Dear members of BICSc<br />

Welcome to the <strong>Spring</strong> <strong>Edition</strong> of <strong>The</strong> <strong>Standard</strong><br />

2016 was a year of uncertainty what with Brexit and Donald Trump’s election. One thing you can be<br />

sure of though, is that 2017 will be a year of important changes for BICSc. One of the most significant<br />

being the changes to the routes of membership. New members will no longer be able to apply via the<br />

experience route as from 1 April. New grades of educational membership will be announced later this<br />

year including a Student membership which will also be open to apprentices.<br />

BICSc Roadshows will return for 2017 providing up to date technical and industry information for<br />

individual and corporate members. This year the BICSc Annual Awards, Education Programme and<br />

Exhibition will take place on Thursday 14 September in a brand-new location at Whittlebury Hall,<br />

Northamptonshire.<br />

In this issue, you will find information on many of these updates including some feature articles. We<br />

have also partnered with KPMG Small Business Accounting and Citation to bring you some useful tips to<br />

support employers in the cleaning industry.<br />

Hello from the verification team…<br />

Since the start of the year, we have been busy welcoming new centres and assessors. We would like to<br />

remind all centres and assessors that the Verification Team are always available to talk to should you<br />

need to discuss any issues.<br />

During our visits, we have noticed a few things that are happening in our centres and would like to clarify<br />

the following points.<br />

<strong>The</strong> use of safety glasses when instructed by the relevant SDS and COSHH risk assessments are there<br />

for the protection of all individuals which does include those who wear prescription glasses.<br />

<strong>The</strong>re are many types of safety glasses available, and<br />

those who wear prescription glasses must be given the<br />

opportunity to select a pair that they are comfortable<br />

using over their prescription glasses.<br />

During training and assessment, the candidates must look<br />

at documents indicated on the skills cards not just say ‘I<br />

would’ we must be able to ensure that the candidates are<br />

competent in looking at the documents and selecting the<br />

relevant information for cleaning agents as well as the<br />

appropriate risk assessments and safe systems of work.<br />

As indicated in my last column we are now completing<br />

the review of <strong>The</strong> Cleaning Professionals Skills Suite and<br />

thank all of those who sent in their feedback.<br />

2017 is set to be an exciting year which we look forward to<br />

sharing with you all in due course.<br />

BICSc Roadshows 2017<br />

BICSc Roadshows are returning for 2017 with a bigger line-up of speakers and more networking<br />

<strong>The</strong> BICSc Annual Awards returns this year on Thursday 14th September 2017.<br />

For the second time, the event will include a daytime line up of industry<br />

speakers as well as an exhibition open to all industry professionals.<br />

<strong>The</strong> event will take place at a fantastic new location, Whittlebury Hall Hotel and Spa set<br />

in the heart of rural Northamptonshire.<br />

<strong>The</strong> impact of <strong>The</strong> National Living<br />

Wage on the cleaning industry<br />

<strong>The</strong> Government’s National Living Wage was introduced on 1 April 2016 for all working<br />

people aged 25 and over, and is currently set at £7.20 per hour. In April 2017 it will go<br />

up to £7.50. So how might this affect your cleaning services costs?<br />

With the introduction of the National Living Wage (NLW) last year bringing the minimum wage for over<br />

25-year-olds to £7.20 and the next rise due within weeks, there has been much debate over how this<br />

increase will further impact on businesses.<br />

A recent study by the Close Brothers Business Barometer reported that 50% of business owners and<br />

managers believe the National Living Wage will result in a rise in productivity and will impact positively on<br />

employee efficiency. With this in mind, we look at what this next change might look like for the cleaning<br />

industry and how businesses can identify the best strategy for dealing with the National Living Wage<br />

increase in April.<br />

Impact on the Cleaning Industry<br />

<strong>The</strong> cleaning industry is one of many highly labour intensive industries, supposedly up to 80% of any invoice<br />

value can be directly attributed to labour. <strong>The</strong> rise of 30 pence per hour will, therefore, have a huge knockon<br />

effect on an already low paid industry. While this increase may not sound like a lot on an individual<br />

level, to larger companies the increase will have a substantial impact on staffing costs. Likewise, smaller<br />

businesses with already tight margins will be put under even greater pressure to look at alternative money<br />

saving measures to offset the increased wages bill.<br />

Initial fears suggested the NLW could lead to widespread disruption in the workforce including<br />

redundancies, reduction in employee benefits, more zero hour contracts and employees being expected to<br />

work harder for the increase in wages. However, a report into the early findings from last year’s increase<br />

has offered some surprising insights.<br />

Early Findings of the National Living Wage<br />

In July 2016, <strong>The</strong> Resolution Foundation produced a report - <strong>The</strong> first 100 days: early evidence on the<br />

impact of the National Living Wage.<br />

Within this, they examined employers’ initial responses to the increase and asked what actions had been<br />

taken to manage additional wage costs since the NLW was introduced.<br />

<strong>The</strong> most popular response employers made was to raise their prices, passing on the increase to clients.<br />

This seems a fair and reasonable response; however, this relies on the cooperation of clients willing to pay<br />

higher costs. If clients insist on keeping service level agreements the same despite the NLW increase, this<br />

leaves employers looking at other options.<br />

Controversially 16% of employers responded by asking their workers to do more. While this is probably one<br />

of the least ethical ways to respond, this shows that across the UK, the cleaning workforce is being asked to<br />

work harder, faster and take on more responsibility for what is effectively a wage ‘increase’. While this may<br />

be technically true, there is a real danger here in employers viewing the NLW as a ‘pay-rise’ and therefore<br />

equaling more responsibility without any additional training. This also opens up the issue of hiring younger<br />

workers to take on the new ‘less responsible’ roles, and with 8% reporting that this was the strategy they<br />

employed, it is not hard to see that this is not a sustainable long-term solution.<br />

<strong>The</strong> surprising news was that 15% of employers chose to respond by investing more in training. This<br />

strategy takes a long-term vision to the NLW by bringing about a shift in how cleaning operatives are<br />

viewed by their employers. By offering accredited training, this ensures that not only are the workforce<br />

highly proficient skilled workers, they are also happier and more content within their roles, feeling valued<br />

and respected by their employers. This also works well with contract negotiations where cost is key, many<br />

clients are still looking for an excellent service, which can be achieved with on-going training. Training<br />

is also a great way to improve employee engagement, productivity and retention rates thus reducing<br />

employment costs.<br />

Benefits of the National Living Wage<br />

<strong>The</strong> National Living Wage Foundation carried out a report on the staff employed at companies signed up<br />

for their Living Wage programme (which is higher than the current NLW.) Alongside the NLW increase,<br />

the Living Wage Foundation reported that upon introduction of the voluntary living wage, 52% of staff at<br />

companies who had introduced the living wage felt a greater sense of loyalty to their employer, which in<br />

turn could result in as much as a 25% staff retention benefit in turnover rates and employee absence levels.<br />

<strong>The</strong>se changes alone would have a massive impact on businesses, and while it may seem counterintuitive<br />

to increase wages in an already squeezed industry with ever tightening margins, the results<br />

speak for themselves. Employee engagement should never be underestimated, and any successful<br />

business will agree a happy and content workforce is central to a successful business.<br />

Negative Impacts of the National Living Wage<br />

While there are many examples of employers making great choices in response to the National Living<br />

Wage, there have been reports of companies taking advantage of legal loopholes, essentially cutting<br />

down on other areas to make up for the pay rise and passing on all of the increases to their workers.<br />

Examples of this practice have included;<br />

• Cutting paid breaks<br />

• Decreasing hours/shorter hour contacts<br />

• Hiring younger people/apprentices who can legally be paid a lower wage<br />

• Cutting staff meals/drinks and benefits<br />

• Redundancy<br />

While this would initially ease the strain on financials, this is not a long-term strategy for a successful<br />

business and is treading in murky waters, the last thing a professional cleaning company would want.<br />

<strong>The</strong> reduction in staff happiness could lead to increased turnover, low employee engagement and a less<br />

than enthusiastic approach to work. It’s always worth considering the knock on effect on any cost cutting<br />

decision.<br />

How might your business be affected?<br />

While there has been a lot of discussion about the negative impacts the National Living Wage presents,<br />

there seems to be a lot more positivity coming out of it for the cleaning sector, with many seeing this as<br />

an opportunity to re-engage with their workforce. By offering increased training opportunities and with an<br />

engaging approach to<br />

businesses can build upon<br />

and appreciate the employer/<br />

employee relationship that<br />

can sometimes get lost in the<br />

world of the minimum wage<br />

industries.<br />

How the National Living Wage<br />

will affect individual businesses<br />

will depend entirely on the<br />

strategy employers choose to<br />

work with. While costs may<br />

initially increase, offsetting<br />

these costs with an innovative<br />

approach to recruitment and<br />

employee engagement will<br />

in the long term reap greater<br />

business benefits.<br />

Apprenticeships for the<br />

cleaning industry<br />

National Apprenticeship week took place<br />

on the 6-10 March, bringing together<br />

employers and apprentices from across<br />

the UK to celebrate the success of<br />

apprenticeships over the last decade.<br />

<strong>The</strong> British Institute of Cleaning Science (BICSc)<br />

has supported the scheme for many years,<br />

employing apprentices in a range of positions<br />

across the organisation. BICSc Group CEO, Stan<br />

Atkins who started his career as an apprentice, is<br />

a firm supporter and believes apprenticeships can<br />

offer life-changing opportunities for young people<br />

no matter what industry they decide to go into.<br />

In October 2016 BICSc took its support one<br />

step further and was invited to join a new<br />

apprenticeship government Trailblazer group for<br />

the cleaning industry, with Dr Sally Messenger as<br />

the BICSc representative. <strong>The</strong> group is chaired by<br />

Lorraine Larman from LCC Support Services and<br />

in the past six months has included representation<br />

from across the industry including Barchester,<br />

Carillion, Churchill Services, Doncaster Council<br />

and Interserve.<br />

<strong>The</strong> group is initially focusing on the development of<br />

a new employer-led apprenticeship standard for a<br />

Cleaning Hygiene Operative. In the future, the new<br />

standard will be available as part of a critical stage<br />

in the development of the standard, where BICSc<br />

will be supporting the industry consultation phase.<br />

<strong>The</strong> introduction of the new Cleaning<br />

Apprenticeship will mark a significant change<br />

for the development of the cleaning industry. Dr<br />

Sally Messenger said “the new apprenticeship<br />

offers a unique opportunity for employers to set<br />

the agenda for driving quality in the service they<br />

provide customers and ensuring their workforce<br />

is world class. Training and assessment is an area<br />

BICSc has been working in for more than 60 years,<br />

and it looks forward to embracing the opportunity<br />

to support the industry as it engages with the new<br />

apprenticeship.”<br />

We spoke to our newest apprentice, Molly Axtell<br />

who joined BICSc in November 2016 to find out<br />

what inspired her to become an apprentice:<br />

“After completing a two-year health and social care<br />

course, I was looking for my next chapter when<br />

I came across the opportunity to work for BICSc<br />

as a customer support administration apprentice.<br />

Having just left education, I saw this as a great<br />

opportunity to gain work experience while learning<br />

new skills.<br />

Since joining the company, I have learnt so much<br />

and gained skills in areas such as communication,<br />

customer service and relationship building.<br />

Every day I feel my confidence growing, and I<br />

am looking forward to developing my career in a<br />

customer support field when I have completed my<br />

apprenticeship.”<br />

To support apprentices in the cleaning sector<br />

BICSc will be launching a new student<br />

membership grade for students and apprentices<br />

who are currently completing a recognised study<br />

in a cleaning related field. <strong>The</strong> membership will<br />

be free for the first year for apprentices giving<br />

individuals access to valuable support, events and<br />

industry expertise to help advance their career. <strong>The</strong><br />

membership will be available from 1 April 2017.<br />

Can employees record<br />

disciplinary discussions?<br />

BICSc has partnered with Citation to bring our members HR advice and support for their cleaning<br />

operations. In this edition, we look at the impact of technology on disciplinary procedures.<br />

<strong>The</strong> age of technology has brought with it a new<br />

type of nightmare for employers. Portable devices<br />

such as tablets and mobile phones have created<br />

an opportunity for employees to easily secretly<br />

record meetings or conversations in the workplace.<br />

This had led to an increase in employees making<br />

secret recordings with the intention of using these<br />

recordings in Employment Tribunals.<br />

Picture this scenario<br />

John has had a lot of time off for sickness, generally<br />

on a Monday or a Friday which his employer is<br />

finding very difficult to manage. Before this is<br />

addressed, John is caught dipping his fingers in the<br />

till and his employer decides to discipline him for<br />

potential gross misconduct. John secretly records<br />

the disciplinary and appeal meetings including the<br />

discussions during the breaks. During one of these<br />

discussions, the Managing Director flippantly says<br />

that it would be a good opportunity to get rid of John<br />

due to his sickness absence.<br />

John is eventually dismissed, and a few weeks<br />

later, to the company’s surprise, they receive an<br />

Employment Tribunal claim. In his claim, John<br />

states that he has secret recordings backing up the<br />

fact that he was dismissed due to his sickness and<br />

not for gross misconduct.<br />

Will an Employment Tribunal allow<br />

secret recordings to be submitted<br />

as evidence?<br />

Potentially yes. Employment Tribunals may consider<br />

the secret recording to be distasteful, however they<br />

can allow them to be admissible where relevant.<br />

This can include secret recordings of private<br />

deliberations of the disciplinary panel members,<br />

particularly if the recordings reveal evidence of<br />

discrimination and also taking into account public<br />

policy/public interest.<br />

<strong>The</strong> fact that the evidence was gathered secretly<br />

does not mean that it will not be allowed. If the<br />

Employment Tribunal think that the evidence is<br />

relevant, then it will be admitted provided that the<br />

employer is given the evidence before the hearing.<br />

In our scenario with John, it is highly likely that the<br />

Tribunal would admit the secret recordings. <strong>The</strong><br />

careless remark made by the Managing Director<br />

could potentially be problematic as it may cast some<br />

doubt on the actual reason for dismissal.<br />

What can employers do?<br />

If you don’t want any recording of the proceedings:<br />

• At the outset of the meeting, make it clear to<br />

all parties that recording without consent is not<br />

permitted.<br />

• Ask all parties to switch off mobile phones or<br />

any other portable devices.<br />

• During breaks, ask parties to remove their<br />

personal belongings from the room. This<br />

reduces the risk of recording devices being left<br />

in the room when discussions are taking place.<br />

If you decide to record the proceedings:<br />

• Keep the recordings in case they are needed in<br />

the future to check legitimacy.<br />

However, the best advice to any employer would<br />

be to always assume that you are being recorded<br />

and that what you say will be admissible in an<br />

Employment Tribunal.<br />

A crucial part of growing your cleaning business is being able<br />

to find, hire and retain operatives with the skills you need. But<br />

how do you attract staff and incentivise them to stay?<br />

And what are the costs of employment that you need to be<br />

aware of?<br />

Think carefully about the skills you need – <strong>The</strong> recruitment<br />

process is not one you should rush. <strong>The</strong> costs of recruitment<br />

can be high, but it becomes much more expensive if you hire<br />

the wrong person.<br />

Attract the right people – We all want the very best talent for<br />

our business, but the best qualified, most experienced workers<br />

will not come cheap. To attract the right talent you should<br />

pay competitively, offer flexible benefits, offer progression<br />

opportunities, and create a culture people want to be a part of.<br />

Retain your best employees – Staff turnover is inevitable, but<br />

every successful cleaning business has a few key individuals<br />

with skills that are difficult to replace. Make sure you understand<br />

your top performers, regularly seek their feedback and offer<br />

opportunities for progression.<br />

<strong>The</strong> costs of employment – <strong>The</strong>re are the obvious upfront<br />

costs of employment, such as advertising the position,<br />

interviewing the candidates and paying for the services of an<br />

agency, but there are also other ongoing costs to consider.<br />

This includes the employee’s salary (and making sure you’re<br />

in line with the National Living Wage) employer National<br />

Insurance contributions, auto-enrolment pension contributions,<br />

employers’ liability insurance, holiday pay and sick leave.<br />

Hiring the right cleaning staff is the first challenge, but keeping<br />

them happy is the ultimate challenge.<br />

BBS plans visit to Abu Dhabi<br />

and Qatar<br />

After last year’s successful visits to Dubai, BICS Business Services (BBS) have<br />

decided to visit two more areas of the Gulf to learn more about cleaning and facilities<br />

management services in the region.<br />

BBS will be visiting Abu Dhabi, and Qatar on the 3-8 May 2017 and are currently putting together an<br />

itinerary for informal face to face meetings in both regions. If you are an international client and would<br />

We’re adjusting our pricing<br />

As from 1 April 2017, there will be a small price increase across most of BICSc membership packages. This<br />

adjustment will allow us to continue to develop new products and benefits for our members. Here are just<br />

some of the new features we are working on for 2017:<br />

Corporate Members:<br />

are you using the verified logo<br />

on your website?<br />

One of the excellent benefits of being a BICSc Corporate Member is the use of the<br />

BICSc Corporate Member logo on your company stationary, marketing literature and<br />

website, but are you using the correct version?<br />

BICSc has partnered with technology company, Yoshki, to protect their membership logos online so that<br />

only authorised BICSc members can benefit from using the logo on their website.<br />

Corporate Members must only display the verified Corporate Member logo on their website, which<br />

should look like the logo in the image. Any member who is found not using this version of the logo will be<br />

contacted before further action is taken to have this removed.<br />

If you are not using this version on your website currently please ensure the verified logo is installed<br />

promptly.<br />

Installing the Logo<br />

You can add the BICSc Corporate Member logo to your website by following the instructions emailed<br />

to you in the step by step guide. Add capital letters to Corporate Membership in the member<br />

verification section.<br />

Important updates required for your new<br />

Corporate Member directory<br />

We will shortly be making some improvements to our Corporate Member directory on the BICSc<br />

website. To help our customers find relevant company information more easily we are adding two<br />

new search filters which will allow customers to search for Corporate Members by company type<br />

and cleaning services offered.<br />

In order for us to do this we require all Corporate Members to update their details and let us<br />

know which company type they would like their profile to appear under as well as which cleaning<br />

services their business offers.<br />

If you are a corporate member we will shortly be sending you several emails with instructions on<br />

how to update your details. If you do not complete this information we will not be able to highlight<br />

your company profile on the BICSc website under the relevant sections, so it is very important that<br />

you complete this information and return it to us promptly.<br />

Fellowship<br />

Nominations are now open until the end<br />

of June for the award of ‘Fellowship’ with<br />

the British Institute of Cleaning Science.<br />

<strong>The</strong>re are many people who go beyond<br />

the ‘call of duty’ in their roles both<br />

in work and on a voluntary basis.<br />

<strong>The</strong> Institute has a number of such<br />

individuals who provide extensive<br />

services to the Institute in this way. <strong>The</strong><br />

Fellowship is our way of recognising<br />

these members by making an award for<br />

their support, activities and for going<br />

the extra mile for the cleaning industry.<br />
