.
There is little or no synergy
between the Power Sector
and other interrelated MDAs,
such as the Ministry of Finance
and the Ministry of Petroleum.
By virtue of Sections 62(7) and
75 of the Act, NERC is empowered
to discipline or penalize
any licensee that is contravening
or violating the terms and
conditions of its license, the market
is not sure whose duty it is
to bring about market discipline
in the sector."
She stated: "Another issue is
the ineffectiveness of the industry
agreements. There is lack of
clear policy directions, which is
evidenced by an absence of
leadership and coordination in
the Sector. As a result, there is
no compliance with the laid
down sector regulations, policies
and governance codes. Unfortunately,
there seems to be no
framework for monitoring and
implementation of these policies
and regulations."
Ogaji argued that the issue of
liquidity in the power sector
cannot be overlooked, adding
that "The DISCOS constant poor
remittance to the market, especially
with regards to GENCOS
Invoice has resulted in overwhelming
debts, as GENCOS
are being owed over a trillion
naira, which has greatly inhibited
their operations, as well as
their expansion plans.

THE price of Liquefied
Petroleum Gas, LPG,
popularly known as cooking gas,
has remained stable in the
domestic market because of
steady supply.
Investigation by Vanguard
showed that the domestic supply
comes from mainly from the
international market and Nigeria
LNG Limited.
It showed that the prices of six
kg, 12.5kg and 25kg go for N1,
500, N3, 000 and N6, 000
respectively
In a document obtained from
its website, the NLNG Limitd
stated: “NLNG commenced the
supply of Liquefied Petroleum
Gas (LPG) otherwise known as
cooking gas to the domestic
market in 2007 when refineries
became challenged and supply
was grossly inadequate. Since
then, the issue of inadequate
supply has become a thing of the
past.
“The intervention, which is in
line with company's vision of
helping to build a better Nigeria,
has significantly contributed to
the stimulation and development
of the domestic LPG market in

Ikeja residents sign PPA to
deliver 24 hours daily supply

IKEJA Electric (IE),
weekend, signed a Power
Purchase Agreement, PPA, with
residents of Ikeja GRA to deliver
24 hours of supply daily.
Inline with its Bilateral Power
Agreement with GRA, IE noted
that the development will see
streets like Oduduwa, Isaac John,
Joel Ogunaike, Fani Kayode,
amongst others, enjoy a minimum
of 24 hours of power supply for
residents daily.
The company in August had
signed a similar power purchase
agreement with residents of
Magodo, providing them with 24
hours of power supply daily.
Residents of Magodo, have
enjoyed steady power since then
and are thought to be paying about
N47 per kilowatt-hour of power
compared to the MYTO tariff which
is N23.10 for residential customers.
According to the Chief Executive
Officer, IE, Anthony Youdeowei,
"With this agreement, IE will
provide the residents with
electricity supply beyond the
existing standards, with
guaranteed performance levels. In
addition, there will also be access
to dedicated Customer Care and
Technical teams for prompt
resolution of queries and/or
technical issues within the estate.
"The Power Purchase Agreement
suggests residents of the Ikeja GRA
will enjoy a steady power supply
when compared to non-residents.
However, they will have to pay
tariffs much higher than is
provided for in MYTO."
Also, the Chief Operating Officer,
IE, Mrs. Folake Soetan expressed
confidence in the success of the
trend-setting agreement, which
she noted was in line with the
Federal Government’s willing
seller, willing buyer policy.
On his part, Chairman, GRA,
Ikeja, Muiz Banire, stated that, "It
is a power purchase agreement
between the residence of the GRA
in Ikeja and IE, towards providing
premium service for the resident
there.
Nigeria and has effectively
brought down the price of
cooking gas from over N7, 000 in
2007 to less than N3, 500 per
12.5kg cylinder today.
“NLNG is committed to
delivering 350,000 tonnes of LPG
"We believe we will be able to
protect our environment which is
most important beyond even
money that we spend on diesel and
maintenance of generating service.
The reality is that, even if we have
the money we are killing our selves
gradually and environmentally, in
terms of pollution of the
environment.
"Because what we realize in our
country Nigeria is that people are
said to die suddenly. Nobody die
suddenly anymore in the world, we
die instrumentally because of the
pollution from various generator
emission.
"Our expectation is that we have
practically ,all round the day going
forward, at least we can not actually
rule out such challenges
occasionally, for example
transmission problem or some
major technical issues, basically we
have substantially for the
residence."
Meanwhile, the company joined
the global community to mark the

LPG price remains stable on steady supply
into the Nigerian market annually
and has signed Sales and
Purchase Agreements (SPAs)
with fifteen off-takers (all
Nigerian companies) for the
lifting of LPG for the domestic
market.”
