The key objectives and investment projects associated<br />
with these priorities are presented in Table 2.<br />
With regard <strong>to</strong> the structural modernisation of the economy,<br />
the Russian Programme for the Economic and<br />
Social Development of the Russian Far East and Transbaikal<br />
provides for “the implementation of measures for<br />
the development of the sec<strong>to</strong>ral structure of the regional<br />
economy, including the development of such sec<strong>to</strong>rs as<br />
energy, transport, metal industry, and forest industry<br />
on the basis of public-private partnerships”.<br />

The programme has a clear infrastructure focus — infrastructure<br />
development projects account for 85% of all<br />
proposed government expenditures under the programme.<br />
“The main priorities of the Programme implementation<br />
include the development of the fuel and<br />
energy complex, transportation and engineering infrastructure,<br />
the social sec<strong>to</strong>r, as well as the improvement<br />
of the water resource management and environmental<br />
protection” 4 (see Table 3).<br />
The proposed “elimination of infrastructure constraints”<br />
should lead <strong>to</strong> the improvement of the investment<br />
attractiveness of the region and the implementation<br />
of the key projects envisioned by the programme.<br />
What industrial development projects mentioned in the<br />
document can form the “core” and the “foundation” of<br />
the long-term development of the Russian Far East?<br />
1. Heavy equipment for oil refining and ethylene manufacturing.<br />
2. Heavy equipment for chemical processing of coal.<br />
3. Heavy metallurgical equipment.<br />
4. High-capacity power generation equipment, UHV (ultra-high-voltage) power transmission and transformation<br />
equipment.<br />
5. Large <strong>to</strong>nnage vessels.<br />
6. Rail transport equipment.<br />
7. CNC (computer numerical control) machines and manufacturing systems.<br />
Building competitive high-tech production chains, advanced industrial sec<strong>to</strong>rs and clusters according <strong>to</strong> the following<br />
priorities:<br />
1. IT and software industry (Changchun City, Dalian City).<br />
2. Biotech industry (Changchun City).<br />
3. New materials industry (fine organic synthesis, powder metal materials, nanometal materials etc.).<br />
4. Manufacturing of aircrafts and core engine components.<br />
1. Energy saving, development of environmentally sound energy technology, and diversifying energy production<br />
and consumption should become the key economic development fac<strong>to</strong>rs.<br />
2. Creation of new coal-chemical-power industrial bases and coal production centres.<br />
3. Expansion of crude oil and gas production, oil exploration, and oil shale exploration in Jilin province.<br />
4. Construction of an oil pipeline linking Russian border <strong>to</strong> Northeast China.<br />
5. Creation of a gas transportation system (a trunk pipeline linking the cities of Harbin, Changchun, Shenyang,<br />
and Tangshan, and ten local branches).<br />
6. Development of renewable energy resources.<br />
7. Achievement of the following production targets by the year 2010: 300 million <strong>to</strong>nnes of coal, 57 million<br />
<strong>to</strong>nnes of crude oil, 7 billion cubic meters of natural gas, 300 billion kWh of power with an installed capacity of<br />
60 GW.<br />
1. Creation of a state-of-the-art petrochemical industrial base with a <strong>to</strong>tal processing capacity of 100 mtpa of<br />
crude oil <strong>to</strong> be achieved by 2010.<br />
2. Creation of the world’s leading ethylene manufacturing base with an output of 4 mtpa <strong>to</strong> be achieved by 2010.<br />
3. Creation of a coal chemical industrial base.<br />
4. Creation of a state-of-the-art steel industry base capable of manufacturing special grades of steel.<br />
The development of the consumer goods sec<strong>to</strong>r should be aimed at balancing regional economic growth and<br />
absorbing excessive labour resources. The priorities in this area include:<br />
1. Creation of a nationally significant pharmaceutical industrial base.<br />
2. Creation of enterprises for the production and intensive processing of agricultural and biochemical products.<br />
3. Strengthening textile, garment, pulp and paper, wood processing, furniture, and plastic industries.<br />
