The fight for<br />

free speech<br />

The violence, looting and mayhem that<br />

this nation has seen over the last several<br />

months has much of its roots in academia,<br />

where leftist faculty teach immature young<br />

people all manner of nonsense that contradicts<br />

commonsense and the principles<br />

of liberty. Chief among their lessons is a<br />

need to attack free speech in the form of<br />

prohibitions against so-called hate speech<br />

and microaggressions. Here are examples<br />

of microaggressions: “You are a credit to<br />

your race.” “Wow! How did you become<br />

so good in math?” “There is only one race,<br />

the human race.” “I’m not racist. I have<br />

several black friends.” “As a woman, I<br />

know what you go through as a racial<br />

minority.”<br />

It is a tragic state of affairs when free<br />

speech and inquiry require protection at<br />

institutions of higher learning. Indeed,<br />

freedom in the marketplace of ideas<br />

has made the United States, as well as<br />

other Western nations, a leader in virtually<br />

every area of human endeavor. A<br />

monopoly of ideas is just as dangerous<br />

as a monopoly in political power or a<br />

monopoly in the production of goods<br />

and services.<br />

We might ask what is the true test of<br />

a person’s commitment to free speech?<br />

The true test does not come when he permits<br />

people to say those things he deems<br />

acceptable. The true test comes when he<br />

permits people to say those things that he<br />

deems offensive. The identical principle<br />

applies to freedom of association; its true<br />

test comes when someone permits others<br />

to voluntarily associate in ways that he<br />

deems offensive.<br />

While free speech has been under attack,<br />

we are beginning to see some pushback.<br />

More than 12,000 professors, free speech<br />

leaders and conservative-leaning organization<br />

leaders have signed “The Philadelphia<br />

Statement.”<br />

The 845-word document says in part:<br />

“Similarly, colleges and universities are<br />

imposing speech regulations to make<br />

students ‘safe,’ not from physical harm,<br />

but from challenges to campus orthodoxy.<br />

These policies and regulations assume<br />

that we as citizens are unable to think for<br />

ourselves and to make independent judgments.<br />

Instead of teaching us to engage,<br />

they foster conformism (“groupthink”)<br />

and train us to respond to intellectual<br />

challenges with one or another form of<br />

censorship. A society that lacks comity<br />

and allows people to be shamed or intimidated<br />

into self-censorship of their ideas<br />

and considered judgments will not survive<br />

for long. As Americans, we desire<br />

a flourishing, open marketplace of ideas,<br />

knowing that it is the fairest and most<br />

effective way to separate falsehood from<br />

truth. Accordingly, dissenting and unpopular<br />

voices – be they of the left or the<br />

right – must be afforded the opportunity<br />

to be heard. They have often guided our<br />

society toward more just positions, which<br />

is why Frederick Douglass said freedom<br />

of speech is the ‘great moral renovator of<br />

society and government.’”<br />

The recognition of the intellectual<br />

elite attacking free speech is not new. In<br />

a 1991 speech, Yale University President<br />

Benno Schmidt warned: “The most serious<br />

problems of freedom of expression in our<br />

society today exist on our campuses. The<br />

assumption seems to be that the purpose<br />

of education is to induce correct opinion<br />

rather than to search for wisdom and to<br />

liberate the mind.”<br />

Tyrants everywhere, from the Nazis to<br />

the communists, started out supporting<br />

free speech rights. Why? Because speech<br />

is important for the realization of leftist<br />

goals of command and control. People<br />

must be propagandized, proselytized<br />

and convinced. Once leftists have gained<br />

power, as they have in most of our colleges<br />

and universities, free speech becomes a liability.<br />

It challenges their ideas and agenda<br />

and must be suppressed.<br />

Attacks on free speech to accommodate<br />

multiculturalism and diversity are really<br />

attacks on Western values, which are<br />

superior to all others. The indispensable<br />

achievement of the West was the concept CM<br />

of individual rights, the idea that individuals<br />

have certain inalienable rights that are<br />

not granted by government. Governments<br />

exist to protect these inalienable rights. It<br />

took until the 17th century for that idea Kto<br />

arise and mostly through the works of English<br />

philosophers such as John Locke and<br />

David Hume. And now the <strong>21</strong>st century<br />

campus leftists are trying to suppress these<br />

inalienable rights.<br />

long enough to drive into town with their wives – wage earners stopping on the<br />

way to work or the way home –business and professional men and women – town<br />

and city housewives – and that great company of youth for whom this year’s first<br />

vote will be a great adventure.<br />

Americans have had to put up with a good many things in the course of our history.<br />

But the only rule we have ever put up with is the rule of the majority. That is the only<br />

rule we ever will put up with. Spelled with a small “d” we are all democrats.<br />

In some places in the world the tides are running against democracy. But our<br />

faith has not been unsettled. We believe in democracy because of our traditions.<br />

But we believe in it even more because of our experience.<br />

When you and I stand in line tomorrow for our turn at the polls, we shall stand in<br />

a line which reaches back across the entire history of our nation.<br />

Washington stood in that line and Jefferson and Jackson and Lincoln. And in<br />

later days Cleveland stood there and Theodore Roosevelt and Woodrow Wilson.<br />

All these – in their day-waited their turn to vote. And rubbing elbows with them –<br />

their voting equals – is a long succession of American citizens whose names are not<br />

known to history but who, by their vote, helped to make history.<br />

Every man and every woman who has voted in the past has had a hand in the<br />

making of the United States of the present. Every man and woman who votes<br />

tomorrow will have a hand in the making of the United States of the future. To<br />

refuse to vote is to say: “I am not interested in the United States of the future.”<br />

We who live in a free America know that our democracy is not perfect. But<br />

we are beginning to know also that, in self-government as in many other things,<br />

progress comes from experience. People do not become good citizens by mandate.<br />

They become good citizens by the exercise of their citizenship and by the discussions,<br />

the reading, the campaign give-and-take which help them make up their<br />

minds how to exercise that citizenship.<br />

Not only are people voting in larger numbers this year. They also know more<br />

this year than ever before about the real issues. They are thinking for themselves.<br />

They listen to both sides. They no longer accept at face value opinions or even<br />

statements from newspapers, from political spokesmen and from so-called leaders<br />

of their communities. They insist on checking up.<br />

I doubt if there was ever more downright political intelligence at the average<br />

American fireside than there is today.<br />

Whoever is elected tomorrow will become the President of all the people. It will<br />

be his concern to meet the problems of all the people with an understanding mind<br />

and with no trace of partisan feeling.<br />

Any President should welcome any American citizen or group of citizens who<br />

can offer constructive suggestions for the management of government or for the<br />

improvement of laws.<br />

Society needs constant vigilance and the interest of individual men and women.<br />

And when you go to the ballot box tomorrow, do not be afraid to vote as you<br />

think best for the kind of a world you want to have. There need be no strings on<br />

any of us in the polling place.<br />

In the polling booth we are all equals.<br />

Sometimes men wonder overmuch what they will receive for what they are giving<br />

in the service of a democracy – whether it is worth the cost to share in that struggle<br />

which is a part of the business of representative government. But the reward of that<br />

effort is to feel that they have been a part of great things, that they have helped to<br />

build, that they have had their share in the great battles of their generation.<br />

Wastewater treatment<br />

plant expansion planned<br />

As documented by O’Fallon city staff,<br />

the Missouri Department of Natural<br />

Resources notified the city in <strong>20</strong>16 that<br />

ammonia limits at its wastewater treatment<br />

plant must be reduced within a five-year<br />

timeframe. This was not optional.<br />

In response, the city designed and is currently<br />

constructing a wastewater treatment<br />

plant expansion project. In addition to<br />

plant upgrades, improvements are needed<br />

to wells 3 and 4.<br />

To fund the cost of these projects, Mayor<br />

Bill Hennessy sponsored Bill No. 7253 to<br />

authorize special obligation bonds for a<br />

total of $5,195,000.<br />

Additionally, Bill No. 7254, sponsored<br />

by Hennessy, proposes to authorize taxable<br />

special obligation refunding bonds<br />

to refund the special obligation bonds at a<br />

cost saving to the city. Those <strong>20</strong>12 bonds<br />

originally were issued to refund <strong>20</strong>01 plant<br />

projects.<br />

At the Oct. 8 council meeting, Bills 7253<br />

and 7254 were given a first reading. Vote<br />

for passage is expected to occur at the Oct.<br />

22 council meeting.<br />

In addition, Resolution <strong>10</strong>-08-<strong>20</strong><strong>20</strong>A<br />

was passed by a vote of <strong>10</strong>-0, to authorize<br />

the sale of those bond series as soon as the<br />

council approves the two bills in a subsequent<br />

meeting. Passage of the resolution<br />

enables city staff to proceed with protocol<br />

items required prior to bonds being offered<br />

for bid.<br />

Recreational facility planned<br />

for former gym site<br />

Dogwood Social House, LLC has<br />

applied for a conditional use permit for an<br />

indoor commercial recreation facility and<br />

a liquor store at 2601 Hwy. K, the former<br />

Gold’s Gym building, which is already<br />

zoned as C-2/General Business District.<br />

Gold’s Gym was permanently closed in<br />

April <strong>20</strong><strong>20</strong>, after the COVID-19 pandemic<br />

caused its parent company to reassess all<br />

under-performing locations in the U.S.<br />

The building has been shuttered since then.<br />

Dogwood currently operates similar<br />

facilities in Ellisville and Cape Girardeau.<br />

Recreation at the Hwy. K location would<br />

include axe throwing, billiards, arcade<br />

games, shuffleboard, yard games, karaoke<br />

room, bowling, a bar and outdoor patio.<br />

Dogwood also has applied for a separate<br />

conditional use permit for the sale of alcohol<br />

by the drink. Their Hwy. K recreation<br />

facility and liquor store would be separate<br />

spaces and have separate entrances.<br />

Recreational facility operational hours<br />

would be 11 a.m.-midnight, Wednesday<br />

and Thursday; 11 a.m.-1:30 a.m., Friday<br />

and Saturday; and 11 a.m.-6 p.m., Sunday.<br />

Liquor store hours were not specified.<br />

Adjacent to the property are Four Seasons<br />

Plaza to the north, Dardenne Elementary<br />

School to the south, Hwy. K to the east<br />

and Brandywine Estates to the west.<br />

Bill No. 7245 to allow or deny the<br />

permit was given a public hearing and first<br />

reading at the Oct. 8 council meeting. If<br />

the typical process is followed, the second<br />

reading and vote for passage would be at<br />

the Oct. 22 council meeting.<br />

The Planning & Zoning Commission<br />

has recommended approval with nine specific<br />

conditions, including a solid barrier<br />

between the proposed patio and the school<br />

to the south.<br />

Justice Center improvements<br />

authorized<br />

At its Oct. 8 meeting, the O’Fallon City<br />

Council passed Resolution <strong>10</strong>-08-<strong>20</strong><strong>20</strong>E<br />

by a vote of <strong>10</strong>-0, to authorize Justice<br />

Center improvements paid from the Asset<br />

Forfeiture Fund for a total of $479,600.

One way the fund is supplied is from<br />

the sale of assets seized from drug dealers<br />

after successful civil and criminal cases.<br />

The improvements and approximate<br />

costs will be:<br />

• $300,000 to design, build and equip the<br />

defensive tactics and de-escalation room<br />

and driving simulator room.<br />

• $27,000 for 1<strong>20</strong> Armament Systems<br />

and Procedures (ASP) batons.<br />

• $140,000 for the driving simulator.<br />

• $12,600 for 75 binoculars.<br />

The resolution also includes $15,000<br />

from the Justice Center Project Fund<br />

(Bond Fund) to repair three Justice Center<br />

gates that are not operable at this time.<br />

The defensive tactics and de-escalation<br />

training room was not completed when<br />

the Justice Center was built in <strong>20</strong>17. The<br />

new room’s design includes tiered seating<br />

for better viewing during training and<br />

a separate room for the driving simulator.<br />

Equipment will include defensive tactics<br />

mats, flooring and heavy bags.<br />

Included in the resolution are funds for<br />

the replacement of existing but outdated<br />

batons. A new training course has been<br />

developed for police officers using the<br />

new ASP Talon Infinity Baton and will be<br />

included in the <strong>20</strong><strong>21</strong> training schedule.<br />

New binoculars are needed in police<br />

vehicles to meet Missouri Police Chiefs<br />

Association (MPCA) Certification requirements.<br />

County named to ‘Healthiest<br />

Communities’ list<br />

In the midst of the pandemic, there’s<br />

good news about health for St. Charles<br />

County residents.<br />

The county has been ranked 82nd of<br />

3,000 communities evaluated nationwide<br />

in the “<strong>20</strong><strong>20</strong> Healthiest Communities”<br />

report by U.S. News & World Report. This<br />

comes on the heels of it ranking at the top<br />

of Missouri’s healthiest counties earlier<br />

this year. That ranking came in the annual<br />

“County Health Rankings” report by the<br />

Robert Wood Johnson Foundation and<br />

the University of Wisconsin’s Population<br />

Health Institute.<br />

Teen lights up the night<br />

for local care service<br />

Jacob Jones, a 17-year-old St. Dominic<br />

student, has created a flashy fundraiser for<br />

the Sts. Joachim and Ann Care Service.<br />

Jones, who loves light shows, donates all<br />

the proceeds of his annual Halloween and<br />

Christmas displays to the nonprofit, which<br />

serves individuals and families in crisis.<br />

“I’ve always wanted to make a light<br />

show of my own. Every Christmas, my<br />

family would go see a light display by<br />

ICD (Immaculate Conception Church) in<br />

Dardenne Prairie. Every time we passed it,<br />

I told my parents I wanted to do that someday,”<br />

Jones explained.<br />

Two years ago, he did just that.<br />

He now spends <strong>10</strong> months out of the<br />

year programming the lights to music,<br />

and then spends several days stringing up<br />

thousands of lights for both Halloween and<br />

Christmas.<br />

“During the holiday months, our front<br />

porch is covered in wires,” Jones said.<br />

The light show is located at 28 Lost<br />

Valley Court in St. Peters and is open from<br />

5:30-9 p.m., Monday-Thursday; from<br />

5:30-<strong>10</strong> p.m., Friday and Saturday; and<br />

Election Preview: Unpacking Amendment 3<br />

The amendment asks voters to reconsider, modify provisions approved in <strong>20</strong>18<br />

with the passage of Amendment 1, aka ‘Clean Missouri’<br />

This November voters across the state<br />

will be asked to weigh in on one of the<br />

most important (yet misunderstood)<br />

issues to the American political process<br />

– the drawing of legislative district maps.<br />

State Rep. John Wiemann (R-District<br />

<strong>10</strong>3) is a key sponsor of the legislation<br />

(Senate Joint Resolution 38) that has<br />

become Amendment 3. The issue on the<br />

November ballot will ask voters across<br />

the state to decide if the Missouri Constitution<br />

should be amended to:<br />

• change the threshold of lobbyists’ gifts<br />

from $5 to $0.<br />

• lower the campaign contribution limit<br />

for state Senate campaigns from $2,500 to<br />

$2,400.<br />

• change the redistricting process<br />

voters approved in <strong>20</strong>18* by transferring<br />

responsibility for drawing state legislative<br />

districts from the nonpartisan state<br />

demographer to governor-appointed<br />

bipartisan commissions, and modifying<br />

and reordering the redistricting criteria.<br />

(*Voters in <strong>20</strong>18 passed Amendment 1,<br />

also known as “Clean Missouri,” by over<br />

60% of the vote.)<br />

“Most citizens, when asked about their<br />

legislative districts, agree that making the<br />

districts compact, contiguous, and emphasizing<br />

community of interest are things<br />

that are important to them,” Wiemann said.<br />

“Clean Missouri virtually eliminated these<br />

factors from consideration for<br />

redistricting and instead focuses<br />

on ‘political fairness’ wherein<br />

all districts should attempt to be<br />

equally balanced between political<br />

parties.<br />

“Under Clean, a district that<br />

starts in downtown St. Louis<br />

could meander out through Jefferson<br />

County in an effort to balance<br />

the Democrats in St. Louis<br />

with the Republicans in Jefferson<br />

County. This could result in gerrymandering<br />

on steroids.”<br />

Breaking ‘Clean Missouri’<br />

Led by a bipartisan coalition, opponents<br />

to Amendment 3 unite under the familiar<br />

moniker of “Clean Missouri.” The term,<br />

which was linked favorably to Amendment<br />

1 in <strong>20</strong>18, now refers to the opposition<br />

of Amendment 3. Thus, adding to the<br />

confusion for voters in <strong>20</strong><strong>20</strong>.<br />

Critics accuse Amendment 3 of being<br />

“deceptive” and an attempt by some to “rig<br />

the maps.” According to the group’s website,<br />

opposition to Amendment 3 includes<br />

former U.S. Senator John C. Danforth, a<br />

Republican, and St. Louis Mayor Lyda<br />

Krewson, a Democrat.<br />

Gerrymandering: the practice of<br />

dividing or arranging a territorial<br />

unit into election districts in a way<br />

that gives one political party an<br />

unfair advantage in elections.<br />

State Representative Peter Meredith<br />

(D-District 80) is also among local leaders<br />

who oppose Amendment 3. He has<br />

used his social media platform, among<br />

other avenues, to voice his opposition.<br />

On Twitter, Meredith calls Amendment<br />

3 “a nasty and extreme gerrymandering<br />

amendment” and charges that it will make<br />

Missouri “the most gerrymandered state<br />

since 1970s Mississippi.”<br />

Critics view Amendment 3 as an attempt<br />

to roll back the reforms approved two<br />

years ago with the passage of Amendment<br />

1. Among those reforms was stripping<br />

the state legislature of its power to determine<br />

legislative districts. Rather,<br />

Amendment 1 gave that power to<br />

a nonpartisan state demographer<br />

with the intent of taking politics<br />

out of the process. The demographer<br />

is to be chosen from an<br />

applicant pool by the State Auditor<br />

and the majority and minority<br />

leaders of the Missouri Senate.<br />

The chosen applicant must not<br />

have served in an elected, partisan<br />

position for four years before<br />

his or her appointment.<br />

To date, no one has been hired<br />

for this position.<br />

The districts drawn by the demographer<br />

are to contain roughly similar numbers of<br />

voters for both major political parties.<br />

Fixing ‘Clean Missouri’<br />

Proponents of Amendment 3, including<br />

Wiemann, believe Clean Missouri presents<br />

its own set of unresolved legal issues.<br />

At its meeting on Oct. 13, the St.<br />

Charles County Council took up Emergency<br />

Bill No. 4893, which concerned<br />

the county accepting a grant of $667,919<br />

from the Center for Tech and Civic Life.<br />

The Center is an election advocacy group<br />

with some financial ties to Facebook<br />

CEO Mark Zuckerberg.<br />

Council member Joe Brazil (District<br />

2) stated that he had a number of questions<br />

concerning the bill, which had<br />

been sponsored by county Financial<br />

Director Bob Schnur and submitted by<br />

council chairman Terry Hollander (District<br />

5). He asked why this bill had been<br />

designated as an “emergency” measure<br />

and suggested that it should have been<br />

treated as a standard revenue measure<br />

with two readings and time for the full<br />

council to give the proposal adequate<br />

consideration.<br />

Brazil suggested that the bill was<br />

being rushed through without a complete<br />

and thorough vetting. He also wondered<br />

why the county would consider accepting<br />

Zuckerberg’s money, in light of Facebook’s<br />

known censoring of opinions,<br />

particularly those of known conservative<br />

voices, including the President of the<br />

United States.<br />

“Do you guys know that we are taking<br />

Zuckerberg’s money … have any of you<br />

guys given any thought to this? Are you<br />

kidding me?” Brazil asked.<br />

Schnur’s response led to a sharp<br />

exchange with Brazil over the measure,<br />

with Schnur stating that the proposed<br />

He contends those could be remedied by<br />

the passing of Amendment 3.<br />

“Amendment 1 gives the authority to<br />

the state auditor, who has nothing to do<br />

with elections, to appoint the state demographer,<br />

who will be the one person who<br />

draws the political lines,” Wiemann said.<br />

“… furthermore, the Missouri Constitution,<br />

Article IV, Section 14, (states that)<br />

the Secretary of State is responsible for<br />

elections. Why did advocates for Clean<br />

Missouri select the state auditor for this<br />

task instead of the one statewide elected<br />

official charged constitutionally with the<br />

responsibility of elections in Missouri?”<br />

The fair ballot language approved for<br />

the Nov. 3 General Election describes the<br />

bill had nothing to do with Zuckerberg<br />

or his politics. Instead, he said it dealt<br />

with accepting money to buy necessary<br />

equipment mandated by federal law.<br />

Schnur further suggested that Brazil<br />

had not thoroughly read the council<br />

packet. To which Brazil responded, “…<br />

we have been forbidden to talk to anyone<br />

in county government about this issue.”<br />

“I’m trying to tell you, if you would<br />

just listen,” Schnur replied.<br />

County Director of Elections Kurt Bahr<br />

took over the answering of questions at<br />

this point. He stated that Zuckerberg had<br />

given a $250 million contribution to the<br />

Center For Tech and Civic Life. Additionally,<br />

he noted that the county was legally<br />

required by the Americans With Disabilities<br />

Act to have at least one ADA-compliant<br />

voting machine at each polling place,<br />

and that HAVA (Help Americans Vote<br />

Act) imposed other mandates, as well. He<br />

stressed the necessity to move quickly<br />

on this issue, and said that the $667,919<br />

grant would allow the region to meet its<br />

obligation with little expense to county<br />

taxpayers.<br />

Brazil asked about the make-up of<br />

Unison Corporation, the company from<br />

whom the county buys most of their<br />

voting equipment; a question that Bahr<br />

could not answer.<br />

Council member Joe Cronin (District<br />

1) stated that he favored anything that<br />

would solve a problem without overburdening<br />

the county taxpayers. His view<br />

seemed to carry the day.<br />

The council voted 5-1 to pass the bill,<br />

with Brazil opposed.<br />

redistricting process proposed by Amendment<br />

3 as follows:<br />

“The amendment modifies the criteria<br />

for redrawing legislative districts and<br />

changes the process for redrawing state<br />

legislative district boundaries during<br />

redistricting by giving redistricting<br />

responsibility to a bipartisan commission<br />

(sic), renames them, and increases membership<br />

to <strong>20</strong> by adding four commissioners<br />

appointed by the Governor from<br />

nominations by the two major political<br />

party’s state committees.”<br />

Among the criteria for redistricting,<br />

as defined by SJR 38, are that “districts<br />

shall be as nearly equal as practicable in<br />

population” and “shall be composed of<br />

contiguous territory as compact as may<br />

be.”

This year, the preliminary round of the<br />

competition will be conducted solely by<br />

video submissions.<br />

Students will vie for scholarships, special<br />

awards, prizes, and the opportunity to<br />

compete in the finals on the Fabulous Fox<br />

Theatre stage. This event showcases the<br />

most talented teens in the region who excel<br />

in the performing arts.<br />

Contestants must be enrolled in grades<br />

9-12 in the <strong>20</strong><strong>20</strong>-<strong>20</strong><strong>21</strong> school year and<br />

must attend a high school or home<br />

school within a 50-mile radius from the<br />

St. Louis Gateway Arch. Acts may be<br />

a solo or up to six students performing<br />

as a group. Performing arts categories<br />

include, but are not limited to, singers,<br />

dancers, actors, musicians, comedians,<br />

ventriloquists and circus skill artists.<br />

Acts may perform original or published<br />

material.<br />

Students placing first, second and third<br />

will win college scholarships. Contestants<br />

who advance to the semi-final round<br />

will be eligible for various prizes, special<br />

awards, and scholarships.<br />

Student awarded for<br />

winning essay<br />

On Oct. 7, Sts. Joachim and Ann School<br />

announced that student Meghan Baumann<br />

was the winner of the school’s PTO Essay<br />

Scholarship for the year of <strong>20</strong><strong>20</strong>.<br />

Every year, the school’s seventh grade<br />

class is asked to write an essay summarizing<br />

what they have learned and how<br />

they have served during their time at Sts.<br />

Joachim & Ann.<br />

The essays are submitted to be reviewed<br />

anonymously and then the PTO members<br />

and various teachers score the essays; the<br />

student who writes the winning essay gets<br />

a $500 scholarship towards their eighthgrade<br />

year. However, due to complications<br />

caused by COVID-19, the contest was<br />

delayed slightly.<br />

In early October, Baumann was declared<br />

the winner of the class. She is completing<br />

her ninth year at Sts. Joachim and Ann<br />

On Oct. 6, Lutheran High girls tennis<br />

players Paige Renee Brown and Annaliese<br />

Nichole Breite captured the MSHSAA<br />

Class 1 District 7 Doubles Championship<br />

title in a 3-6, 6-4, 6-4 match. This recent<br />

victory earned Brown and Breite the designation<br />

as the first girls tennis district champions<br />

in Lutheran High’s history.

Cyberbullying may be more<br />

prevalent during pandemic<br />

For many adolescents and teens, social<br />

distancing and remote learning during the<br />

coronavirus pandemic means that their primary<br />

interactions with peers are happening<br />

online rather than in person. And that fact<br />

may be leading to more instances of cyberbullying<br />

– an increase of as much as 70%,<br />

according to some initial research.<br />

With or without a pandemic, however,<br />

online bullying is a large and growing<br />

problem. More than half of U.S. teens<br />

have reported some type of experience with<br />

cyberbullying, defined as aggressive online<br />

behavior that includes harassment, insults,<br />

threats, or spreading rumors. Nearly <strong>20</strong>% of<br />

U.S. high school students report being personally<br />

cyberbullied at some point.<br />

According to the CDC, young people<br />

who experience bullying are at increased<br />

risk for anxiety and depression, sleep difficulties<br />

and problems with school, among<br />

other issues.<br />

Complicating this situation is the fact<br />

that teens’ support networks are currently<br />

more limited; many can’t visit a guidance<br />

counselor, teacher or coach to talk about<br />

what may be happening online or ask for<br />

help. In many cases, they may not want to<br />

talk to their parents either, out of concern<br />

that their technology use will be restricted.<br />

However, parents do play a key role in<br />

how their kids interact with others online. A<br />

recent New York University study showed<br />

that adolescents who perceive their parents<br />

to be loving are less likely to engage in<br />

cyberbullying themselves. Other types of<br />

emotional support, including how strongly<br />

teens feel that their parents help and understand<br />

them, also contributed to the likelihood<br />

of whether young people engaged in<br />

cyberbullying behavior, the study found.<br />

It is especially important now for parents<br />

to understand how children are cyberbullied<br />

so action can be taken to stop it, the<br />

NYU researchers said. They pointed out<br />

some of the most common cyberbullying<br />

tactics, which include:<br />

• Posting comments or rumors about<br />

someone online that are mean, hurtful, or<br />

embarrassing.<br />

• Threatening to hurt someone or telling<br />

them to hurt themselves.<br />

• Posting a mean or hurtful picture or<br />

video.<br />

• Pretending to be another person or creating<br />

a false profile online in order to solicit<br />

personal information about someone.<br />

• Posting mean or hateful names, comments,<br />

or content about someone based<br />

on race, religion, ethnicity or other personal<br />

characteristics.<br />

• Creating a mean or hurtful webpage<br />

about someone.<br />

During October, which is National Bullying<br />

Prevention Month, anti-bullying<br />

organizations around the country focus on<br />

bringing awareness to the important issue<br />

of bullying. StopBullying.gov, sponsored<br />

by the U.S. Department of Health and<br />

Human Services, also provides resources<br />

to help parents prevent, respond to, and<br />

take action against cyberbullying.<br />

Analysis finds ‘herd immunity’<br />

to COVID-19 still far off<br />

Findings of a recent Stanford University<br />

study seem to show that the U.S. remains<br />

a far cry from achieving herd immunity to<br />

the coronavirus. It suggests that just over<br />

9% of Americans had developed antibodies<br />

to the virus as of the end of July.<br />

Herd immunity occurs when enough<br />

of a population has developed protection<br />

against a virus so that it can no<br />

longer spread efficiently. In the case of<br />

COVID-19, public health experts have<br />

said that approximately 70% of the population<br />

needs to develop antibodies to the<br />

virus – either by becoming infected or by<br />

receiving a vaccination – to achieve herd<br />

immunity.<br />

The Stanford study examined blood<br />

plasma samples from more than 28,000<br />

randomly selected people who received<br />

dialysis treatments in 46 states this July.<br />

Although they tended to be older and<br />

included a higher percentage of men<br />

than women, the researchers considered<br />

the group to be an accurate barometer of<br />

COVID-19 prevalence across the nation.<br />

When the researchers adjusted their<br />

results for the general population, they<br />

concluded that an estimated 9.3% of the<br />

U.S. population had developed antibodies<br />

to the coronavirus by mid-summer. Perhaps<br />

just as interestingly, their analysis<br />

revealed that relatively few people found<br />

to have antibodies – just 9.2% – had actually<br />

received a diagnosis of COVID-19.<br />

The study also found that the percentage<br />

of people with antibodies differed greatly<br />

from region to region. For example, it<br />

was much higher in hard-hit northeastern<br />

states, where an estimated 27.2% of the<br />

national dialysis population tested positive<br />

for antibodies. On the other hand, an estimated<br />

3.5% of those in western states were<br />

positive. Those living in the most densely<br />

populated urban areas were <strong>10</strong> times more<br />

likely to have antibodies.<br />

“This research clearly confirms that<br />

despite high rates of COVID-19 in the<br />

(U.S.), the number of people with antibodies<br />

is still low, and we haven’t come close<br />

to achieving herd immunity,” said study<br />

co-author Dr. Julie Parsonnet. “Until an<br />

effective vaccine is approved, we need to<br />

make sure our more vulnerable populations<br />

are reached with prevention measures.”<br />

U.S. News & World Report evaluates<br />

counties on 84 metrics across <strong>10</strong><br />

health and health-related categories<br />

which include population health, equity,<br />

education, economy, housing, food and<br />

nutrition, environment, public safety,<br />

community vitality, and infrastructure. It<br />

assesses which communities offer their<br />

citizens the greatest opportunity to live<br />

productive, healthy lives. The report<br />

found that St. Charles County scored<br />

better than the state and the nation in<br />

percentage of residents who are in good<br />

general health, engage in physical activity,<br />

do not smoke, have health insurance,<br />

and more. The report also considers factors<br />

such as life expectancy and mental<br />

health. The county’s overall score was<br />

74 out of <strong>10</strong>0; the U.S. and Missouri both<br />

rated 46.<br />

Beyond the rankings, this report offers<br />

data and insight on each of the thousands<br />

of communities evaluated that educates<br />

and informs consumers and policymakers<br />

about what is occurring in their communities.<br />

This year’s report includes new tools<br />

that track COVID-19, and while specific<br />

COVID data is not included in the analysis<br />

and rankings, it does include data on<br />

diseases relevant to the pandemic.<br />

The report has been issued for three<br />

years, and St. Charles County has ranked<br />

well all three years. In <strong>20</strong>19, the county<br />

ranked 80th and in <strong>20</strong>18, was 83rd.<br />

This is the 11th consecutive year the<br />

county has ranked among the top counties<br />

for health outcomes and health<br />

factors in the Robert Wood Johnson<br />

Foundation and the University of Wisconsin’s<br />

Population Health Institute<br />

“County Health Rankings” report. St.<br />

Charles County ranks second in the state<br />

for both Health Outcomes and Health<br />

Factors. These rankings are based on<br />

public data collected from vital statistics<br />

and government surveys. Health Outcomes<br />

considers the length of life and<br />

health status of residents; Health Factors<br />

encompasses healthy behaviors, available<br />

clinic care, education and income<br />

levels.<br />

“As public health professionals, staff<br />

in the St. Charles County Department of<br />

Public Health are dedicated to making<br />

certain our residents have the tools and<br />

education they need to choose healthy<br />

lifestyles,” Health Department Director<br />
