WELCOME TO A NEW DECADE! We hope that you all enjoyed a peaceful 2019 holiday season with<br />

family and friends. While the anticipation of what <strong>2020</strong> and beyond holds for us all awaits, you are currently<br />

reading one new development. As announced in your last newsletter, the National Coast Guard Museum<br />

Association has graciously partnered with us to assume the role of publishing our hard-copy retiree<br />

newsletter going forward.<br />

Our goal is to provide you an enhanced product that incorporates everything you are used to seeing<br />

in your newsletter – plus more! Whether you are reading the hard-copy or electronic version of our new<br />

newsletter, we invite your feedback, both positive and negative. We want this next generation of the<br />

retiree newsletter to be as useful to all of our retirees and annuitants as possible!<br />

We realize that our retiree and annuitant community is a diverse one. Many of you are actively pursuing<br />

post-military careers and continuing to raise families. Some of us are lucky enough to be at the stage of<br />

pursing personal passions that had been on hold throughout both Coast Guard and second careers.<br />

Many of you have chosen “permanent moorings” and are simply enjoying closeness with family and<br />

friends while working to remain as healthy as possible throughout our ever-increasing golden years.<br />

Whatever your situation, we strongly urge that you connect with one of the 18 regional retiree councils<br />

nearest to you. All 18 regional councils and leadership contacts can be found under the Retiree Services<br />

Program tab at dcms.uscg.mil/retiree. Joining a regional<br />

council will ensure that you are not only kept advised of<br />

retiree activities in your geographic area, but also provides<br />

you an additional link to the distribution of important and timesensitive<br />

retiree/annuitant information. Your national retiree<br />

council is pursuing a goal to assist each regional council to<br />

become as robust as possible. But it all starts with you joining<br />

your regional council. While never required, please consider<br />

offering to assist your regional council in whatever ways your<br />

time and interests afford. Remember the words of General<br />

James Doolittle: “<strong>The</strong>re is nothing stronger than the heart of<br />

a volunteer!”<br />

Finally, we met with our Commandant, ADM Karl Schultz,<br />

MCPOCG Jason Vanderhaden, CG-1 RADM Joanna Nunan,<br />

and their staffs on 31 Oct 2019. Our annual brief to the<br />

Commandant was a robust one-hour conversation regarding<br />

the issues most important to his retiree/annuitant community.<br />

We spent a good amount of time discussing success factors<br />

regarding the new retiree newsletter.<br />

But most importantly, we reviewed in detail the continuing<br />

issue of excessive processing times of audit error worksheets<br />

(AEWs) at PPC; a required step to authorization for a<br />

concurrent VA disability annuity. ADM Schultz “gets it” that<br />

delaying deserving retirees access to earned VA disability<br />

pay, for whatever reasons within PPC, is unacceptable. Thus,<br />

elsewhere in this newsletter you will read a letter from CG-1<br />

outlining the “tiger team” approach in progress to resolve this<br />

long standing issue.<br />

As announced in the October 2019 edition of the Retiree Newsletter, I am pleased to present<br />

the inaugural edition of the Coast Guard/National Coast Guard Museum Association (NCGMA)<br />

retiree Newsletter — in both hard-copy and digital formats! As the hard-copy version of this<br />

Newsletter was slated to go away at the end of 2019, we are very grateful for NCGMA’s<br />

assistance in continuing to get you this important communication tool.<br />

I’m hopeful you’ll be as pleased as we are with the new publication, with all the same Coast<br />

Guard content you’ve come to expect — now with the addition of stories and editorials via<br />

NCGMA. It is worth repeating that the Coast Guard’s Cooperative Agreement with the NCGMA<br />

I am very grateful to be able to share some good news with you in this inaugural edition of the <strong>Long</strong><br />

<strong>Blue</strong> <strong>Line</strong>. <strong>The</strong> Commandant (CCG), Master Chief Petty Officer of the Coast Guard (MCPOCG),<br />

and Coast Guard senior leadership to include myself, have heard your calls regarding delays<br />

in processing Audit Error Worksheets (AEWs) for individuals entitled to Concurrent Retirement<br />

& Disability Pay (CRDP). Last month, I was honored to join your National Retiree Council Chairs<br />

in a brief to CCG, MCPOCG, and the senior leadership team on this issue. <strong>The</strong> Commandant’s<br />

direction to me was clear – Let me know what we need to do – and then fi x the problem.<br />

I visited the CG Pay & Personnel Center (PPC), where the dedicated Command and crew gave<br />

me a fi rst-hand understanding of the highly complex, time-consuming AEW process. PPC also<br />

made me aware of many factors, including previous staff transitions, increased numbers of<br />

Veteran’s Affairs (VA) fi les, and IT challenges which contribute to a backlog of nearly 5,000<br />

cases. <strong>The</strong> immediate need was clear – dedicated manpower and improved process.<br />

Part of this solution is a recently-approved surge team of dedicated personnel for immediate<br />

assignment to PPC who will attempt to clear the backlog and create an enduring process to meet<br />

the high level of customer service that you deserve. <strong>The</strong> surge team will need approximately two<br />

months to train and six additional months to clear the backlog of VA files and approve follow-on<br />

audit-error worksheets.<br />

From the Commandant, myself, and my entire support staff throughout CG-1, it is our goal to<br />

ensure you receive the pay and benefits to which you are entitled. I continue to appreciate your<br />

patience while we improve this process.<br />

Coast Guard National Retiree Help<br />

Desk – Service Continues<br />

In 2006, the Capital Area CG Retiree Council<br />

(CACGRC) established the Coast Guard National<br />

Retiree Help Desk (NRHD). It was created to<br />

provide a 24/7 single point of contact “hotline” for<br />

CG military retirees, and also USPHS and NOAA<br />

Retirees, their families, annuitants, and survivors<br />

needing help and support in getting needed<br />

information to resolve a problem.<br />

Most retirees are self-suffi cient and don’t require<br />

NRHD assistance. But many of our retirees, family<br />

members, annuitants, and survivors because of<br />

confusion, bereavement, lack of response from<br />

various agencies…have no idea where to go for<br />

the information they need. For those needing the<br />

help and support, the NRHD is there for them.<br />

Since its establishment, NRHD volunteers from<br />

locations throughout the U.S. stand the watch,<br />

“responding to thousands of inquiries from<br />

the worldwide CG military retiree community.”<br />

Volunteers stand a 7-day “virtual” watch,<br />

periodically monitoring and responding to NRHD<br />

phone and g-mail messages. Even though they<br />

are not subject matter experts, watch-standers<br />

are skilled in locating the “offi cial” source of the<br />

needed information. <strong>The</strong>ir role is to help “connect”<br />

people with these resources.<br />

Volunteers are required to become qualified<br />

through training with a qualified watch-stander who<br />

determines whether/when the “trainee” is qualified<br />

after several periods of observation.<br />

NRHD services are well aligned with the CG Retiree<br />

Services Program’s mission to strengthen retiree<br />

communications and the life-long relationship<br />

between the CG and its retiree community.<br />

<strong>The</strong> NRHD offers individuals the opportunity to<br />

volunteer in supporting this mission and help<br />

our Coast Guard remain Ready, Relevant, and<br />

Responsive.<br />

Tribute to Commander Salvador<br />

Romo, Jr. USCG (Ret.)<br />

Oct 21, 1940 – Sep 30, 2019<br />

CDR Salvador “Sal” Romo, USCG (Ret), was<br />

a resident of Hayward, CA. He served in the<br />

active duty U.S. Coast Guard from 1964-1989,<br />

as SeaWest Coast Guard FCU Board Member<br />

since 1988, Chairman of the Board, 2014 – 2019,<br />

Co-Chair of the Northern California Coast Guard<br />

Retiree Council, and as a member of the Coast<br />

Guard National Retiree Council.<br />

CDR Romo was a native of San Francisco, where<br />

he attended St. Ignatius High School. Sal was a<br />

proud Coast Guardsman and tireless volunteer.<br />

During his 25 years of active duty service, he<br />

served in both enlisted and commissioned offi cer<br />

ranks, including tours as Commanding Offi cer of<br />

several Coast Guard units, both ashore and afloat.<br />

In 1989, CDR Romo retired from active duty and<br />

was subsequently admitted to practice before<br />

the Internal Revenue Service and designated an<br />

Enrolled Agent to represent taxpayers before the<br />

IRS.<br />

Sal became a Charter Member of the Alameda<br />

Military Offi cers Association of America Chapter<br />

when it was offi cially chartered on February 14,<br />

2009. CDR Salvador Romo served tirelessly as the<br />

Northern California Coast Guard Retiree Council<br />

Co-Chair.<br />

He will be greatly missed!<br />

THE FOUNDING<br />

OF THE MODERN<br />

COAST GUARD<br />

Our service annually marks August 4 as Coast<br />

Guard Day, dating back to that date in 1790<br />

when Congress authorized Secretary of the<br />

Treasury Alexander Hamilton to proceed<br />

with his proposal to build ten revenue cutters to<br />

patrol the fledgling country’s coastline.<br />

<strong>The</strong> modern Coast Guard actually dates back<br />

105 years this month to January 28, 1915 when<br />

Congress passed the Coast Guard Act, which<br />

merged the Revenue Cutter Service and the Life-<br />

Saving Service.<br />

“Coast Guard is the logical name for…the new<br />

combination,” Captain Commandant Ellsworth<br />

P. Bertholf wrote, “and it is a logical and direct<br />

successor of the old ‘revenue cutter service; so<br />

that we may fairly claim not to have lost our history<br />

even if the particular name which we temporarily<br />

bore has been changed.”<br />

Just two years later, the new service was pressed<br />

into war when the U.S. entered World War I. <strong>The</strong><br />

Coastguardsmen were now an active military force,<br />

and as the 1915 Act specified, the Coast Guard<br />

was transferred to the Navy in times of war.<br />

In 1939, the Lighthouse Service was integrated<br />

and, in 1942, the Bureau of Marine Inspection<br />

and Navigation was incorporated. In 1967, the<br />

Coast Guard was placed under the Department<br />

of Transportation until 2003, when it was placed<br />

under the Department of Homeland Security.<br />

Commodore Bertholf served the United States in its Revenue Cutter and<br />

Coast Guard service from early manhood, never failing a call to duty, no<br />

matter what the danger, always acting in a notably distinguished and at times<br />

heroic manner, as evidenced in the special award given to him by Congress<br />

of its Gold Medal of Honor. He finally reached the highest command in the<br />

Coast Guard and retained to the last his vital interest in the cause of that<br />

service.<br />

IN THE QUOTE ABOVE the American Bureau<br />

of Shipping commented on the productive<br />

career of Ellsworth Price Bertholf, first<br />

commandant of the modern Coast Guard and<br />

first flag officer in Service history. No individual may<br />

claim sole credit for establishment of the United<br />

States Coast Guard as a military service. However,<br />

like the Service’s original founder, Alexander<br />

Hamilton, Bertholf bore the greatest responsibility<br />

for the planning, establishment, oversight and<br />

initial success in the second founding of the Coast<br />

Guard in 1915.<br />

Ellsworth Bertholf was born in New York City on<br />

April 7, 1866. In 1882, at the age of 16, he entered<br />

the U.S. Naval Academy, but was court-martialed<br />

and dismissed after a hazing incident. In 1885, he<br />

entered the Revenue Cutter School of Instruction<br />

and matriculated with the Class of 1887. After<br />

graduation, he was assigned to the cutter Levi<br />

Woodbury and, as was customary at the time, he<br />

served two years at sea before receiving a third<br />

lieutenant’s commission in the U.S. Revenue Cutter<br />

Service. During his career, he would serve on cutters<br />

stationed around the United States and Alaska.<br />

Bertholf’s most noted service took place on land<br />

and in the waters of Alaska. In 1897, Bertholf, Lt.<br />

David Jarvis and Dr. Samuel Call of the Arctic<br />

cutter Bear, led a dangerous mid-winter relief party<br />

that became known as the Overland Expedition.<br />

Using sledges pulled by dogs and reindeer, the<br />

men set out on snowshoes and skis to relieve over<br />

200 whalers stranded by pack ice near Pt. Barrow,<br />

Alaska. Three months and 1,500 miles later, the<br />

party arrived at Barrow delivering 382 reindeer to<br />

265 starving whalers. Bertholf received a specially<br />

struck Congressional Gold Medal for this courage<br />

and heroism. In the winter of 1901, Bertholf also<br />

made a trip across northern Siberia by sledge at<br />

the request of the U.S. Bureau of Education. <strong>The</strong><br />

purpose of his mission was to procure a herd of<br />

reindeer for the Inuit villages in Northern Alaska.<br />

Bertholf went on to serve as executive officer and<br />

then commander of the Bear, made famous by her<br />

Alaskan cruises and the Bering Sea Patrol.<br />

Bertholf enjoyed a distinguished career in the<br />

United States Revenue Cutter Service. He was<br />

the Service’s first officer to attend the Naval War<br />

College in Newport, Rhode Island, and he rose<br />

quickly through the officer ranks. In 1911, at the<br />

age of 45, he was appointed Captain Commandant<br />

and head of the Revenue Cutter Service. He was<br />

the last man to serve in that position. He also served<br />

as a delegate to the International Conference on<br />

Safety at Sea held in London in 1912 after the<br />

tragic loss of RMS Titanic. This meeting led to<br />

establishment of the International Ice Patrol, which<br />

the Service has performed since 1913. In addition,<br />

he served as chairman of the Interdepartmental<br />

Board on International Ice Observation and Patrol<br />

in the North Atlantic and the Service’s Board on<br />

Anchorage and Movements of Vessels.<br />

More than any other individual, Bertholf’s strong<br />

leadership and guidance made possible the<br />

BUILDING THE NATIONAL<br />

COAST GUARD MUSEUM<br />

OUR NATION expects the most from the Coast<br />

Guard and relies on its leadership, training,<br />

bravery, innovation, and experience. Since<br />

its inception in 1790, the Coast Guard<br />

and its predecessor services have tirelessly<br />

answered the call to duty, saving lives, enforcing<br />

maritime law, combating terrorism, facilitating<br />

commerce and protecting the environment.<br />

<strong>The</strong> vital responsibilities of the Coast Guard are<br />

carried out by highly trained men and women<br />

like you, who perform these missions with honor,<br />

respect and devotion to duty.<br />

Yet, unlike all other armed services, there is no<br />

place for the Coast Guard to share with the public<br />

its history and tangible artifacts. Without a museum<br />

to illustrate our country’s appreciation for the Coast<br />

Guard, we risk losing an important part of our<br />

history, miss the opportunity to educate the public<br />

about the maritime challenges our nation faces,<br />

and fail to demonstrate how the service and its<br />

partners meet these challenges.<br />

With over 200 galleries and exhibits, the National<br />

Coast Guard Museum will bring to life centuries<br />

of devotion and sacrifice and will highlight the<br />

innovative technologies developed with industry<br />

partners. <strong>The</strong> Museum will be built in New London,<br />

CT per Congressional mandate and will engage,<br />

educate and inspire visitors by honoring the<br />

courage and skill of our nation’s unsung armed<br />

service. <strong>The</strong> Museum will explore the Coast Guard’s<br />

rich history and current impact through interactive<br />

exhibits, STEM-based learning experiences, and<br />

leadership development programming.<br />

<strong>The</strong> Museum will help American citizens and<br />

other visitors understand the U.S. Coast Guard<br />

you know so well. <strong>The</strong> exhibits will showcase<br />

the incredible legacy of heroism, bravery, and<br />

professional competence demonstrated by this<br />

multi-missioned service because the extraordinary<br />

work of the Coast Guard deserves to be preserved,<br />

As a hub of experiential learning, the Museum<br />

will inspire curiosity, stimulate young minds, and<br />

motivate the next generation of young people to<br />

and maritime industries.<br />

THE MUSEUM ASSOCIATION WILL DELIVER a<br />

world-class museum through the When the Most<br />

is Expected Capital Campaign, a public/private<br />

partnership estimated to total $135M. To date, over<br />

$50M is committed:<br />

EXHIBIT DESIGN PROCESS<br />

<strong>The</strong> Coast Guard hired two expert firms, Search,<br />

Inc. and AldrichPears Associates, to assist them<br />

in curating artifacts and developing galleries of<br />

exhibits. <strong>The</strong> design goal is to put the visitor in the<br />

shoes of Coast Guard men and women, offering<br />

opportunities to solve problems, learn real skills<br />

and interact with members of the service. Stories<br />

will range from the heritage of the Coast Guard’s<br />

predecessor services, to the role the service has<br />

played in every major conflict since its founding,<br />

and individual stories of heroic shipmates that will<br />

captivate visitors and immerse them in the core<br />

values of Honor, Respect and Devotion to Duty.<br />

• $85M from private sources. Over $20M has<br />

been secured in pledges and outright gifts.<br />

• $30M committed from the Federal Government<br />

to construct and design museum exhibits and<br />

programming; $10M has been appropriated to<br />

date.<br />

• $20M from the State of Connecticut to coordinate<br />

concurrent construction of a pedestrian bridge to<br />

enable safe entry and public access to the Museum,<br />

neighboring waterfront, and transportation facilities.<br />

In 2018, the state bonded the full amount enabling<br />

the Museum Association to draw down funds.<br />

CONSTRUCTION AND EXHIBIT DESIGN TIMELINE:<br />

<strong>The</strong> Museum is sited in an inter-modal transportation<br />

hub, which is ideal to attract visitors. <strong>The</strong> proximity<br />

to Amtrak rail service and the ferry terminal drives<br />

the need for construction to occur in three phases.<br />

Construction Phase 1 consists of site preparation,<br />

including bulkhead and fill, which will create a regular<br />

coastline platform on which to construct the fivestory<br />

structure. <strong>The</strong> pedestrian bridge constitutes<br />

Construction Phase 2. <strong>The</strong> final phase of work<br />

involves erecting the Museum and fitting it out with<br />

the exhibits and furnishings. In all, construction is<br />

expected to take just under four years to complete.<br />

In October 2019, the Coast Guard reached an<br />

important milestone when it approved the 50%<br />

Design Development documents, which represents<br />

the midpoint of the design process.<br />

CONVERTING 229 YEARS of U.S. Coast<br />

Guard and predecessor services’ histories<br />

into stories that museum visitors can<br />

easily grasp is a monumental challenge. A<br />

key objective of the design process, from initial<br />

concepts through today’s drawings and written<br />

descriptions, has been to highlight inspiring<br />

accomplishments while educating and engaging<br />

visitors about today’s multi-mission worldwide<br />

service.<br />

<strong>The</strong> Museum Association engaged a number of<br />

stakeholders, including active duty, veteran and<br />

retired members of the Coast Guard to take part in<br />

the Museum Exhibit Advisory Panel in 2016-2017.<br />

<strong>The</strong> dedicated group of volunteers met numerous<br />

times under the facilitation of CAPT Jon Nickerson,<br />

USCG (Ret.) and developed an extensive list of<br />

potential exhibit topics organized into galleries<br />

that would educate the public about people and<br />

missions that make the Coast Guard unique among<br />

the Nation’s armed services.<br />

<strong>The</strong> museum will present the story of the Coast<br />

Guard in five themed wings: Lifesavers around the<br />

Globe, Enforcers on the Seas, Defenders of our<br />

Nation, Champions of Commerce and Protectors of<br />

the Environment. Every wing features a simulation<br />

experience that challenges visitors to operate<br />

equipment or use digital simulators to learn reallife<br />

skills.<br />

“<strong>The</strong> goal of this museum is to make sure Americans<br />

and other visitors know the stories of those who<br />

have served in the Coast Guard,” said CAPT Wes<br />

Pulver, USCG (Ret.), President of the National<br />

Coast Guard Museum Association.<br />

<strong>The</strong> Coast Guard hired museum expert firms,<br />

SEARCH, Inc. and AldrichPears Associates, to<br />

assist with artifact curation and the development<br />

of the exhibition. <strong>The</strong> design process commenced<br />

in August 2018 and takes place in three stages:<br />

Schematic Design, Design Development and<br />

Construction Documents. Having completed the<br />

first phase in early 2019, the team presented the<br />

50% Design Development documents to the Coast<br />

Guard in September, marking the midpoint of the<br />

exhibit design process.<br />

<strong>The</strong> submission contained more than 900 pages of<br />

material and focused on priority galleries, selected<br />

based on complexity. Preference was given to<br />

exhibits that demanded more in-depth review.<br />

<strong>The</strong>se design documents include a new level of<br />

detail for the galleries and selected exhibits in<br />

a series of digital 3-D renderings of each deck.<br />

Along the east wall of the decks, AldrichPears<br />

is maximizing the space created by the external<br />

sails motif to present large-scale murals of Coast<br />

Guard operations pertinent to the subject matter<br />

presented nearby. <strong>The</strong> images shown in the<br />

renderings are notional, but give a sense of how<br />

visitors will be immersed in the action.<br />

<strong>The</strong> Helicopter Hoist Rescue Simulator will place<br />

visitors in the middle of an airborne rescue at<br />

sea—one of the most daring actions of the Coast<br />

Guard. <strong>The</strong> Situation Analysis Simulator challenges<br />

visitors to make split-second decisions based<br />

solely on what they see on the horizon from the<br />

bridge of a Coast Guard Cutter. <strong>The</strong>se experiences<br />

will inspire the next generation of engineers,<br />

mathematicians, environmental scientists and<br />

Coast Guard members.<br />

“At this stage,” Pulver said, “we are looking to<br />

ensure that the accounts dating back over two<br />

centuries are told effectively. <strong>The</strong>re is so much<br />

for the general public to learn and it is exciting to<br />

begin to see how the exhibit designers will bring<br />

Coast Guard stories to life.”<br />

Among maritime traditions, a Plankowner is a<br />

term used for any individual who served as<br />

a member of the original crew comprised<br />

to build and commission a new vessel. <strong>The</strong><br />

Museum Association<br />

nautical tradition in mind.<br />

donations through the<br />

commissioning of the<br />

building and to date,<br />

nearly 750 people have<br />

chosen to participate<br />

Museum Association<br />

knew that honoring this<br />

kind of commitment<br />

required a special<br />

commemoration. To accomplish that, Retired Coast<br />

Guard Chief Petty Officer Schon Russell was asked<br />

to apply his artistic talent to create a certificate<br />

design based on nautical tradition. CPO Russell<br />

spent countless hours examining historical records<br />

to ensure the artwork represents the Service well. <strong>The</strong><br />

certificate pays tribute to many facets of the Coast<br />

Guard story, and highlights the organizations that<br />

were the foundation of the modern day Coast Guard.<br />

past and highlights the sacrifice and service of all<br />

who have put on the uniform in the United States<br />

$367 million and approximately 11,000<br />

pounds of seized marijuana worth an estimated<br />

$10.1 million at Port Everglades on October 28, 2019.<br />

<strong>The</strong> drugs were interdicted in international waters of<br />

the Caribbean Basin and the Eastern Pacific Ocean<br />

off the coasts of Mexico, Central and South America<br />

and include contraband seized and recovered in 18<br />

separate interdictions of suspected drug smuggling<br />

vessels by U.S. Coast Guard:<br />

• <strong>The</strong> Coast Guard Cutter VALIANT (WMEC-621)<br />

crew was responsible for two cases, seizing<br />

approximately 4,184 pounds of cocaine.<br />

• <strong>The</strong> Coast Guard Cutter SPENCER (WMEC-<br />

905) crew was responsible for one interdiction<br />

seizing approximately 1,477 pounds of<br />

cocaine.<br />

• <strong>The</strong> Coast Guard Cutter JAMES crew was<br />

responsible for six interdictions seizing<br />

approximately 7,022 pounds of cocaine and<br />

4,085 pounds marijuana.<br />

• <strong>The</strong> Coast Guard Cutter NORTHLAND (WMEC-<br />

904) was responsible for two interdictions<br />

seizing more than 12,214 pounds of cocaine.<br />

• <strong>The</strong> Coast Guard Cutter HARRIETT LANE<br />

(WMEC-903) crew was responsible for two<br />

cases, seizing nearly 750 pounds of cocaine<br />

and 5,540 pounds of marijuana.<br />

• <strong>The</strong> Coast Guard Cutter THETIS (WMEC-910)<br />

crew was responsible for one case, seizing<br />

approximately 160 pounds of cocaine.<br />

• <strong>The</strong> Coast Guard Cutter VENTUROUS (WMEC-<br />

625) crew was responsible for one case,<br />

seizing approximately 890 pounds of cocaine.<br />

• <strong>The</strong> Coast Guard Cutter CONFIDENCE<br />

(WMEC-619) crew was responsible for one<br />

case, seizing nearly 110 pounds of cocaine<br />

and 1,600 pounds of marijuana.<br />

• <strong>The</strong> Coast Guard Cutter MOHAWK (WMEC-<br />

913) crew was responsible for one case,<br />

seizing approximately 1,930 pounds of<br />

cocaine.<br />

• <strong>The</strong> Coast Guard Cutter VIGILANT (WMEC-<br />

617) crew was responsible for one case,<br />

seizing approximately 800 pounds of cocaine.<br />

“What you see is 19 tons of narcotics seized from<br />

18 separate Coast Guard interdiction events,<br />

with a street value worth more than $375 million.<br />

<strong>The</strong>se drugs will not reach Main Street USA due<br />

to the efforts of the James crew and other Coast<br />

Guard cutters involved in these interdictions,” said<br />

CAPT Jeffrey Randall, Coast Guard Cutter James<br />

commanding officer. “<strong>The</strong> James crew conducted<br />

counter-drug operations with the cooperative<br />

efforts with regional partner nations, like Columbia,<br />

Costa Rica and alongside the agencies involved<br />

in Operation Martillo to stop the flow of illegal<br />

narcotics into the United States. Due to this<br />

cooperative effort, we maintain an offensive against<br />

criminal networks and criminal organizations.”<br />

<strong>The</strong> cutter Valiant is a 210-foot medium endurance<br />

cutter homeported in Mayport, Florida. <strong>The</strong> cutter<br />

Spencer is a 270-foot medium endurance cutter<br />

homeported in Boston, Massachusetts. <strong>The</strong> cutter<br />

James is a 418-foot legend-class cutter homeported<br />

in Charleston, South Carolina. <strong>The</strong> cutter Northland<br />

is a 270-foot medium endurance cutter homeported<br />

establishment of the modern Coast Guard. With<br />

the director of the U.S. Life-Saving Service, Bertholf<br />

engineered a merger with the U.S. Revenue Cutter<br />

Service. This amalgamation would bring together<br />

hundreds of smallcraft from the Lifesaving Service<br />

and numerous cutters operated by the Revenue<br />

Cutter Service, and save the two services from<br />

elimination planned by an efficiency commission<br />

under President William Taft.<br />

On January 28, 1915, President Woodrow Wilson<br />

signed into law “An Act to Create the Coast Guard.”<br />

This act merged the two predecessor services to<br />

form the United States Coast Guard with Bertholf<br />

appointed to lead the new military service. In 1915,<br />

after becoming Commandant of the Coast Guard,<br />

Bertholf wrote<br />

By evolutionary processes coincident with the<br />

steady growth of the Nation, additional duties<br />

were successively added to this service to meet<br />

the ever-increasing demands of the maritime<br />

interests in so far as they were connected with<br />

governmental functions . . . .<br />

Bertholf’s message characterized the development<br />

of the Revenue Cutter Service before the merger;<br />

however, the Coast Guard continued to adopt new<br />

missions and “evolve” to meet the nation’s maritime<br />

needs. <strong>The</strong> newly formed Coast Guard not only<br />

became a military service and the nation’s foremost<br />

search and rescue service, capable of coastal<br />

lifesaving operations and high seas rescues, but<br />

it remained a law enforcement agency, as it does<br />

today.<br />

During World War I, Captain Commandant Bertholf<br />

held the temporary rank of Commodore, the<br />

first officer of either the Revenue Cutter Service<br />

or Coast Guard to achieve flag rank. <strong>The</strong> war<br />

cemented the Service’s role as a military agency.<br />

During the conflict, the Service performed its<br />

traditional missions of search and rescue, maritime<br />

interdiction, law enforcement and humanitarian<br />

response. Meanwhile, the Service undertook new<br />

missions of shore patrol, port security, marine<br />

safety, and convoy escort duty while playing a vital<br />

role in naval aviation, troop transport operations<br />

and overseas naval missions. By war’s end, these<br />

assignments had become a permanent part of the<br />

Coast Guard’s defense readiness mission.<br />

Bertholf retired from the Coast Guard in 1919 and<br />

joined the American Bureau of Shipping (ABS)<br />

as vice president. He became very active in the<br />

affairs of that institution and travelled extensively to<br />

expand the ABS in foreign fields. He died of a heart<br />

attack in 1921 at the age of 55. He was survived by<br />

his wife and daughter and interred with full military<br />

honors at Arlington National Cemetery. In 2008, the<br />

first of the Coast Guard’s fleet of National Security<br />

Cutters was named in Bertholf’s honor--the first<br />

Coast Guard cutter named for Bertholf.<br />

Today, the story of Ellsworth Bertholf is lost and<br />

forgotten to the American public. <strong>The</strong> record of his<br />

life and legacy remain with us through his heroic<br />

feats in Alaska, his role in establishing the Coast<br />

Guard as a military service, and the distinguished<br />

National Security Cutter that now bears his name.<br />

and reliability to all PPC (RAS) customers worldwide. With<br />

DA Self-Service you can: View, print or save your Pay Slip<br />

number; Make changes to your direct deposit information;<br />

Update your federal and/or state income tax withholding;<br />

VETERANS AFFAIRS MISSION ACT:<br />

Answers to the top five questions about urgent care.<br />

Urgent care is one of the new benefits offered as part of the VA Mission Act that gives veterans<br />

greater choice in their health care. <strong>The</strong> benefit is offered in addition to the opportunity to receive<br />

care from a VA provider, as VA also offers same-day services. <strong>The</strong> VA is working to ensure veterans<br />

understand how to use the new urgent care benefit as part of VA’s comprehensive benefits package.<br />

In this article, we answer some common questions about the new urgent care benefit.<br />

WHAT IS URGENT CARE?<br />

Urgent care is a type of walk-in health care for situations where<br />

you need help but don’t have an emergency, such as colds, ear<br />

infections, minor injuries, pink eye, skin infections, and strep throat.<br />

WHY ARE THERE DIFFERENT URGENT CARE LOCATIONS?<br />

<strong>The</strong>re are two types of urgent care network locations: retail and<br />

urgent. (1) Retail locations such as CVS or Walgreens are places<br />

where you can get care for minor ailments like a sore throat or<br />

earache. (2) Urgent locations provide more comprehensive walkin<br />

care for illnesses or injuries that are not life-threatening, like<br />

splinting, casting, lacerations, or wound treatment. Both retail and<br />

urgent locations are staffed with healthcare professionals who are<br />

licensed and credentialed.<br />

ARE THERE URGENT CARE PROVIDERS NEAR ME?<br />

VA launched the urgent care benefit on June 6, 2019, and we are<br />

working to expand our network of urgent care providers, adding<br />

more every week. Urgent care providers are vetted and must meet<br />

strict standards of care and other requirements before they are<br />

added to VA’s network. To find a location, use the VA facility locator<br />

at va.gov/find-locations/. Select the link entitled “Find VA approved<br />

urgent care locations and pharmacies near you.” If you arrive at an<br />

urgent care network location and have difficulty receiving care, call<br />

(866) 620-2071 for assistance.<br />

HOW DO I GET PRESCRIPTION MEDICATION WITH THE URGENT<br />

CARE BENEFIT?<br />

You can get up to a 14-day supply of prescription medication through<br />

VA, a VA contracted pharmacy, or a non-contracted pharmacy. If<br />

you choose to fill an urgent care prescription at a non-contracted<br />

DO I HAVE TO MAKE COPAYMENTS FOR URGENT CARE?<br />

Copayments for urgent care depend on your assigned priority group<br />

and the number of times you visit any urgent care provider in a<br />

calendar year. Urgent care copayments are not charged when you<br />

receive care from an urgent care provider, but are billed separately<br />

VA COMPENSATION PAYMENTS AND FEDERAL INCOME TAXES<br />

If you retired from the USCG, NOAA or USPHS based on years of service and are later given a<br />

retroactive service-connected disability rating by the VA, your retirement pay for the retroactive<br />

period is excluded from income up to the amount of VA disability benefits you would have been<br />

entitled to receive. <strong>The</strong> form 1099-R reports the entire distribution because the income, when paid,<br />

was taxable under the law.<br />

A corrected form 1099-R that could support the decrease in taxable income will not be issued by<br />

PPC. This policy is contained in the DOD Financial Management Regulations, VOL 7B and is also<br />

stated in the IRS instructions for Form 1099-R, which directs that the entire income distribution will<br />

be reported if a part is taxable and a part is not taxable.<br />

Retirees who are affected by this policy should consult a tax preparer for assistance. <strong>The</strong> retiree<br />

should provide copies of the Form 1099-R and the VA Award Letter to claim a refund of taxes paid<br />

on the excludable amount.<br />

retired Master Chief Petty Officer (MCPO) to<br />

serve as Co-Chair of the Coast Guard National<br />

Retiree Council (CGNRC), with appointment at<br />

the Annual CGNRC Meeting, 28-29 April <strong>2020</strong>.<br />

CGNRC Co-Chairs normally serve for three<br />

years.<br />

MCPO Kevin Isherwood, USCG (Ret), has<br />

served with distinction in this position since<br />

April, 2016, graciously volunteering to serve<br />

through April <strong>2020</strong> to sustain continuity of<br />

leadership in guiding important CGNRC<br />

initiatives with RADM Jeff Hathaway, USCG<br />

(Ret), appointed CGNRC “Flag” Co-Chair in<br />

April 2019.<br />

<strong>The</strong> Commandant’s CGNRC was chartered<br />

in 1982 and its primary mission continues:<br />

to sustain open and positive lines of<br />

communication between the Commandant<br />

and the entire military retiree community. <strong>The</strong><br />

CGNRC is an integral part of the CG Retiree<br />
