With this new law, personal and religious belief exemptionswould no longer be allowed in California daycare, preschool, and K-12 schools. Educationfor California public and private school children and daycare attendees are now dependent uponreceipt of multiple doses of 10 federally recommended and state-mandated vaccines regardless ofa parent’s personal belief or religious belief objections. (National Vaccine Information Center,August 2015 post)Against the backdrop of the rest of the United States, Californiastands alone in the minority. Out of the 11 states that had bills filedto remove either the personal belief/conscientious/philosophical orreligious exemptions during the 2015 legislative cycle (CA, MD,ME, NC, OK, OR, PA, RI, TX, VT, and WA), California was theonly state where the legislature passed a bill leaving only themedical exemption.While Head Start has enjoyed historic success rates forcompleting age-appropriate immunizations for children birth tofive, the passage of SB277 has significantly supported HeadStart’s efforts by strengthening its message to obtain the requiredimmunizations prior to entering kindergarten.99% OF ENROLLEDHEAD START CHILDRENARE UP TO DATE ONTHEIR CHILDHOODIMMUNIZATIONSCOMMUNITY ASSESSMENT 2020-2025 48
Sacramento Employment and Training Agency 2020-2025Internal DataInternal data (2018-2019 Program Information Report) shows that 98% of enrolled children are upto-dateon their immunization schedule. Compare this to the external county data, Head Start/EarlyHead Start children and families are doing better.
