The last Hong Kong Certificate of 

Education Examination (HKCEE) 

results will be released on 4 August. 

Multiple study paths are available to 

you as always. Whether you choose to 

switch to the New Senior Secondary 

(NSS) curriculum, study in 

post-secondary or vocational education 

programmes, participate in vocational 

training programmes, pursue further 

studies abroad, seek employment or 

take part-time courses, you will be able 

to actively equip yourself and plan your 

future. 

With a wide variety of career pathways 

available, you should make your 

choices based on your interests, 

abilities and aspirations. “Study Paths 

for Secondary 5 Graduates under the 

Old Academic Structure” (See p.6 of 

this booklet) briefly outlines the multiple 

career pathways that are available to 

you. We encourage you to consult your 

parents and to find more detailed 

information when planning your 

pathways to further studies or 

employment, so that you will be able to 

make informed choice on your career

本章只列出學校提供的科目。在新高中學制下,所有新學制中五班均提供中國語文、英國語文、通識教育及數學科的必修部份。 

我們假設大部份中學考慮舊制中五學生轉讀新學制時,(a) 以會考六科計算積點 (中國語文科及英國語文科的第一至五*級會相應化為0至5積點,其他科目E至A級次序作1點至5點),(b) 要求面試及格、操行和考勤良好,(c) 對兩科語文水

全日制經評審自資副學位課程 

Full-time Accredited Self-financing Sub-degree Programmes 

副學位課程是一個統稱,包括副學士學位 (Associate 

Degree)及高級文憑 (Higher Diploma)。副學士學位和 

高級文憑均屬專上教育課程,可兼備通識教育及職業導 

向的內容,即除了訓練學生的一般技能和知識外,亦會 

提供專業學科知識和實用技能的訓練。一般來說,副學 

士學位課程會涵蓋較多通識教育科目,而高級文憑則較 

注重專業知識的灌輸。 

副學位畢業生的升學機會 

副學位課程的結業資格高於中七學歷,畢業生可銜接北 

美四年制大學學位課程的第三年,或英國三年制大學學 

位課程的第二年。副學位畢業生選擇繼續升學,可修讀 

公帑資助高年級學士學位課程、自資銜接學位課程、往 

海外升學或選讀非本地銜接學位課程。在公帑資助學位 

方面,政府由 2012/13 學年開始,將教資會的大學二年 

級銜接學額分階段增至 8,000 名(即 4,000 名新生),以 

增加副學位畢業生升學機會。在自資學位方面,政府已 

擴大專上學生資助計劃的範疇,為在香港修讀經本地評 

審的全日制自資學位或銜接學位課程的副學位課程畢 

業生,提供津貼和貸款資助。 

副學位畢業生的就業出路 

副學位畢業生可投身基層管理及有關專業的助理崗 

位。作為僱主,政府已率先宣布接受副學位學歷為部分 

公務員職系的其中一項入職資格。有關各職系的入職條

Sub-degree programmes include programmes 

leading to qualifications at the level of Associate 

Degree (AD) and Higher Diploma (HD). Both AD and 

HD programmes equip students with generic skills, 

knowledge in specialised disciplines and practical 

vocational skills. In general, AD programmes put 

more emphasis on general education, while HD 

courses are more vocation-oriented.

Education Opportunities for Sub-degree Graduates 

Sub-degree is a valuable standalone exit qualification 

higher than Secondary 7 qualification. Sub-degree 

graduates may articulate to Year 3 of a 4-year 

university degree in the North American model or 

Year 2 of a 3-year university degree in the British 

model. Sub-degree graduates may further their 

studies by articulating to senior years of 

publicly-funded degree programmes, local 

self-financing top-up degree programmes, non-local 

top-up degree programmes and studying abroad. To 

increase the articulation opportunity of sub-degree 

graduates, the number of UGC-funded senior year 

undergraduate places will be doubled to 8,000 per 

annum (i.e. 4,000 intakes) by phases starting from 

2012/13 academic year. The Government has also 

extended the Financial Assistance Scheme for 

Post-secondary Students to provide grant and loan to 

sub-degree graduates pursuing full-time 

locally-accredited self-financing degree or top-up 

degree programmes in Hong Kong. 

Career Path for Sub-degree Graduates 

Sub-degree graduates are equipped with skills for 

employment at elementary management level or 

associate professional level. The Government has 

taken the lead in announcing the acceptance of 

sub-degree qualifications as one of the entry 

requirements for appointment of some civil service 

grades. The relevant recruitment criteria and details 

are obtainable from Government's website on

JOS_001.action) and enquiries may be directed to the 

Civil Service Bureau.

「毅進計劃」 

Project Yi Jin 

課程 

「毅進計劃」學員要取得畢業證書,需修畢 600 小時的 

課程,其中 420 小時是主修科目,包括中文、英文(I 

及 II)、普通話、活用數學、資訊科技應用和人際傳意技 

巧;其餘 180 小時是選修科目。 

「毅進計劃」的課程可以全日或兼讀的方式修讀,歡迎 

所有舊學制下的中五離校生或年滿 21 歲有志進修的成 

年人士報讀。一般來說,全日制學員可於一年內完成整 

個課程。兼讀制學員則可按各自的進度及時間編排來修 

讀課程,完成整個課程一般需時兩年。畢業學員在持續 

教育和就業方面,可達至相當於中學會考五科及格的水 

平;他們可投考要求中五會考五科及格(包括中、英文) 

的政府職位及報讀各院校的持續進修課程。 

現行的毅進計劃將推行至 2011/12 學年結束 (即 2012 

年 9 月 30 日) 為止。所有全日制及兼讀制學員,均必 

須於 2012 年 9 月 30 日前圓滿修畢七個必修單元及三 

個選修單元,方能獲發毅進計劃全科畢業證書。

Programme 

Graduates of Project Yi Jin must complete a 

programme of 600 hours, in which 420 hours are 

core subjects including Chinese, English (I&II), 

Putonghua, Mathematics in Practice, IT Applications 

and Communication Skills. The remaining 180 hours 

are elective subjects at the choice of students. 

Students under Project Yi Jin may study on either 

full-time or part-time basis. All secondary five school 

leavers under the old academic structure or adult 

learners aged 21 or above are welcome to enrol in 

the programme. It usually takes one year to complete 

the programme for full-time students, while part-time 

students usually need two years. For continuous 

education and employment purposes, the 

qualification obtained by Project Yi Jin graduates is 

comparable to 5 passes in HKCEE. Graduates of 

Project Yi Jin can apply for government jobs which 

require 5 passes in HKCEE (including Chinese and 

English) or enrol in the continuing education 

programmes offered by local institutes. 

The existing Project Yi Jin programme will last until 

the end of the 2011/12 academic year (i.e. 30 

September 2012). To obtain a full Project Yi Jin 

certificate, all full-time and part-time students must 

successfully complete the required seven core 

modules and the three elective modules before 30 

September 2012.

1 擬前往外地升學,宜先蒐集較詳盡資料;

種族或族裔,只要符合入學要求,均可報 

讀有關課程。職訓局轄下的香港專業教育 

學院及香港知專設計學院在招收中五及 

中七畢業生的課程中,主要使用英語作為 

教學語言,而在有需要時,亦會輔以中文 

授課。如有關課程的取錄要求香港中學會 

考中國語文科合格,職訓局會考慮非華語 

學生以其他中國語文科的考試資歷申請 

報讀有關課程。

中五畢業生報讀的課程資料,包括使用的

答 6 除一般課程外,由 2006 年開始,職訓 

局已因應非華語學生的特別需要為他們 

開辦資助的職業教育及培訓的專設課 

程。該等課程包括全日制證書/ 文憑課 

程、為中學生而設的應用學習課程、為 

在職人士而設的工藝測試預修課程及職 

業漢語短期課程。這些課程為期數星期 

至三年不等。職訓局並會定期諮詢協助 

這些學生的非政府組織,檢視這些課 

程,以便日後制定迎合需求的課程。 

位於深水埗區的香港專業教育學院黃克 

兢分校設立較多專設課程,並為非華語 

學生提供額外支援服務,以協助他們更 

有效學習、適應校園生活及為未來的就

此外,僱員再培訓局( 再培訓局) 為合資 

格的學員開辦全日制就業掛鈎課程(包 

括「青年培育計劃」課程),部分時間制 

的通用技能課程和「新技能提升計劃」 

課程。由 2007 年 12 月 1 日起,僱員再 

培訓課程的申請資格已放寬至包括 15 

歲或以上及學歷在副學位或以下的人 

士。非華語學生,一如其他本港居民, 

均可申請報讀這些由再培訓局提供的課 

程。 

為加強對非華語人士的支援,再培訓局 

在 2007 年年中已開始推出為非華語人 

士專設的英語授課全日制就業掛鈎課 

程。這些課程費用全免;學員如符合資 

格,可獲發放培訓津貼。學員畢業後, 

亦可獲提供為期 6 個月的就業跟進服 

務。為再培訓局開辦就業掛鈎課程的培 

訓機構,會提供職業轉介及輔導服務, 

註 

協助學員就業。現正開辦的全日制課程包 

括:社區傳譯員證書、初級簿記證書 

(LCC&I Level 1 備試課程)、初級美容師 

證書、酒店房務員證書、咖啡調製員證 

書、印度餐飲廚務助理證書課程等。 

再培訓局亦提供以部分時間制模式授 

課,特為非華語人士而設的通用技能單元 

證書課程,包括基礎廣東話、基礎職業中 

文讀寫、IELTS 備試課程、就業啟航、資 

訊科技應用課程如:試算表、文書處理 

等。在「新技能提升計劃」下提供的英語 

授課課程包括:綜合急救單元證書、社區 

網絡建立及活動策劃單元證書等。再培訓 

局亦會在「青年培育計劃」下開辦更多專 

設課程以照顧非華語青年的需要及期望。 

再培訓局另甄別了約 10 項合適的中文授 

課課程,供能聽、講廣東話的少數族裔 

人士報讀,如酒店前台管理文憑、網路 

工程技術員文憑、HKIAAT 認可會計文員 

證書、人力資源及行政助理證書、診所 

助理證書、微軟企業系統管理(MCITP) 

單元證書課程等。再培訓局會向他們提 

供英文教材,希望透過有關的安排,能 

擴闊他們的培訓機會。如有查詢,請致

(a) 學生在接受中小學教育期間學習中國語文少於六 

年時間;或 

(b) 學生在學校學習中國語文已有六年或以上時間,但 

期間是按一個經調適並較淺易的中國語文課程學 

習,而有關的課程一般並不適用於其他大部分在本 

地學校就讀的學生。 

Message for Non-Chinese Speaking Students 

Non-Chinese speaking (NCS) students may wish to 

refer to the information below when seeking 

opportunities for further studies / higher education and 

vocational training. 

Q.1 Some NCS students may have a late start in the 

learning of Chinese Language before 

participation in the Hong Kong Certificate of 

Education Examination (HKCEE). Are there any 

alternative Chinese qualifications if these 

students wish to attain and will there be any 

subsidy for the relevant examination fee? 

A.1 With effect from 2007, the General Certificate of 

Secondary Education (GCSE) (Chinese)

Examination has been administered in Hong Kong, 

through the Hong Kong Examinations and 

Assessment Authority (HKEAA), to meet the 

needs of the NCS students who prefer to attain 

alternative Chinese Language qualifications.

Eligible school candidates sitting for the GCSE 

(Chinese) Examination, starting from 2010, are 

subsidised to the effect that the examination fee 

level of GCSE (Chinese) charged is on par with 

the Chinese Language paper in the HKCEE or 

Hong Kong Diploma of Secondary Education 

Examination in future. Details of eligibility are

available in the Education Bureau (EDB) Circular 

No. 23/2009 of 18 November 2009 or the EDB

Q.2 Will the results of GCSE (Chinese) Examination 

be recognised? 

A.2 In general, a Grade D or above attained in the 

Chinese Language paper in respect of GCSE / 

International General Certificate of Secondary 

Education (IGCSE) is considered by the HKEAA 

as satisfying the corresponding subject 

requirements at Grade E / Level 2 in the HKCEE 

for the purpose of meeting the Hong Kong 

Advanced Level Examination (HKALE) entry 

qualification. 

Q.3 Will the alternative Chinese qualifications 

mentioned above be considered by the University 

Grants Committee (UGC) - funded institutions for 

admission to the undergraduate programmes 

under the Joint University Programmes 

Admissions System (JUPAS)? 

A.3 With effect from the JUPAS admission in 2008, 

the UGC-funded institutions have considered 

alternative qualification(s), such as those of 

GCSE / IGCSE in Chinese Language, in lieu of 

the general Chinese Language requirement 

based on the HKALE, for JUPAS applicants 

under specified circumstances Note verified by 

schools. This is a significant step taken by the 

institutions to address the aspirations for higher 

education of those NCS students who study in our 

local schools and are prepared to learn the 

Chinese Language. 

Individual institutions have also set out further 

details of their requirements, including the 

alternative Chinese Language qualifications to be 

accepted and the minimum grading required, as 

well as any specific requirements of individual 

undergraduate programmes.

Q.4 Are there any other forms of flexibility for 

admission to the undergraduate programmes of 

the UGC-funded institutions under the JUPAS? 

A.4 The flexibility set out in Q.3 above is in addition to 

other forms of flexibility being offered, including: 

(a) Under the JUPAS, students (including NCS 

students) may, in place of the Chinese 

Language result, use the HKCEE result in a

language other than English in applying for 

admission to undergraduate programmes; 

(b) The institutions may relax the Chinese 

Language requirement and admit students 

on the basis of their outstanding 

performance in other academic subjects; 

(c) In exceptional cases, the Chinese Language 

requirement may be waived having regard 

to individual circumstances; and 

(d) Students who pursue a non-local curriculum 

may apply for admission with the 

UGC-funded institutions direct by using 

results other than those in the HKALE under 

the “non-JUPAS route”. Individual 

institutions have been accepting and will 

continue to accept alternative Chinese 

Language qualifications for non-JUPAS 

applicants. 

Q.5 Some NCS students may be interested in 

vocational education. Will there be courses / 

programmes conducted in the English medium for 

those who would study better in the English 

medium? 

A.5 The Vocational Training Council (VTC) offers a 

wide range of vocational education and training 

courses. All applicants, irrespective of their race 

or ethnic origin, who are able to meet the 

admission requirements, will be considered.

mainly use English as the medium of instruction 

for their post-secondary 5 and 7 level courses and 

may be supplemented with Chinese, if necessary. 

Where courses require a pass in HKCEE Chinese 

Language for admission, alternative Chinese 

Language qualifications may be considered for 

application by the NCS students.

Q.6 Are there any other choices for those who may 

not be able to meet the admission criteria of the 

courses mentioned in Q.5 or those who look for 

short-term vocational training to prepare them to 

join the labour market? 

A.6 To cater for the specific needs of the NCS 

students, the VTC has organised dedicated 

subvented vocational education and training 

courses for them since 2006, including full-time

certificate / diploma courses in vocational studies, 

applied learning courses for secondary students, 

preparatory courses for trade test for in-service 

personnel and vocational Chinese short courses. 

These courses range from a few weeks to three 

years in duration and will be reviewed regularly in 

consultation with non-governmental organisations 

which have been assisting NCS youth to map out 

future programmes to meet the demand. 

The Institute of Vocational Education (Haking 

Wong) in Sham Shui Po District, where most of 

the dedicated courses are operated, has provided 

extra support services for NCS students to help 

them better cope with their study, adapt to 

campus life and prepare for future career or 

further studies. The information of the said 

dedicated courses can be found at the VTC 

website (http://www.vtc.edu.hk/em) dedicated for 

NCS students. 

Separately, the Employees Retraining Board (ERB) 

offers both full-time placement-tied training 

courses (including Youth Training Programme 

courses), part-time generic skills training courses 

and Skills Upgrading Scheme Plus courses for 

eligible trainees. With effect from 1 December 

2007, the eligibility criteria of the Employees 

Retraining Scheme have been relaxed to cover 

people aged 15 or above and those with education 

level of sub-degree or below. NCS students, just 

as other local residents, may apply to enrol in the 

courses offered by the ERB. 

To provide further support for non-Chinese 

speakers, the ERB has launched dedicated 

full-time placement-tied training courses for them 

since mid-2007. These courses are taught in 

English and offered free-of-charge with the 

provision of a training allowance subject to 

trainees’ eligibility. Graduates of such courses 

are entitled to an extended job placement service 

for 6 months. Training bodies offering 

placement-tied courses for the ERB will provide 

job referral and counselling services to help 

trainees get placed. Full-time courses currently 

offering include Certificate in Community 

Interpreter Training, Certificate in Elementary 

Bookkeeping (LCC&I Level 1 Preparatory 

Course), Certificate in Junior Beautician Training, 

Certificate in Hotel Room Attendant Training, 

Certificate in Barista Training and Certificate in 

Kitchen Assistant in Indian Cuisine Training, etc.

The ERB also provides dedicated part-time 

generic skills courses for non-Chinese speakers 

like Elementary Cantonese, Elementary 

Workplace Chinese Reading and Writing, IELTS 

Preparatory Course, Employment Set Sail, and 

courses in Information Technology applications, 

such as Spreadsheet Processing, Word 

Processing, etc. Skills Upgrading Scheme Plus 

courses with English as the medium of instruction 

are provided, including Module Certificate in 

Integrated First Aid, Module Certificate in 

Community Networking and Programme Planning, 

etc. The ERB also aims to organise more 

dedicated new courses that meet the interests and 

aspirations of NCS youth under ERB’s “Youth 

Training Programme”. 

About 10 selected courses delivered in Chinese, 

like Diploma in Hotel Front Office Management, 

Diploma in Network Engineering Technician 

Training, Certificate in HKIAAT Certified Accounts 

Clerk Training, Certificate in Human Resources 

and Administrative Assistant Training, Certificate 

in Medical Clinic Assistant Training, Module 

Certificate in Microsoft Enterprise Systems 

Administration (MCITP), etc. are enrolling ethnic 

minorities who can comprehend Cantonese to 

broaden training options to the group. ERB will 

provide them with English training materials, 

hoping that such arrangement will help further 

expand their training opportunities. For enquiries,

(a) The student has learned Chinese Language for less than six 

years while receiving primary and secondary education; or 

(b) The student has learned Chinese Language for six years or 

more in schools, but has been taught an adapted and simpler 

Chinese Language curriculum not normally applicable to the

升學輔導手冊」(中七手冊),為學生提供全面及準 

確的出路資訊。 

毅進計劃全日制課程資訊日 2011 

香港高等院校持續教育聯盟的成員院校將舉辦毅 

進計劃全日制課程資訊日 2011,讓同學了解各院校 

提供的毅進課程的特色。有興趣報讀人士,可於七 

月中起在互聯網上(網址: www.pyj.org.hk)瀏覽或到 

各院校辦事處、民政事務總署各區諮詢服務中心或 

公共圖書館索取課程簡介,並透過互聯網(網址: 

www.pyj.org.hk)辦理報名手續(報讀人士必須於 

2011 年 8 月 9 日下午 4 時前完成辦理報名手續及 

繳交報名費)。 

中七手冊於 6 月下旬派發 

這本手冊可於中七學生就讀的學校、教育局各區域教育服 

務處、勞工處「青年就業起點」、各區民政事務總署諮詢 

服務中心索取。手冊的電子版可於教育局網頁 

(www.edb.gov.hk/cgs) 下載。

Important Frontline Information for 

the 2011 HKCEE private candidates and S7 Graduates 

The Education Bureau (EDB) will organise various specific services and activities for the S5 HKCEE 

private candidates and S7 graduates at the release of the 2011 HKCEE and JUPAS main round 

results. The details are as follows:

Careers Guidance Handbook 

The EDB and Hong Kong Association of 

Careers Masters and Guidance Masters 

jointly compile the “Careers Guidance 

Handbook for Secondary 7 Graduates” (S7 

Handbook), providing the S7 graduates with 

comprehensive and accurate information on 

various further study and vocational 

education pathways. 

Project Yi Jin Information Day 2011 

The Federation for Continuing Education in 

Tertiary Institutions will organise a Project Yi Jin 

Information Day 2011 to let students learn more 

about the different courses provided by the 

institutions. The joint prospectus will be available 

on the internet (website: www.pyj.org.hk) or at 

the respective institutions, the District Offices of 

Home Affairs Department and public libraries 

starting from mid-July. Applicants may submit 

their enrolment applications through this website: 

www.pyj.org.hk. (Applicants must complete the 

enrolment procedure and pay the enrolment fee 

before 4:00 pm on 9 August 2011). 

The S7 Handbook will be distributed in late June. 

The Handbook can be obtained from the S7 

graduates’ own schools, the Regional Education 

Offices of EDB, “Youth Employment Start”, the 

Labour Department and public enquiry service 

centres of various district offices. The electronic 

version of the Handbook can be downloaded from 

the EDB’s webpage (www.edb.gov.hk/cgs).

報讀提供非正規課程的私立學校須知 

報讀提供非正規課程的私立學校時,學生應: 

1. 查證有關學校在校舍的顯眼處,有否展示「學校註冊證明書」,證明該校及校址已獲教育局批准註 

冊; 

2. 查閱在學校顯眼處展示所開辦的課程及其費用總額(包括每月費用及期數)。學校須根據《教育條例》 

的規定,不早於課程開始的一個月前收取第一期的學費; 

3. 保存學費的正式收據;及 

4. 選擇安全的學習環境,並核對上課的學生人數是否超過在每間課室顯眼處展示的最高學生容額。

Notes on choosing private schools offering non-formal curriculum 

When choosing private schools offering non-formal curriculum, a student should 

1. ensure that the school concerned has posted in a conspicuous place in the school premises a 

Certificate of Registration as an evidence that the school and the school premises have been 

registered with the Education Bureau; 

2. study the course fees information posted in a conspicuous place in the school premises, check 

the courses operated and their inclusive fees (including monthly fees and the number of 

instalments). A school should, in accordance with the Education Ordinance, collect the first 

monthly instalment no earlier than one month before the commencement of the educational 

course; 

3. retain formal receipt for course payment; and 

4. select a school with a safe learning environment and check whether the number of students in a 

class exceeds the permitted accommodation of the classroom which is specified in a notice 

displayed in a conspicuous place in each classroom.
