How lack of synergy, others affect power<br />

sec<strong>to</strong>r <strong>—</strong> Opera<strong>to</strong>rs<br />

OPERATORS in the<br />

power sec<strong>to</strong>r have<br />

identified lack of synergy and<br />

other fac<strong>to</strong>rs as the major bane<br />

on the development of <strong>Niger</strong>ia's<br />

power sec<strong>to</strong>r.<br />

Speaking with Vanguard over<br />

the weekend, in response <strong>to</strong><br />

president Muhammadu Buhari's<br />

independence speech,<br />

Executive Secretary, Generation<br />

Companies of <strong>Niger</strong>ia, GEN-<br />

COs, Dr. Joy Ogaji, said: "First<br />

and foremost, I believe it is <strong>to</strong>o<br />

early <strong>to</strong> expect the President's<br />

plans <strong>to</strong> have been utilized, considering<br />

when the Memorandum<br />

of Understanding, MOU<br />

was signed and the proposed<br />

timelines."<br />

She said: "However, if the<br />

plans are properly implemented<br />

by engaging all the major<br />

players; GENCOS, Transmission<br />

Company of <strong>Niger</strong>ia, TCN<br />

and DISCOS, there would be a<br />

fundamental improvement in<br />

the power sec<strong>to</strong>r. I believe that<br />

a major challenge in the power<br />

sec<strong>to</strong>r is the lack of synergy between<br />

the players in the value<br />

chain, by this, I mean the regula<strong>to</strong>r,<br />

policy makers and the licensees,<br />

and this is a major problem<br />

affecting not just the sec<strong>to</strong>r,<br />

but also the Country at large.<br />

"There is a serious leadership<br />

and coordination gap. The various<br />

agencies and stakeholders<br />

all operate in a silosized manner.<br />

For the past five years,<br />

there had been bulk passing<br />

among power stakeholders<br />

within the value chain each<br />

blaming the other for poor electricity<br />

supply in the country.<br />

"Each player is viewed as a<br />

competition rather than a partner<br />

in ensuring the success of<br />

the sec<strong>to</strong>r. There is need <strong>to</strong> put<br />

efforts and hopefully, if there is<br />

synergy across the chain, the issues<br />

will be solved. The realization<br />

that if there is a problem<br />

with one part of the value chain,<br />

it affects the whole chain is lacking.<br />

There is little or no synergy<br />

between the Power Sec<strong>to</strong>r<br />

and other interrelated MDAs,<br />

such as the Ministry of Finance<br />

and the Ministry of Petroleum.<br />

By virtue of Sections 62(7) and<br />

75 of the Act, NERC is empowered<br />

<strong>to</strong> discipline or penalize<br />

any licensee that is contravening<br />

or violating the terms and<br />

conditions of its license, the market<br />

is not sure whose duty it is<br />

<strong>to</strong> bring about market discipline<br />

in the sec<strong>to</strong>r."<br />

She stated: "Another issue is<br />

the ineffectiveness of the industry<br />

agreements. There is lack of<br />

clear policy directions, which is<br />

evidenced by an absence of<br />

leadership and coordination in<br />

the Sec<strong>to</strong>r. As a result, there is<br />

no compliance with the laid<br />

<strong>do</strong>wn sec<strong>to</strong>r regulations, policies<br />

and governance codes. Unfortunately,<br />

there seems <strong>to</strong> be no<br />

framework for moni<strong>to</strong>ring and<br />

implementation of these policies<br />

and regulations."<br />

Ogaji argued that the issue of<br />

liquidity in the power sec<strong>to</strong>r<br />

cannot be overlooked, adding<br />

that "The DISCOS constant poor<br />

remittance <strong>to</strong> the market, especially<br />

with regards <strong>to</strong> GENCOS<br />

Invoice has resulted in overwhelming<br />

debts, as GENCOS<br />

are being owed over a trillion<br />

naira, which has greatly inhibited<br />

their operations, as well as<br />

their expansion plans.<br />

THE price of Liquefied<br />

Petroleum Gas, LPG,<br />

popularly known as cooking gas,<br />

has remained stable in the<br />

<strong>do</strong>mestic market because of<br />

steady supply.<br />

Investigation by Vanguard<br />

showed that the <strong>do</strong>mestic supply<br />

comes from mainly from the<br />

international market and <strong>Niger</strong>ia<br />

LNG Limited.<br />

It showed that the prices of six<br />

kg, 12.5kg and 25kg go for N1,<br />

500, N3, 000 and N6, 000<br />

respectively<br />

In a <strong>do</strong>cument obtained from<br />

its website, the NLNG Limitd<br />

stated: “NLNG commenced the<br />

supply of Liquefied Petroleum<br />

Gas (LPG) otherwise known as<br />

cooking gas <strong>to</strong> the <strong>do</strong>mestic<br />

market in 2007 when refineries<br />

became challenged and supply<br />

was grossly inadequate. Since<br />

then, the issue of inadequate<br />

supply has become a thing of the<br />

past.<br />

“The intervention, which is in<br />

line with company's vision of<br />

helping <strong>to</strong> build a better <strong>Niger</strong>ia,<br />

has significantly contributed <strong>to</strong><br />

the stimulation and development<br />

of the <strong>do</strong>mestic LPG market in<br />

Electricity: Ikeja Electric, GRA<br />

Ikeja residents sign PPA <strong>to</strong><br />

deliver 24 hours daily supply<br />

IKEJA Electric (IE),<br />

weekend, signed a Power<br />

Purchase Agreement, PPA, with<br />

residents of Ikeja GRA <strong>to</strong> deliver<br />

24 hours of supply daily.<br />

Inline with its Bilateral Power<br />

Agreement with GRA, IE noted<br />

that the development will see<br />

streets like Oduduwa, Isaac John,<br />

Joel Ogunaike, Fani Kayode,<br />

amongst others, enjoy a minimum<br />

of 24 hours of power supply for<br />

residents daily.<br />

The company in August had<br />

signed a similar power purchase<br />

agreement with residents of<br />

Mago<strong>do</strong>, providing them with 24<br />

hours of power supply daily.<br />

Residents of Mago<strong>do</strong>, have<br />

enjoyed steady power since then<br />

and are thought <strong>to</strong> be paying about<br />

N47 per kilowatt-hour of power<br />

compared <strong>to</strong> the MYTO tariff which<br />

is N23.10 for residential cus<strong>to</strong>mers.<br />

According <strong>to</strong> the Chief Executive<br />

Officer, IE, Anthony Youdeowei,<br />

"With this agreement, IE will<br />

provide the residents with<br />

electricity supply beyond the<br />

existing standards, with<br />

guaranteed performance levels. In<br />

addition, there will also be access<br />

<strong>to</strong> dedicated Cus<strong>to</strong>mer Care and<br />

Technical teams for prompt<br />

resolution of queries and/or<br />

technical issues within the estate.<br />

"The Power Purchase Agreement<br />

suggests residents of the Ikeja GRA<br />

will enjoy a steady power supply<br />

when compared <strong>to</strong> non-residents.<br />

However, they will have <strong>to</strong> pay<br />

tariffs much higher than is<br />

provided for in MYTO."<br />

Also, the Chief Operating Officer,<br />

IE, Mrs. Folake Soetan expressed<br />

confidence in the success of the<br />

trend-setting agreement, which<br />

she noted was in line with the<br />

Federal Government’s willing<br />

seller, willing buyer policy.<br />

On his part, Chairman, GRA,<br />

Ikeja, Muiz Banire, stated that, "It<br />

is a power purchase agreement<br />

between the residence of the GRA<br />

in Ikeja and IE, <strong>to</strong>wards providing<br />

premium service for the resident<br />

there.<br />

<strong>Niger</strong>ia and has effectively<br />

brought <strong>do</strong>wn the price of<br />

cooking gas from over N7, 000 in<br />

2007 <strong>to</strong> less than N3, 500 per<br />

12.5kg cylinder <strong>to</strong>day.<br />

“NLNG is committed <strong>to</strong><br />

delivering 350,000 <strong>to</strong>nnes of LPG<br />

"We believe we will be able <strong>to</strong><br />

protect our environment which is<br />

most important beyond even<br />

money that we spend on diesel and<br />

maintenance of generating service.<br />

The reality is that, even if we have<br />

the money we are killing our selves<br />

gradually and environmentally, in<br />

terms of pollution of the<br />

environment.<br />

"Because what we realize in our<br />

country <strong>Niger</strong>ia is that people are<br />

said <strong>to</strong> die suddenly. Nobody die<br />

suddenly anymore in the world, we<br />

die instrumentally because of the<br />

pollution from various genera<strong>to</strong>r<br />

emission.<br />

"Our expectation is that we have<br />

practically ,all round the day going<br />

forward, at least we can not actually<br />

rule out such challenges<br />

occasionally, for example<br />

transmission problem or some<br />

major technical issues, basically we<br />

have substantially for the<br />

residence."<br />

Meanwhile, the company joined<br />

the global community <strong>to</strong> mark the<br />

LPG price remains stable on steady supply<br />

and has signed Sales and<br />

Purchase Agreements (SPAs)<br />

with fifteen off-takers (all<br />

<strong>Niger</strong>ian companies) for the<br />

lifting of LPG for the <strong>do</strong>mestic<br />

market.”<br />
